BOOK 3: PARTICLUAR SPECIFCATION (UNDER REVIEW BY SITE TEAM) ITEM-1 ENVIRONMENTAL CONSIDERATIONS DURING PROJECT CONSTRUCTION

1.1 1.1.1

EXECUTION GUIDELINES Introduction The Subcontractor shall identify the various environmental issues that may be of concern and require specific management plans during the execution of the Works. The identification process shall be based on Good Industry Practice generally adopted for environmental issues of large construction site besides being particularly responding to the stipulation laid down by the Environment Protection Agency of Maldives for the INIA. The EMP developed should be consistent with the phasing and progress of the planned site preparation and construction activities.

1.1.2

General Requirements The Subcontractor shall minimize the environmental pollution and the damage that may occur as a result of construction operations. The environmental resources within the Site and those affected outside the limits of the Site shall be protected. The purpose of the EMP shall be to present a comprehensive overview of known potential environmental issues, which the Subcontractor shall address during the execution of the works. Issues of concern shall be defined within the EMP. The Subcontractor shall address each topic at a level of detail commensurate with the environmental issues and required construction tasks. Topics or issues which are not identified within this section, but which the Subcontractor considers necessary shall also be identified.

1.1.2.1

Submittals The EMP shall include but not be limited to the following: Name(s) of the Environmental Compliance Manager. Name(s) and qualifications of person(s) responsible for training the environmental management personnel. Description of the training program. environmental management personnel

An erosion and sediment control plan which identifies the type and location of the erosion and sediment controls to be provided. The EMP shall include monitoring and reporting requirements to assure that the control measures are in compliance with the erosion and sediment control plan. Drawings showing locations of proposed temporary excavations or embankments for haul roads, material storage areas, structures, sanitary facilities and stockpiles of excess or spoil materials including methods to control runoff and to contain materials on the Site. Work area plans showing the proposed activity in each portion of the area and identifying the areas of limited use or non-use. The EMP should include measures for marking the limits of use areas including methods for protection of features to be preserved within authorized work areas. A non-hazardous solid waste disposal plan identifying methods and locations for solid waste disposal including clearing debris. The plan shall include

schedules for disposal. The Subcontractor shall identify any subcontractors responsible for the transportation and disposal of solid waste. An air pollution control plan detailing provisions to assure that dust, debris, materials, trash, etc., do not become air borne and travel off the Site. A contaminant prevention plan that identifies potentially hazardous substances to be used on the Project Site; identifies the intended actions to prevent introduction of such materials into the air, water, or ground. A waste water management plan that identifies the methods and procedures for management and/or discharge of waste waters which are directly derived from construction activities, such as concrete curing water, clean-up water, dewatering of ground water, disinfection water, hydrostatic test water and water used in flushing of lines. If a settling/retention pond is required, the plan shall include the design of the pond including drawings, removal plan and testing requirements for possible pollutants. If land application will be the method of disposal for the waste water, the EMP shall include a sketch showing the location for land application along with a description of the pre-treatment methods to be implemented. 1.1.3 Special Environmental Requirements The Subcontractor shall take note of various forms in the EMP indicating items of impact and the requirements to be followed by the Subcontractor. 1.1.4 1.1.4.1 Execution Land Resources The Subcontractor shall confine all activities to areas defined in these Main Requirements. Prior to the beginning of any construction, the Subcontractor shall identify any land resources to be preserved within the Project Site. Except in areas indicated on the drawings or specified to be cleared, the Subcontractor shall not remove, cut, deface, injure, or destroy land resources including trees, shrubs, vines, grass, topsoil and land forms without the consent of the Representative. No ropes, cables, or guys shall be fastened to or attached to any trees /poles for anchorage unless specifically authorized by the Main Representative. The Subcontractor shall provide effective protection for land and vegetation resources at all times as defined in the following subparagraphs. Stone, soil or other materials displaced into un-cleared areas shall be removed by the Subcontractor. 1.1.4.2 Work Area Limits Prior to commencing construction activities, the Subcontractor shall mark the areas that need not be disturbed. Isolated areas within the general work area which are not to be disturbed shall be marked or fenced. Markers / Bench Marks shall be protected before construction operations commence. Where construction operations are to be conducted during darkness, any markers shall be visible in the dark. The Subcontractor's personnel shall be aware of the purpose for marking and/or protecting particular objects. 1.1.4.3 Landscape Trees, shrubs, vines, grass, land forms and other landscape features indicated and defined on the drawings to be preserved shall be clearly identified by marking,

