AND OPPOSITION TO TERRORISM

REMEMBERING that both North and South Korea had in fact been one country rather than divided into two,

DETERMINED to promote and establish healthier lifestyles for the people of both countries,

DETERMINED to create a peaceful environment and to bring both countries politically together as one,

INSPIRED by peace existent between ex-enemy countries,

RECOGNISING that the people of both countries are in fact humans,

ACKNOWLEDGING that hard times call for foreign aid and assistance and it should be available when called upon,

RECOGNISING that nuclear or artillery attacks on foreign countries will not progress nor fulfill ones needs, desires, and/or wants,

INFORMING that the spread of nuclear weapon and technology of mass destruction, also known as nuclear proliferation, should be discontinued for the benefit of the people of the Democratic Peoples Republic of Korea, and the people in neighboring countries,

AGREEING that the disarmament of the Democratic Peoples Republic of Koreas military and artillery is in the benefit of its own economy, agriculturally and financially,

REALIZING that any other country, including the Democratic Peoples Republic of Korean, would be appalled if their citizens had been abducted by enemies; therefore,

Rene Moreno [Head Delegate for the Government of Japan] - Political Science 350 MW 1-215 the release of family members separated during the Korean War would increase the popularity of the Democratic Peoples Republic of Korea and reduce certain economic sanctions imposed by other countries, CONSIDERING that the removal of the Democratic Peoples Republic of Korea off of foreign countries terrorist list or States sponsoring terrorism would be in the mutual benefit of its economy and people, BEING desirous and desperate to create world peace, to further enrich the lives of many citizens forbidden to create a life of their own, and to do so in respect and consideration to those countries mentioned in this treaty, HAVE AGREED AS FOLLOWS: ARTICLE 1 The Democratic Peoples Republic of Korea will refrain from continuing its government control as a self-proclaimed policy or Songon: Military First. D.P.R.K. will reconsider its priorities and ensure that the health and safety of its people will be its proceeding policy. ARTICLE 2 In order to ease its transition from a radical policy to a respectable one, the Democratic Peoples Republic of Korea will do as follows: (i) Sanctions imposed on the citizens of D.P.R.K. will be lifted, creating an easier lifestyle for the people and open opportunities for its people to progress and live a life of their own,

(ii) Sanctions include: the halt of neighboring spies, which help determine if any neighbors, friends, or family members are not being loyal to their leader. Extreme supervision of its peoples radio stations, television, and communication lines will be only moderately supervised for censorship of malediction and limited to supervision of unfaithfulness to government and its leader, and terrorism. ARTICLE 3 The Democratic Peoples Republic of Korea will in fact exterminate all ten concentrations camps intact for torture of citizens considered hostile and not loyal. (i) North Korean citizens will not have to and should not have to endure torture, execution, or imprisonment,

Rene Moreno [Head Delegate for the Government of Japan] - Political Science 350 MW 1-215 (ii) Instead, the government will establish a local and state imprisonment system that excludes violations of the rights of human beings. ARTICLE 4 The government of the Democratic Peoples Republic of Korea will abolish the three party loyalty system. (i) The Democratic Peoples Republic of Korea will discontinue its efforts in determining who is the most faithful, who is moderately faithful, and is who is not, (ii) The current system in which D.P.R.K. utilizes, categorizes its citizens into one of the three depending on the amount of loyalty they carry and portray: core (those with complete respect and loyalty to their leader), wavering (those who are not consider completely faithful but do not impose a threat on government nor influence others negatively), and last, hostile (those considered to have to NO respect or loyalty to their leader and country, and are considered highly as a threat to the country), (iii) D.P.R.K. will not torture those who are considered hostile. In fact, the government of the Democratic Peoples Republic of Korea will eliminate the three party loyalty system and if needed will establish a system solely based off of income. ARTICLE 5 The Democratic Peoples Republic of Korea will not test missiles over any other country. They will also not attack any other foreign land in response of revenge or simply to convey they need, want, or desire whatever it is. (i) On behalf of Japan, if missiles are continuously tested and shot in or around Japans borders, the government of Japan will not be hesitant to respond in whichever way they feel is justifiable, (ii) Responses included but are not limited to the termination of all exports and imports to and from North Korea, and prohibit travel between the two states. ARTICLE 6 The Democratic Peoples Republic of Korea will halt all nuclear operations within its own state and with former and current partners. (i) Partners include but are not limited to: Pakistan, Cuba, Egypt, Ethiopia, Iran, Libya, Nigeria, Republic of the Congo, Sudan, Syria, United Arab Emirates, Vietnam, and Yemen. ARTICLE 7

