Conservatives Add More Seats for British Columbia


OTTAWA The Conservative Government recently announced the introduction of the Fair Representation Act. This legislation will move every province towards representation by population in the House of Commons. Canadians living in Ontario, British Columbia, and Alberta have become significantly underrepresented as their populations have grown, said the Honourable Tim Uppal, Minister of State for Democratic Reform. The Fair Representation Act delivers on our Governments long-standing commitment and moves every single province towards the principle of representation by population. The Fair Representation Act updates the formula allocating House of Commons seats to provinces. Under the new legislation: Ontario will receive an additional 15 seats BC will receive an additional 6 seats Alberta will receive an additional 6 seats

Six more seats for BC means six more Members fighting for BC, said Minister James Moore, Minister for Canadian Heritage and Official Languages (Port Moody-WestwoodPort Coquitlam). The legislation also fulfils our platform commitment to prevent Quebec from becoming under-represented relative to its population, since the purpose of the bill is to move every single province towards representation by population.

To this end, Quebec will receive three new seats which will be proportionate to its share of the population. Canadians gave our Government a strong mandate to move towards representation by population in the House of Commons, said James Moore. With the introduction of the Fair Representation Act, we are delivering on our commitments.

The Fair Representation Act also includes amendments to the Electoral Boundaries Readjustment Act that streamlines the boundary readjustment process to ensure that it will be completed and in effect before the end of the Governments mandate. Shipbuilding Jobs for BC


OTTAWA The National Shipbuilding Procurement Strategy (NSPS) Secretariat announced Vancouver Shipyards Co. Ltd. has been selected to build 7 non-combat vessel work package. The total value of both packages is $33 billion and will span 20 to 30 years. A second contract was awarded to Irving Shipbuilding Inc. in Halifax for the construction of 21 combat vessel work packages. The Vancouver contract will create jobs and generate significant economic benefits in shipbuilding and related industries in BC and across Canada. This will involve skilled work in a variety of sectors, such as steel manufacturing, information technology, and defence systems development and integration. Small-and medium-sized enterprises across Canada will benefit from the construction of large and small vessels, and the work related to repairing and refitting. The renewal of the Federal fleet is essential to sustaining Canadas sovereignty and prosperity by safeguarding international trade, as well as enforcing Canadian law. The non-combat package includes the Navys joint support ships, the Canadian Coast Guards off-shore science vessels and the new polar icebreaker. The NSPSs selection of the two shipyards represents the largest procurement sourcing arrangement in Canadian history. The approach and selection process are innovative and unique for the following reasons:

a governance regime that resulted in meritbased decision-making; and extensive transparency measures where bidders were informed of the results first and have agreed to share their own confidential reports on their capability to do the work.

open and transparent consultations with bidders on the concept, the requirement definition, the evaluation criteria and the weighting of the criteria; use of independent third parties: Fairness Monitor; First Marine International; and KPMG and PricewaterhouseCoopers to participate in and oversee the process;

As with all major defence and security procurements, the Industrial and Regional Benefits (IRB) Policy, will apply to the followon shipbuilding contracts. The selected shipyards will be required to identify business activities in Canada valued at 100 per cent of the contract value, ensuring a dollar-for-dollar investment into the Canadian economy. First in line will be the Science Vessels for the Canadian Coast Guard in the non-combat package. Conservatives pass the Safe Streets and Communities Act


OTTAWA The Honourable Rob Nicholson, Minister of Justice and Attorney General of Canada introduced the Safe Streets and Communities Act, comprehensive legislation that will target crime and terrorism and provide support and protection to victims of crime. I am proud to announce that our Government has fulfilled its commitment to Canadians to bring forward legislation to make our streets, families and communities safer, said Minister Nicholson. We campaigned on a promise to get tough on child sexual offenders, crack down on illegal drug trafficking, and improve the overall efficiency of our judicial system. Canadians gave us a strong mandate to bring forward these reforms. The Safe Streets and Communities Act re-introduces the following reforms which were debated by Parliament during the previous session but never became law:

The Protecting Children from Sexual Predators Act (former Bill C-54), which proposes increased penalties for sexual offences against children, as well as creates two new offences aimed at conduct that could facilitate or enable the commission of a sexual offence against a child. The Penalties for Organized Drug Crime Act (former Bill S-10), which would target organized crime by imposing tougher sentences for the production and possession of illicit drugs for the purposes of trafficking. Sbastien's Law (Protecting the Public from Violent Young Offenders) (former Bill C-4), which would ensure that violent and repeat young offenders are held accountable for their actions and the protection of society is a paramount consideration in the treatment of young offenders by the justice system. The Ending House Arrest for Property and Other Serious Crimes by Serious and Violent Offenders Act (former Bill C-16), which would eliminate the use of conditional sentences, or house arrest, for serious and violent crimes. The Increasing Offender Accountability Act (former Bill C-39), which would enshrine a victim's right to participate in parole hearings and address inmate accountability, responsibility, and management under the Corrections and Conditional Release Act. The Eliminating Pardons for Serious Crimes Act (former Bill C-23B), which would extend the ineligibility periods for applications for a

record suspension (currently called a "pardon") The Justice for Victims of Terrorism Act and to five years for summary conviction offences related amendments to the State Immunity Act and to ten years for indictable offences. (former Bill S-7), which would allow victims of terrorism to sue perpetrators and supporters of terrorism, including listed foreign states, for loss or damage that occurred as a result of an act of terrorism committed anywhere in the world.

