1.0

SCOPE
1.1

This written practice defines the minimum requirements for education, experience, training, examination and certification of NDT personnel conducting, reviewing or monitoring Radiographic, Ultrasonic, Magnetic Particle, Penetrant Testing and Visual Testing Technique. It is designed to meet the requirement of ASNT Standard for Qualification and certification of Non destructive Testing Personnel recommended Practice SNT-TC-!A, 1996 edition (98 addenda). Qualification and certification of all AMA (AHMED MANSOOR AL-AALI CO. BSC(C) NDT personnel is the responsibility of NDT Level III as designated by the AMA (AHMED MANSOOR AL-AALI CO. BSC(C) General Manager. All Personnel performing Non destructive Testing shall be trained and certified in accordance with this written practice. PURPOSE These definitions are intended to clarify the meaning of terms used in this standard as they apply to this standard and only to this standard. No broader application of these definitions is implied. 2.1.1 CERTIFICATION Written testimony of an individual has met the applicable requirements of this written practice. 2.1.2 CERTIFYING AUTHORITY The person or persons properly designated in the written practice to sign certifications on behalf of the employer. 2.1.3 2.1.4 CERTIFYING AGENCY The employer of the personnel, being certified. CLOSED-BOOK EXAMINATION An examination administered without access to reference material expect that supplied with or in the examination. (See 6.2.2). 2.1.5 COMPARABLE Being at an equivalent or similar level of NDT responsibility and difficulty as determined by the employers Level III. 2.1.6 2.1.7 DOCUMENTED The condition of being in written form. EDUCATION An institutionalized program, prescribed by appropriate authorities that is offered by schools, institutions, organizations, colleges or universities

established for the sole purpose of providing instruction in an orderly, planned and systematic fashion. 2.1.8 2.1.9 EMPLOYER AMA (AHMED MANSOOR AL-AALI CO. BSC(C) EVALUATION A determination of the significance of a relevant indication. (See also interpretation). 2.1.10 EXAMINATION A formal, controlled, documented interrogation conducted in accordance with this procedure. 2.1.11 EXPERIENCE Actual performance or observation conducted during work time resulting in the acquisition of skill and knowledge. Neither classroom nor laboratory training time shall be considered as experience. 2.1.12 GENERAL EXAMINATION A written examination addressing the basic principle of the applicable NDT method. 2.1.13 INDICATION A response or evidence of a response occurring during a Non destructive Test. 2.1.14 INTERPRETATION a) b) Interpretation of NDT test data. The determination of whether indications are relevant or non relevant. (Also see Evaluation). Interpretation (general) to clarify the meaning of.

2.1.15 METHOD One of the disciplines of NDT (for example, Ultrasonic Testing), within which various test techniques may be executed. 2.1.16 NDT INSPECTOR An individual qualified and designated in accordance with this standard to train or educate NDT personnel. 2.1.17 OUTSIDE AGENCY A company or individual who provide NDT Level III services and whose qualifications to provide these services have been reviewed by the employer engaging the company or individual. 2.1.18 PRACTICAL EXAMINATION An examination used to demonstrate an individuals proficiency in the NDT method that will be performed by the employer. For practical examinations,

questions and answers need not necessarily be written, but observations and results must be documented.

2.1.19 PROCEDURE A detailed written instruction to conduct a non destructive test or certifying personnel. Method procedures shall be approved by the NDT Level III certified in the applicable method. 2.1.20 QUALIFICATION The education, skills, training, knowledge and experience required for personnel to properly perform to a specified NDT level. 2.1.21 RECOMMENDED PRACTICE A set of guidelines to assist the employer in developing uniform procedures for the qualification and certification of NDT personnel, to satisfy the employers specific requirements. 2.1.22 SPECIFIC EXAMINATION A written examination to determine an individuals understanding of procedures, code, standards, specifications and equipment or instrumentation for an NDT method used by the employer. 2.1.23 TEST TECHNIQUE A Category within an NDT method; for example, immersion ultrasonic testing. 2.1.24 TRAINING An organized and documented program of activities designed to impart the knowledge and skills required so as to be qualified to this standard. 2.2 NDT LEVEL 2.2.1

NDT Level II- An individual certified in accordance with this standard. NDT Level III- An individual possessing a currently valid ASNT NDT Level III certificate in accordance with 7.0 of this standard.

