Foreword
Approval of an American National Standard requires verification by ANSI that the requirements for due process, consensus, and other criteria for approval have been met by the standards developer. Consensus is established when, in the judgment of the ANSI Board of Standards Review, substantial agreement has been reached by directly and materially affected interests. Substantial agreement means much more than a simple majority, but not necessarily unanimity. Consensus requires that all views and objections be considered, and that a concerted effort be made toward their resolution. The use of American National Standards is completely voluntary; their existence does not in any respect preclude anyone, whether he has approved the standards or not from manufacturing, marketing, purchasing, or using products, processes, or procedures not conforming to the standards. Introduction
This introduction is not part of X9.100-140 2004. This standard provides the financial industry with a specification for an Image Replacement Document (IRD) that provides for a machine readable substitute document created from the image that is made from the front and back of the original check. Financial institutions have searched for ways to promote check truncation with electronic data and image exchange. Electronic Check Presentment (ECP) with or without paper to follow has produced savings and efficiencies. Savings and efficiencies have also been obtained from paying bank safekeeping programs, in which the check is sent to the paying bank, but not returned to the paying customer. Many of these programs continue the movement, sorting and reconciliation of the paper checks, as well as require agreements with individual customers and financial institutions; these factors can be an impediment to check truncation at the point of presentment. The Payments System Development Committee (PSDC), which was formed in 1999 and was chaired by Roger Ferguson (Vice Chairman of the Federal Reserve Board) and Cathy Minehan (President of the Federal Reserve Bank of Boston), has been working with the banking industry, in part, to facilitate electronic check exchange. Under the auspices of the PSDC, the Federal Reserve Board forwarded proposed legislation to Congress called the Check Truncation Act (CTA). The proposed act was signed into law on October 28, 2003 and is cited as the Check Clearing for the 21st Century Act or the Check 21 Act (Act). This Act facilitates truncation of checks earlier in the forward collection and return process than typically occurs today. The Check 21 Act allows a depository institution to substitute and deliver machine readable copies of checks to depository institutions that do not agree to accept checks electronically. The development of this standard is a necessary step in the successful implementation of the Check 21 Act. The substitute check defined in the Act must conform in paper stock, dimension, and otherwise, to generally applicable industry standards. Current ANS standards related to check creation and printing are followed and are referenced in this standard. However, a new standard is needed which allows identification of the unique characteristics and uses of a substitute check and that allows for variations from current standards. This new standard defines an IRD which can be used as a substitute check as defined in the Act. The IRD will bring significant benefits to the financial community as they continue to embrace electronics. Checks can be imaged at the point of sale, automated tellers, bank branches, lock box operations or check capture operations and then handled electronically for the downstream processing. Under certain legal arrangements, an IRD can be used at any point in the process that a physical check might be needed, including the return of an IRD, re-presentment and inclusion in customer statements. The ability to electronically create an IRD has the potential to make exception processing and statement rendering timelier and less costly. There are seven annexes in this standard. Annexes A, B, and C are normative and considered part of this standard. The remaining annexes are informative and not considered part of this standard. The standard does not address the numerous implementation considerations a financial institution needs to address to fully implement the standard. Approval of this Standard by the Accredited Standards Committee X9 does not necessarily imply that all the committee members voted for its approval. American National Standard for Financial Services Specifications for an Image Replacement Document IRD

Scope

This standard establishes the construction, layout, data elements, data content, and printing specifications for Image Replacement Documents (IRD). An IRD is a substitute image copy of a check or a replacement for a previous IRD that includes a machine readable MICR line. An IRD may under certain legal arrangements be the practical and legal equivalent of the original paper check or a previous IRD. An IRD conforming to these specifications may be used as a Substitute Check in conformance with the Check Clearing for the 21st Century Act (Check 21 Act or Act). This standard does not address operational, implementation, or settlement issues. These issues may include but are not limited to: the use of security features that are available after imaging, image compression, conversion methods, and IRD printing techniques. The informative annexes attached to this standard provide information that may prove useful to those planning on implementing the standard.

Conformance/Purpose

The purpose of this standard is to provide a structure to facilitate the conversion of original checks to an electronic form for operational processing and exchange by supporting the ability to convert the electronic data into a physical document via the IRD. This converted document will contain a reproduction of the original check, incorporating data indicating the location of the truncated check, IRD creator, and subsequent endorsements. An IRD may be used for forward presentment and return and re-presentment processing. In addition to the conversion of the image of an original check, this standard provides for the conversion of an IRD into a Subsequent IRD.

Terms and Definitions

For the purposes of this document, the following terms and definitions apply. 4.1 aligning edge (ANS X9.13/X9.100-160) The bottom edge of a document when its face is viewed. 4.2 aspect ratio The value obtained by dividing the horizontal pixel count by the vertical pixel count of an image. The intent is to hold this value constant when scaling (zooming) an image so that the new image will not be distorted relative to the original image. 4.3 clear band (MICR) (ANS X9.27/X9.100-020 and 030) A horizontal band, 0.625 inch high, on the front and back of the document, measured from the aligning edge, that must be free of any magnetic ink other than that of the E-13B font. 4.4 clipping Clipping is the process whereby a specific sub-area of a fully digitized image is extracted. The sub-area is defined by the actual pixel count of the x and y coordinates of the clipped area of the full image. 4.5 creation institution The institution that creates an IRD. The IRD can be an Original IRD or a Subsequent IRD. 4.6 data print boundary line A defining line on the front and back of an IRD and extending its full length, below which no data is printed other than the E-13B character font specified in Regions 5F and 6F. 4.7 fixed format (MICR) (ANS X9.13/X9.100-160) A term applied to the required and optional fields for which the location, digit sequence and structure are completely specified.

