Implement Misra Commission Recommendations in Toto Enhance TN Govt. Reservation Quota for Muslims
TN IUML Working Commi ttee meeting was held on 10-12-2011 at Justice Krishna Iyyer community hall, Madurai under the presidentship of party leader Prof.K.M.Khader Mohideen. Apart from the working committee members, the IUML Councillors also attended the meeting in good numbers. The meeting evinced keen interest to strength the party at gross root level and resolved to implement the various resolutions of the party passed previously. The following resolutions were passed by the working committee.

Prof. Kadher Mohideen lauds the action of Andhra Pradesh Government Appeals other States to emulate A.P. Govt.
IUML Tamil Nadu State President and the party National General Secretary Prof.K.M.Khader Mohideen appeals to the Chief Minister Jayalalitha to attend the High Level Committee Meeting of the two states to be convened by the Prime Minister and record Tamil Nadu Govt. stance in the meeting and he solicits the Chief Minister to convene the All Party Meeting to resolve the Mullia Periyar Dam imbroglio. While addressing The Tamil Nadu IUML Working Committee Meeting at Madurai on 10,Dec, 2011, he lashed at the attitude of some people to politically warm up in the chill atmosphere generated by the mulai periyar dam row. He stated that the dam problem was projected as a ght between two countries which would not augur well for the National Integration and the unity of Indian people.

Accolades to A.P. Government


He profusely praised the Andhra Pradesh government and its Chief Minister Jagan Mohan Reddy for the impartial right approach in awarding 1crore 60 lakh rupees as compensation to 70 muslim youth who had been acquitted by the court in a fabricated bomb blast case. By doing so, he said,the Andhra Pradesh hads set a good precedent and it was a turning point in the history of criminal justice worthy of emulation by all the other states in our country. He pleaded the Tamil Nadu State Govt. to releasae the muslim convicts who are languishing ibn the tamil nadu jailks more than 12 years on humanitarian ground

Kudam kulam Atomic Power Plant


He said that Tamil Nadu State was facing worst power crisis and many industries in the state were limping for want of power. He lamented that people were put to untold sufferings due to frequent power cut. He stressed the necessity of the functioning

of Kudamn Kulam Power plant to cope up with the power shortage in the state. He was at loss to understand the sudden agitation by some people against the kudam kulam project, after the commencement of the functioning of the plant. He said to oppose the project was not only unwise but would hamper the growth of the state and in the same breath he appealed to the Central Govt.