fencing, or wrapping with boards or any other approved techniques. The Subcontractor shall restore landscape features damaged or destroyed during construction operations outside the limits of the approved work area. 1.1.4.4 Erosion and Sediment Controls The Subcontractor shall be responsible for providing erosion and sediment control measures in accordance with Applicable Laws. The erosion and sediment controls selected and maintained by the Subcontractor shall be such that water quality standards are not violated as a result of the construction activities. The area of bare soil exposed at any one time by construction operations should be kept to a minimum. The Subcontractor shall construct or install temporary and permanent erosion and sediment control as per Good Industry Practice. 1.1.4.5 Subcontractor Facilities and Work Areas The Subcontractor's field offices, staging areas, stockpile storage and temporary buildings shall be placed in areas designated on the Subcontractor directed by the Main Contractor entative. Temporary movement or relocation of Subcontractor facilities shall be made only when agreed by the Main Contractor Representative. Erosion and sediment controls shall be provided for on-site borrow and spoil areas to prevent sediment from entering nearby waters. Temporary excavation and embankments for plant and/or work areas shall be controlled to protect adjacent areas. 1.1.4.6 Water The Subcontractor shall monitor construction activities to prevent pollution of surface and ground waters. Toxic or hazardous chemicals shall not be applied to soil or vegetation. All water areas affected by construction activities shall be monitored by the Contractor. 1.1.4.7 Air Equipment operation, activities or processes performed by the Subcontractor shall be in accordance with applicable air emission and performance laws and standards. 1.1.4.8 Particulates Dust particles, aerosols and gaseous by-products from construction activities, shall be controlled at all times, including weekends, holidays and hours when work is not in progress. The Subcontractor shall maintain excavations, stockpiles, haul roads, permanent and temporary access roads, plant sites, spoil areas, borrow areas and other work areas within or outside the project boundaries free from particulates which would cause the local air pollution standards to be exceeded or which would cause a hazard or a nuisance. Sprinkling, chemical treatment of an approved type or other methods will be permitted to control particulates at the Project Site. Sprinkling, to be efficient, shall be repeated to keep the disturbed area damp at all times. 1.1.4.9 Noise Control All noise nuisances should be reduced wherever possible from vehicles, fixed machinery within the Site, general construction activities and from movements of vehicles servicing the Project Site. Noise from vehicles and powered machinery and equipment on-site should not Equipment should be regularly serviced. Suitable noise suppression or abatement measures may be required, such as the provision of earthen embankments or other noise screens. 1.1.4.10 Burning Burning will not be allowed on the Site unless specified in other sections of the Main Contractor Main Contractor Representative. The specific time, location and manner of burning shall be subject to acceptance. Fires shall be confined to a closed vessel, guarded at all times and shall be under constant surveillance until contents have burned out or have been extinguished. Burning must completely reduce the materials to ashes. 1.1.4.11 Chemical Materials Management and Waste Disposal Disposal of wastes shall be as directed below, unless otherwise specified in these Main Contractor Solid Wastes Solid wastes (excluding clearing debris) shall be placed in containers which are emptied on a regular basis. Handling, storage and disposal shall be conducted to prevent contamination. Segregation measures shall be employed so that no hazardous or toxic waste will mix with solid waste. Chemicals and Chemical Wastes Chemicals shall be dispensed ensuring no spillage to the ground or water. Periodic inspections of dispensing areas to identify leakage and initiate corrective action shall be performed and documented. Chemical waste shall be collected in corrosion resistant, compatible containers. Wastes shall be classified, managed, stored and disposed of in accordance with Applicable Laws. Fuel and Lubricants Storage, fuelling and lubrication of equipment and motor vehicles shall be conducted in a manner that affords the maximum protection against spill and evaporation. Fuel, lubricants and oil shall be managed and stored in accordance with applicable laws and regulations. Used lubricants and used oil to be discarded shall be stored in marked corrosion-resistant containers and recycled or disposed in accordance with local laws and regulations. Waste Water Disposal of waste water shall be as specified below. Waste water from construction activities, such as on-site material processing, concrete curing, foundation and concrete clean-up, water used in concrete trucks, forms, etc. shall not be allowed to enter water ways or to be discharged prior to being treated to remove pollutants. The Subcontractor shall dispose of the construction related waste water by collecting and placing it in a retention pond where suspended material can settle and/or the water can evaporate to separate pollutants from the water. The site selection for the retention pond shall be coordinated with the Main Contractor Representative. The residue left in the pond, prior to completion of the Project, shall be removed, tested and disposed off. The area shall be backfilled to the original grade, top-soiled and seeded/ sodded. Water generated from the flushing of lines after disinfection in conjunction with hydrostatic testing shall be land applied in accordance with Applicable Laws and regulations for land application with prior consent of and/or notification to the waste water treatment plant's operator.

