Towards establishment of transparent and people friendly administration in this Department, the following guidelines are published to the

awareness to the public and to the students. 1.0 Formation of Directorate of Technical Education Tamil Nadu gets its pride from the fact that the first engineering institution to come into being in the country was the Survey School Established in 1794 at Madras by the East India Company. Out of this grew the reputed College of Engineering, Guindy, Chennai. The output of the Engineering Institutions was not commensurate with the demand in the then developing India and the industrialization all over India necessitated the expansion of technical institutions at all levels during the Five Year Plans. The Engineering Colleges and Polytechnics were under the control of the Directorate of Public Instruction and the Directorate of Industries and Commerce respectively. The Directorate of Technical Education was formed with effect from 14th October 1957, consequent to the suggestions made by the State Standing Advisory Board of Technical Education. 2.0 Details of Institutions and Courses The Technical Education Department under the control of Higher education Department is a vast one dealing with Diploma, Post Diploma, Degree, Post Graduate courses and Research programmes in specified fields. Apart from the above, it regulates the establishment of Technical Institutions including Commerce Institutions such as Typewriting, Shorthand, Accountancy etc. The District wise details of existing Polytechnics, Special Institutions. Engineering Colleges under various categories such as Government Aided and Self-financing with intake are listed in the Annexure-I.. 3.0 Administrative Chart of Directorate of Technical Education The administrative chart, depicting the hierarchy of officers who administer the Directorate of Technical Education are enumerated in Annexure-II. The institutions recognized by the Directorate of Technical Education and affiliated with the concerned Universities evolve round the Directorate of Technical Education. The Director of Technical Education is the head of this Department under whom the overall administration is controlled. 4.0 Administrative Chart of Engineering Colleges and Polytechnics Like the Directorate of Technical Education, the administrative head of each Engineering College and Ploytechnic is the Principal of the institution. Under the direct control of the Principal of the institution, every Polytechnic and Engineering College function. The details of categories of staff of Engineering College/Polytechnic are furnished in Annexure-III.

5.0 Admission in Engineering Colleges Under Graduate Degree programmes for various courses are conducted in about 84 Engineering Colleges (Government, Government Aided and Self-Financing) in the State under the control of the Directorate of Technical Education. The Admission into these Colleges are made under the Single Window Systems introduced from the year 1997-98. A Significant aspect of Single Window admission of candidates into these Engineering Colleges under Degree programmes is that candidates will be called for counseling according to the merit and communal reservation. Allotment of College and Branch will be made as per the choice of the applicant (considering the applicants merit and communal reservation) subject to the availability of seats. The allotment is final and no request will be entertained for any change of College or Branch. Allocation of Branch in the first year itself is the specialty of this method of admission. How To Apply for Professional Courses : Students seeking admission in Professional courses shall first appear for an Entrance Examination held by the Anna University. Conduct of Entrance Examination is notified in leading newspapers. The applications are sold by Anna University. Again Another notification will be published in leading newspapers inviting applications for admission in professional Colleges. All the students, seeking admission in Professional Courses shall send separate application for admission into colleges. Grievances Every year an Admission Co-ordination Committee is conseitued, to look after the admissions, grievances, etc. The grievances shall be represented to the Secretary of the committee for redressal. The committee will exist even after the closure of admission, for a further period of 60 days. 5.1 Admission in Engineering Colleges Post Graduate Candidates who posses B.E. Degree can apply for Post Graduate courses in the respective branches. Entry through gate: Candidates who have been found successful in the GATE examination of the respective branches will be given preference in the admission. Full-time candidates with valid GATE scores are eligible for stipend in respect of the Post-Graduate courses in Structural Engineering, Engineering Design, Computer Science and Engineering, Environmental Engineering and Geo-Technical and Foundation Engineering. The value of the stipend will be as per the orders of Government of India 5.2 Admission in Engineering Colleges - Doctoral Programmes

