Since 1837 and the creation of the Hook and Ladder Company, concerned citizens who voluntarily
committed to preserve the safety and protection of all, Cuyahoga Falls has been blessed with the very
best firefighter leadership. By 1888, the Cuyahoga Falls Village Council recognized the departments
critical importance within the community and officially organized a volunteer Cuyahoga Falls Fire
Department (CFFD) then staffed by a chief, two captains and twenty call men.
In 1927, the CFFD moved from the basement of City Hall, which at that time was located at Front Street
and Broad Boulevard, to the Departments very first fire station, Fire Station 1 at 1924 Front Street. By
then the CFFD had established a staff consisting of both paid members and volunteers. By 1932 the
department had become fully staffed by paid members.

early Twenty-First Century has required
expansion of CFFD services and the
construction of 4 additional Fire
Stations. Today, the Cuyahoga Falls
community can continue to rely upon
the CFFD to provide the highest level of
expertise and response for every type
of emergency. Emergency Medical Services alongside superbly trained Special Rescue Operations Teams
support our most truly advanced safety and rescue forces.
Little known are the many
functions and operations
that the CFFD has per-
formed for the community
in addition to providing
top-notch safety, firefighter
and rescue services. Since the very earli-
est days of the department, CFFD staff has
answered many community needs in
ways that have either been forgotten or
perhaps taken for granted. Educational
services for citizens of ages, childrens programming, as well as charitable assistance programs have all played valuable
roles within the ongoing CFFD community legacy. The past, present and future of the community have been linked,
strengthened by the Cuyahoga Falls Fire Departments initiatives. Among the extraordinary
services that have been provided for the community are the Christmas Toy Repair
Program of the 1930s, civic and holiday celebrations and support, CPR/AED training
as well as year-round and seasonal educational programming, just to name a few.

Historical records show that law enforcement in Cuyahoga Falls began in
1836 with a Town Marshal system. That year, Sherman Peck was appointed as the
first Town Marshal. Officially elected to serve as Town Marshal in 1837, Peck
depended on volunteers, as did all early law enforcement officials, to assist in the
performance of law enforcement duties.
Through the early years of the community, the dedication of all Cuyahoga
Falls Town Marshals including Marshal Ira Goldwood who was killed in the line
of duty in 1906 after serving several terms, and Marshal William Sanderson who
served from 1916 - 1922, helped build a strong foundation for the future of effective community law enforcement.
Cuyahoga Falls made the transition from a Town Marshal system to a full-fledged Police Department in 1922. The first
Chief of Police was Russell Duffy who served the community from 1922 until 1946. By 1938, Chief Duffy had developed
a 10-man police force.
Police Chief Menzo Preston served from 1946-1964. During his tenure, the department grew to a force of 47 full time patrolmen and over 50
reserve civilian defense officers. Following Preston, Chief Donald Brown led the department from 1964-1979. In 1973, under the leadership of
Chief Brown, the departments first female police officers were hired.
The fourth Chief in the history of the Cuyahoga Falls Police Department was Chief Gene Fawley.
Chief Fawley served the department from 1979- 1982. He was followed by Charles Elum, who served
as Police Chief from 1982 - 1986. Elum was Chief when the City of Cuyahoga Falls merged with Northampton Township. The merger added 10
township officers to the Cuyahoga Falls Police Force. Donald Smith then served as Police Chief from 1986-1999. Under Chief Smiths leadership,
the Police Department expanded its headquarters to better serve community needs, and launched the departments community policing initiative.
Chief Louis Dirker, Jr. served from 1999 until January 2001. He further developed the departments community policing initiative by expanding
Cuyahoga Falls law enforcement staffing and services. Upon Chief Dirkers retirement, Gordon L. Tomlinson became Chief. Chief Tomlinson,
who served until December 2002, focused on further strengthening the department through advanced officer training and technology support.
Chief John Conley became the 9th Chief of Police on May 2nd, 2003 and retired with 25 years of service to the City of Cuyahoga Falls on January
10th, 2011. The next day, Thomas Pozza was sworn in as the Cuyahoga Falls Police Departments 10th Chief of Police. Chief Pozza, a lifelong
resident of Cuyahoga Falls, has brought over 30 years of law enforce-
ment expertise to the position. Chief Pozza is committed to building
upon the CFPD mission of quality, integrity and professionalism.

Parks & Recreation Department
Regarded as one of the best Parks and Recreation Departments in the state, the Cuyahoga Falls Parks and
Recreation Department has deep roots within the community and offers recreational opportunities for everyone.
Historically, the development of the Cuyahoga Falls parks system has been anchored by strong local leadership that continues
to embrace a true understanding of how recreational amenities directly impact the health and vigor of its citizens and overall
quality of community life.
Two of the largest of the efforts undertaken by the
Cuyahoga Falls Parks and Recreation Department
are pictured. Water Works Pool, a 1939 Works
Progress Administration project, served the com-
munity until 1994. The Natatorium which opened
in 2004 has its roots in the original Natatoriums
open air facility of the 1960s.