Reservation Let our voice reverberate Everywhere


Mandal Champion and the former Prime Minister of India V.P.Singh provided 27% reservation to the Backward class in the Central Government employment and education. The Mandal Commission report stated the presence of 3647 backward classes in India. The 27% reservation is meant for all the backward communities. Out of this 3647 backward classes roughly 130 backward classes belong to the Muslim community. Similarly backward classes from Christian, Sikh, Persian and Buddhist communities nd their place in the Mandal Report. Majority of backward classes people belongs to the Hindu community. They are the major beneciaries in the 27% reservation. The Scheduled Tribe who enjoy 22% reservation also are Hindus. The number of Muslim beneciaries in the 49% quota are highly negligible. Different Commissions have disclosed that the social, education and economic status of Muslims particularly in the North are far lower than that of other downtrodden. The Gopal Singh Commission in this regard is an important one. The Central Government has no stomach to accept the recommendations of any one of the commissions. It was during the period of 14th Parliament in the rst U.P.A. Govt. headed by the Prime Minister Dr.Manmohan Singh that a Muslim Members Parliament delegation led by IUML leadership submitted demands based on which, 1. A separate Ministry for Minorities was born. 2. Justice Rajendra Sachar Commission was set up. 3. Justice Ranganath Misra Commission was formed The important recommendation of all these commissions is to provide reservation to minority community. The improvement of the status of Muslims in the economic and education elds will take the nation to progress. The country will not progress by making a community to reel under backwardness. Hence the Central Govt. should take efforts to provide reservation to Muslim community in the Govt. employment, education and election declared the Rajendra Sachar Commission. The Misra Commission followed by sachar Commission claried regarding the percentage of quota to be given to the Muslim community. 18% Indians belongs to minority community . Out of this 13.5% are Muslims. Misra Commission recommended 10% reservation exclusively to the Muslims. Based on this IUML, DMK and some other political parties raised their supportive voice for reservation to Muslim community. Heeding to this demand the Central Govt Cabinet met on 22 Dec. 2011 and decided to provide 4.5% sub-quota to the Minorities with in the 27% backward quota and the Govt. has issued the order in this regard. The credit of giving 3.5% sub-quota to Muslims with in the backward quota in the state of Tamil Nadu goes to Dr.Kalainger Karunanidhi. The Central Government has followed the path and the the principle enunciated by Dr.Kalainger. But it has not been fully adopted. It would have been a little bit consolatory had the Central Government separated the Muslims from other backward class and given the 4.5% subquota exclusively to the Muslims. But the Central Govt. announcement that 4.5% sub-quota for 18% Minority in India has caused a great disappointment in the society. Even this announcement too was made when the Assembly Elections in U.P., Manipur, Punjab, Goa and Utterkhand are round the corner in the month of February. As expected The BJP has unveiled its communal face and its coteries like Bajrang Dal and VHP have joined in chorus to oppose the reservation to the Muslims. What ever may happen! Who ever may oppose! The time has come to proclaim in the people forum that Indian Muslims need 10% reservation. The Central Government has now agreed that minorities require separate reservation and it has accepted 4.5% reservation to minorities. We have to realize soon that the same Central Government to provide separate reservation to Muslim minority and that too 10% reservation to them. For that the only way is to raise our voice aloud in the people forum. Let our voice reverberate everywhere.

4. Enhance minority quota in TN

The committee appreciates the various measures taken by Selvi Jayalalitha govt to enhance the quality of Adi dravida, minority and civic body schools and to appoint Adequate number of additional graduate and secondary grade teachers in the schools The committee appeals the govt to strictly observe the implementation of 3.5% quota to the muslims in the state level. Further the committee appeals the govt. to enhance the muslim quota.
5. Mullai Periyar Dam Affairs

The previous DMK Govt. headed by Kalaigner Karunanidhi sanctioned 5499 staff in the private schools and implemented the same since 1-6-2011 incurring 131 crore 13 lakh rupees . Further the previous govt. agreed to sanction 6456 teaching and non-teaching staff to 476 minority and 467 non-minority schools and agreed to allot 200 crore rupees for the same vide Govt. G.O.dated 262-2011. The minority community aggrieved to note that this scheme has been put to freeze. Hence the committee urges the govt. to implement this scheme forthwith.
8 Qaid-E-milleth name to the palayam kottai bus terminus

In the last time when life convic ts were released from TN jails, muslim convicts were made to miss the chance. Appeals were made to govern ment to release the convicts irres pective of their caste and religion who are languishing in jail more than ten years. Further muslim convicts were often transferred from one jail to another jail putting their kith and kin in to enormous troubles. Hence this committee appeals the govt. not to transfer the muslim convicts from one jail to another and consider their release from jails on humanitarian consideration.

The committee appeals to the MSF and MYL to enlighten the community about the minority quota in the govt.job and education and to chalk out plan to inform the muslim youth about the govt. opportunities and work effectively in this regard.

The mahila league shall be established in all the districts and it should work to enlighten the muslim women about the various welkfare schemes launched by the state and central govt. for the cause of muslim women. The swatantra labor union shall strive to estabkish its branches in all the districts and work to get the govt. benets to the muslim labors.
7. State wide public meetings.

The committee grieves to note the mullaiperiyar dam affairs adversely affect the good and cordial relationship that exists between the people of tamil Nadu and Kerala. Further the problem is made to create a confrontation attitude between two states people, which is not good for the maintenance and preservation national integration. Every one should respect the verdict of supreme court and the decision of the expert committee. The committee believes strongly the dialogue between the parties is the right approach to resolve imbroglio.