Some of the Chosen, reputed colleges such as Government College of Technology, Coimbatore, P.S.G. College of Technology, Coimbatore, Thiagarajar College of Engineering, Madurai and Coimbatore Institute of Technology, Coimbatore conduct Doctoral and Research Programmes in selected areas leading to the award of Ph.D./M.S. (Engg.). 6.0 Admission in Diploma Courses There are at present 168 Polytechnics in our State offering Diploma courses and Certificate courses on various branches of studies in Engineering and Technology, Institutes of Catering Technology and Hotel Management offering 3 year Diploma courses are also affiliated to this Directorate. The candidates who complete the 4th Standard are eligible for admission. Before the admission process is started, the required qualifications such as age, Marks required, Number of seats in the various categories etc. are published in the ;reading dailies so that students can decide their choice of Polytechnic, Course etc. well in advance. Applications received by Government and Government Aided institutions will be processed by the individual institutions and selection list as well as the waiting list will be released based on the merit and communal reservation. During 1997-98, the centralized admission system in which applications received for 50% Government Free Seats in Self-financing Polytechnics were processed and the merit list was prepared by the Directorate of Technical Education. The details of Diploma, Post Diploma and Certificate courses conducted courses conducted by the Directorate by the Technical Education are given in Annexure-IV. 6.1 Admission in Post Diploma Courses Some Government and Government Aided Polytechnics offer Post Diploma courses in various branches of Engineering. Candidates who posses Diploma can apply for Post Diploma courses in respective/connected branches. There is no age limit for applying for admission to the above programmes. 6.2 Lateral Entry into B.E. Degree Courses Diploma holders are permitted to join in B.E. Degree courses under Lateral Entry System. They undergo the course from the second year of the four year Degree porgramme. The intake is limited to 10% of the B.E./B.Tech. approved intake. Applications will be invited by the Directorate of Technical Education from the eligible candidates and allotment is made based on merit, communal reservation etc. 6.3 Lateral Entry into Diploma Courses HSC (Academic & Vocational) students can directly join the second year of the three year Diploma programme under Lateral Entry System in all Polytechnics. Their intake is restricted to 20% (10% Academic + 10% Vocational) of the sanctioned intake of the I year Diploma courses.

6.4 Multi Point Entry and Credit System To Introduce flexibility into the system of Polytechnic Education for meeting the diverse manpower needs with in and across disciplines, the Multi Point Entry and Credit System has been introduced from the academic year 1994-95 in ten polytechnics (both Government and Government Aided) and they have been granted full autonomy for the effective implementation of Multi Point Entry and Credit System. The Target groups for this Multi Point Entry and Credit System have been identified as 10+, 10+ITI and 12+ Vocational students. The branch allocation for Multi Point Entry and Credit System has been done at the time of admission itself and semester pattern is followed for all three years of study period. To enabke the students to choose different clusters of competencies as per his needs, credit system has been incorporated in the course structure. The Diploma programme under Multi Point Entry and Credit System has been categorised as foundation course, core course, Applied course and diversified or Advanced course. For these courses 20%, 30%, 40% and 10% respectively of the total credit requirement of the Diploma programme have been allotted. The student shall earn the prescribed minimum credits of 165 for award of Diploma under this Multi Point Entry and credit System. The following Government and Government Aided Polytechnics are running the Multi Point Entry and Credit System from 1994-95 onwards :1. Tamil Nadu Polytechnic, Madurai. 2. Dr. Dharmambal Government Polytechni for Women, Channai. 3. P.S.G. Polytechnic, Coimbatore. 4. Thiagarajar Polytechnic, Salem. 5. Nachimuthu Polytechnic, Pollachi. 6. Murugappa Polytechnic, Avadi, Channai. 7. Virudhunagar S. Vellaichamy Nadar Polytechnic, Virudhunagar/ 8. P.A.C. Ramasamy Rajas Polytechnic, Rajapalayam. 9. Seshasayee Institute of Technology, Trichy. 10. Sankar Institute of Polytechnic, Sankar Nagar. The allotment of Seats are done in the following ratio: S.S.L.C. 75% H.S.C.(A) 10% H,S,C.(V) 10% I.T.I. 5% Age as per I year Diploma course.