Non-Hazardous Solid Waste Diversion Report The Subcontractor shall maintain an inventory of non-hazardous solid waste diversion and disposal of construction and demolition debris. The Subcontractor shall submit a report to Main Contractor/Main Contractor quantum of non-hazardous solid waste generated with the break-up of Construction and Demolition (C&D) Debris Disposed and Construction and Demolition (C&D) Debris Recycled. 1.1.4.12 Inspection and Monitoring A maintenance and inspection programme should be provided for all environmental control structures and measures. Ongoing surveillance of the Site is required to ensure that new risks are identified as they arise so that the environmental management plan may be adjusted to ensure that any new risks are adequately managed. In view of the continuously changing nature of the construction site, the initial risk assessment and the associated environmental management plan needs a continuous updating, which is to be integrated into the inspection programme. Monitoring should provide the information on whether standards are being complied with and sensitive section of the environment protected. Subcontractor shall submit a programme to monitor noise, air quality (dust), water quality, sediment control and excavated material in addition to defining the frequency of inspection for compliance checking.

SITE SAFETY AND OCCUPATIONAL HEALTH REQUIREMENT

2.2.1 2.2.1.1

Safety requirements during construction General The Subcontractor shall adhere to safe construction practice, guard against hazardous and unsafe working conditions and shall comply with all safety requirements as stipulated in the Contract. The Subcontractor shall ensure compliance with all provisions of Applicable Law as well as International Codes together with their latest amendments, as applicable specifically with regard to safety during the currency of the Contract and keep the Main Contractor indemnified of the provisions of the same. These rules / regulations shall inter alia, include the following (as amended or modified from time to time): BIS Codes pertaining to safety & other allied items for construction work.

2.2.1.2

First aid and industrial injuries The Subcontractor shall maintain first aid facilities for its employees and those of its Sub-Subcontractors. The Main Contractor shall make arrangements for ambulance service at the Project Site for shifting of injured to nearby hospital. All critical industrial injuries shall be reported promptly to Main Contractor report covering each personal injury requiring the attention of a physician shall be furnished to Main Contractor Suitable rescue equipment like stretchers should be kept readily available at the construction site by the Contractor. 2.2.1.3