To cope up with the power shortage it is felt the functioning of atomic power plant is essential. The atomic power plant at kudan kulam has been functioning since ten years at the cost of Rs.13615 crores . Two power plants with a capacity of 1000 mega watt was expected to function from this month. Had the plant started functioning, TN State would have got 925 mega watt power daily at a lesser cost and the power cut would have come to an end. But some people have started agitation after the commencement of the functioning of the plants.

9. Laudable Act of A.P.Govt.

The Andhra Pradesh Government has sanctioned Rs.16000000 as a compensation amount to the muslim youth who had been accussed in the mecca mosque blast, Hyderabad and later acquitted by A.P.High Court. It is the practice of the party to select the best model mohalla jamath and awaerd it in the month of April every year. From this year on wards the party appeals the district league to adopt the backward mohalla and help to develop it as a model mohalla. Quaid-e-Azham held Muslim causes dear to his heart

he nation is paying tributes today to its Father and most revered, beloved and undisputed leader, Quaid-i-Azam Mohammad Ali Jinnah, on his birthday. He was born on this day in 1876 in Karachi. It was entirely due to his commitment, uninching and determined efforts, iron will, steadfastness, wisdom as well as dynamic, charismatic and gigantic leadership that the Muslims of South Asia achieved an independent and sovereign State of Pakistan on August 14, 1947, within seven years of the adoption of Lahore Resolution, following successful culmination of their historic struggle for a separate homeland. The freedom from colonial rule and establishment of Pakistan was our most outstanding, vital and historic achievement, which marked the end of 350 years of British presence in South Asia, commencing with the establishment of East India Company in 1600. Mohammad Ali Jinnah, throughout his political life advocated the cause of the Muslims strongly and eloquently, tried to improve their lot and gathered them under one ag of Muslim League. However, the sound principles of governance, keeping national interest upper most than provincial, regional interests and the traditions of selessness, honesty and integrity, left behind by the great leader, regrettably have not been followed by the vested interests and self-seeking ruling elite to the national detriment. The nation, which is deeply pained to watch current deplorable environment of lawlessness, acts of terrorism, corruption, political chaos as well as external and internal dangers to its sovereignty, is absolutely justied to express their sentiments that this is not that strong and vigorous Pakistan as envisioned by the Quaid. He was a modern, enlightened and pragmatic statesman, whose vision of Pakistan was underpinned by Islamic values such as universal

brotherhood and equality of man regardless of caste, creed or gender. It is pertinent to recall some of sayings of the great leader, who had gifted us a complete Pakistan and always held the cause of the Muslims dear to his heart. He had forewarned in a statement on the 24th of August, 1947 that Pakistan should be kept absolutely free from disorder because the outbreak of lawlessness is bound to shake its foundations and cause irreparable damage to its future. The Quaid had also warned the countrymen to be aware of their enemies, who do not wish well to Pakistan, and would not like it to grow strong and powerful. In fact, they rather like to see it destroyed and widespread disorders within its borders, thereby causing administrative dislocation. The Quaid, on another occasion, had advised us that we can look to the future with robust condence provided we do not fritter away our energies in internal dissensions. There never was greater need for discipline in our ranks. It is only with united effort and faith in our destiny that we shall be able to translate Pakistan of our dreams into reality. Quaid-i-Azam, in his rst address to the Constituent Assembly on 11th August 1947, had emphasised that we must relentlessly put down the biggest curses of bribery and corruption, black-marketing, nepotism and jobbery and solely concentrate on the well-being of the people. Jinnah was a great political strategist, constitutionalist, a distinguished parliamentarian and one of the great nation-builders of modern times. He was not only a great leader and founder of Pakistan but he was also a great man, endowed with a character free from blemish, and he personally followed a highly disciplined regime of life. The architect of Pakistan, who had to ght thorough bouts of illness from 1930s till his death on September 11, 1948, never let his state of health and periodic illness dampen his spirits or weaken his willpower and determination to uphold the cause of the Muslims.