The Buildings and Grounds Maintenance Division is dedicated to the
care of municipal facility and public grounds which includes four of the
communitys cemeteries.
Botzum Cemetery, a small cemetery located at Bath and Yellow Creek Roads
was established in the 1700s.
Harrington Cemetery on State Road and Northampton Cemetery on Bath
Road, both founded in the 1800s, are burial sites for a number of early
founders and settlers.
Oakwood Cemetery, established in
1834, is where members of many of
Cuyahoga Falls founding families have been buried. Among the founding families with members buried at
Oakwood Cemetery are the Newberry, Sill and Wetmore families.
Some history:
When the first New England migrants settled in what became Cuyahoga Falls, their dead were buried first
in the yard of a district school. When Oakwood Cemetery was laid out in 1834, the bodies were disinterred
and transferred to the cemetery.
In 1888, the Ladies Cemetery Association (LCA) was founded as a way to assist with grounds maintenance
and beautification of Oakwood Cemetery. The LCA was responsible for the construction of the now
historic Chapel that was built in 1898. The LCA is one of the oldest organizations in the city and is
still an active group today.
An even older building exists in Oakwood Cemetery. Once used as the Cemetery office, this small building,
built in 1880, was originally used as a receiving vault to store bodies during harsh winter periods. In
1944 the building was remodeled to serve as the office of the Cemetery Superintendent.
Today, office operations are conducted through the
Buildings and Grounds Maintenance Department
located in City Hall. For information on gravesite

Cuyahoga Falls enjoys all the benefits of an extraordinary community resource, the Cuyahoga Falls Water
Utilities Division, to meet the daily water needs of thousands of citizens and businesses. The present day
Water Treatment Plant located on Munroe Falls Avenue was initially placed into full operation in 1921 with
five wells. Today, 18 wells supply millions of gallons of water daily for residents and businesses in Cuyahoga
Falls, Silver Lake, Munroe Falls, and parts of Stow.
For generations, Cuyahoga Falls has grown and developed along the beautiful, very powerful Cuyahoga River,
also known as the Crooked River. A generous supply of water for every day needs is provided by a system of
wells that is located near the river. The wellhead area is actually part of a buried valley where permeable
outwash gravels are crossed by major streams. The Cuyahoga River provides flow to the aquifer and the well
field is recharged by means
of channels and lagoons.
An intricate yet resilient ecosystem
composed of hundreds of animal and
plant species, the Cuyahoga River and
its tributaries have ensured the health
and vigor of area culture and civiliza-
tion for hundreds, if not thousands, of
years. Advancement of water quality
testing techniques to assure consumer
safety alongside an understanding of
the need to protect this precious water
resource will help sustain our local
drinking water supply for many gener-
ations to come.
The Cuyahoga Falls Water Utilities Division has
been proud to lead the community in preserving
while enjoying the marvels of our water resources.
The Division provides a host of critical services
from emergency water line repairs and new water
line installations to classroom and community
educational programs.

The City ITS Division today manages the expertise and operations of all municipal communications. Present
and future technological needs of the community require synchronized management that can efficiently and
continuously monitor quality of performance and response of traffic and safety force equipment, as well as of
the detailed components comprising municipal communication and Internet services.
In years past, municipal communication functions were split among several departments. The Communications
Division of the Police Department, which installed and maintained radio equipment in the 1950s, evolved into
the Technical Service Department in the 1960s and by then had also begun managing traffic signals among
other types of technical devices. Data Processing, a separate data collection and distribution system, adopted
state-of-the-art computer technologies and later became Information Services.

telephone, SCADA and other signaling operations,
have merged with Information Services to most
efficiently leverage electronic communication

The Cuyahoga Falls Light Department, established in 1888, was one of the first electric systems in northern Ohio. Power was initially
generated at the Water Street Substation for carbon arc streetlights. To keep up with a growing communitys needs, in 1915, Cuyahoga
Falls began purchasing power generated by the Northern Ohio Traction & Light Company which became Ohio Edison in 1931.
The communitys rapid growth spurred department
service expansions and the construction of new sub-
stations beginning in the 1950s and continuing today.
The Light Department officially became the Cuyahoga Falls Electric System (CFES) in 1955, and a new
service building was constructed in 1959 on Bailey Road where the CFES is currently headquartered.
Assuring that the community had reliable sources of cost-effective electric power required strong lead-
ership. Partnering with 19 Ohio communities, Cuyahoga Falls was a founding member of the Wholesale
Customers of Ohio Edison (WCOE) in 1964. In 1971, the WCOE joined American Municipal Power
Ohio (AMPO). AMPO membership expanded to include municipal members from 6 states and became
American Municipal Power, Inc.(AMP), a nonprofit leader in wholesale power supply for municipal
electric systems.
The strength of AMP through a
diverse membership has led to the
development of state-of-the-art, reli-
able and economically sustainable
electric generation. Cuyahoga Falls, the fourth largest AMP
municipal member, is committed to the development of
power generation through a variety of clean energy sources
such as hydroelectric, wind, and landfill gas alongside
innovative, best available technologies today.

In the early days of the community, incineration was the primary method of managing
municipal trash. The needs to control costs and to reduce negative environmental impact
inspired Cuyahoga Falls leaders to develop a municipal solid waste management division
that has been a model for many communities around the state for decades.
By 1991, the Division of Sanitation
had expanded operations to
include collections of all residen-
tial refuse, recyclables, and yard
wastes. The recent adoption of
automated refuse and recycle col-
lections has proven to be a most
cost effective and environmentally
sound municipal solid waste man-
agement methodology for the
Cuyahoga Falls community.
In 2012, the Cuyahoga Falls Sani-
tation Division will complete implementation of citywide automated collections program. Through ongoing
recycling and litter prevention education and outreach, waste reduction, and cost-effective operations, the
Sanitation Division is poised for the Cuyahoga Falls of the future.

Street Division
Top priority of the Cuyahoga Falls Street Division has been to keep our streets clean, safe and in excellent con-
dition. To effectively and efficiently manage the growing network of community roads and sidewalks, the Street
Division has engaged technologies and products that improve service while controlling costs and protecting the
health of the environment.
A prime example of a modern-day efficient and cost-effective technology that has benefited the community for
nearly a decade is the Epoke salt spreader truck equipment. Because Epoke units are more efficient at spreading
salt where it is needed, salt usage has been cut in half. With less salt on the ground, costly impact on our soils and
waterways has been also been decreased.