2.2.1.4

Scaffolding Suitable scaffolding shall be provided for workmen for all works that cannot safely be done from the ground or from solid construction except for such short period work as can be done safely from ladders. When a ladder is used, an extra labourer/helper shall be engaged for holding the ladder. If the ladder is used for carrying materials as well, suitable footholds and handholds shall be provided on the ladder and the ladder shall be given an inclination not steeper than 1 in 4 (1 horizontal 4 vertical). Scaffolding or staging more than 3.60m (12 feet), above the ground floor, swing or suspended from an overhead support or erected with stationary support shall have a guard rail properly attached, bolted, braced and otherwise rewinded at least 0.92m (3 feet) high above the floor or platform of scaffolding or staging and extending along the entire length of the outside and ends thereof with only such openings as may be necessary for the delivery of materials. Such scaffolding or staging shall be so fastened as to prevent it from swaying from the building or structure. Working platform, gangways and stairways should be so constructed that they should not sag unduly or unequally and if the height of the platform or the gangway or the stairway is more than 3.60m (12 feet) above ground level or floor level, they should be closely boarded, should have adequate width and should be suitably fastened as described above. Every opening in the floor of a building or in a working platform shall be provided with suitable means to prevent the fall of persons or materials by providing suitable fencing or railing whose minimum height shall be 3 feet. Safe means of access shall be provided to all working platforms and other working places. Every ladder shall be securely fixed. No portable single ladder shall be over 9.15m (30 feet) in length. The width between the side rails in rung ladder shall in no case be less than 0.30m (11.5 inches) for ladder up to and including 3.05m (10 feet) in length for longer ladders this width would be increased at least 20.0mm for each additional meter of length. Uniform step spacing shall not exceed 0.305m. Adequate precautions shall be taken to prevent danger from electrical equipment. No materials on any of the site of work shall be so stacked or placed as to cause danger or inconvenience to any person or public. The Subcontractor shall also provide all necessary fencing and lights to protect the workers and staff from accidents.

2.2.1.5

Excavation and trenching All trenches 1.22m (4 feet) or more in depth, shall at all times be supplied with at least one ladder for each 30.50m (100 feet) length or fraction thereof. Ladder shall be extended from bottom of the trench to at least 0.99m above the surface of the ground. The site of the trenches which is 1.525m (5 feet) or more in depth shall be stepped back to give suitable slope, or securely held by appropriate bracing, so as to avoid the danger of sides to collapse. The excavated material shall not be placed within 1.525m (5 feet) of the edge of the trench or half of trench depth whichever is more. Cutting shall be done from top to bottom. Under no circumstances shall undermining or undercutting be done.

2.2.1.6

Demolition Before any demolition work is commenced and also during the process of the work, all roads and open area adjacent to the work site shall either be closed or suitably protected.

No electric cable or apparatus which is liable to be a source of danger shall remain electrically charged. All practical steps shall be taken to prevent danger to persons employed, from risk of fire or explosion or flooding. No floor or other part of the building shall be so overloaded with debris or material as to render it unsafe. 2.2.1.7 Safety Equipment All necessary personal safety equipment as considered adequate by the Main Contractor employed on the Project Site and maintained in a condition suitable for immediate use, and the Subcontractor should take adequate steps to ensure proper use of equipment by those concerned. Workers employed on mixing asphalt materials, cement and lime mortars shall be provided with protective footwear and protective gloves. Those engaged in stacking of cement bags or any materials which are injurious to the eyes shall be provided with protective goggles. Those engaged in welding and cutting works shall be provided with protective face and eye-shields and gloves, etc. Stone breakers shall be provided with protective goggles and protective clothing and seated at sufficiently safe intervals. When workers are employed in sewers and manholes, which are in use, the Subcontractor shall ensure that the manhole covers are opened and are ventilated at least for an hour before the workers are allowed to get into the manholes. The manholes so opened shall be cordoned off with suitable railing and provided with warning signals or boards to prevent accident to the public. For the works of lead painting, the following precautions should be taken: No paint containing lead product shall be used except in the form of paste or readymade paint. Suitable face masks shall be supplied for use by the workers when paint is applied in the form. Overalls shall be supplied by the Subcontractor to workmen and adequate facilities shall be provided to enable the working painters to wash during and on cessation of work. Risky places: When the work is done near anyplace where there is a risk of drowning, all necessary safety equipments shall be provided and kept ready for use and all necessary steps taken for prompt rescue of any person in danger. Adequate provision should be made for prompt first aid treatment of all injuries likely to be sustained during the course of the work. Hoisting equipment: Use of hoisting machines and tackle including their attachments, anchorage and supports shall conform to the following standards or conditions: These shall be of good mechanical construction, sound materials and adequate strength and free from latent defects and shall be kept in good condition and in good working order.