Duration of course: 3 Years. The credit system is decided by the Academic Board and Advisory Committee formed by the World Bank Project Officer. The Examinations for Multi Point Entry and Credit System is conducted under semester pattern right from the first year Diploma Examinations. Under this system, if a student get a specific number of credit as prescribed before completing the course he will be awarded Diploma. 7.0 Fee Structure in Engineering Colleges and Polytechnics The following fees are collected from the students with effect from the ear 1997-98: ENGINEERING COLLEGES (B.E./B.TECH./B.ARCH.) In addition to the above fees, the students have to pay admission fee, caution deposit, sports fee etc. Tuition fees are not collected from the SC/ST students admitted in Government Aided Institutions. 7.1. Refund of Fees: When Students discontinued their studies from Diploma/Degree programmes on valid reasons their claim fro refund of fees will be admitted. 8.0 Transfer of B.E. Degree Students Candidates admitted into Engineering Colleges can avail the transfer facility during subsequent/second years of their study and such transfer will be permitted by the Director of Technical Education depending upon the availability of vacant seat in the particular branch and obtaining mutual consent of the colleges concerned and concurrence of the University of the region. Such transfer applications are processed and orders issued at the earliest within two weeks time. Candidates undergoing courses in Self-financing Engineering Colleges are not considered for transfer to Government or Government Aided Engineering Colleges. 8.1 Transfer of Diploma Students During the second year of the Diploma course, students are allowed to get transfer from one institution to another based on the vacancy of seats in the particular branch and with the mutual consent of both institutions. This Process will be completed within a fortnight on receipt of applications from the institutions. Students need not come to the Directorate of Technical Education for the transfer order, since the transfer orders will be issued to the institutions concerned. 9.0 Granting of Autonomy/Autonomous Institutions Autonomy is the freedom to create and implement new ideas, new programmes and to offer new services towards attainment of excellence of the technical institutions. The need for providing autonomy to the institutions that have inter-alia the capacity to undertake innovations, design curricula, evolve methods of teaching and learning, frame their own syllabus and conduct of the examinations. Autonomy shall be means to achieve higher standards and greater creativity in the future.

Further, the Polytechnics will have the freedom to facilitate higher learning and interaction with industry, with view to strengthen the Industry-Institute Interaction programmes. 9.1. Conferment of Autonomous Status: As per the regulations of the All India Council for Technical Education (AICTE), New Delhi, the autonomous status will be conferred by its parent Board in consultation with the State Government and AICTE. The following 11 Polytechnics and 4 Engineering Colleges have autonomous status in Tamil Nadu:9.2. Autonomous Polytechnics 1. Tamil Nadu Polytechnic, Madurai. 2. Vellaichamy Nadar Polytechnic, Virudhunagar. 7. Murugappa Polytechnic, Chennai. 8. P.A.C. Ramasamy Rajas Polytechnic, Rajapalayam. 9. Seshasayee Institute of Technology, Trichy. 10. 10.0 Minority Engineering Colleges Government have declared the following eleven institutions as minority institutions on the religion/linguistic basis based on the G.O.Ms.No.371, Education, Science and Technology Department dated 10.5.1995. College of Engineering, Madurai. 50% of seats in minority institutions can be filled by the managements from the minority community students and the balance 50% will be filled by the Government from the general pool. If the management is not in a position to fill up 50% of minority seats with the minority candidates, the unfilled seats are to be surrendered to the Government for allotment from the general pool. 11.0 Procedure for Starting of New Institutions and Additional Courses Managements desiring to establish new institutions shall get the application from the AICTE (Chennai Office) on payment of the prescribed fees (presently Rs.5000/-.) The applications in the AICTE format for starting new Engineering Colleges/Polytechnics and for starting new courses in the existing institutions are to be submitted to the AICTE, State Government, University etc. as indicated in the formate. The infrastructural facilities with regard to the availability of land, buildings and finance provided by the applicants will be physically verified by an Expert Committee constituted by the Director of Technical Education on payment of inspection charges and the report will be submitted to the Government with suitable recommendation for the issue of No Objection Certificate. Based on the No Objection Certificate, the AICTE will issue by the viability letter and physically verify the infrastructural facilities available for establishing the institution. Final approval will be granted based on the merit of the recommendations of the Inspection Committee. After getting the approval, the management has to approach the University or State Board of Technical Education for the affiliation. 11.1 Procedure of Starting of Commerce Institutions Commercial Institutions imparting training in Typewriting, Shorthand and Accountancy subjects get temporary/permanent approval from the Directorate of Technical Education, Chennai. For yearly approval, the cost of application from is Rs.100/- and for permanent approval Rs.250/-. The rules and regulations for according approval of commerce institutions are furnished to the applicants who seek approval of this Department for starting such institutions. 12.0 Conduct of Board Examinations Every year more than one lakh students appear for Diploma Examinations. Diploma Examinations. Date and time of Examination are published in the leading Dailies and also exhibited in the Notice Board of all Polytechnics. The candidates are well informed of the details regarding fees, examination time-table etc. for all semesters. Examination

