It is a great honour and a true pleasure to welcome
all of you to the UAE for Eye on Earth, Abu Dhabi
2011 which marks a momentous occasion for all those
involved in the environmental and societal data and
information movement.
Our goals during Eye on Earth are many and varied
but our overriding purpose is to bring together all of
you who have worked so hard and long to bring down
the barriers that prevent all of us having access to the
knowledge we need to safeguard our planets future.
For the UAE, the journey to this critical point began
the moment that the Abu Dhabi Global Environmental
Data Initiative (AGEDI) was launched under the
guidance and patronage of His Highness Sheikh Khalifa
Bin Zayed Al Nahyan, President of the UAE and Ruler
of Abu Dhabi at the United Nations World Summit for
Sustainable Development in Johannesburg in 2002.

Over the last decade, AGEDI has worked together with its partners like the United Nations
Environment Programme (UNEP) and Environment Agency - Abu Dhabi (EAD), to help the
UAE and the wider region to harness its environmental and societal data and information for
sound decision making, management and planning. During this journey momentum has built
around the critical need for access to such data resulting in the global stage that the issue finds
itself on today. We are pleased therefore to convene the Summit as a member of the global
environmental and societal data and information community.
Thank you to The President His Highness Sheikh Khalifa for his patronage and support and to
all our partners, contributors and speakers for making the Summit a reality, and to you for your
participation and energy in meeting the challenge of providing greater access to environmental
and societal data and information for all of those who need it.

WHAT IS
EYE ON EARTH?
ye on Earth is a movement that began the moment that Abu Dhabi Global
Environmental Data Initiative (AGEDI) was launched under the guidance and
patronage of His Highness Sheikh Khalifa Bin Zayed Al Nahyan at the United Nations
World Summit for Sustainable Development in Johannesburg in 2002. During the last ten
years, AGEDIs mission has been to address the issue of greater access to environmental
and societal data and information for all of those who need it, especially with regards to
emerging economies efforts to achieve sustainable development.
The Eye on Earth Abu Dhabi 2011 Summit marks the next stage of AGEDI and convenes the
worlds thought and action leaders in this field with a broad range of representatives from
government, the United Nations, private sector, educational and research institutions and
civil society. Eye on Earth is designed to converge community thinking around the most
pressing challenges facing the world today, opportunities presented by rapid technological
advancements and an ever more connected world. The Summit also sets the stage for
collaborative action moving forward to harness these technologies and networks to better
protect, secure and sustain the planets resources and peoples.

President of the UAE, the Summit is hosted by Environment Agency - Abu Dhabi (EAD),
facilitated by Abu Dhabi Global Environmental Data Initiative (AGEDI) in partnership with the
United Nations Environment Programme (UNEP).
The environmental data and information community is making substantial progress with
standards through the Open Geospatial Consortium (OGC), with common platform development
and application through the Group On Earth Observations (GEO) System of Systems (GEOSS),
community building through the Global Spatial Data Infrastructure Association (GSDI), and
national and regional spatial data infrastructure initiatives and various shapes and sizes of
collaborative information federations that have formed around geographic places or topics.
The private sector has likewise made significant advances towards the development of virtual
globes such as ESRIs ArcGIS Online, Google Earth, and Microsofts Bing Maps. In addition,
the explosion of location-aware smart phones and associated applications are ramping up

the number and quality of volunteered geographic
information. Other volunteer efforts like Open Street
Map are adding to the extensive and increasing wealth
of geospatial and other information available online. The
Eye on Earth Abu Dhabi 2011 Summit does not aim to
duplicate these efforts. Rather, it will do the one thing
that individual data efforts cannot do: bring together,
from around the globe, representatives of every group
that has an impact on the way the world generates,
standardises, stores, shares and analyses data.
To ensure a Summit that focuses on key issues, the Eye
on Earth agenda has been developed under a Summit
Governance structure of an Executive Advisory Board,
Framework Committee and five Working Groups,
representing all aspects of the global environmental
and social information networking movements. To
achieve the highest level of political endorsement
and commitment to the Summit outcomes, an Eye
on Earth Declaration is under development and will
be submitted for consideration to the United Nations
Conference on Sustainable Development (UNCSD) to
b hlo in 2CC (Rio +2C). lt is anticipato that this will
be submitted on behalf of the Eye on Earth community
under the category of Science and TechnologyScience
by AGEDI and is proposed to be signed by Environment
Ministers, Organisations and Individuals attending
Eye on Earth.
The Summit will be conducted over three and a half
days. The first day is themed Mind the Gap and includes