3.0

QUALIFICATION LEVELS 3.1 CLASSIFICATION Five levels of qualification are defined in terms of the skills and knowledge required in a given method or methods to perform specified NDT activities. These are; Lvel III, Level II, Level I, Trainee, NDT Instructor. 3.2 LEVEL III A level III shall have the skills and knowledge to establish techniques; interpret codes, standards and specifications; designated the particular technique to be used; and to verify the adequacy of procedures. The individual shall also have general familiarity with the NDT methods covered in this Written Practice. The Level III shall be capable

of conducting or directing the training and examining of NDT personnel in the methods for which the level III is required.

3.3

LEVEL II A Level II shall have the skills and knowledge to set up and calibrate equipment, to conduct tests, and to interpret, evaluate, and document results in accordance with procedures approved by an NDT Level III. The Level II shall be thoroughly familiar with the scope and limitations of the method to which certified and should be capable of directing the work of trainees and level 1 personnel. The Level II shall be able to organize and report non destructive test results.

LEVEL 1 Also refer to Table 1 for applicable NDT methods) A level 1 shall have the skills and knowledge to properly perform specific calibrations and specific tests under the direct supervision of Level III personnel. Level I Personnel shall not independently interpret the result of the examination.

3.5

TRAINEE A person who is not yet certified to any level shall be considered a trainee. Trainee shall work with a certified person, under the direction of an NDT Level III and shall not independently conduct any test or write a report or test results.

NDT INSTRUCTOR An NDT instructor shall have the skills and knowledge to plan, organize and present classroom, laboratory, demonstration, and/or on-the-job NDT instruction, training, and/or education programs in accordance with course outlines approved by an NDT Level III.

3.7

SUBDIVISION OF LEVELS 3.7.1 On occasions, these levels may be further subdivided for specific situations where additional levels of skill and responsibility are deemed necessary. For example, an individual may receive specific training to perform a specific task and then be certified as a Level I / II limited or a Level I/ II special for that specific task. For example: A Level II UT thickness Gauging Certification would require the same hours of training and experience as of a Level II Certification, with the bulk of the training and experience in thickness gauging operations.

4.0

4.2

This formal NDT training shall be conducted in accordance with the training outlines as given in Appendix D, approved by the NDT Level III. The course shall include all of the topics contained in appendix D for the appropriate NDT method plus such additional topics as deemed necessary by the NDT Level III. The sequence, content amount of time spent and depth of coverage for each topic shall be approved by the NDT Level III Training programs shall include examinations as detailed in 6.0 to demonstrate that the necessary information has been comprehended. The training shall be presented by the NDT Level III or the NDT instructor. Personnel with specialized expertise (e.g. Metallurgist, welding engineers, etc.) who are not qualified in accordance with this standard may be used to assist in presentation of specific information. The NDT Level III shall in all cases be responsible for the content of the completed course. An outside organization may be engaged to perform the duties of an NDT Level III. In such instance, AMA (AHMED MANSOOR AL-AALI CO. BSC(C) shall be responsible for evaluating the organization to assure the services are in accordance with its own certification procedure and so documented. An NDT Level III of the engaged outside organization shall be responsible for the services provided. A candidates previous training may be accepted by the employer if verified and documented in writing by the previous employers) and or training agency(ies). EXPERIENCE REQUIREMENTS 5.1.1 The minimum experience requirements for Level I and II personnel are summarized in Table II. Experience shall be based on the actual hours worked in the specific method. A person may be qualified directly to NDT Level II with no time as a certified Level I, providing the required training and experience consists of the sum of the hours required for NDT Level I and NDT Level II.

The required minimum experience shall be documented by method and by hour with supervisor or NDT Level III approval. While fulfilling total NDT experience requirement, experience may be gained in more than one (1) method. Minimum experience hours must be met for each method.