Every rope used in hoisting or lowering materials or as a means of suspension shall be of durable quality and adequate strength and free from latent defects. Every crane driver or hoisting appliance operator shall be properly qualified and no person under the age of 21 years should be in charge of any hoisting machine including any scaffolding winch or give signals to the operator. In case of every hoisting machine and of every chain ring hook, shackle, swivel and pulley block used in hoisting or lowering or as means of suspension, the safe working load shall be ascertained by adequate means. Every hoisting machine and all gear referred to above shall be clearly marked with the safe working load and the condition under which it is applicable shall be clearly indicated. No part of any machine or any gear referred to above in this paragraph shall be loaded beyond the safe working load, except for the purpose of testing. Electrical equipment: Motor, gearing, transmission, wiring and other dangerous parts of hoisting appliances shall be provided with efficient safeguards, hoisting appliance should be provided with such means as will reduce to the minimum, the risk of accidental descent of the load. Adequate precautions shall be taken to reduce to the minimum, the risk of any part of a suspended load becoming accidentally displaced. When workers are employed on electrical installations which are already energized, insulating mats, wearing apparel such as gloves and boots as may be necessary shall be provided. The workers shall not wear any rings, watches and carry keys or other materials which are good conductors of electricity. 2.2.1.8 Maintenance of safety devices All scaffolds, ladders and others safety devices shall be maintained in safe conditions and no scaffold, ladder or equipment shall be altered or removed while it is in use. 2.2.1.9 Display of safety instructions These safety provisions should be brought to the notice of all concerned by display on a notice board at a prominent place(s) at the work spot. The person responsible for compliance of the safety code shall be named therein by the Contractor. 2.2.1.10 Enforcement of safety regulations To ensure effective enforcement of the rules and regulations relating to safety precautions the arrangements made by the Subcontractor shall be open to inspection by the Main Contractor

2.2.1.11

Fire prevention and fire fighting All necessary measures should be taken by the Subcontractor to: Avoid the risk of fire; Control quickly and efficiently any outbreak of fire; Bring out a quick and safe evacuation of persons; Inform unit/fire station control room, where construction work is carried out within existing operating area.

Combustible materials such as packing materials, sawdust, greasy/oily waste and scrap wood or plastics should not be allowed to accumulate in workplaces but should be kept in closed metal containers in a safe place. Places where workers are employed should, if necessary to prevent the danger of fire, be provided with: suitable and sufficient fire-extinguishing equipment, which should be easily visible and accessible; an adequate water supply at sufficient pressure meeting the requirements of various OISD standards. To guard against danger at places having combustible material, workers should be trained in the action to be taken in the event of fire, including the use of means of escape. At sites having combustible material, suitable visual signs should be provided to indicate clearly the direction of escape in case of fire. Means of escape should be kept clear at all times. Escape routes should be frequently inspected particularly in high structures and where access is restricted. 2.2.1.12 Lighting Where natural lighting is not adequate, working light fittings or portable hand-lamps shall be provided at workplace on the construction site by the Subcontractor. Emergency lighting should be provided for personnel safety during night time so as to facilitate standby lighting source, if normal system fails. Artificial lighting should not produce glare or disturbing shadows. Lamps should be protected by guards against accidental breakage. The cables of portable electrical lighting equipment should be of adequate size & characteristics for the power requirements and of adequate mechanical strength to withstand severe conditions in construction operations. 2.2.1.13 Plant, machinery, equipment and hand tools Plant, machinery and equipment including hand tools, both manual and power driven should: Be of proper design and construction, taking into account health, safety and ergonomic principles. Be maintained in good working order. Be used only for work for which they have been designed. Be operated only by workers who have been authorised and given appropriate training. Be provided with protective guards, shields or other devices as required. Adequate instructions for safe use should be provided. Safe operating procedures should be established and used for all plant, machinery and equipment. Operators of plant, machinery and equipment should not be distracted while work is in progress. Plant, machinery and equipment should be switched off when not in use and isolated before any adjustment, clearing or maintenance is done. Where trailing cables or hose pipes are used, they should be kept as short as practicable and not allowed to create a hazard.