a plenary opening session and a series of five tracks to
review and explore the themes and findings of the
Working Groups. The second day, From a Moment to
a Movement, provides a platform for VIPs and various
luminaries and government and industry leaders to share
their perspective and vision. The third day includes a
series of parallel tracks organised around special critical
themes such as Water Security, Disaster Management
and Blue Carbon and is themed Effecting Change.
The final day of Eye on Earth, Enabling the Vision, is
dedicated to highlighting several special initiatives that
will carry the common objectives and aspirations of the
Summit forward in specific and practical collaborative
activities and programs.
An Exhibition area will be open to the Summit attendees
and general public. This includes an Eye on Earth
Theatre featuring top media relevant to the Summits
key topics, a Technology Showcase, and Innovations
Forums featuring the most interesting existing and
emerging technologies and creative applications to
situations around the world. A special centre stage will
provide a unique format for feature presentations.

bu Dhabi Global Environmental Data Initiative (AGEDI) was launched by the
United Arab Emirates Government, under the guidance and patronage of
His Highness Sheikh Khalifa Bin Zayed Al Nahyan at the United Nations World
Summit for Sustainable Development in Johannesburg in 2002, to address the impact of
missing or weak environmental data on emerging economies efforts to achieve sustainable
development.
Today, AGEDI works with Partners, Members and stakeholders throughout the world to
achieve a more sustainable future through best-impact access to environmental and societal
data, to meet the challenges that have grown beyond those faced in 2002. Water scarcity,
food security and climate change are issues of policy that require action and solutions that
extend beyond political boundaries. The need for collaboration, information and understanding
is greater than ever.
AGEDI provides user-friendly access to high-quality environmental information, through a
variety of information products. While Environment Agency Abu Dhabi (EAD) champions
AGEDI locally, the United Nations Environment Programme (UNEP) champions it regionally
and globally. AGEDI works closely with international networks to facilitate and enhance
information exchange.

AGEDIs flagship local product is the Abu Dhabi State of the Environment report, accessible
at www.soe.ae. AGEDI collaborates on a number of projects with strategic partners including
Emirates Wildlife Society in association with WWF (EWS-WWF), UNEP and EAD, working
together to achieve the shared aim of ensuring effective access to the worlds expanding pool
of environmental and societal data by all of those who need it.
AGEDI is the facilitator of the Eye on Earth Abu Dhabi 2011 Summit and has been working
towards this initiative since its launch a decade ago. Many of AGEDIs partners and stakeholders
both at the UAE and international level have come together to make the Summit a reality and
it marks its third phase of evolution, bringing its experience, knowledge and networks to the
global community.

ABOUT
he Environment Agency - Abu Dhabi (EAD) was established in 1996 to preserve
Abu Dhabis natural heritage, protect our future, and raise awareness about envi
ronmental issues. EAD is Abu Dhabis environmental regulator and advises the
government on environmental policy. It works to create sustainable communities, and
protect and conserve wildlife and natural resources. EAD also works to ensure integrated
and sustainable water resources management, to ensure clean air and minimise climate
change and its impacts.
Thanks to EADs education efforts, awareness of key environmental issues in Abu Dhabi today
is at 58.5%, up rom 49% in 2CC8. ln 2CC, 76% o popl agro that w all shar rsponsibility

are aware of the need to work in a more environmentally-friendly way too. For example, in

EADs permits contain limits on the quantities of pollutants a facility can discharge to air, land

EAD is the host of the Eye on Earth, Abu Dhabi 2011 Summit.

