Details are available from the Chamber of Dr. Ambarish Ghosh, Professor, Department of Civil Engineering, (3rd Floor, Main Academic Building) between 11.00 a.m. to 3.00 p.m. on all working days (excluding Saturday, Sunday & holiday) from 19th August, 2011. Last date of submission of sealed quotations is 2nd September, 2011 by 3.30 p.m., at the Chamber of Dr. Ambarish Ghosh. Details may be downloaded from the University Website: www.becs.ac.in. Bid Price a) b) The Prices should be quoted in Indian Rupees only. All duties, taxes, freight, insurance, delivery charges and other levies payable by the supplier or chargeable to this supply shall be included in the total price. Inclusion of Tax/Levy at a later stage will not be admissible. In respect of Sales Tax / VAT / CST, it may be noted that the University will not issue form C or form D. The quoted price shall include additional charges, if any, for all comprehensive warranty extended up to the period mentioned. The rates quoted by the bidder shall not be changed and shall not be subject to adjustment on any account during the validity period of the bid and before completion of delivery, if selected and purchase order awarded in his/her favour. Discount offered, if any, and conditions thereof must be clearly stated in the bid itself. Interlineations, corrections, erasures and/or over-writings shall be valid only if initialed by the persons or persons signing the bid. The price shall be quoted item-wise severally for the items as described in the Annexure and for the full quantity of each item.

Customs Duty & Excise Duty The University will not issue any C or D form availing of concessional Sales Tax/VAT. The University will issue Customs Duty Exemption Certificate or Excise Duty Exemption Certificate for foreign purchase, if required. The bidders shall ascertain, from Customs Authority/ Excise Authority, the current rate(s) of customs duty and of excise duty/CENVAT, payable on purchases by the University (registered with DSIR). The amount of Customs Duty / Excise Duty (including Cess, Surcharge and other levies), if any, should be included in bid price and clearly shown. Warranty Warranty/guarantee for all the items of equipment supplied shall be on all comprehensive basis (including repairs, replacements of defective parts & spares, maintenance, etc., but excluding consumables). And the warranty period shall be from the date of acceptance of the equipment by the University. Repairs/ replacements/ maintenance services shall normally be carried out at site, within a reasonable time, on requisition/intimation from the concerned department of the University. In case the equipment needs/need to be transported to service centers, all arrangements must be made and all expenses must be borne by the supplier. Warranty / guarantee, for all software items, shall be on the basis of on-site maintenance and up-gradation to the latest version issued during the warranty period. Suppliers not agreeing to the above terms of warranty/guarantee need not quote. Minimum applicable period of all comprehensive warranty for all items of equipment shall be 3 (three) years for hardware and 1(one) year for software. Submission of Bids

6.1 (a) Every bidder shall submit quotations, in sealed envelope(s) only, using his/their own stationery. Bids in open envelopes will be rejected. (b) Against an item in the notification, the bidder shall make only one offer that will satisfy/comply with the required specifications and quote price for the same. NO ALTERNATIVE OFFER SHALL BE MADE FOR THE SAME ITEM UNLESS ASKED FOR IN THE NOTICE. In case of more than one offer for the same item, only the first offer will be taken into consideration and the rest offer(s) will be ignored.