4.8 image anchor point Represents the starting X and Y point of origin for printing a digital image. 4.9 image area Specific region(s) on the front and back of an IRD that is reserved for the printing of the image of the original check or the areas clipped from the image of an IRD. 4.10 image quality The characteristic defined as a faithful digital representation of the source document. 4.11 image usability The characteristic defined by the degree of legibility and readability necessary to perform a specific function. 4.12 leading edge (ANS X9.13/X9.100-160) The right edge of a document when its face is viewed. 4.13 legend Printed text that is defined by this standard and applicable law. 4.14 legibility (ANS X9.100-111/X9.53) The quality of a letter or numeral that enables a reasonable observer to identify it positively and quickly to the exclusion of all other letters or numerals. 4.15 MICR clear band (ANS X9.27/X9.100-020 and 030) See clear band (MICR). 4.16 MICR print band (ANS X9.27/X9.100-020 and 030) See print band (MICR). 4.17 original check truncation institution The institution that has truncated the original check document and is the holder of the original document or is responsible for knowing the location of the original document. 4.18 print band (MICR) (ANS X9.27/X9.100-020 and 030) A 0.250 inch high band, subdivided into a series of character spaces, within the MICR clear band within which the E-13B characters are located. 4.19 qualified MICR print band The MICR line, printed with E-13B characters, that is contained in the removable tear-off strip of an IRD used for qualified return processing. It contains a MICR 5 in the EPC field, the routing number of the BOFD, or returns processor, and the check amount.

4.20 qualified return check (QRC) (ANS X9.37/X9.100-180) A return check prepared for automated processing. It is stripped or placed in a carrier envelope and encoded with the routing number of the depository bank, the dollar amount of the check and the value 2 is placed in position 44 of the MICR line. Note: As used in this standard, the value 2 is replaced with the value 5 if an IRD is used with the strip or carrier envelope. Also Region 6F with the value 5 in position 44 may be used for the same purpose. 4.21 return reason code For return items, the particular reason that the paying bank refuses payment. See Annex A for identification of each reason. 4.22 substitute check A paper reproduction of an original check as defined by the Check 21 Act and Regulation CC. 4.23 text overlay Text placed over image regions on an IRD. 4. 24 trailing edge (ANS X9.13/X9.100-160) The left edge of the document when its face is viewed. 4.25 variable format field (ANS X9.13/X9.100-160) A term applied to the On-Us and auxiliary On-Us fields in which the data content and structure will vary.

The IRD has the characteristics of a check. It is printed on commercial sized check stock, includes a MICR code line at the bottom of the document, and is processed like the original check. The IRD has areas that contain identification information, endorsement data and indemnification statements based on the use of the document and it supports the reproduction of the original MICR code line as well as an optional tear off MICR code line for qualified return processing. The IRD may include an optional type of automatically identifiable security feature or control information supplied by the institution creating the IRD.

5.1 Types
This specification supports four general usages of IRDs. First, there are two categories: Forward and Return. Second, each category includes Original and Subsequent IRDs. Each IRD contains different information based upon its intended usage. See Annex D for usage considerations, and Annex E for examples. The four types of usages are described below. 5.1.1 5.1.1.1 Forward IRDs Forward Original IRD

A Forward Original IRD is a paper replacement of the original check used when the original check is truncated in the forward presentment payment stream and a paper replacement of the original check is needed. See Annex E for examples. 4

Forward Subsequent IRD

A Forward Subsequent IRD is an IRD of a previous IRD used when a previous IRD was created and then truncated in the forward presentment payment stream and a paper replacement document of the previous IRD is later needed for processing. A Forward Subsequent IRD is also used when a previous IRD Used for Return was created and then truncated in the forward presentment payment stream. See Annex E for examples. 5.1.2 5.1.2.1 Return IRDs Original IRD Used for Return

An Original IRD Used for Return is an IRD used when the original check is truncated in the forward or return payment stream and a paper replacement of the original check is needed for return processing. An IRD Used for Return may optionally contain an attached Qualified Return Region. See Annex E for examples. 5.1.2.2 Subsequent IRD Used for Return

A Subsequent IRD Used for Return is an IRD used when a previous IRD was created and then truncated in the forward or return payment stream and a paper replacement document of the previous IRD is later needed for return processing. A Subsequent IRD used for Return may optionally contain an attached Qualified Return Region. See Annex E for examples.

Information Elements

The IRD contains specific information regions on the front and back of the physical document. The specifications for the location and content of each region are contained in Clauses 6.1 and 6.2.

6.1 Front Regions

This region shall be present and contain the following: The front image of the original check shall be inserted in Region 1F with the image scaled to obtain the maximum use of this region while maintaining the aspect ratio (width to height) of the original document. The resulting

scaled image shall be anchored at the lower right corner of this region adjacent to a Margin Area 0.250 inches wide along the leading edge of the IRD and equal to the height of 1F. This region shall be 5.750 inches wide by 2.750 inches high and shall be located, when viewing its face, in the upper right corner of the IRD directly adjacent to Region 5F and the Margin Area at the leading edge. This region shall also be directly below a nominal No Print Area 0.1995 inches high along the full width of the top of the IRD. This No Print Area at the top of the IRD ensures the MICR clear band is free of magnetic ink when multiple IRDs are printed on a single page. The No Print Area is a reference dimension with no tolerance. The No Print Area will vary from 0.023 inches minimum to 0.376 inches maximum as a result of the tolerance on the overall height of the IRD, the height Region 1F and the location of the Data Print Boundary Line above Region 5F. If the IRD is a Forward Subsequent IRD or a Subsequent IRD Used for Return, this region shall contain the image area of the Item Front Image Region, 1F, which was clipped from the full image of a previously created IRD. All other regions shall be excluded from this clipped image. See Annex E Figures 7 and 12 for a description of the clipped area. This region shall be present with the image of the original check or the clipped image of the printed original check image. The document image shall be oriented so that written information is in its normal orientation. The printed image shall be representative of the original document (check or IRD) and shall accurately and legibly represent all of the information on the front of the original check or the clipped area of an IRD. Any image compression scheme, image type (black / white or gray) and/or printing technique (halftone / threshold) may be used as long as source document legibility and usability are maintained. This region may contain text overlays. See Clause 6.1.7 for the text overlay associated with the Conditional Return Reason Region. The layout of this region is shown in Figures 1 and 2. See Annex E for examples. 6.1.2 Required Original Check Truncation Institution Region: Region 2F

