SB 12-091 Nursing Home Administration Qualifications Sen. Tochtrop & Rep. Bradford Staff Name: Quinn Girrens What the Bill Does: Nursing Home Administrators are individuals who are responsible for planning, organizing, directing, and controlling the operations of a nursing home. The Board of Nursing Home Administrators administers a nursing home administrator-in-training program and is responsible for the licensing and discipline of nursing home administrators.1 SB 12-091 modifies the requirements for licensed Nursing Home Administrators seeking to sit on the Board and for individuals seeking to take the Nursing Home Administrator Licensure Examination. SB 12091 also permits a NHA who is licensed both nationally and in another state to sit for the Colorado licensure exam. Requires nursing home administrator (NHA) members to be engaged in particular areas of discipline in the profession (specifically hospital administration; non-profit facility administration; proprietary facility administration; or continuum of care administration)2 Requires NHA members to have been actively engaged in the profession for at least 5 years3 Requires NHA applying to take the NHA licensure exam must have either: o (1) Successfully completed the administrator-in-training (AIT) program pursuant to C.R.S. 12-39-107 OR o (2) Completed B.A. degree in Public Health Administration OR o (3) Complete Associates degree in a health care related field AND at least 2 years experience in administration in a nursing home or hospital Applicant must be supervising and exercising reasonable control over at least 5 subordinates4 AIT program participant to complete 2000 hours of training before he or she is eligible to take the NHA licensure exam5 Colorado Context:

NHA Board Members are appointed by the Governor6

National Context: Pennsylvania has requirements for those seeking NHA licensure similar to CO.7In New Mexico, Kansas, Wyoming, Utah, and Oklahoma, those seeking NHA licensure must meet similar requirements to the ones proposed in this bill. Bill Provisions: Eliminates the requirement that NHAs practice in a specific discipline area in order to serve on the board Reduces the period during which an NHA must be engaged in the profession to 3 years For the Associates Degree track, reduces the number of subordinates that applicant must supervise to 3 and only 1 year of experience in administration in a nursing home or hospital Reduces the required AIT training for eligibility to take the NHA licensure exam to 500 hours Fiscal Impact: There is currently no Fiscal Note available for SB 12-091.