All moving parts of machinery and equipment should be enclosed or adequately guarded. Every power-driven machine and equipment should be provided with adequate means, immediately accessible and readily identifiable to the operator, of stopping it quickly and preventing it from being started again inadvertently. Operators of plant, machinery, equipment and tools should be provided with necessary protective gear, including where necessary, suitable ear protection. Hand tools: Hand tools should be repaired by competent persons. Heads of hammers and other shock tools should be dressed or ground to a suitable radius on the edge as soon as they begin to mushroom or crack. When not in use and while being carried or transported, sharp tools should be kept in sheaths, shields, chests or other suitable containers. Only insulated or non-conducting tools should be used on or near live electrical installations. Only non-sparking tools should be used near or in the presence of flammable or explosive dusts or vapours. Pneumatic tools: Operating triggers on portable pneumatic tools should be: So placed as to minimize the risk of accidental starting of the machine. So arranged as to close the air inlet valve automatically when the pressure of Hose and hose connections for compressed air supply to portable pneumatic tools should be: Designed and tested for the pressure and service for which they are intended. Fastened securely on the pipe outlet and equipped with the safety chain, as appropriate. Pneumatic shock tools should be equipped with safety clips or retainers to prevent dies and tools from being accidentally expelled from the barrel. Pneumatic tools should be disconnected from power and the pressure in hose lines released before any adjustment or repair is made. Electrical tools: Low voltage portable electrical tools should generally be used.

All electrical tools should be inspected and maintained on a regular basis by a competent electrician and complete records kept. Engines: Engines should: Be installed so that they can be started safely and the maximum safe speed cannot be exceeded. Have controls for limiting speed. Have devices to stop them from a safe place in an emergency.

IC engines should not be run in confined spaces unless adequate exhaust ventilation is provided. When IC engines are being fuelled: The engine should be shut off. Care should be taken to avoid spilling fuel. No person should smoke or have naked light in the vicinity. A fire extinguisher should be kept readily available. Secondary fuel reservoir should be placed outside the engine room. 2.2.2 2.2.2.1 Health and Sanitary Arrangements for Workers Employed by Contractors First aid facilities At every work place there shall be provided and maintained, so as to be easily accessible during working hours, first-aid boxes at the rate of not less than one box per 150 (one hundred and fifty) labour or part thereof ordinarily employed. The first-aid box shall be distinctly marked with a red cross on white back ground and shall contain the following equipment: For work places in which the number of contract labour employed does not exceed 50: 6 small sterilized dressings. medium size sterilized dressings. large size sterilized dressings. large sterilized burn dressings. 1 (30 ml.) bottle containing a two per cent alcoholic solution of iodine. 1 (30 ml.) bottle containing salvolatile having the dose and mode of administration indicated on the label. 1 snakebite lancet. 1 (30 gms.) bottle of potassium permanganate crystals. 1 pair scissors. 1 copy of the first-aid leaflet issued by the Director General, Factory Advice Service and Labour Institutes, Government of India. 1 bottle containing 100 tablets ( each of 5 gms. ) of aspirin. Ointment for burns. A bottle of suitable surgical antiseptic solution. For work places in which the number of contract labour exceed 50: 12 small sterilized dressings. 6 medium size sterilized dressings. 6 large size sterilized dressings. 6 large size sterilized burn dressings. 6 (15 gms.) packets sterilized cotton wool. 1 (60 ml.) bottle containing a two per cent alcoholic solution iodine. 1 (60 ml.) bottle containing salvolatile having the dose and made of administration indicated on the label.