PREVIOUS EXPERIENCE 5.2.1 Level I and level II A candidates previous experience may be accepted if verified and documented in writing by the previous employer(s). Any claimed experience which cannot be verified and documented shall be considered invalid. Level III AMA (AHMED MANSOOR AL-AALI CO. BSC(C) shall verify document the current validity of a candidate ASNT Level III certificate.

EXAMINATIONS 6.1 VISION


6.1.1

Near Distance Acuity- Prior to certification, each NDT personnel shall be examined to ensure that he has natural or corrected near-distance in at least one eye such that he is capable of reading Jaeger Number 1 test chart (or equivalent) at a distance of not less than twelve inches. Colour perception- NDT personnel for all methods shall demonstrate the ability to differentiate contrast between the colours or shades of grey used in the method. Frequency Near distance acuity and colour perception examination shall be administered annually. Administration Vision examination shall be administered in accordance with a procedure by the NDT Level III or his designated representative. The general examination shall be approved by the NDT Level III. Each Level I and Level II candidate shall be given a general., objective type written examination ( e.g. multiple choice) addressed to the basic principles of each method for which certification is sought. This examination will either be administered as part of the organized training program (when feasible) or given separately when experienced personnel are being examined for recertification or for initial certification when coming from a former employer. The comprehensiveness and difficulty of the general examination questions shall equal or exceed those published by ASNT. Questions shall not be used verbatim from the ASNT published lists. Candidate personnel shall have access to questions only at the time of the examination. This examination shall be closed-book; however, necessary data such as graphs, tables or charts may be provided.

SPECIFIC EXAMINATION
6.3.1

The specific examination shall be approved by the NDT Level III. Each Level I and Level II candidate shall be given a specific, objective type written examination (e.g. multiple choice) addressing the equipment operating procedures and test techniques that he may encounter in his specific job assignments. Specific examination shall be tailored to processes materials, and techniques relevant to the oil, gas petrochemical, power industries etc. The specific shall also cover experience and knowledge of recognized international standards and codes for the industry sector. This examination shall be closedbook; however, necessary data such as graphs, tables, or charts may be provided. This examination will either be administered as part of the organized, program (when feasible) or given when experienced personnel are being examined for rectification or for initial certification when coming from a former employer. The content of the specific examination shall be constructed to evaluate the ability of the candidate to effectively use the applicable procedures, specifications or codes to perform and / or to evaluate results to the degree necessitated by the anticipated qualification level. PRACTICAL EXAMINATION 6.4.1 Each Level I candidate shall be given a practical hands-on examination that demonstrates his ability to perform specific calibrations, specific tests, evaluations for acceptance or rejection determinations in accordance written instruction. At least one specimen per technique shall be tested, its results evaluated and documented. Selection of the specimen shall be made by the NDE Level III individual and performance shall be measured based on ten performance check points which shall at least include the following item: proficiency is use of equipment and technique, proper adherence to procedure, test sequence, calibrations, materials, documentation, extent of examination,

interpretation and evaluation of results in accordance with specific written instructions. The test specimen shall be representative of the products that the candidate will encounter in performing the job functions. A prerequisite for passing the Level I and Level II practical examinations shall be the detection of the discontinuities previously specified by the NDT Level III
6.4.2

Each Level II candidate shall be given practical hands-on examinations that demonstrate his ability to set up and perform calibrations, interpret and evaluate results in accordance with the applicable standards and codes and to organize and report the results of the tests. At least one specimen per technique and a minimum of two samples per method shall be tested, and results analyzed and documented by the person considered for certification. Selection of the specimen shall be made by the NDT Level III individual, and performance shall be measured based on ten performance check points which shall be at least include the following items: proficiency in use of techniques and equipment proper adherence to procedure, test sequence, calibrations, materials, satisfactory detection and location of discontinuities, proper extent of examinations, accuracy and completeness of interpretation, evaluations and documentation of activities and test results. The tests specimens shall be representative of the products that the candidate will encounter in performing the job functions. A prerequisite for passing the Level I and Level II practical examinations shall be the detection of the discontinuities previously specified by the NDT Level III