NEP is the designated authority of the United
Nations system in environmental issues at
the global and regional level. UNEPs mission
is to provide leadership and encourage partnership
in caring for the environment by inspiring, informing,
and enabling nations and peoples to improve their
quality of life without compromising that of future
generations. UNEP is headquartered in Nairobi, Kenya.
Led by Executive Director, Mr. Achim Steiner and
Deputy Executive Director, Ms. Amina Mohammed,
UNEP is mandated to serve as a lead authority in
articulating, facilitating and supporting a response
to environmental challenges and opportunities.
UNEP acts as an advocate, educator, catalyst and
facilitator, promoting the intelligent use of the
planets natural assets for sustainable development.
It works with many partners, including other United
Nations entities, international organisations, national
governments, non-governmental organisations (NGOs),
business, industry, the media and civil society.
UNEP is a key partner in making the Eye on Earth,
Abu Dhabi 2011 Summit a reality and has been working
with AGEDI since it was launched in 2002. Through
the strong ties between UNEP, AGEDI and EAD, the
Eye on Earth movement has gone from concept to
actuality. UNEP is represented throughout the Summit
Governance process from the Executive Advisory Board
to the Framework Committee and the Working Groups.

he Summit has been developed under a
structure of governance that provides for
clarity of purpose, consistency and relevance
of content and commitment to outcomes.
A key consideration in the formation of the Summit
Governing bodies has been establishing balanced
representation including consideration of geographic
distribution, the inclusion of diverse audience segments
and close cooperation and integration with the United
Nations Environment Programme, the UN and UN
Major Groups, which themselves include a broad range
of international stakeholders.

Responsible for the ratification of the recommended
content of the Summit and Exhibition, including the
Summits direction, areas of focus and speakers as well
as the review and input to the draft thematic White
Papers.

Defines the Summits overarching conceptual
framework including the program design for the
plenary and session talks as well as input to the
Exhibition and the definition of the Special initiatives
and their outcomes.

Convened to identify and frame the most challenging

initiatives are to be those which fundamentally
improve the landscape of environmental and societal

achieved in the medium term.

Eye on
Global Network
of Networks
he EoE community wants to explore how
various networks, ranging in scale from
local to global, could be better aligned to
increase their collective impact by making sure that
these systems can find and talk to one another. There
are already promising examples, such as UNEP-Live
and the Eye On Earth application www.eyeonearth.eu
being developed by the EEA, Microsoft and ESRI.
The group preparing this Special Initiative, the
Technical Infrastructure Working Group, wants to
boost collaboration between a number of initiatives
designed to enhance the role of geospatial and other
data in global decision-making (GEO/GEOSS, INSPIRE,
EIONET, AGEDI, UNSDI, GGIM, GSDI, GBIF, GeoSur,
Global Pulse and several others).
The group has one overriding aim: to ensure that
any initiatives complement existing work, and do
not duplicate it. The common global framework they
explored in their White Paper has a number of key
elements: institutional cooperation, common content,
shared infrastructure and tools.
Many aspects remain to be explored, including policy,
regulatory, financial, governance, capacity building and
others. Some of these subjects, such as finance and
education, are addressed in other Special Initiatives.

Eye on
International
Development
he need for robust data infrastructure is often
ignored in the design of development
programmes. Development finance and foreign
aid experts are not used to designing their projects to
ensure that the data they collect, for example through
environmental impact assessments, is easily made
available to others. Yet such data is key to design
resilient infrastructure and development programmes.
This initiative focuses on two aspects of the problem:
exploring how to mobilize massive capital over the next
decade to address major challenges (climate change,
social, economic and ecosystems resilience, poverty,
energy, water and food security); and highlight that data
infrastructure is a critical tool for development.
This special initiative is thus aiming for two outcomes: to
ensure the critical role of data infrastructure is understood;
and to strengthen the connection between donor/IFI/
aid agencies and between them and their recipients to
allow more effective project definition, monitoring and
performance management.

Education

A
wareness and education precede any
responsible decision, and strongly influence
individual decisions as well as national
policies. There are many environmental education
and awareness programmes around the world, but
they have no common knowledge management
infrastructure. Materials, curricula, best practice
examples, data networks, available educators, and
other resources are not coordinated. This special
initiative would seek to build a network of entities and
resources ready to work together.
This special initiative thus seeks to create a global
network to support coordination, collaboration and
resource sharing across global environmental
education practicioners. For example, it wants to
support existing capacity-building programs like My
Community Our Earth (MyCOE). Since education,
awareness and capacity building are a core component
of all other Special Initiatives, this initiative will support
the education needs of all other EoE Special Initiatives.