The Quaid never cared for difculties and impediments and carried forward the nation with him and realised the dream of the great poet-philosopher, Allama Muhammad Iqbal who had provided us the concept of Pakistan in his monumental presidential address to the 21st session of All India Muslim League at Allahabad on 29th December 1930. Allama Iqbal, who gave us ideological exposition of a state, based on nationalism, and taught us how to uphold self-respect and national honour, was so much appreciative of Jinnah that he impressed upon the Muslims to join the Muslim League and strengthen his hands. He rmly believed that only Muhammad Ali Jinnah was a political leader capable of fullling the Leagues objectives of Muslim political empowerment, drawing Indian Muslims to the League and maintaining party unity before the British and the Congress. Quaid-i-Azam was also deeply concerned about the Muslim world causes, especially the Palestine question and played an important role in their struggle. He wanted to establish a strong bloc; consisting of all Muslim states of the world, to see that they were united under the banner of Islam as an efcient bulwark against the aggressive and evil designs of their enemies. In an Eid message, Quaid-iAzam said: My Eid message to our brethren Muslim states is one of friendship and goodwill. We are all passing through perilous times. The drama of power politics that is being staged in Palestine, India and Kashmir should serve an eye opener to us. It is only by putting up a United Front that we can make our voice felt in the councils of the world. Quaid-i-Azam gave open support to North African Arabs in their struggle to throw off the French yoke. He, therefore, provided all possible diplomatic assistance to the liberation movements in Indonesia, Malaya, Sudan, Libya, Tunisia, Morocco, Nigeria and Algeria. He vehemently opposed the partition of Palestine and condemned the establishment of

Israel as a dagger in the heart of the Arab world. He said: I do still hope that partition plan will be rejected, otherwise there is bound to be the gravest disaster and unprecedented conict. The entire Muslim World will revolt against such a decision. Pakistan will have no other course left but to give its fullest support to the Arabs and will do whatever lies in its power to prevent what in my opinion is an outrage. In an interview with a BBC correspondent on 19 December 1947, the Quaid said our sense of justice obliges us to help the Arab cause in Palestine in every way that is open to us. In his telegram on December 24, 1947, to the King of Yemen, Imam Yahya, in reply to his telegram of thanks for Pakistans support to Arabs on Palestine issue, the Quaid reiterated his assurance that Pakistan will stand by Arab brethren and do all that is possible to support them. In 1937, Quaid-i-Azam in his Presidential address at the League session stated the question of Palestine has moved the Muslims all over India most deeply. Britain has dishonoured its proclamation to the Arabs, which had guaranteed them complete independence for the Arab homelands. Again in his presidential address to the 26th session of the League held at Patna in December 1938, the Quaid stated, among the immediate issues we have to grapple with is the question of Palestine. I know Muslims will not shirk from any sacrice if required to help the Arabs who are engaged in the ght for their national freedom. In the course of his Presidential address at the historic Lahore session of the League in March, 1940, Quaid-i-Azam said the Muslims wanted that the British government should in fact and actually meet the demands of the Arabs in Palestine. Addressing the Aligarh Muslim University Union on 9th March 1944, the Quaid hoped that the US will revise their attitude toward Palestine. He warned that if President

All the State Muslim Youth League conveners are to be assembled by the end of this January 2012 in Kerala and chaulk out the plan and programme of the National convention of Muslim Youth League of April 2012. A Meeting of IUML Karnataka State Office bearers held on 17-12-2011 at 3.Pm, Hotel Geo, Bangaluru in the presence of state election observers K.A.M. Muhammed Abubacker and N.A. Abubacker. The Meeting was presided over by Aijaz Ahamed Ladhi, State Vice President. Hafiz Mohamed Iqbal recited verses of Quran. The meeting discussed in detail about membership drive in the entire state. It is unanimously resolved that observers shall attend all district meetings in the state from January 2012. Roosevelt, under the pressure of the powerful World Jewry, commits the blunder of forcing the British government to do injustice to the Arabs in Palestine, this would set the whole Muslim World ablaze from one end to another. In 1945, in a telegram to Prime Minister Attlee, the Quaid said, President Trumans reported Palestine immigration proposal is unwarranted, encroaching upon another country, monstrous and highly unjust. It is my duty to inform you that any surrender to appease Jewry at the sacrice of Arabs would be deeply resented and vehemently resisted by Muslim world and Muslim India, and its consequences will be most disastrous. While concluding I would like to express my view that if the Quaid`s grand vision is to be realised, the nation will have to galvanise itself into action for it is only with unremitting vigour, unity, renewed commitment and unwavering dynamism that we can make his dream come true. We will have to mobilise all our resources in a systematic and organised way, and tackle the current grave national issues that confront us with grim determination and discipline.