This region shall be present and contain the following: Region 2F shall contain the institutions routing number, business date and item sequence number assigned to the item by the truncating institution of the original check. This institution shall know the location of the original check and the stored image of the original check. The first line of this region shall contain the 9-digit routing number. This line shall also contain the institutions business date following the routing number. The routing number shall be preceded and followed by the special characters [ and ]. The date field shall have the format MM/DD/YYYY and shall be separated from the routing field by 1 blank character space. A maximum of a 15character item sequence number for the original processed check shall be present on the second line.

The characters in this region shall be centered horizontally and shall be machine readable. They shall be printed using an OCR-A font. TrueType 12-point OCR-A from Bitstream offers an example of a font that meets the requirements of this region. This is a non-standardized font that fits within the defined region and is readable by means of character recognition. Data in this region shall be printed centered, vertically on two lines and aligned so that the text is readable when the aligning edge is rotated clockwise 90 degrees. An example of the text for this region is shown below.

This region shall be 0.400 inches wide and 2.750 inches high and shall be located directly to the left of the Region 1F and in alignment with Region 1F. There is a No Print Area directly above this region as defined in Clause 6.1.1. If the IRD is a Forward Subsequent IRD or Subsequent IRD Used for Return, the region shall contain the image area of the original printed region, 2F, clipped from the full image of a previously created IRD. All other regions shall be excluded from the clipped image area. See Annex E Figures 7 and 12 for a description of the intended clipped area. This region shall be present with the original printed image or the clipped image of the original printed image. The layout of this region is shown in Figures 1 and 2. See Annex E for examples. 6.1.3 Required Creation Institution Region: Region 3F

This region shall be present and contain the following: The first line of Region 3F shall contain the 9-digit routing number of the institution creating the IRD. The second line shall contain the institutions business date for the processed item. The date field shall have the format MM/DD/YYYY. The routing number shall be preceded and followed by the special character * . A maximum 15-character item sequence number for the processed item shall be present on the third line. The institution creating the IRD shall use a business date and item sequence number that will allow the institution to locate the data and image associated with this IRD. The same information used in this region shall appear in the appropriate endorsement area on the back of the IRD as specified in clause 6.2.1.

This region shall be present and contain the following: Region 4F shall be reserved for the legend defined by this standard and applicable law. This legend is mandatory and the text shall be printed in Arial 8-point on multiple lines. The characters in this region shall be anchored at the bottom of the region and centered horizontally. This is a non-standardized font that fits within the defined region and is readable by means of character recognition. This region shall be 1.850 inches wide by 0.575 inches high. The right edge of this region shall be adjacent to the left edge of Region 2F, and this region shall be immediately below the Creation Institution Region, 3F. There shall be a reference Margin Area 0.250 inches wide (no tolerance) between the left edge of this region and the trailing edge of the document. Region 4F shall contain the words: This is a LEGAL COPY of your check. You can use it the same way you would use the original check. This phrase is shown below as it should be printed.

This legend is consistent with Check 21 for the creation of a substitute check that is the legal equivalent of an original check or previous IRD. The layout of this region is shown in Figures 1 and 2. See Annex E for examples. 6.1.5 Required MICR Region: Region 5F

This region shall be present and contain the MICR line data as taken from the original item plus a special EPC character, the MICR 4, in position 44. 6.1.5.1 Location of Required MICR Region: Region 5F

This region shall be 0.7175 inches high by the full length of the IRD. It shall be located at the aligning edge of the IRD unless an Optional Qualified MICR Region: Region 6F is present. If Region 6F is present, the MICR Region 8

5F shall be located directly above Region 6F. The top of region 5F forms the Data Print Boundary Line. No data shall be printed using magnetic ink below this boundary other than the E-13B MICR characters within the MICR print band. If optional Region 6F is present, the top of region 5F (Data Print Boundary Line) shall be located 1.3425 inches above the aligning edge of the document. The MICR clear band for a check is typically 0.625 inches high; however, the 0.7175 inch height specified for this IRD MICR region provides a safety band of 0.0925 inches to guard against any MICR printing inadvertently being placed in the normal 0.625 inch MICR clear band due to the removal of 6F and printing and registration tolerances. The lower boundary of the MICR print band in Region 5F shall be located at a reference dimension of 0.1875 inches above the aligning edge of the document when Region 6F is not present. The corresponding upper boundary of the MICR print band shall be located at a reference dimension of 0.4375 inches above the aligning edge of the document. If Optional Qualified MICR Region: Region 6F is present, the lower boundary of the MICR print band in Region 5F shall be located at a reference dimension of 0.8125 inches above the bottom aligning edge of the document. The corresponding upper boundary of the MICR print band shall be located at a reference dimension of 1.0625 inches from the aligning edge of the document. The dimensions for the upper and lower boundary of the MICR print band are shown as a reference dimension as they have no tolerance. Tolerances for the MICR print band are achieved by controlling the height and alignment of the E-13B MICR characters within the referenced MICR print band. The printed MICR characters shall fall within the boundaries specified above. If Region 6F is created with the IRD and Region 6F is then removed during subsequent processing, the resulting upper and lower MICR print boundaries in 5F shall vary no more than 0.0313 inches from the reference dimensions shown above. The specifications that control printing in the MICR print band for this region are contained in ANS X9.7, ANS X9.13 and ANS X9.27 except as noted in this standard. The layout of this region is shown in Figures 1 and 2. See Annex E for examples. 6.1.5.2 Creation of MICR Data in Required MICR Region: Region 5F