(c) Price quotations, technical specifications, EMD, terms & conditions, self-addressed envelope [see sub-clause 7.1(e) below] etc. - all pertaining to items are to be submitted in the same envelope. (d) Envelope(s) containing bids must bear, on the cover itself, name and full address of the bidder. Advertisement No., Date & time of bid opening shall be super-scribed on the cover of outer envelope. (e) A self-addressed envelope, with requisite postage stamp affixed, shall have to be submitted with every tender for return of duly released earnest money deposit by Registered Post. 6.2 6.3 6.4 Tenderers are required to submit Tender Documents duly signed by the Proprietor / Partner / Director /Authorised Representative of the Company as token of acceptance of terms and conditions specified in the Document. Any bid received by the Department of Civil Engineering, BESUS, after the deadline for submission of bids prescribed by the University will be rejected and/or returned unopened to the Bidder. For bids submitted by post or courier, it is bidders responsibility that bids reach to the Chamber of Dr. Ambarish Ghosh, Professor of Civil Engineering Department, BESUS before the scheduled time of closure of submission of bids. The Bidder may modify or withdraw its bid after the bid's submission, provided that written notice of the modification or withdrawal is received by the Purchaser prior to the deadline prescribed for submission of bids. The bidder must mention the make, model and full detail specifications of the items quoted. Mere copying of the specifications mentioned by the purchase or mentioning words like complying / compliable is not sufficient. Each bidder shall submit, along with the bid, an earnest money deposit in the form of Demand Draft/Bankers Cheque/Pay Order payable in Kolkata and drawn in favour of Registrar, Bengal Engineering and Science University of appropriate amount and valid up to a period of 60 days beyond the bid validity period. Earnest Money Earnest Money Deposits (EMD) has to be submitted for separate items. EMD of unsuccessful bidders will be refunded by releasing and returning the instrument to the bidders. The released instrument will be forwarded to the respective bidder by registered post if a self-addressed envelope, with postage stamp of adequate amount affixed on it, is submitted along with the bid. Or the released instrument may be collected in person by the bidder or his/her duly authorised representative / messenger. Each bidder shall submit, along with the bid, an Earnest Money Deposit (EMD) (in the form of Demand Draft/ Bankers Cheque/ Pay Order payable in Kolkata and drawn in favour of Registrar, Bengal Engineering and Science University) of appropriate amount and valid up to a period of 60 days beyond the bid validity period. No interest is payable on EMD or on Bid Security Successful bidders may be required to furnish a bid security /bank guarantee (for an amount 0f 5% of the price and valid up to 45 days beyond the period of delivey), before award of the contract. However EMD of a successful bidder, on his/her request and if valid up to 45 days beyond the period of delivery, may be adjusted against bid security to be furnished. Opening of Bids Bids will be opened in the Department of Civil Engineering, Bengal Engineering and Science University, Shibpur, Howrah 711103, West Bengal on the same day at 3-45 p.m. In the event of the specified date of Bid Opening being declared a holiday for the University, the Bids will be opened at the appointed time and location on the next full-working day. Validity Period of Quotations Tender quotations shall have to remain valid, for acceptance by purchaser, for a period not less than 60 days after the last date specified for submission of tenders. Failure to comply with the same will result in forfeiture of EMD and/or ineligibility of the concerned party to participate in tenders in future.

Evaluation of Quotations The Purchaser will evaluate and compare the quotations determined to be substantially responsive i.e., which (a) (b) (c) are properly signed ; conform to the terms and conditions, and technical specifications; are submitted with requisite earnest money deposit and

Evaluation of bids shall be made item wise severally. For this purpose, all sub-items and accessories, if any, of an item will be taken together and considered as one item. Award of contract The University will award the contract to the bidder (i) whose quotation has been determined to be substantially responsive, in both technical and commercial aspects, (ii) who, in the assessment / judgment and sole discretion of the University, has technical and financial capability to execute the contract

Notwithstanding anything to the contrary in this document, the Bengal Engineering and Science University is not bound to accept the lowest quotation and reserves the right to accept or reject any quotation, to reject quotations for some or all items and to cancel the bidding process at any time prior to the award of contract, without assigning any reason whatsoever.

11.3 The bidder must have all the necessary license/certificates/tax clearance certificates from concerned authorities for carrying normal manufacturing or trading business/ execution of similar projects and shall be liable to furnish them on demand by the University or by the authorities concerned. These certificates need not be attached with the bids but shall be produced on demand. 11.4 Prior to expiration of the quotation-validity-period, the award of contract/contracts by the Purchaser will be notified to the bidder/bidders, whose offer/offers has/have been accepted. The terms of the accepted offer/offers shall be incorporated in the purchase order. Delivery & Liquidated Damage All goods/equipment to be supplied under this contract must be delivered in good condition in the Chamber of Prof. Ambarish Ghosh of the Civil Engineering Department on working days (except Saturday, Sunday and holiday) between 11-00 a.m. and 4-00 p.m. Any breakage, damage or defect detected after the delivery, but before acceptance of the equipment/ materials by the University, should be replaced / rectified by the supplier at his own cost. If the supply is not completed within the stipulated period as indicated in the purchased order, a Liquidated Damage @% per week will be imposed on the value of purchased order. Payments No advance payment can be made. Bills for payment should be presented, in triplicate, to the concerned Head of Department or his/her nominated person within seven days of supply of goods / completion of work / supply, installation and successful demonstration of equipment as the case may be. All bills are to be accompanied by a copy of the Purchase Order and Challan Receipt in duplicate. Purchase order number with date is to be mentioned in both Challans and Bills. Payment will be made, normally within 15 working days (excluding Sundays and holidays) after submission of proper Bills and Challans, by account payee cheque. No cash payment will be made under any circumstances. All payments are subject to statutory deductions as and when applicable.
