are overwhelming. Could our
civic leaders be part of a con-
spiracy to monopolize devel-
opment on the bayfront? Will
a hotel and ecotourism center
with gated exclusive resi-
dences replace our quiet
bayfront neighborhoods. The
answer is YES , if you put
Winter and McLean in office.
If you live in northern
Imperial Beach, you need to
take a look at the map which
delineates the new redevelop-
ment zone. If you think that
this current council may pave
your alley' someday , you are
mistaken. The bulldozers are
coming and so is high priced,

the only reason our beaches
have been cleaner.
5. Winter has so little busi-
ness sense that she discusses
how to improve business in
I.B. over many, many lun-
cheons in Coronado, while
you and I pick up the tab.
6. Do you want I.B. to
have paved sidewalks and
alleys now? Or would you
rather have this turned into "a
very, very long term goal," as
Winter has proposed.
7. Winter did not put a
mortgage on city property to
pay off the $60 million bond
debt; she instead put it on all
of the private property in I.B.
It is your property taxes that
will triple to pay this off if
Winter fails to.
8. Winter writes the sheriff
high density development. If
you don't already own your
home, you will be pushed out
by economic forces. If you
own your home, you will be
pushed out too, because it is
as easy as a consent item on a
council agenda to re-instate
eminent domain. If Mayda
Winter and Fred McLean are
elected, they will have a man-
date to do whatever they want
for two years. Our neighbor-
hoods could be destroyed by
then.
Recently public meetings
have been held regarding
Eco-Tourism Studies and
Redevelopment. These meet-
ings are being held to give the
impression that the law is
being followed and that pub-
lic input is shaping the deci-
sions of the council and the
Redevelopment Agency ( dis-
guised as a legally elected
mayor and council). The mas-

his name were on those

9. You have heard of the
Tia Juana Valley County
Water District scandal.
Winter didn't say a word as
her friends and close col-
leagues on that board robbed
this neighborhood of more
than $2,000,000 while not
providing a drop of water
these past eight years that
Winter has been in office.
10. Winter has proposed
that the city council pass a
law that will forbid you from
having anything in your
garage except your car. This
from a woman who can't get
into hers because it is perma-
nently blocked by her boat.
11. Winter has supported
laws that will forbid any one
from having any businesses
or employees in their homes
at any time. So much for the
ter plans are already done.
McCoy, Winter , Rose ,
McLean and Bixler already
know what the finished prod-
uct will look like. They just
can't admit to it in public or
they would be confessing to
violations of the Brown Act
and be forced from public
office and maybe be looking
at jail time. The inner political
circle rallies behind the
Mayor and Council. This
group which appears to be
coordinated by Michael and
Deborah Carey also happens
to be the same group that
shows up at all these public
meetings. These plants com-
ment on elements of the fin-
ished master plan, so that
when it is finally announced
in public, the council can say
they made their decision
based on public input. In
recent months the Mayor had
made comments that she

come from outside of I.B.

13. Fred McLean is well
known to be in Mayda
Winter's pocket. McLean
couldn't even write his own

14. Mayda Winter has
been telling the 26,000 resi-
dents of I.B., for eight years
now, that our financial salva-
tion lies in eco-tourism. The
truth is, wild life is not going
to conveniently settle down
in the harmful lights from
two cities with a population
of more than five million
people. There are no eco-
tourists and there are no eco-
tourist dollars in I.B. It's just
Mayda Winter saying, "Keep
me in power longer and
maybe some day we will find
an eco-tourist dollar."
wanted to stay in control of
the direction that redevelop-
ment meetings were going.
No doubt. If the public were
to take these meetings in
another direction than the
already determined master
plan, Rose, McCoy and
Winter would be in a lot of
trouble with their political
cronies.
Old Palm Avenue is an
area which will continue to be
given great attention by the
redevelopment agency. It is an
area where secret deals
abound and corruption festers.
In recent months the pub-
lic has been made aware of a
dispute regarding a local busi-
ness, I.B. Rock'n. An associ-
ate of the ladies on the coun-
cil, who works for County
Parks, has filed repeated com-
plaints against an existing
business which has operated
within its license for many
years. Why would the city
treat them differently now? It
turns out that the problem our
council has with I.B. Rock'n
is not a noise issue at all, but a
redevelopment issue.
Confidential sources have
told this reporter that the
property of the former Brian's
Landing now doing business
as I.B. Rock'n was in escrow
at the time that Penny Boyd
and Al Rachovic leased the
business.
Considering the property's
obvious location in a redevel-
opment zone, it is doubtful
that a prospective buyer who
wanted to build a hotel would
have moved into escrow with-
out first checking with the
city or redevelopment agency.
Considering that this same
council paid to lobby the
Coastal Commission for a
variance which would allow
construction of hotels beyond
the 30-foot limit, a potential
hotel developer would have
already discussed this with
the city.

approve the development was
made with this Coronado
developer, and then Penny
and Al stepped in and ruined
the deal by leasing the busi-
ness currently located on the
same property.
Council minutes show that
an insider mentioned the pro-
posed hotel in public com-
ments and was quickly
hushed. Memos obtained
under the Freedom of
Information Act indicate that
Greg Wade and David
Garcias (the city's
Community Development
Director and the city's Code
Enforcement Officer) were
planning to use the Fire
Department, the ABC or
whatever agency was neces-
sary to shut down I.B. Rock'n.
Although they stated that
noise was the reason, their
objective was and still is to
put the secret hotel project
back on track. The council
under Rose, Winter and
McCoy set a standard of
allowable sound which is
impossible for the business to
meet. Its owners will be put
out of business. Although 50
decibels at 50 feet may sound
reasonable; at 4 a.m., with no
traffic, pedestrians or music,
the db level is 74. If you close
your car doors it's 65 db or
higher inside your car.
A request for public
records came with a response
of "No documents found". In
a telephone interview, Greg
Wade stated that he knew
nothing about a proposed
hotel at the site. I contend that
officials acting under the
cover of authority have
harassed a local business
owner in order to consum-
mate a secret hotel develop-
ment.
I'm not against the devel-
opment of a hotel, but not in
the devious and misleading
manner in which this city has
acted regarding I.B. Rock'n.