The MICR line data shall reflect all the information encoded on the original check at the time the original check was truncated. If the original MICR code line fields on the original check contained the dash (D) symbol or an on-us (C) symbol within a MICR field, these characters/symbols shall be reproduced on the IRD MICR line. Blank spaces on the original MICR code line within a MICR field do not have to be reproduced. The location of the MICR fields and required symbols shall conform to ANS X9.13 except as defined in Clause 6.1.5.1. If a correction strip applied to the original check did not contain all fields present on the original check, nonetheless, all fields present on the original check shall be reproduced on the IRD. If MICR read errors are detected on the original check or on a previous IRD, the IRD creator shall, to the best of their ability, correct the MICR to that which was present on the original check when it was issued. It shall be acknowledged that undetectable MICR read, encoding and keying errors may be present on the reproduced MICR line. The EPC character MICR 4 may be different than the EPC digit on the original item, if it was used. The EPC MICR 4 shall always be present in position 44 in this region and may vary from the value used on the original check. The EPC character MICR 5 shall not be used in this region. If the MICR amount field was present on the original check or a previous IRD, it shall be reproduced in the MICR line of this region on this IRD. If the amount field was not present on the original check or the previous IRD, the IRD creator may include the amount field on this IRD. If the amount field was not present on the original check or the previous IRD, there are also certain processing agreements where the IRD creator is not required to add the ASC X9, Inc. 2004- all rights reserved 9

amount. If the previous amount was found to be incorrect, at the option of the IRD creator, the amount may be corrected. If any preprinted MICR on the original check or the MICR printed on a previous IRD, is found or known to be incorrect, at the option of the IRD creator, the fields in error may be corrected. However, all encoding information with respect to an item after issue is subject to warranties (to subsequent collecting banks and the paying bank) as outlined in UCC 4-209. If the IRD is created for a paid item that is to be returned to the issuing institutions customer as a properly paid item, the E-13B MICR characters in Region 5F may be printed in non-magnetic ink. An IRD used for this purpose shall conform to all other requirements of this standard including the size defined in Clause 7.1. 6.1.5.3 Correction of MICR Data Printed in Required MICR Region: Region 5F

A correction strip conforming to ANS X9.40, Check Correction Strip Specification, may be applied to an IRD. If a correction strip is applied to an IRD, the MICR encoded on the correction strip shall contain a MICR 4 in position 44. The repair of the IRD MICR code line is also subject to warranties as outlined in UCC 4-209. Although the On-Us and Aux On-Us fields may be omitted from the correction strip MICR line per Federal Reserve Operating Circular 3 (OC3), Clearing House Rules and other exchange agreements, the EPC MICR 4 is necessary for compliance with this standard. The EPC character MICR 5 shall not be used on a correction strip used to correct Region 5F MICR characters. 6.1.6 Optional Qualified MICR Region: Region 6F

The use of Region 6F is optional. Region 6F, if present, shall be used for printing the Optional Qualified MICR line on the perforated strip on an Original IRD Used for Return or a Subsequent IRD Used for Return. Only IRDs that are printed for returning to the BOFD or to a Return Processor as a Qualified Return Check shall use Optional Qualified MICR Region, 6F. A correction strip conforming to ANS X9.40 may be applied in lieu of Region 6F provided the MICR code line data encoded on the strip conforms to the specifications of this section. An IRD used for return can be created and processed without Region 6F or without a separately attached qualified return correction strip. For an IRD being used for return, Region 7F shall be populated even if the item does not contain Region 6F. If a previously created IRD is being processing as a Qualified Return Check, a correction strip, conforming to ANS X9.40 and encoded as defined in this clause, shall be applied to the IRD. This region shall be 0.625 0.0313 inches high by the full length of the IRD. It shall be located adjacent to the aligning edge of the IRD. The lower boundary of the MICR print band in Region 6F shall be located at a reference dimension of 0.1875 inches above the aligning edge. The corresponding upper boundary of the MICR print band shall be located at a reference dimension of 0.4375 inches above the aligning edge of the document. The dimensions for the upper and lower boundary for the MICR print band are shown as reference dimensions as they have no tolerance. Tolerances for the MICR print band are achieved by controlling the height and alignment of the E-13B MICR characters within the referenced MICR print band. The printed MICR characters shall fall within the boundaries specified above. The specifications that control printing in the MICR print band for this region are contained in ANS X9.7, ANS X9.13 and ANS X9.27. Three fields of MICR line data shall be printed in this Optional Qualified MICR region. They are the amount of the return item, the routing number of the BOFD or Return Processor and a MICR 5 in the EPC field (position 44). The EPC MICR 5 shall always be used in this region when Region 6F is present.

The EPC character MICR 4 must still be present in its assigned position in the MICR line data of Region 5F. The EPC character MICR 4 shall not be used in region 6F or on a separately attached correction strip used for a qualified return. If the BOFD or Return Processor cannot be determined, the routing number shall be the sending institutions routing number or any previous institutions routing number as provided for in Regulation CC and the UCC. No data shall be printed using magnetic ink in this region other than the E-13B characters in the MICR print band. See Clause 7.3 for the specifications that control the perforation between Regions 5F and 6F. The layout of this region is shown in Figures 2 and 4. See Annex E for examples.