1 roll of adhesive plaster. 1 snake bite lancet. 1 (30 gms.) bottle of potassium permanganate crystals. 1 pair scissors. 1 copy of the first-aid leaflet issued by the Director General Factory Advice Service and Labour Institutes / Government of India. A bottle containing 100 tablets (each of 5 gms.) of aspirin. Ointment for burns. A bottle of suitable surgical antiseptic solution. Adequate arrangements shall be made for immediate recoupment of the used items of the First-aid Box necessary. Nothing except the prescribed contents shall be kept in the First-aid box. The First-aid box shall be kept under the charge of a responsible person who shall always be readily available during the working hours of the work place. A person in charge of the First-aid box shall be a person trained in First-aid treatment, in the work places where the number of contract labour employed is 150 or more. In work places where the number of contract labour employed is 500 or more and hospital facilities are not available within easy distance from the works, first-aid posts shall be established and run by a trained compounder. The compounder shall be on duty and shall be available at all hours when the workers are at work. Where work places are situated in places which are not towns or cities, a suitable motor transport shall be kept readily available to carry injured person or person suddenly taken ill to the nearest hospital. 2.2.2.2 Drinking Water In every work place, there shall be provided and maintained at suitable places, easily accessible to labour, a sufficient supply of cold water fit for drinking. Where drinking water is obtained from an intermittent public water supply, each work place shall be provided with storage, where such drinking water shall be stored. 2.2. 2.3 Washing Facilities In every work place adequate and suitable facilities for washing shall be provided and maintained for the use of labour employed therein. Separate and adequate cleaning facilities shall be provided for the use of workers. Such facilities shall be conveniently accessible and shall be kept in clean and hygienic condition. 2.2.2.4 Toilets There shall be at least one toilet for every 15 personnel. The toilets shall be adequately lit and shall be maintained in a clean and sanitary condition at all times. The flush sewage system shall comply with the requirements of the Statutory Authorities. Water shall be provided by means of tap or otherwise so as to be conveniently accessible. The Subcontractor shall at his own expense, carry out all instructions issued to him by the Main Contractors Representative to effect proper disposal of night soil and

other conservancy work in respect of the workmen or employees on the Project Site. The Subcontractor shall be responsible for payment of any charges which may be levied by Statutory Authority for execution of such work on his behalf. 2.2.2.5 Provision of shelter during rest At every place there shall be provided, free of cost, four suitable sheds, two for meals and the other two for rest,. The height of each shelter shall not be less than 3 meters (10 ft.) from the floor level to the lowest part of the roof. These shall be kept clean and the space provided shall be on the basis of 0.6 sq. m. (6 sq. ft) per head. Provided that the Main Contractors Representative may permit, subject to his satisfaction, a portion of the building under construction or other alternative accommodation can be used for the purpose. 2.2.2.6 2.2.2.7 Not Used. Canteens In every work place where the work regarding the employment of contract labour is likely to continue for six months and wherein contract labour numbering one hundred or more are ordinarily employed, an adequate canteen shall be provided by the Subcontractor for the use of such contract labour. The canteen shall be maintained by the Subcontractor in an efficient manner. The canteen shall consist of at least a dining hall, kitchen, storeroom, pantry and washing places separately for workers and utensils. 2.2.2.8 Anti-malarial precautions The Subcontractor shall at his own expense, conform to all anti-malarial instructions given to him by the Main Contractors Representative including the filling up of any borrow pits which may have been dug by him.

QUALITY ASSURANCE

3.3.

QUALITY ASSURANCE The Main Contractor's overall requirements for the Quality Assurance Plan are described in the following sub-sections:

3.3.1

Establishment, development and maintenance The Subcontractor shall establish, implement and maintain at all times during the execution of the Works, a documented quality system. The quality system documents and quality plans shall embrace all activities of the Subcontractor and its Sub-Subcontractors of any tier, including its suppliers and any design consultants. As part of the Quality Assurance Plan, the Subcontractor shall submit in accordance with the Contractor: the quality manual; and the quality system procedures and any associated system instructions and/ forms; and all quality plans required in accordance with these Main Contractor Requirements; and Testing Plans. The quality plans to be submitted by the Subcontractor shall comprise:a management quality plan activities; for the control of all management related or

design quality plans for the control of all design related activities for the Permanent Works and /or Temporary Works; and construction quality plans for the control of activities within each category of work or discrete element of construction, manufacture, installation, commissioning, maintenance or servicing of the Permanent Works and/or Temporary Works or for the control of outstanding work during the Defects Rectification Period. 3.3.2 MANAGEMENT QUALITY PLAN The management quality plan shall define the management policy for the execution of the Works and for the control of the quality of the Works and shall, without limitation, define: the organisation of the managerial staff; the specific allocations of responsibility and authority given to identified managerial staff with particular reference to the supervision of the Works; the quality system procedures and any specific procedures to be applied to manage the quality of the Works, with particular reference to the procedure to be used for the regular review by the Subcontractor of the performance of each type of quality plan; and the audit procedure and plan for each type of quality plan.

