General

1.1

Scope
This General Specification (GS) covers requirements for overlay welding, assembly welding, postweld heat treatment (PWHT), and inspection of carbon steel pipe and alloy steel (up to 2 1/4 Cr-1 Mo) pipe that is internally overlayed with corrosion resistant material.

Welding

2.1

General
1. Qualification of welding procedures, welders, and welding operators shall conform to Section IX of the ASME Code and this GS. 2. Required analysis for qualification of overlay welding shall conform to Table 1, unless otherwise specified. Analysis requirement shall be carefully specified by the corrosion engineer because the overlay weld chemistries in Table 1 do not match equivalent wrought or clad material chemistries and with dilution may have lower corrosion resistance.

2.2

Welding Procedures
1. Welding procedures and qualifications, if required, shall be submitted for approval to the purchaser prior to the start of fabrication. 2. A weld map shall be submitted with the procedures. Typical weld maps defining the applicable combinations of base material/internal overlay and diameters/thickness of the pipe are acceptable. 3. Weld map shall define procedures (and any alternates) applicable to both overlay welding and assembly welding as well as the nondestructive examination (NDE) requirements.

Test Samples
1. For overlay welding a 12 x 12 test sample representing each combination of pipe base material/overlay material and WPS/PQR shall be submitted to the purchaser for evaluation by the purchaser prior to start of welding. 2. Samples may not be required for combinations of materials previously submitted and currently approved by the purchaser.

2.4

Welding Processes
The following welding processes may be used subject to the requirements listed below each one: 2.4.1 Gas Tungsten Arc Welding (GTAW) 1. May be used for root passes and hot passes. 2. May be used for assembly fabrication root pass (butt welds) and overlay welding. 2.4.2 Shield Metal Arc Welding (SMAW) 1. May be used for hot pass and fill passes of butt welds, attachment welds, and overlay welding on accessible surfaces such as flange faces. 2. Low hydrogen electrodes shall be used for joining ferritic base material. 2.4.3 Submerged Arc Welding (SAW) 1. May be used for overlay welding and fill passes of butt welds. 2. Maximum weld deposit depth per pass shall be 0.5". 3. SAW flux/wire combination used for production welds shall be of the same brand as that used for qualification of procedure except for carbon steel. 4. Alloying elements shall be in the wire, not the flux, if possible. 2.4.4 Gas Metal Arc Welding (GMAW) 1. May be used for overlay welding and root pass and fill passes of butt welds. 2. Maximum weld deposit depth per pass shall be 3/8" except for root pass. 3. "Short-circuiting" mode shall not be used, except for root pass.

Other Welding Process Unless otherwise approved in writing by the purchaser, other welding processes shall not be used.

2.5

Welding Consumables
1. Tubular alloy-filled electrodes may be used for welding alloys, if these electrodes have been used for qualification of the welding procedures. 2. Fabricator shall review and document the chemical analysis of each heat of filler material prior to production welding to verify that the filler material meets the chemistry and ferrite requirements in this GS.

2.6

Preparations for Welding


2.6.1 General 1. Surfaces to be welded shall be clean and free from paint, oil, dirt, scale, oxides, and other foreign material detrimental to weld integrity. 2. Surfaces to be overlayed shall be blasted in accordance with SSPC SP5, machined or ground to clean, bright metal prior to application of overlay. 3. Cleaned zone shall be a minimum of 1" on each side of weld. 4. Unless otherwise specified, alignment fixtures welded to pipe shall have the same weld chemical composition as the pipe metal and shall be removed and inspected to ensure no cracks are present after weld completion. 5. Backing rings shall not be used. 6. Preheating of welds, including tack welds and temporary attachment welds, shall conform to ASME B31.3. 7. Discontinuities and/or sharp edges in tack welds shall be removed prior to application of the first pass. 8. Runoff tabs shall be made from the same material as the base material being overlayed. 2.6.2 Joint Fit-Up 1. Joint fit-up shall be within the acceptable limits of the preferred method of ASME B31.3 for a full penetration weld. 2. Maximum internal misalignment, including long seam, shall be 1/16". 3. Unequal internal diameters shall be contoured or tapered on a 1:3 slope in accordance with ASME B16.25.

4. Weld preps for field welds shall be measured and fit-up in the shop before shipment.

2.7

Production Welding
2.7.1 General 1. Overlay materials shall conform to Table 1. Use of other materials, including the required chemical analysis for procedure qualification and production testing, requires prior written approval by the purchaser. 2. Unless otherwise specified, nominal thickness of overlay shall be 1/16" to 1/4". 3. Required inspections and tests of overlayed (such as liquid penetrant) pipe shall be completed prior to further assembly fabrication of the pipe. 4. For parts assembled prior to overlay welding, the weld metal joining the parts shall have the same nominal chemical composition as the base metal. 2.7.2 Field End Preps Unless otherwise specified, end preps for field joints for piping as detailed below shall be buttered in accordance with drawing 2G57D2 and then subjected to PWHT. 1. Piping made from 2 1/4 Cr-1 Mo and 1 1/4 Cr-1/2 Mo in all thickness. 2. Carbon steel piping > 3/4 thickness. 2.7.3 Single Sided Butt Welds 1. Thickness of root and first hot pass shall be approximately the same as that of the overlay. Refer to drawing 2G57D1. 2. Remainder of the weld may be completed using any of the processes specified in this GS. 3. Unless otherwise specified, analysis of filler metal used to complete the weld shall conform to Table 2. 2.7.4 Two-Sided Butt Welds 1. Butt welds made prior to internal overlay shall be made with filler material of the same nominal composition as the base metal. 2. Internal protrusion shall be smooth and a maximum of 1/16 to allow for the internal overlay.