6.1.7

Conditional Return Reason Region: Region 7F

Region 7F shall be present if the IRD is an Original IRD Used for Return or a Subsequent IRD Used for Return. If the IRD is being used for return purposes, Region 7F shall be present even if Region 6F is omitted. This region shall be 1.850 inches wide by 0.475 inches high. The right edge of this region shall be adjacent to the left edge of Region 2F, and immediately below the Legend Region: Region 4F when viewing its face. There shall be a reference Margin Area 0.250 inches wide (no tolerance) between the left edge of this region and the trailing edge of the document. This region shall contain the single digit alphameric reason code as specified in Annex A. The reason codes in Annex A are consistent with ANS X9.37. See Annex A for an identification of each reason code supported by this specification and the specific description text as it shall appear in this region. The first line of this region shall start with the words Return Reason followed by the single digit alphameric reason code. The reason code shall be separated from the Return Reason words by a single dash (-) character. The second line shall contain the reason code text as specified in Annex A. The two lines of text from this region shall also be printed as a text overlay. The text from Region 7F shall be the first two lines of the text overlay and shall be printed in Arial 14-point font. The text overlay shall be oriented at a 20-degree angle relative to the aligning edge. For an Original IRD Used for Return, a transparent textbox overlay shall be placed over the left side of Region 1F, at a distance of no less than 3.125 inches and no greater than 6.00 inches from the leading edge. For a Subsequent IRD Used for Return, the text overlay shall be placed over the right side of Region 1F, at a distance of no less than 0.250 inches and no greater than 3.125 inches from the leading edge. An example of the text is shown below, in the proper orientation, as it should be printed.

In addition to the Return Reason text from Region 7F, the text overlay may contain additional data in any typeface and point size at the discretion of the IRD creator. The additional text shall follow the Return Reason text and print at the same 20-degree angle relative to the aligning edge. The text, point size and font of the optional additional text shall be selected so as to minimize the degradation of the usability of the image in Region 1F. If a previously created IRD is being processed as a return, the return information as required by Regulation CC shall be clearly indicated on the front of the IRD. This information shall appear only in Region 1F and may be located anywhere within Region 1F at the discretion of the return processor. The layout of this region is shown in Figure 2. See Annex E for examples. 6.1.8 Optional Data Region: Region 8F

Region 8F may be used by the creating institution for data such as security features or document control numbers. It shall not be used for branding or other marketing-related information. Region 8F, if present, shall be 1.850 inches wide by a reference 1.240 inches high (no tolerance). The right edge of this region shall be adjacent to the left edge of Region 2F, and between Region 7F and Region 5F. There shall be a reference Margin Area 0.250 inches wide (no tolerance) between the left edge of this region and the trailing edge of the document. If Region 7F is not present, this region will be located between Region 4F and Region 5F. If Region 7F is not present, the height of this region shall be a reference 1.715 inches (no tolerance). No printing or features shall be placed within 0.100 inches of the bottom of Region 4F or Region 7F (if present) to ensure a white space is maintained between the printing in these regions and Region 8F data. The layout of this region is shown in Figures 1 and 2.

6.2 Back Regions

Back of Optional Qualified MICR Region: Region 3B (Protected) 6.2.1 Required Item Back Image Region: Region 1B

This region shall be present and contain the following: Region 1B shall contain an image of the back of the check that corresponds to the front of the check in Region 1F. This region shall be 2.750 inches high by the full length of the IRD and shall be located directly adjacent to the top of Region 2B when viewing the back of the IRD. This region shall also be directly below a nominal No Print Area 0.1995 inches high along the full width of the top of the IRD. This No Print Area at the top of the IRD ensures the MICR clear band is free of magnetic ink when multiple IRDs are printed on a single page. This No Print Area is a reference dimension with no tolerance. The No Print Area will vary from 0.023 inches minimum to 0.376 inches maximum as a result of the tolerance on the overall height of the IRD, the height of Region 1B and the location of the Data Print Boundary Line above Region 2B. This region shall be adjacent to a Margin Area of 0.250 inches wide along both the left (leading) and right (trailing) edges of the IRD that shall equal the height of Region 1B. For original IRDs, the back image of the original check shall be scaled to fit in an area equal to the height of this region and a width of 5.750 inches while maintaining the aspect ratio (width to height) of the original document. The scaled image shall be anchored at the lower left corner of this region adjacent to the Margin Area and shall extend no more than 6.000 inches from the left (leading) edge. The scaled image of the back of the check in 1B shall match the scaled size of the front image in 1F. For placement and scaling of images in Subsequent IRDs see Clause 6.2.1.4. The back image shall be oriented with the original payee endorsement on the right side of the image area. The back image shall be immediately behind the front image located at the image anchor point. The printed image shall be representative of the original document (check or IRD) and shall accurately represent all the information on the back of the original check or the clipped area of an IRD. Any image compression scheme, image type (black / white or gray) and/or printing technique (halftone / threshold) can be used as long as source document legibility and usability are maintained. This region shall also contain a text overlay for all required financial institution endorsements (including the IRD creator endorsement or identification) associated with the original document that do not appear in the back image of the original document. This endorsement data may come from the appropriate data records in the electronic transmission conforming to ANS X9.37 or from internal processing systems within the institution creating the IRD. For the purpose of this standard, endorsement overlays shall include the identification of the creating institution and any paying bank that is creating an IRD or Subsequent IRD or any paying bank that was identified in an electronic transmission. The institution 9-digit routing number, business date, and processing item sequence number shall be printed on two lines that run vertically and oriented so that the text is readable when the aligning edge is rotated counterclockwise 90 degrees. The institution 9-digit routing number and the business date shall occur on the first line, in that order. The business date shall have the format MM/DD/YYYY and be separated from the routing number by 2 blank character spaces. A maximum 15-character item sequence number shall be printed on the second line. The institution creating the IRD shall use a business date and item sequence number that will allow that institution to locate the data and image associated with this IRD.