Access to All
here is considerable support in the Eye on Earth
community for the development of adequate
institutional and legislative enabling conditions
for furthering the implementation of Principle 10 of
the Rio Declaration (draft Eye on Earth Declaration).
Principle 10 recognizes that environmental issues
are best handled with access to information, citizen
engagement and access to remedies and relief.
This Special Initiative will perfectly complement the
other Eye on Earth Special Initiatives (especially, the
Eye on Network of Networks Special Initiative) by
addressing a key aspect of access to information
that is relevant for all suggested initiatives and by
creating an enabling environment that ensures
the maximum usage of the available data and
information. Furthering Principle 10 implementation
is therefore fundamental to the success of the
Eye on Earth Summit.

Eye on
Community
Sustainability
and
Resiliency
ver half of the worlds 7 billion-strong
population is now urban. Migration from
rural areas to cities is growing. The question
of making communities both sustainable and resilient
is, not surprisingly, becoming urgent. The American
Association for Geographers, EIS-Africa, US and Global
Green Building Councils, the Center for National Policy,
ICLEI, the U.S. Department of State and others are
among those that suggested an Eye on Earth Special
Initiative on the subject.
Under this Initiative, the participants will set up a forum
to allow the worlds urban sustainability and resiliency
initiatives to share information. This would connect
important existing networks (such as My Community
Our Earth (MyCOE), Geoinformation for Sustainable
Urban Management (GeoSUM), and Geospatial Sciences
for Sustainable Development in Africa).
This Special Initiative includes setting up several
information infrastructure programmes about sustainable
communities, to demonstrate the application of these
principles to the real world.

supporting our economy. A recent
report has shown that as much as

marshes and seagrass ecosystems.
This is as much as half the total
that is expected to be achieved by
the United Nationss Collaborative
Programme on Reducing Emissions
from Deforestation and Forest
Degradation in Developing Countries.
The Global Environmental Facility
has clearly recognised this potential:
it recently decided to invest half a
billion dollars in Blue Carbon projects.
The Eye on Earth Special Initiative will
promote the Blue Carbon concept by
refining the Blue Carbon Framework
model, developing the concept for the
necessary information infrastructure,
and supporting coastal blue carbon
initiatives. It will also include the
implementation of model programs
in Arabia or South Asia that can be
used as a model for the Region and
beyond.

Eye on
Disaster
Management
he frequency and intensity of natural
disasters is increasing as a result of climate
change. There is thus an increasingly urgent
need to anticipate threats, evaluate risks, and design
communities and infrastructure that are better able to
resist disasters. One thing is almost certain whenever
a disaster hits: the crisis response is usually too slow,
and the help made available to rebuild communities
and ecosystems is often too small. It is clear that the
least developed countries in particular need more help
to develop the infrastructure to plan for, and respond,
to natural disasters.
This initiative therefore proposes a Public-Private
Partnership system to help GIS and spatial data
infrastructure support those engaged in disaster
planning and response and those working to help
communities adapt to climate change. It would
encourage international finance and aid agencies to
combine private sector technology and expertise
with existing governmental and intergovernmental
programmes through a sound practice framework,
and boost the links between existing disaster reduction
and recovery information networks.
The focus of this initiative is on the most vulnerable
communities in the world. We hope that the resulting
public-private partnerships will be devoted to
establishing credible and measurable facilities within
20 of the worlds poorest countries.

ater security is key to sustainability and to
peace. How much water is available, and of
what quality, is a subject of core national
interest everywhere. Around the world, a broad range
of stakeholders is monitoring the depletion of water
resources.
The initiative aims to develop a framework for a
regional water management information infrastructure
and to implement one or more projects to demonstrate
that framework. It will build on existing systems
whenever appropriate. Initially, the work will focus on
demonstrating the usefulness and applicability of data
technologies not only amongst water specialists but
also in neighbouring disciplines such as ecosystem
health and management.
The group working on a water security special initiative
is correspondingly large (UNEP, CSIRO, OGC, GEOSS,
the UNSDI, the European Commission are involved, with
GRDC, World Water Monitoring Day, UNESCO, the IAEA,
the WMO, and the WHO set to become involved too).
The initiatives beneficiaries include UN-water, the UN
Economic Commissions, the members of World Water
Council and members of the World Water Forum.

