IGI Airport has steadily improved its quality levels and ranking over the last 5 years after management was transferred to DIAL. The airport has moved from an ASQ score of 3.02 in 2007, and a rank outside the top 100 to a score of 4.72 and 6th rank across all categories in 2011. Chandigarh 14.2.2012, Kulbir Kalsi / We the councilors of BJP & SAD want to bring to your notice that Mayor of Municipal Corporation of Chandigarh has constituted 12 Committees on 13 th Feb, 2012, which is illegal and in violation of The Punjab Municipal Corporation Act.It is submitted that as per the Section 42 (3) of The Punjab Municipal Corporation Act the constitution of Committees is the obligatory function of the Corporation, hence, it shall be incumbent on the corporation to constitute the Committees as per the Act. The relevant section is reproduced below.Committees : 42 (1) & (2) Omitted (3) The Corporation shall constitute a Water Supply and Sewerage Disposal Committee, Roads Committee, a House Tax Assessment Committee and such other committees as may be prescribed consisting of such number of councilors and for the exercise of such powers or discharge of such functions as may be prescribed.But to our utter surprise and protest a resolution (without mentioning under what provision of Municipal Act) was moved in the meeting of the General House of Corporation held on 23rd Jan, 2012 authorising the Mayor to constitute the Committees, which was illegal as per Municipal Act and amounts to delegating obligatory function of the Corporation to a non authority, as Mayor is no authority charged with carrying out the provisions of Municipal Act as per Section 46 of the Act, which is reproduced below. Municipal authorities : 46. The municipal authorities charged with carrying out the provisions of this Act shall be (a) the Corporation ; (b) the Finance and Contracts Committee ; and (c) the Commissioner. It is again submitted that as per section 42 of the Act constitution of Committees is obligatory function of the Corporation, which cant be delegated to a non authority as per Act, hence, the so called resolution in the meeting of the General House of Corporation held on 23rd Jan, 2012 authorising the Mayor to constitute the Committees was illegal and further the constitution of 12 Committees by Mayor was illegal and in violation of the provisions of The Punjab Municipal Corporation Act, which are liable to be set aside.In the light of above made submissions, we request you to intervene in the matter to restore the statutory provisions of The Punjab Municipal Corporation Act and further to order to dissolve the said Committees constituted by Mayor and to direct the Corporation to constitute Committees as per the provisions of The Punjab Municipal Corporation Act. Chandigarh 14.2.2012, Kulbir Kalsi / Lions Welfare Society President, Sh. L.K. Khurana distributed chocolates amongst poor school children on the occasion of Valentines Day. He informed the students as well as teachers that flowers should not be plucked as it affects environment; instead chocolates may be exchanged to celebrate the day. He said that Chandigarh being an Environment Friendly City should specifically curb plucking of flowers on this day and alternate means like gifts, chocolates, sweets, should be encouraged. On this occasion, the society General Secretary Surinder Dhull, Secretary Sachin Singla, Shyam Sunder were prominently present.

No. 246, Sec 19-A, Chandigarh was born in the family of lawyers. He served as a Judge in the High Court and after retirement, practised in the Supreme Court for few years.