If the IRD being created is used as a qualified return with the optional Qualified MICR Region, 3B, Region 2B shall be located directly above Region 3B. It shall be an area 0.7175 inches high and extend across the entire length of the IRD when Region 3B is not present. If Region 3B is present, the top of Region 2B shall be 1.3425 inches above the aligning edge on the IRD. This region shall be free of any magnetic ink printing. See Figures 3 and 4 for the layout and Annex E for examples. 6.2.3 Back of Optional Qualified MICR Region: Region 3B (Protected) If the IRD being created is used as a qualified return, the Qualified MICR Region, 3B may be used instead of a separately attached qualified return strip. If the Qualified MICR Region, 3B is used, it shall be located above the aligning edge on an IRD printed as a qualified return. It shall be an area 0.625 0.0313 inches high extending the full length of the IRD. It shall be free of any magnetic ink printing. See Figure 4 for the layout and Annex E for examples.

6.3 Dimensional References and Tolerances


Dimensional references and tolerances vary for IRD data elements. Dimensional tolerances on data element locations are defined with respect to an edge of the IRD in some cases and relative to other data elements in other cases. See Figures 1 through 4. 6.3.1 Tolerance on Dimensions to IRD Edges

Automated processing of the MICR line on an IRD requires that the MICR code line meet the placement tolerances of ANS X9.13 unless defined otherwise in this standard. Vertical dimensions shall be referenced to the

aligning edge. Horizontal dimensions shall be referenced to the leading edge on the face of the IRD when viewing the face of the IRD, and to the trailing edge of the IRD when viewing the back of the IRD. Unless otherwise specified, all dimensions referenced to the edge of the IRD shall have a tolerance of 0.0625 inches. 6.3.2 Tolerance on Dimensions to Other Data Elements

Within the body of an IRD, dimensional variation is a function of IRD design accuracy, plus production factors such as placement tolerances, magnification errors, and paper shrinkage between front and back printing. These dimensions and their dimensional references are defined in IRD data specifications, Clauses 6.1 and 6.2. Unless otherwise specified, all dimensions referenced from other IRD data elements shall have a tolerance of 0.010 inches. These tolerances are not cumulative.

Design Elements

The following clauses specify the required design elements that shall be included on Image Replacement Documents (IRDs).

7.1 IRD Size


Document sizes for Forward and Qualified Return IRDs are defined in the following clauses. 7.1.1 Forward IRD Size

The height dimension for the Forward IRD shall be 3.667 inches with a tolerance of 0.0625 inch. The length shall be 8.500 inches with a tolerance of 0.0313 inch. Sizes for the individual information elements contained within these overall dimensions are detailed in Clause 6 and in the master layout drawings shown in Figures 1 and 3. 7.1.2 Qualified Return IRD Size

The height dimension for the Qualified Return IRD shall be 4.292 inches with a tolerance of 0.104 inch. The length shall be 8.500 inches with a tolerance of 0.0313 inch. Sizes for the individual information elements contained within these overall dimensions are detailed in Clause 6 and in the master layout drawings shown in Figures 2 and 4.

7.2 Paper
The minimum paper weight for Image Replacement Documents shall be 24 lb regardless of grain direction. For all other paper qualities, the IRD shall adhere to the requirements of ANS X9.18.

7.3 Perforations
If an IRD is created with the Optional Qualified MICR Region, 6F, the Return IRD shall have a perforation between MICR Region 5F and Qualified Return MICR Region 6F to allow separation of the Qualified Return MICR Region 6F from the IRD Used for Return (see Figure 2, Region 5F and 6F). The perforation between Region 5F and Region 6F shall be parallel to the document aligning edge and shall be positioned 0.625 0.0313 inches from the document aligning edge. It is preferred that the perforation be arranged so that at least one full tie remains at the lead edge of the IRD. The perforation shall have a minimum burst strength of 16 pounds per inch. A perforation with 16 ties per inch and a 0.032 inch minimum tie width is an 22

example of a perforation that typically results in a burst strength in this range. The perforation shall be designed to allow separation with a minimum of damage to the aligning edge at the bottom of the MICR Region: Region 5F. It is permissible to separate Region 6F from Region 5F by the use of cutting and slitting methods. The position of the cut shall be 0.625 0.0313 inches from the document aligning edge. When multiple IRDs are printed per page, with a perforation between each IRD, this perforation shall have a burst strength of 8 to 14 pounds per inch. A 30 tie per inch micro-perforation is an example of a perforation that typically results in a burst strength in this range. These perforations shall be designed to separate with a minimum of damage to the aligning edge. Cutting or slitting methods shall not be used to separate multiple IRDs when a perforation is present between the IRDs. In addition, all perforations shall meet the following requirements: The sheet shall be flat in the area of the perforation on both sides of the sheet. Die-cut perforations shall be free of chaff.

7.4 MICR Encoding


All encoding placed in both the MICR Region: Region 5F and the Optional Qualified MICR Region: Region 6F encoding strips of Image Replacement Documents shall be printed in accordance with the requirements of ANS X9.13 and ANS X9.27 unless defined otherwise in this standard.

7.5 IRD Design Graphics


For all areas of the IRD except Region 8F, the background reflectance shall be no less than 60% reflectivity and the background Print Contrast Signal (PCS) shall be no greater than 0.20. Any patterns, tints, etc., in these regions that may interfere with the visual requirements for legibility and OCR/ICR machine recognition of the MICR or OCR data shall be avoided. If preprinted forms are used to create an IRD, optional manufacturer and form number information may be printed in non-magnetic ink in the No Print Areas and Margin Areas defined in Clause 6.0 and shown in Figures 1 through 4. A 6-point font is recommended for printing the manufacturer and form number information. The Margin Areas may also contain printing control marks and data in magnetic ink provided this information does not extend in to Regions 5F, 6F, 2B and 3B or the No Print Areas. No Print Areas and Margin Areas shall not be used for institution branding or other marketing-related information. See ANS X9.7 and ANS X9.27 for the controlling specifications.

