Job Description Crime Laboratory Manager

Purpose: Direct, plan, organize, and manage the activities of the Austin Police Department Crime Laboratory. Supervises a staff of scientists and clerical workers engaged in crime laboratory work and in the processing of related technical data. Assist the Forensic Division Manager with planning, organizing, coordinating, and managing the activities of the Division. Duties, Functions and Responsibilities: Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned. 1. Develop long range planning goals for the crime laboratory 2. Develop and manage the crime laboratorys budget and resources 3. Develop and implement laboratory policies and procedures 4. Prepare and submit grant proposal to Austin Police Department management 5. Ensure proficiency testing and quality assurance programs are conducted on schedule and meet laboratory goals 6. Ensure that analytical method development and reviews are properly conducted 7. Coordinate the scheduling of laboratory staff for court appearances 8. Testify in court as an expert witness 9. Conduct needs assessments 10. Act as department liaison with police investigators and prosecuting attorneys 11. Evaluate and acquire laboratory instrumentation 12. Remain current in the latest advances in the field and implement new forensic methods 13. Assign laboratory casework to staff members 14. Review the work, analyses, and examinations of staff 15. Process crime scenes to ensure documentation, collection, and preservation of evidence 16. Examine and analyze evidence by employing forensic chemical, biological, or DNA/Serological testing 17. Write and interpret technical reports and analytical findings 18. Ensure the secure storage of evidence and expedient disposal after disposition 19. Provide departmental training through internal and external sources 20. Train other law enforcement personnel in proper methods of evidence handling, crime scene investigations, and laboratory capabilities Responsibilities- Leadership and/or Supervision Exercised:

At manager level, supervision of programs and/or employees is required as follows: Manage two (2) major programs; Or One (1) major program and one (1) supervisor; Or Manages two (2) or more supervisors.

Knowledge, Skills, and Abilities: Must possess required knowledge, skills, abilities and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed. Minimum Qualifications Education and/or Equivalent Experience: Bachelors degree in Chemistry or related natural science, plus five (5) years experience working in a crime laboratory as a drug analyst, trace evidence examiner, serologist, toxicologist or as a technical supervisor in a breath alcohol testing program. Licenses or Certifications Required: None.
