LABOR SUPERVISOR

Reports to: Public Service Field Supervisor

PURPOSE OF POSITION Under general direction of the Public Service Field Supervisor, oversees several crews engaged in maintenance work and the construction of projects requiring a high degree of skill. Exercises independent judgment and makes decisions within the scope of the assignments. Supervision is exercised over Labor Crew Leaders, Maintenance Workers, Automotive Equipment Operators and others. Assignments are received in oral and written form and the work is subject to general review and inspection by the various division heads or other supervisors.

ESSENTIAL DUTIES OF POSITION (with or without accommodation) The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be assigned. Supervises the work of crews in the maintenance and construction of sidewalks, curbs and gutters, manholes and streets and in the construction and repair of water and sewer mains, valves and hydrants; mechanical sweeping and flushing of streets, bridges, snow removal and related projects. Takes work orders; visits job sites; determines job priorities and makes and adjusts work assignments accordingly. Inspects work in progress to assure conformance with instructions. Requisitions necessary equipment and materials. Trains, instructs and evaluates subordinates' work. Maintains accurate records of work performed. Investigates and takes corrective action on citizen complaints. Provides safety information to work unit; recommends means of improving safety. May perform or assist in performing more difficult or skilled tasks as needed. Trains staff on proper operation of equipment and use of materials, interprets policies to workers, and enforces safety regulations. Maintain regular and punctual attendance at work. Establish and maintain effective working relationships with fellow employees, City officials and regulatory personnel. Regularly lifts up to 25 pounds and occasionally lifts up to 50 pounds. Expected to temporarily perform duties outside of normal classification in the event of a declared emergency. In the event that an employee is excused from work other than being sick, they will be required to report to work in a state of declared emergency.

MINIMUM TRAINING AND EXPERIENCE REQUIRED TO PERFORM ESSENTIAL FUNCTIONS Some experience at the level of Labor Crew Leader and completion of a standard high school course; or any equivalent combination of experience and training that provides the required knowledge, skill and abilities. MINIMUM ABILITIES REQUIRED TO PERFORM ESSENTIAL JOB Abilities The employee frequently is required to use hands to finger, handle, or feel; reach with hands and arms; and taste or smell. Ability to quickly move hands, hands together with arms, or two hands to grasp, manipulate, or assemble objects, ability to exert muscle force repeatedly or continuously over time; this involves muscular endurance and resistance to muscle fatigue, ability to use abdominal and lower back muscles to support part of the body repeatedly or continuously over time without "giving out" or fatiguing, ability to quickly and repeatedly bend, stretch, twist, or reach out with your body, arms, and/or legs.

Ability to speak clearly so others can understand you, ability to see details at close range (within a few feet of the observer), ability to see details at a distance, ability to identify and understand the speech of another person, ability to listen to and understand information and ideas presented through spoken words and sentences.

Job Knowledge Good knowledge of the materials, methods and techniques used in public works maintenance activities; good knowledge of supervisory techniques; good knowledge of hazards and safety precautions of laboring work; ability to plan and supervise the work of others; ability to prepare and keep records; ability to understand and transmit oral and written instructions; good physical condition. Language Skills and Interpersonal Communication Requires effective communication skills and the ability to provide assistance to customers both external and internal. Requires the ability to write and speak clearly, distinctly and effectively with fellow employees, contractors and regulatory officials; read in English and compare similarities and differences between words and series of numbers; apply common sense understanding to the work process, procedures, programs and services; and to provide and follow verbal and written instructions. Work Environment Sixty percent of work is performed in a normal inside office environment with appropriate heating and cooling and is not subject to significant occupational or environmental hazards other than those normally associated with general public contact, dust or odors. Field conditions outdoors are varying weather conditions, with varying low to high equipment noise; walking on grass, gravel, dirt, rock, asphalt, etc.; with normal outdoor to high outdoor dust levels; and surveying of sites in all the various stages of construction, including developed and undeveloped properties. Forty percent of work is outdoors or traveling under varying conditions. Special Requirements Possession of a valid Commercial Driver's License issued by the State of Iowa.