3.3.3

DESIGN QUALITY PLAN The design quality plans shall define the policy for the design of the Permanent Works and/or Temporary Works and shall, without limitation, define: the organization of the design staff; the specific allocation of responsibility and authority given to identified design staff with particular reference to the review and verification of design drawings and calculations by the Contractors; the specific methods of design to be followed; and the procedures to be applied to manage and control the quality of the design work, with particular reference to the procedure to be used for design verification.

3.3.4

CONSTRUCTION QUALITY PLAN Each construction quality plan shall identify the scope of work to be controlled. In relation to such scope of Work, it shall, without limitation, define (using, where appropriate, flow charts): the organization of the staff directly responsible for the day to day management of the Work on or off the Project Site; the specific allocations of responsibility and authority given to identified personnel for the day to day management of the Work with particular reference to the supervision, inspection and testing of the work; the interfacing or coordination required with the plans; other quality

the specific methods of construction and/or manufacture and installation to be followed; the procedures, instructions and forms to be applied to manage and control the quality of the work; the Testing Plans to manage and control any test and inspection activities; all quality hold points; all quality control points; all particulars of materials submitted to the Main Contractor's Representative. 3.3.5 TESTING PLANS The Subcontractor shall prepare Testing Plans which shall identify the various tests and inspections to be conducted and set out the means by which the Subcontractor intends to conduct and satisfy such tests and inspections. In preparing the Testing Plans, the Subcontractor shall identify the tests as Tests during Manufacture, Project Site Tests, as applicable. The Subcontractor shall prepare Testing Plans for the management and control of the inspection and / or testing by the Subcontractor of the work identified in each construction quality plan. Each Testing Plan shall identify the quality objectives and include, without limitation: the personnel responsible for undertaking and certifying the inspection and/or testing;

the procedure or instructions for the inspection and/or testing; the test method or a reference to the relevant standard testing; the inspection and /or testing required prior to commencement of an activity; the inspection and/or testing during an activity and its frequency; the inspection and/or testing required to complete an activity; any notices or other documents to be given to the Main Contractor Representative in relation to quality control points and quality hold points; the compliance criteria; the method of analysis of test data; the procedure for correction or disposal of any work which fails the compliance criteria; examples of the documentation to be used for reporting the results of inspections, tests and the analysis of test data; examples of the documentation to be used for recording the status of inspections and tests. the procedure for the distribution, filing and storage of inspection reports, test reports and reports on analysis of test data. In relation to all quality control points and quality hold points involving inspection and/or testing by the Contractor, the Subcontractor shall give the Main Contractor Representative notice of which the relevant work will be inspected and/or tested, as follows: in the case of on-site work, such notice shall be given not less than 8 hours of normal working time before the work is to be inspected and/or tested; in the case of work carried out off-site, such notice shall be given not less than 3 days before the work is to be inspected and/or tested; and in the case of work carried out outside Maldives, such notice shall be given not less than 28 days before the work is to be inspected and / or tested. Each report of inspection and/or test shall be signed by a representative of the Subcontractor who has been allocated the requisite authority under the relevant construction quality plan. Each report of inspection and/or test shall include the appropriate details of: the description of the material or location of the work; the location of the batch from which the samples were taken for test; the sample number; the place of testing; the date and time of tests; the weather conditions in the case of in-situ tests; the technical personnel supervision or carrying out the test; the size and description of samples and specimens; the method of sampling; the properties tested; the method of testing; all relevant checklists and work sheets used during the inspection and/or test, including the readings and measurements taken during the tests; and

the test results, including any calculations and graphs. The Subcontractor shall ensure that a signed copy of each report of inspection is filed in his Records Office within three working days of the date of inspection and that a signed copy of each report of test is filed in his Records Office within seven working days of the date of completion of the test process. 3.3.6 QA STAFF The Subcontractor shall ensure that the Quality Assurance Manager shall be directly responsible to a senior level of management and is able to discharge his duties without hindrance or constraint. The Subcontractor shall submit for review by the Main Contractor's Representative details of the authority, qualifications and experience of personnel assigned to design verification and to audit activities. 3.3.7 LABORATORY AND TESTING EQUIPMENT The Main Contractor has established at the Project Site, a laboratory testing facility for conducting all such tests as are required to be conducted in a laboratory.