7.6 IRD Endorsement Back


All requisite properties for endorsement legibility as detailed in ANS X9.100-111/X9.53 shall apply for Image Replacement Documents (IRDs). No endorsements shall extend below the Data Print Boundary Line at the top of Region 2B.

Annex D (Informative) Usage Considerations

D.1 Usage Types


D.1.1 Forward Original IRD
An IRD may be used in the forward presentment payment stream at several points. The BOFD may capture the image of an original check at the branch office or automated teller machines then use the electronic data and image for subsequent processing. This may reduce the transportation and servicing costs in low volume areas by eliminating daily pick-up of the items. The BOFD may also capture the item in a prime or first-pass environment and eliminate costly subsequent sorting passes for exception processing. The electronic data and image may be used for all internal processing eliminating the need for the physical document. If a physical document were needed for processing with intermediate institutions or the paying bank, an IRD may be printed from a sorted electronic file. This may eliminate the need to move checks to different departments and performing physical sorting of the checks. The IRD may be printed along with a forward cash letter. It may also be printed on an exception basis if a physical document representing the original check was requested. The paying bank may process an electronic image cash letter and use the IRD for cases where the customer requested a physical check in their statement or needed to produce a physical item for legal purposes. This type of IRD should not contain the Qualified MICR region or the Conditional Return Reason region. The first creation of an IRD (Forward Original IRD) should contain the Original Check Truncation Institution region data. This data should come from Electronic Image Exchange files specified in ANS X9.37 or from information known by the institution creating the IRD. This Forward Original IRD should also contain the IRD Creation Institution region data and the IRD Legend region data. Refer to Clause 6.1 for definitions of these areas. This type document may also be used in cases where the original item cannot be found and a photocopy in lieu would otherwise have normally been created. This IRD document should not be used in cases where just a copy of the original is needed. If electronic endorsements or identifications have occurred between institutions prior to the creation of an IRD, this endorsement data (routing number, business date and item sequence number) should be printed over the back area as defined in Clause 6.2. This data should be obtained from Electronic Check Exchange files specified in ANS X9.37 or from information known by the institution creating the IRD. The creation endorsement data can be any RT, date and sequence number that will allow the creation institution to locate the transaction and image associated with the IRD. Creator endorsement data shall be placed in region 3F and 1B.

D.1.2 Forward Subsequent IRD


The Forward Subsequent IRD has the same characteristics as the Original with the following difference. The difference is that the image of the Original Check Truncation Institution Region (2F) data area should be clipped out of the full image of the IRD along with the original check Item Image Region (1F)area. It is very important to clip the Original Check Truncation Institution Region area and the Item Image Region areas from the full IRD image (less the Margin and No Print areas) and to place the clipped image areas in the same specified region areas of the new Forward Subsequent IRD. The Item Back Image Region (1B) area above the MICR Region 2B should be clipped out of the full back image of the Forward Original IRD. The full Item Back Image Region area above Region 2B (less the No Print and Margin areas) should be clipped so as to retain the image of the check and any endorsements or identifications printed on the physical IRD or printed as a part of the previous IRD creation process. This clipping process should be applied to all Forward Subsequent IRDs. The clipping process ensures the original image area scaling should be maintained on all Forward Subsequent IRDs along with any data that may be printed over these areas as an IRD is processed. This process also 32

ensures that the identification of the original truncating bank, and any electronic endorsement or identification data (including identification of each IRD creator), should be maintained in all Forward Subsequent IRDs while keeping areas 5F, 6F, 2B, and 3B clear of magnetic ink. The Creation Institution Region data (3F) and the corresponding new endorsement in Region 1B should reflect the current institution creating the IRD.

D.1.3 Original IRD Used for Return


The Original IRD Used for Return is similar to the Forward Original IRD except that it is created as part of the return process. This type of IRD should contain all regions specified for the Forward Original IRD plus a return reason code and text description consistent with the requirements of Annex A in the Conditional Return Reason Region (7F). This type of IRD also contains a text overlay placed over the front image area (Region 1F). This IRD may also include the Optional Qualified MICR Region (6F). This type of IRD should not be used as an Forward Original IRD. It should only be used when the original item was truncated and the item being returned needs to be in the form of a paper document. The BOFD may create this document after receiving an image return cash letter and use it for a physical return to the depositor. When an IRD is returned to the depositor, the Conditional Qualified MICR Region (6F) is typically not created or is removed from the document prior to return.

D.1.4 Subsequent IRD Used for Return


The Subsequent IRD Used for Return is similar to the Forward Subsequent IRD except it should also include the return reason information in the Conditional Return Reason Region (7F), the return text overlay placed over Region 1F, and, optionally, the Conditional Qualified MICR Region (6F). This IRD type has the same requirements as a Forward Subsequent IRD for clipping the original image area (1F and 1B less the No Print and Margin" areas) and the Original Check Truncation Institution Region (2F) (less the Margin and No Print areas) from the full image of the IRD. It is very important to clip the Original Check Truncation Institution Region area, the original Item Front Image Region area and the complete back region 1B image area from the full IRD image and to place the clipped image areas in the same specified region areas of the new Subsequent IRD Used for Return. This clipping process ensures the original image area and scaling, along with any electronic endorsement or identification data (including identification of each IRD creator), should be maintained on all subsequent IRDs. This process also ensures that the identification of the original truncating institution should be maintained in all subsequent IRDs. This type of IRD may result from the truncation and creation of a Forward Original IRD being presented to the paying bank. The paying bank may convert this Forward Original IRD to an image. The paying bank may send an image return cash letter to an intermediate processor that creates a Subsequent IRD Used for Return. This document may then be sent to the BOFD for processing as a physical item.

