AFFIDAVIT IN SUPPORT OF ARREST WARRANT On Friday, February 17, 2012, at 12:33 hours, an unknown subject entered the Capitol One Bank, 1200 F Street, Northwest Washington, D.C. Capitol One Bank is insured by the Federal Deposit Insurance Corporation (FDIC). The subject walked over to the check writing counter and appeared to write something. The subject left the check writing counter and walked to and then through the bank teller line. The subject walked to teller station number one which is at the far right facing the teller windows. The subject passed the teller a blank withdraw slip and a folded piece of paper. The teller opened the folded paper which turned out to be a demand note. The teller recalled the note stating; This is a robbery and no joke. I have a gun and if you dont give me the money, Im going to shoot you. Dont give me no dye pack. The subject fumbled around his waistband as if he had a gun. The teller pressed her panic alert and opened her drawer. The subject then stated, No dye packs and instructed the teller to give him hundreds, hundreds just give me hundreds. The teller opened her bottom drawer and removed all of her one hundred dollar bills. The teller pushed approximately $5800 into her teller tray along with the demand note. The subject removed all of the money from the teller tray and stuffed it into his jacket pocket. The victim teller described the suspect as a black male, 6'1" tall, 185 pounds. The teller described the suspects facial hair as a scraggly mustache and beard and his clothing as a greenish/grayish pullover type jacket. The banks surveillance video shows a clear and unobstructed view of the suspect, including his face. Images from the bank surveillance were downloaded and turned over to law enforcement. The undersigned Detective reviewed the images and immediately recognized the suspect as Frank Lester Reddick, DOB x/xx/xx PDID #xxx-xxx. In 2008, the undersigned Detective arrested the suspect for a bank robbery that took place at the same location. The undersigned Detective created a photo array that consisted of nine photographs that included one of Frank Lester Reddick who was in position number four (4). The undersigned presented the array to the victim teller who looked briefly at the array and positively identified photograph number four (4) as the individual who robbed the bank. The photo array was also shown to another bank employee (second employee). Asked if she could identify the suspect, the second employee stated no, I dont know why I keep looking at number 4. Moments later, the second employee stated that photograph number 4 did not show a beard.