The Keeping Canadians Safe (International Transfer of Offenders) Act (former Bill C-5), which would add additional criteria that the Minister of Public Safety could consider when deciding whether or not to allow the transfer of a Canadian offender back to Canada to serve their sentence.

The Preventing the Trafficking, Abuse and Exploitation of Vulnerable Immigrants Act (former Bill C-56), which would authorize immigration officers to refuse work permits to vulnerable foreign nationals when it is determined that they are at risk of humiliating or degrading treatment, including sexual exploitation or human trafficking.

By bringing forward this legislation, our Government is demonstrating our commitment to ensuring criminals are held fully accountable for their actions and that the safety and security of law-abiding Canadians and victims comes first in Canada's justice system, said Minister James Moore. Takes Action to Support Jobs and Growth


OTTAWA The Harper Government continues its targeted action to support the economy. Our Government intends to stick to our low-tax plan for jobs and growth, which includes returning to fiscal balance in the medium term, continuing with our deficit reduction action plan to find savings within government spending, and taking targeted actions to encourage economic growth and job creation, said Finance Minister Jim Flaherty. Canada weathered the global recession better than most other industrialized countries, and is the only Group of Seven (G-7) country to have more than recovered all of the jobs and economic output lost during the recession. Almost 600,000 more Canadians are working today than when the recession ended, and the unemployment rate has declined to 7.3% down significantly from a peak of 8.7% during the recession.

Temporary extension of an enhancement to the Work-Sharing Program, which has helped stabilize Canadas job market, by providing an additional extension of up to 16 weeks for active, recently terminated or new worksharing agreements until October 2012.

Minister Flaherty also announced that the Government of Canada and the Bank of Canada have agreed to renew Canadas flexible inflationtarget regime for another five years to the end of 2016. PORT COQUITLAM A new $4.2 million development in Port Coquitlam is not only providing supportive homes for individuals living with mental health challenges, but also acting as a community hub for mental wellness. Iris House, located at 2050 Mary Hill Road, is a new building owned and operated by the New View Society that provides 10 beds for adults living with mental health challenges. In addition, the Society fundraised to build amenity space in the building which includes a community kitchen and a clubhouse for their broader programming requirements, as well as permanent office space. The Government of Canada contributed $655,000 towards Iris House through the

Homelessness Partnership Strategy and a $10,000 Seed Funding Grant through Canada Mortgage and Housing Corporation. Conservatives Invest in Evergreen Cultural Centre


COQUITLAM The Honourable James Moore, Minister of Canadian Heritage and Official Languages and Member of Parliament (Port MoodyWestwoodPort Coquitlam), announced at the celebration for the Evergreen Cultural Centres 15th anniversary season, that the Evergreen Cultural Centre will present a wide range of performing arts in Coquitlam, thanks to an investment from the Government of Canada. The funding will support the Evergreen Cultural Centres 20112012 performing arts series, which is taking place from September 2011 to July 2012 at the Studio Theatre in Coquitlam. Programming will feature theatre, dance, music, and comedy, as well as family shows. As part of efforts to develop future audiences for the arts, the Centre will also promote outreach activities that include school performances and hands-on workshops for children in the Tri-Cities. Our Government received a strong mandate from Canadians to invest in important projects like the Evergreen Cultural Centres performing arts series, said Minister Moore. By supporting these activities, our Government is delivering on its commitment to strengthen our economy and support our arts, culture, and heritage. The Evergreen Cultural Centre is dedicated to providing the finest professional performing arts entertainment to Tri-Cities audiences, and our commitment has been demonstrated by a significant increase in programming over the past several years, said Jon-Paul Walden, Executive Director of the Centre. This year, for the first time, we will receive funding from the Canada Arts Presentation Fund. This support from the Government of Canada will help us maintain our high calibre of arts presentation activity. The Evergreen Cultural Centre Society, established in 1996, operates the Evergreen Cultural Centre, a visual and performing arts facility owned by the City of Coquitlam. The facility houses the 264-seat Studio Theatre and a public art gallery. The Society also presents a variety of cultural programs, including the annual performing arts series. In 20102011, the Studio Theatre purchased new flexible seating thanks to an investment of $67,430 from the Canada Cultural Spaces Fund of the Department of Canadian Heritage. Coquitlam Residents Win Teaching and Engineering Award


Coquitlam Engineering Firm Wins ational Award
IMEC Mechanical of Coquitlam and AME Consulting Group have won the Award of Excellence for the 2011 Canadian Consulting Engineering Awards. The Coquitlam firm was honoured for their work on the Poirier Sport and Leisure Complex in Coquitlam. The Canadian Consulting Engineering Awards are considered the highest form of recognition for the consulting engineering industry. We believe we have developed the most sustainable building heating and cooling system; there is no better way to showcase the merits of this system than by the recognition of our innovation through this prestigious award, says Jeff Weston a principal of IMEC Mechanical Ltd and inventor of the Thermenex system. IMEC Mechanical and AME Consulting Group are highly specialized firms in mechanical engineering based in BC. The two firms worked together on the Poirier Sport and Leisure Complex in Coquitlam, the citys single largest capital facility project in the city. It was a $62 million, 13,200 m2 project that was completed ten months ahead of schedule and several million dollars under budget. This project included new construction, renovation and incorporated a new energy exchange system called Thermenex, which has successfully reduced energy expenditures at the facility. Engineers have had a hand in shaping our homes and public spaces. I am extremely proud of the cutting edge eco-energy work by IMEC. Coquitlams new Sport and Leisure Complex will be a state of the art facility, said Minister James Moore.