6.5

GRADING OF WRITTEN AND PRACTICAL EXAMINATIONS 6.5.1 The results of each candidates three part examination (general, specific and practical) are to be combined into a composite score for which a score of 80 percent is the minimum required for qualification. In additional, the grade fr each of the parts shall be 70 percent or higher. The composite examination grade for each candidate shall be calculated by simple averaging of the results of the general, specific and practical examinations. The grading and administration of the examinations shall be responsibility of the NDT Level III designated in the respective test method(s). the grading and administration of multiple-choice questions may be delegated by the NDT Level III, I f so documented. For the practical examination, the individual administering the examination must be an NDT level III in the respective test method. Those failing to attain a composite grade of 80 percent or higher shall be prohibited from

The qualification materials eg. test questions, answer keys, test specimen etc. shall be kept secured and confidential. The NDT Level III or the NDT instructor shall be responsible for this. Access to qualification materials shall be limited, and the qualification examinations shall be maintained in secured files. In no case shall an examination be prepared or administered by ones self or by ones subordinate. 7.0 REQUIREMENTS FOR NDT LEVEL III QUALIFICATION 7.1 INITIAL REQUIREMENT The candidate shall hold an ASNT Level III certificate with a currently valid endorsement for each method for which a certification is sought. The ASNT Level III examination consists of a basic examination and a method examination, in which certification is sought. 7.2 SPECIFIC EXAMINATION ( FOR EACH METHOD) AMA (AHMED MANSOOR AL-AALI CO. BSC(C) shall administer a written consisting of at least thirty questions relating to the comprehension of the NDT related requirements of specifications or standards used by the company. Copies of the applicable specifications or standards shall be available as reference material during the examination. 7.3 PRACTICAL EXAMINATION The candidate shall prepare an NDT procedure appropriate to the employers needs. However, if documented experience demonstrates that the candidate has previously prepared acceptable NDT procedure in the method using the specifications, codes and standards that are applicable to that employer, a written practical examination ( for example, preparation of procedure) is not required. If experience is substituted for the written practical examination, the employer shall document the pertinent practical experience of the Level III candidate. 7.4 DEMONSTRATION EXAMINATION If the NDT Level III will be required to perform tests or evaluate test results, the practical examination shall include demonstration of the candidates ability to perform the required activity (ies), ie detection, if performance of testing is required and correct evaluation, if evaluation is required, of the discontinuities or conditions previously specified by the NDT Level III. 7.5 ADMINISTRATION OF LEVEL III EXAMINATIONS AMAS (AHMED MANSOOR AL-AALI CO. BSC(C)) representative who administers the Level III examination shall possess a current ASNT NDT Level III certification in the method for which the examination is administered and shall be knowledge and familiar with the standards, specifications and products used by AMA (AHMED MANSOOR AL-AALI CO. BSC(C)). 8.0 REQUIREMENTS FOR NDT INSTRUCTOR QUALIFICATION 8.1 An NDT instructor shall meet al least one of the following criteria: 8.1.1 Possess a current ASNT NDT Level III certificate in the NDT method to be taught.

Have academic credentials at least equivalent to a BS in engineering, physical science or technology and possess adequate knowledge in the NDT method to be taught. Be a graduate of two years school of science, engineering or NDT band have at 5 years experience as an NDT Level II or equivalent in the NDT method be taught. Have at least 10 years of NDT experience Level II or equivalent in the NDT method to be taught.