applications are to be sent through the Principle of the institution in which the student has studied. Answer papers are valued at certain Valuation Centres through dummy numbering system and examination results are published within 50 days after the examinations are over. Action is being taken to publish the results as early as possible. Number of Flying Squads are constituted by the Chairman, Board of Examinations and they will inspect all the institutions and make sure that examinations are conducted without any lapse, in a fair manner. Students involved in malpractices in the examination centres are given fair chances to defend themselves during enquiry and their results are published only after giving enough opportunities/ Board Examinations in Diploma and Post Diploma courses as well as Certificate courses are conducted in Polytechnics itself where the students study the course. While first year Diploma course examinations are under annual pattern, the second and third year examinations are conducted on semester basis. Paper corrections are done in specified centres on "Central Valuation basis" through Dummy numbering system. 12.1 Issue of Mark Sheets/Diploma/Post Diploma Certificates The Diploma certificates and Mark Sheets will be sent to the polytechnics concerned immediately after publication of results. After making proper entries in the register, the same will be handed over to the students. In case of loss of original Diploma Certificate, one can apply for the Duplicate Certificate in prescribed application through the Principal of the Polytechnic where he last studied by remitting Rs.100.00 as fee into Government receipt head. Duplicate Diploma will be issued after due Notification issued in Tamil Nadu Gazette. 12. Conduct of Commerce Examinations and Issue of Certificates: Commerce Examinations in subjects like Typewriting, Shorthand and Accountancy are conducted twice in a year in the months of January and July. The cost of application form for appearing for examination is Rs.10.00. After the examinations, the results are published within 50 days and the Certificates issued direct to the approval Commercial Institutes for students who appeared through these Institutes. In respect of private candidates, the certificates are sent to them directly. In case of loss original certificate, one has to submit an application for claiming Duplicate Certificate in the prescribed formate after remitting a fee. The duplicate certificates are issued after due publication in the Tamil Nadu Gazette. 13. Retotalling of Examination Papers: In Commerce subjects, retotalling of marks are allowed to candidates. Retotalling requests will be considered only after remitting of fee of Rs.50.00 per subject into Government account in the prescribed form. In respect of Diploma courses, retotalling of answer papers are permitted for which the candidate has to fill in prescribed form and remit Rs.100.00 per paper into Government

account. In Degree and Post Graduate Degree programmes, the Universities concerned should be approached for revaluation of answer papers. 14. Scholarships to Students : The following various scholarships are being granted to the students of Polytechnics and Engineering Colleges: a. b. c. d. e. 15. Teachers Recruitment: In Government institutions under the control of Director of Technical Education, teachers are recruited through the Teachers Recruitment Board of the State Government. In respect of Government Aided Institutions, teachers are recruited through employment exchange by a Staff Selection Committee constituted by the Governing Council of the Institution. Such recruitment should be got approved by the Director of Technical Education. In case of the Self-financing institutions, staff are recruited by advertising the vacant posts in the leading Dailies. These appointments made in Self-financing Engineering Colleges shall have the ratification of the Universities concerned. 16. Emoluments and other Perquisite of Staff: In Government and Government Aided Institutions, the teaching Staff are paid AICTE scales of pay. The other categories of staff are pay as per the State Government pay scales. 17. Students Counselling at Directorate of Technical Education: Students joining the Degree Programmes in Engineering can approach the College authorities for personal as well as academic guidance. If certain problems could not be sorted out at the college level, the students are welcome to approach the Directorate of Technical Education, wherein guidance are offered by the Director Liaison Officer, Special Officer (Curriculum Development Centre). Apart from the above guidance offered by the Directorate of Technical Education Staff, Suggestions are also welcome by the students for better facilities to their colleges on academic as well as other extra curricular activities. As a whole, the Directorate of Technical Education plays an important role in ameliorating the difficulties faced by the students at the fielding level of their career in Engineering courses.

18. Ragging Punishment: To arrest the menace of ragging in Technical Institutions specific instructions are issued every year to the Head of the Institutions. Stringent actions are being taken against the erring students as per the Anti-ragging Act, 1997. The students are also welcome to approach the Directorate of Technical Education directly on the above problems.