The Eye on Earth agenda has been developed with the aid of five Working Groups, representing
all aspects of the global environmental and social information networking movements. On
Monday 12 December, for those with scientific, management and operational responsibilities,
the Working Group Open Sessions will move from general discussion, cross-issue and sector
awareness raising, issue identification and ratification to challenging discourse, solution
conversations and exchange of ideas. The sessions feature four of the Working Groups; Policy,
Govrnanc & lnstitutional Ntworking, Contnt ano Usr Nos, Tchnical lnrastructur ano
Capacity Building, Education and Awareness.
There are a number of key events happening across the three and a half days of the
Eye on Earth Abu Dhabi 2011 Summit & Exhibition all dedicated to the critical issue
of greater access to environmental and societal data by all of those who need it.

William Jefferson Clinton was the first Democratic
president in six decades to be elected twice first in
1992 and then in 1996. Under his leadership, the country
enjoyed the strongest economy in a generation and the
longest economic expansion in U.S. history, including
the creation of more than 22 million jobs.
After leaving the White House, President Clinton
established the William J. Clinton Foundation with
the mission to strengthen the capacity of people in
the United States and throughout the world to meet
the challenges of global interdependence. Today the
Foundation has staff and volunteers around the world
working to improve lives through several initiatives,
including the Clinton Health Access Initiative (formerly
th Clinton HlV//lDS lnitiativ) which is hlping 4
million people living with HIV/AIDS access lifesaving
drugs. Other initiatives - including the Clinton Climate
Initiative, the Clinton Development Initiative, and the
Clinton Giustra Sustainable Growth Initiative - are
applying a business-oriented approach worldwide to
fight climate change and develop sustainable economic
growth in Africa and Latin America. As a project of the
Foundation, the Clinton Global Initiative brings together

A career diplomat, Mr. Sha Zukang became the United
Nations Under-Secretary-General for Economic and
Social Affairs on 1 July 2007. As such, he heads the
Department of Economic and Social Affairs, which
is responsible for the follow-up to the major United
Nations Summits and Conferences, and services
the Second and Third Committees of the General
Assembly, the Economic and Social Council as well
as the vast majority of its functional commissions
and expert bodies. He also convenes the Executive
Committee on Economic and Social Affairs, the UN
Secretariats network for joint planning and initiatives
on development.
In 2010, Mr. Sha Zukang was appointed Secretary-
General of the United Nations Conference on
Sustainable Development. The Conference, also known

Mr. Sha Zukang has extensive experience with
multilateral organizations and international
conferences. He was Chairman of the Preparatory
Committee and Chairman of the Committee of the
Whole, United Nations Conference on Trade and
Development (UNCTAD) 11th session from 2003

became its first Director-General. He participated,
as chief negotiator or representative of the Chinese
government, in the negotiation and review of many
important international treaties on arms control and
disarmament such as Treaty on the Non-Proliferation
of Nuclear Weapons, Comprehensive Nuclear Test Ban
Treaty, Chemical Weapons Convention, Biological and
Toxin Weapons Convention, Convention on Certain
Conventional Weapons. He made great contributions
to mine clearance in China and many parts of the
world. He encouraged the development of Chinese
non-governmental organizations, and facilitated
the opening of offices in China by international
organizations.
His postings in diplomatic missions abroad included
London, Colombo, New Delhi, New York and Geneva.
Prior to assuming his present position in the United
Nations, he was Ambassador and Permanent
Representative of the Chinese Mission to the United
Nations Office at Geneva.