The NDT instructor shall be designated by the NDT Level III. The designation shall become part of the individuals qualification records. AMA (AHMED MANSOOR AL-AALI CO. BSC(C) shall certify the NDT Level II, upon satisfactory presentation of documentation showing evidence of his qualification in accordance with this written practice, in the method(s) for which certification is being applied,. In case of more than one NDT Level III for specified method, AMA (AHMED MANSOOR AL-AALI CO. BSC(C)) shall be designated one individual as principal NDT Level III. The NDT Level III shall Level 1 and Level II individuals upon satisfactory completion of the training, experience and examination as required by this written practice. EXPIRATION: Individual certification shall expire:

10.2

SUSPENSION : AMA (AHMED MANSOOR AL-AALI CO. BSC(C)) shall suspend and individual certification if:
10.2.1

His vision examination interval exceeds one years, Certification is reinstated concurrently with passing the vision re-examination; or

10.2.2 He has not performed the duties in the methods(s)for which he is certified during any consecutive 12 month period; or 10.2.3 His performance is determined to be deficient in the required method or technique for specific documented reasons; or 10.2.4 For NDT Level III personnel when his ASNT Level III certification has been renewed. 10.3 REVOCATION : The employer shall revoke an individuals certification when:

He has not performed the duties in the method(s) for which he is certified during any consecutive 24 month period; or

10.3.2 His conduct is deemed by the employer to be or have been unethical or incompetent
10.3.3

For NDT Level III personnel, the ASNT NDT Level III certificate has been revoked.

10.4

REINSTATEMENT 10.4.1 Suspended Certification Reinstatement of suspended certifications for NDT Level I or NDT Level II shall be by complying with Section 6.0. Re-instatement of suspended Level III certifications shall be determined by AMA (AHMED MANSOOR AL-AALI CO. BSC(C)) expect that the requirement for ASNT NDT Level III certification may not be waived.
10.4.2

Expired or Revoked Certifications Certifications which have expired or have been revoked may be reinstated by complying with Section 6.0.

11.0

RECERTIFICATION 11.1 NDT Level I and Level II : NDT Level I and Level II personnel shall be recertified in accordance with Section 6.0 Every three years. 11.2 NDT Level III NDT Level III personnel shall recertified by AMA (AHMED MANSOOR AL-AALI CO. BSC(C)) every five years by verifying that the individuals ASNT NDT Level III certificate is currently valid in each method for which recertification is sought.

DOCUMENTATION The NDT Level III is responsible for the gathering and organization of all documentation relating to the overall NDT program of AMA (AHMED MANSOOR AL-AALI CO. BSC(C)). Included in the documentation, to be maintained as part of the objective evidence for the NDT program, are the following: 12.1 CERTIFICATION RECORD The certification record shall include at least the following information. 12.1.1 Name of the certified individual, educational background, level of certification and NDT method. 12.1.2 Results of all, and copies of the most recent employer examinations that the individual has taken.

For Level III personnel a copy of the candidates ASNT Level III certificate and AMA (AHMED MANSOOR AL-AALI CO. BSC(C)) certification of Level III

12.1.4 Dates of certification and expiration

12.1.5 Composite grade(s) or suitable evidence of grades.

The signature, printed name, and title of the employers certifying representative. For Level I / II certification, the format shown in Appendix-A Certificate of Approval is used. Note the numbering system: Non Destructive Testing Personnel Certificate / Serial Number eg NDT NDT-Pc/001.

12.2

NDT TRAINING RECORD A documented history of the employees shall be maintained which identifies: NDT training received by the individual the organization providing the training dates of the training, hours of training, statement indicating completion of training, and the training instructors name.

12.3

NDT EXPERIENCE RECORD A record which identified the individuals experience performing various non destructive tests shall be maintained for the purposes of verifying initial certification experience and continuing experience.

12.4

RECORDS OF PREVIOUS EXPERIENCE Documented evidence of the individuals NDT training and experience shall be maintained if previous training are used to satisfy any part of the requirements of this standard.

VISION EXAMINATION RECORDS Results of all required vision examinations shall be maintained ( See Appendix B). NDT WALLET CARD Each certified individual shall at all times and make available upon request an undamaged wallet card laminated in plastic attesting to the individuals current certifications ( See Appendix C). The wallet card shall bear the following information as a minimum. Name of the individual certified and his signature NDT methods in which certified and certification level. Date of certification and expiry. Unique Identification Number. Photograph of the individual certified. The company seal and the certifying representatives signature cancelling the photographs to avoid falsification.