Rene Moreno [Head Delegate for the Government of Japan] - Political Science 350 MW 1-215 The Democratic Peoples Republic of Korea will not accept any form of weaponry from the Soviet Union. (i) If not respected by the Soviet Union, they will be considered as an obstruction to preventing terrorism and will be considered as a State sponsoring terrorism. ARTICLE 8 The Democratic Peoples Republic of Korea will not continue its efforts to expand its nuclear arsenal and/or build more powerful ones. They will also refrain from creating centrifuges. (i) If efforts are discontinued, the United States will remove sanctions imposed by the initiative of expanding its nuclear supply. Sanctions include but are not limited to: some economic assistance and/or food aid. Japan will also encourage the discontinuity of nuclear expansion, by providing some economic and/or food aid, if and only if proliferation is completely stopped. ARTICLE 9 The Six-Party talks will continue and make an effort in order to fulfill local and worldwide peace. The Democratic Peoples Republic of Korea will participate and engage in the Six-Party Talks and will not withdrawal from the Six-Party Talks because of sanctions imposed by other countries or the United Nations. (i) Sanctions are only imposed if the government of the Democratic Peoples Republic of Korea violates any current deal, law, or section of an agreement. Therefore, the Democratic Peoples Republic of Korea shall abide by all laws and agreements in place in order to prevent sanctions against aid of all types and travel. ARTICLE 10 The Democratic Peoples Republic of Korea will discontinue all military operations which include manufacturing and assembly of all weaponry and military vehicles, nuclear and biochemical weapons of mass destruction. (i) In response to the discontinuity of the manufacturing of artillery and vehicles, the government of the Democratic Peoples Republic of Korea will be granted food and economic aid on a quarter basis each year, (ii) The grant of such aid can be renewed if and only if the government of the Democratic Peoples Republic of Korea abides by the agreement,

Rene Moreno [Head Delegate for the Government of Japan] - Political Science 350 MW 1-215 (iii) These particular grants of economic and food assistance will not be infringed on or suspended ONLY if as aforementioned. Therefore any other violation by the North Korean government cannot determine the suspension of this aid. ARTICLE 11 The government of the Democratic Peoples Republic of Korea will allow strict supervision on all of its military supply and demand such as: (i) Its military (soldiers and troops), (ii) The assembly of weaponry and transportation vehicles (Sea, Air, and Land), including its current finished supply. All weapons of mass destruction like those of nuclear and biochemical are to be extremely supervised, (iii) All plants in which weapons are made and assembled and all storage facilities where both artillery and transportation vehicles are stored. ARTICLE 12 One government official will be nominated from each country (the Government of Japan, the Government of the United States, the Peoples Republic of Korea, the Peoples Republic of China, and the Federation of Russia) and those six nominated will compose the North Korean Military Operations Supervision Committee. (i) A representative for the Democratic Peoples Republic of Korea will be elected by a unanimous nomination by the other five governments. ARTICLE 13 The Peoples Republic of China will not continue to implement UN sanctions against the Democratic Peoples Republic of Korea while supplying the Korean government with economic aid in order to prevent the imminent collapse of the Korean government. (i) The government of China will decide on one course of action and not two contradicting ones. ARTICLE 14 Military combat between North and South Koreans on the Demilitarized Zone will not be accepted. Both governments will refrain from any militaristic course of action on this border line. The Government of Japan, the Federation of Russia, the Government of the United States, and the Peoples Republic of China will assist on providing a border where both governments are to understand the limits of their own assigned territory.

Rene Moreno [Head Delegate for the Government of Japan] - Political Science 350 MW 1-215 (i) Another member from each government will be nominated into the Limitations of Assigned Territory Committee. Their primary duty is to ensure the Demilitarized Zone is no longer a threat to both countries and that both countries do not illegally trespass on each others territory, (ii) The United Nations will remove any of the two countries as a member if one fails to comply with border and territorial limits. ARTICLE 15 The Democratic Peoples Republic of Korea and the Peoples Republic of Korea will engage in talks in order to better understand the limit lines of each countries territory including the Demilitarized Zone and the Korean Peninsula. ARTICLE 16 The government of North Korea will agree to once again begin investigations into the lives of those held captive because of the Korean War. (i) The government of North Korea will cooperate with the families of those in South Korea who insist members of their family have not been seen since held captive and refused to be sent back to South Korea, (ii) Same will apply for the Government of Japan; the government of North Korea will cooperate and at last answer questions that have not been answered since the abduction of Japanese citizens in the late 1970s. They will also being investigation as they said they would have previously but never took initiative to do so. ARTICLE 17 The ban of travel between North and South Korea will be lifted which in turn will create benefits for both economies. (i) As aforementioned, if the government of North Korea is to comply with all regulations, travel to and from Japan and North Korea will no longer be prohibited, (ii) The Government of the United States will deliberate with government of North Korea whether travel to and from the United States will continue to be illegal or at last be allowed. ARTICLE 18 Having been labeled as a sponsor of international terrorism, if the Democratic Peoples Republic of Korea complies with all regulations on nuclear weapons, military and

Rene Moreno [Head Delegate for the Government of Japan] - Political Science 350 MW 1-215 disarmament, they will be removed from the list of potential terrorist from foreign countries including those involved with the Six-Party Talks. ARTICLE 19 With all fairness and consideration given to all six countries, there will for once be aid when called upon. All six governments are to as well comply where mentioned in the Treaty. Help will be there when one needs it. DONE at the de-facto capital of Japan, Tokyo 25 April, 2011 in Japanese, Korean, Mandarin, Russian, and English.