Razan Khalifa Al Mubarak joined the Environment
Agency - Abu Dhabi (EAD) in May 2010. As Secretary
General, she leads an organization responsible for
championing environmental sustainability, conserving
Abu Dhabis biodiversity, protecting groundwater and
ensuring that the economic vision for Abu Dhabi is
achieved in a way that protects our natural heritage
and maintains a good quality of life for all, now and for
the future.
Razan is also the Managing Director of Emirates
Wildlife Society-World Wide Fund for Nature (EWS-
WWF) since its inception in 2001 and Mohamed Bin
Zayed Species Conservation Fund. Razan holds an
MSc in Public Understanding of Environmental Change
from the University College London, UK, and a BA
(Hons) in Environmental Studies and International
Relations from Tufts University, USA.
Razan is a board advisor to the Abu Dhabi Music and
Arts Foundation, and an advisory council member for
TAWTEEN - a federal initiative that aims to promote
the employment of Emiratis in the private sector.
Razan is also a board member to the African Wildlife
Foundation, Al Ain Wildlife Park and Resort, and the
Global Footprint Network.
Acting on the nomination of Secretary-General Kofi
Annan, the UN General Assembly in 2006 unanimously
elected Achim Steiner as the Executive Director
of UNEP for a four-year term. He became the fifth
Executive Director in UNEPs history. At its 83rd
plenary meeting in 2010, the UN General Assembly, on
the proposal of the Secretary-General Ban Ki-moon, re-
elected Mr. Achim Steiner as Executive Director of the
United Nations Environment Programme for another
four year term. In 2009, the Secretary-General also
appointed Mr. Steiner as Director General UNON which
provides the administrative, conference, security and
logistics services to the UN family in Kenya, which hosts
offices and projects of more than 60 UN agencies,

Before joining UNEP, Mr. Steiner served as Director
General of the World Conservation Union (IUCN) from
2001 to 2006, and prior to that as Secretary General
of the World Commission on Dams. His professional

in different parts of the world. He worked both at
grassroots level as well as at the highest levels of
international policy-making to address the interface
between environmental sustainability, social equity
and economic development.
Mr. Steiner, a German and Brazilian national, was born
in Brazil in 1961. His educational background includes
a BA from the University of Oxford as well as an MA
from the University of London with specialisation
in development economics, regional planning, and
international development and environment policy. He
also studied at the German Development Institute in
Berlin as well as the Harvard Business School.
He serves on a number of international advisory
boards, including the China Council for International
Cooperation on Environment and Development

Prior to joining the GEF, Mrs. Barbut served as Director

established a pragmatic approach to ensuring the
link between environment and economics, setting up
development policies and pilot projects, including in
developing countries or countries experiencing critical
backgrounds (China and Iraq).
Dr. Mark Plotkin is a renowned ethnobotanist and social
entrepreneur who has spent almost three decades
studying traditional plant use with elder Shamans
(traditional healers) of tropical America.
As an ethnobotanist-a scientist who studies how, and
why, societies have come to use plants for different
purposes - Dr. Plotkin carried out the majority of his
research with the Trio Indians of southern Suriname, a
small rainforest country in northeastern South America,
but has also worked with eminent shamans in other
tropical American countries.
Dr. Plotkin has served as Research Associate in
Ethnobotanical Conservation at the Botanical Museum
of Harvard University; Director of Plant Conservation at
the World Wildlife Fund; Vice President of Conservation
International; and Research Associate at the Department
of Botany of the Smithsonian Institution. Dr. Plotkin
is now President of the Amazon Conservation Team
(ACT), a nonprofit organization he co-founded with his

for societal benefit. Rebecca received a bachelors

Malcolm Johnson was elected Director of the ITU
Telecommunication Standardization Bureau by the
Plenipotentiary Conference 2006 in Antalya, Turkey. He

Conference in Guadalajara, Mexico, and began his second

Dr. Gilbrto Cmara (born 956) is a rsarchr in
the areas of Geoinformatics, Spatial Databases, and
Environmental Modelling. He is General Director of
Brazils National Institute for Space Research (INPE)
for the period 2010 to 2013, on a second four-year
mandate, and is internationally known for defending
free access for geospatial data and software. Cmara
set up the open access policy for the images from the
CBERS China-Brazil Earth Resources Satellites and for
the maps for measuring deforestation in Amazonia.
He led the development of SPRING, a free GIS that
innovated in the use of object-oriented modelling for
spatial data, and of TerraLib, an open source GIS library
for large environmental databases. He is a member of
the editorial boards of the Journal of Earth Science
Informatics and Computers, Environment and Urban
System, and is a professor in INPEs graduate programs
in Earth System Science and Computer Science. He
has publisho svral books ano mor than 5C paprs
in conferences and journals, that have been cited more

Peter holds a Masters Degree in Environmental
Management and a PhD in Forestry and Forest Product

private sector where he collaborated closely with the
US space agency NASA.
As a scientist, Peter has gained international