D.2 Acceptable Business Usage


The legal framework governing the use of Image Replacement Documents is the Check Clearing for the 21st Century Act. The term Substitute Check, as defined by the Check Clearing for the 21st Century Act, means a paper reproduction of the original check that: A) contains an image of the front and back of the original check; B) bears a MICR line containing all information appearing on the MICR line of the original check, except as provided under generally applicable industry standards for substitute checks, to facilitate the processing of substitute checks; C) conforms, in paper stock, dimension, and otherwise, with generally applicable industry standards for substitute checks; and D) is suitable for automated processing in the same manner as the original check. The Check Clearing for the 21st Century Act is designed to foster payment system innovation and enhance the efficiency of the payments system by reducing some of the current legal impediments to check truncation. Under the provisions of the Act, banks could agree, as they can today, to send check images or information to each other electronically rather than exchanging the original checks. The legislation would facilitate banks ability to use electronics to streamline the check collection and return process even in cases in which they do not have exchange agreements. The Act facilitates this expanded use of electronics by creating a new instrument, called a Substitute Check, that can be created from an electronic check image and that would be the legal equivalent of ASC X9, Inc. 2004- all rights reserved 33

the original check. Substitute Checks could be processed by receiving banks just as original paper checks are today, thereby not significantly affecting the operations of banks that do not wish to participate in the electronic collection or return of checks. The use of an IRD used as a Substitute Check is governed by Regulation CC.

Justification of Proposed Standard

Issue Description: A standard is being proposed for a substitute machine-readable copy of a check that would be referenced in the proposed legislation for a default check truncation rule. The industry has referred to this type of document as an Image Replacement Document (IRD). This document has the characteristics of a check in that it would be printed on commercial size check stock and would incorporate a MICR code line at the bottom of the document. This document would have unique characteristics in that it needs to have areas that can contain indemnification statements based on the use of the document and it should support the reproduction of the original MICR code line as well as an optional tear off MICR code line that can be used for returns processing. This document may also need the ability to include a digital certificate of authenticity. The Montana branch of the Federal Reserve is running an Image Return Pilot project in Helena, Montana. This project has developed an Image Replacement Document specification that can be used as a starting point to develop the new standard for a check replacement document. The Federal Reserve IRD standard is attached. Need/Benefit/Audience: Financial institutions have long searched for ways to promote check truncation with electronic data and image exchange. Savings and efficiencies have been realized by using Electronic Check Presentment with paper to follow and through the paying bank being able to truncate checks with a customers permission. However, the complications of having to continue the movement, sorting and reconciliation of the paper checks and the need to obtain agreements with individual customers and financial institutions, has proven to be a major impediment to truncating the check at the point of presentment. The Federal Reserve and the Board of Governors within the Federal Reserve have identified that a Default Check Truncation Rule is needed to facilitate electronic check image exchange. They are ready to propose statutory legislation for congressional consideration. This proposed legislation would allow a financial institution to substitute a machine-readable copy of a check under certain situations without the expressed permission of an institution or individual.

In order to reasonably implement this legislation, a standard for this check replacement document will be needed. This check replacement document will have unique characteristics and uses. Current ANSI standards related to check creation and printing will be useful as a reference. However, a new standard is proposed to allow identification of the unique characteristics and uses of this check replacement document. Modifications and changes to existing ANSI standards could make those standards very complicated and possibly confusing versus establishing a new ANSI standard. The combination of the approval of the proposed legislation and the creation and approval of an ANSI standard for an Image Replacement Document (IRD) will significantly benefit the financial community. Checks could be imaged at Point of Sale, Automated Tellers, Bank Branches, Lock Box Operations or Check Capture Operations and then electronically handled for all downstream processing. At any point in the down stream process that a physical check might be needed, the Image Replacement Document could be printed. This would allow a physical item to be returned and represented or physical items to be included in customer statements. This replacement document would also improve the quality of the current industry practice of putting photocopies into check carrier documents when original items can not be easily located. It would also reduce the labor involved in putting original items or copies into carriers and then MICR encoding them. 3. Coordination with other standards

This would be linked to the new X9.100 Master Standard core/application specification but should stand alone as a separate standard. Security related needs: This document will replace the original check and will need similar security features as utilized in the original check. A digital certificate of authenticity may be required in the form of an imbedded bar code or digital watermark. 4. Patent Issues and Good Faith Development Practice

This should be a high priority project. The banking community will need a working draft in the next 6-9 month time period and will be looking for a formal standard in a 12-18 month time period. The move to Electronic Check Presentment is a key focus of the Federal Reserve and the Federal Reserve Board of Governors. They are proposing legislation that will require a standard. What is the target audience for this guideline or standard? Retailers, Corporations and Financial Institutions planning to utilize Electronic Check Presentment or Electronic Check Return. Also, manufacturers and vendors supplying financial equipment and software. What industry need will the standard or guideline fill and how? The financial communities are seeking ways to truncate the paper check at the Bank of First Deposit. This document along with proposed legislation enables a cost-effective way to promote truncation while enabling a downstream organization to produce a replacement document without having to store, locate and provide the original item. They will be able to print a replacement or substitute check document from electronic archives without the need to obtain expressed permission from an institution or customer. How will X9 sell the standard or promulgate its use? This standard will compliment existing standards related to paper checks and check image data exchange. Due to proposed legislation, this document will become a key industry document that will enable future check truncation and electronic image exchange on a wide spread basis.