MADHYA PRADESH COW SLAUGHER BAN ACT GETS PRESIDENTIAL NOD


The Bharatiya Janata Party-led Madhya Pradesh governments efforts to ban cow slaughter and conserve the cow progeny have received a shot in the arm following Presidential assent to the longpending Madhya Pradesh Gau-Vansh Vadh Pratishedh (Sanshodhan) Vidheyak (Madhya Pradesh prohibition of slaughter of cow-progeny (amendment) Bill).
The amended Act puts the responsibility of proving the prosecution wrong on the accused in a cow slaughter case. A person found guilty of cow slaughter would be liable for 7 years imprisonment, instead of the present 3 years, besides a minimum ne of Rs. 5,000. The government had passed the amendment Bill in the Assembly in 2010 to strengthen the existing cow slaughter prohibition Act (Madhya Pradesh Gauvansh Pratishedh Adhiniyam 2004) and forwarded it to the Union Home Ministry on September 3, 2010. It received the Presidential assent on December 22, 2011 and January - 2012 was published in the Madhya Pradesh gazette (extraordinary) on December 31, 2011. The Act will soon come into force through an ofcial notication. The amended Act provides that no person shall slaughter or cause to slaughter or offer for slaughter any cow progeny by any means. Besides, no person, including a transporter, shall transport or offer to transport or cause to be transported any cow progeny, either by himself or through an agent, servant or any other person acting on his behalf, within the State or outside it, with the knowledge that the calf would be or was likely to be slaughtered. The Act provides that any police ofcer not below the rank of head constable or anyone authorised by a competent authority shall have the power of entry, inspection, search and seizure and to present the case in the court.

fate of the Lokpal and Lokayuktas Bill of 2011, to be taken up for consideration and passage in the Lok Sabha on Tuesday, appears tricky if the main Opposition BJP and Left members press for a division on their amendments. Granting constitutional status to the Lokpal would require a constitutional amendment and a new bill would have to be passed by a two-thirds majority in the Lok Sabha. In the Rajya Sabha, the ruling UPA lacks a majority. The government on Monday made it clear that it would not move any ofcial amendment to the bill since it was discussed threadbare in the parliamentary standing committee. Parliamentary affairs minister Pawan Kumar Bansal appealed to all political parties to help in the passage of the legislation which he said is a strong measure. In the NDA, the Shiv Sena (11) has opposed the bill. The stands of the BJD (14), AIADMK (nine), TDP (six), Akali Dal (four) and JD-S (three) on the oor is also important. The Congress party has issued a whip asking its MPs to remain present in the two Houses of Parliament from December 27 to 29. Mr Bansal wanted political parties not to press for any amendment for the measure, which has been drafted after careful consideration and consultations with all concerned. He brushed off speculation that the Congress has issued a three-line whip asking all MPs to be present in the Lok Sabha as it was nervous. Issuing a whip is a legitimate exercise, he said. A senior minister who declined to be identied said the provision in the bill for reservation for minorities was non-negotiable. He dismissed suggestions that the Constitution bars making any such provision. In a related development, overseas Indian affairs minister Vayalar Ravi on Monday warned that the anti-corruption ombudsman may become a tool of powerful corporates to get back at the political class and government. Thats why the talk of policy paralysis and other complaints. They feel they are not beneting from the policies of the government... That is why there are efforts to limit the powers of MPs and other elected representatives, he said. Speaking to a news agency, Mr Ravi said: Who will benet from a Lokpal?