2.8

PWHT
1. Ferritic 1 1/4 Cr-1/2 Mo and 2 1/4 Cr - 1 Mo steel shall be subjected to PWHT after welding or hot bending. 2. Maximum allowable furnace temperature at the start of PWHT shall be 800F. 3. Furnace heating and cooling rates shall conform to paragraph UCS-56, Section VIII, ASME Pressure Vessel Code. 4. Equipment shall be provided to record component metal temperatures and to control heating rates, cooling rates, and holding times. 5. PWHT temperatures shall be as follows: Material Carbon steel 1 1/4% Cr - 1/2% Mo (Class 1) 2 1/4% Cr - 1% Mo (Class 1) Temperature 1125 to 1175F 1300 to 1350F 1300 to 1350F

6. For Class 2 base materials (enhanced properties) the PWHT temperature shall be agreed to by the purchaser. 7. Holding times at designated PWHT temperatures shall be a minimum of one hour per inch of thickness or fraction thereof, two hours minimum. 8. Charts of the component metal temperatures shall be produced for all PWHTs. Charts shall be transmitted to the purchaser.

3.

Testing and Examination of Welds

3.1

Chemical Analysis
1. Welds shall be chemically analyzed in accordance with Table 3. 2. Chemical analyses shall be carried out either by laboratory spectroscopic technique or x-ray fluorescence/optical emission (e.g., Texas Nuclear Analyzer). 3. Elements analyzed and acceptance criteria for overlay welds shall conform to Table 1. 4. Tests may be performed on actual items or on run-off tabs from the production pieces. Run-off tabs shall be properly identified with S/N, heat number, etc. and shall be kept by the fabricator for a minimum of six months after completion of work. 5. Unless otherwise specified by purchaser, ferrite content for austenitic stainless steels shall be 4.0% to 9.0%. Ferrite content for operating temperatures below 800F may be 3.0% to 12.0%.

Comment: Greater ferrite content is allowed for alloys such as 317L.

3.2

Impact Tests
1. Impact testing of procedure qualification welds shall be carried out if impact testing of the base material is required. 2. Acceptance criteria of test results shall conform to ASME B31.3 or applicable piping class specification.

3.3

NDE
3.3.1 General 1. Extent of supplementary NDE shall conform to Table 3. 2. NDE procedures, techniques, and defect evaluation shall conform to ASME B31.3. 3.3.2 Liquid Penetrant Examination Penetrant materials shall conform to paragraph T-644 of Article 6, Section V of ASME Code, for sulfur and halogen content regardless of the type of material to be examined. 3.3.3 Radiography 1. Radiographs taken during fabrication shall be made available for examination by the purchaser. 2. Purchaser reserves the right to approve final radiographs prior to shipment. 3.3.4 Hardness 1. Unless otherwise specified, hardness of base metal shall not exceed 200 HB. If hardness exceeds 200 HB, the purchaser shall be contacted prior to proceeding. Hardness shall not exceed 210HB for fittings with enhanced strength properties. 2. Unless otherwise specified, maximum hardness of pressure retaining welds made with matching fill metal shall be as follows: Carbon Steel 225 HB 1 1/4 Cr - 1/2 Mo 225 HB 2 1/4 Cr - 1 Mo 241 HB 3. There are no weld metal hardness requirements for butt welds when they are made with nickel base filler metal.

Notes 1. Surface analysis shall be performed at a depth of one-half the minimum specified thickness as qualified in the welding procedure. 2. Modifications with Type 309L such as additions of Mo or Cb to help meet the analysis requirements for the final layer may be used for the first layer if they were used to qualify the procedure. 3. Fabricator can propose a one pass overlay performed by SMAW, GTAW, GMAW, or SAW. Method of overlay, nominal thickness, and analysis from actual tests are required with the original proposal. 4. Notes 1. 2. 3. For nozzle welds the weldment shall be examined before fitting the reinforcing pad, if one is required, and after completing the weld. Contour grinding of welds on the outside surface is required only to the extent that clarity of liquid penetrant and radiographic examination can be maintained. The requirement for 10% weld examination shall mean that 10% of the production welds on Shell's work shall be randomly selected throughout the fabrication period. These examinations shall include 10% of the production welds made by each welder. Additionally, the first production weld made by each welder shall be examined. This examination shall be in addition to the 10% examination requirement. When progressive examination of a welder's work is required basis of ASME B31.3, the follow up examinations shall be made only on Shell's work and on welds of the same metallurgy made by the same welding procedure as used to make the defective weld. In these cases, where a welder has made only one or two welds, 100% examination of all welds on the job made by the welder in question shall satisfy Shell's requirements. Radiographic acceptance criteria shall conform to ASME B31.3 -- 100% radiography shall be interpreted to 100% radiography requirements; 10% radiography shall be interpreted to random radiography requirements. 4. Hardness testing shall be performed after PWHT. If PWHT is not required, hardness testing shall be performed on welds in the as- welded condition. A minimum of one reading per weld shall be taken on piping 4" size and smaller. A minimum of two readings per weld shall be taken on piping 6" through 12" size. On piping over 12" size, a minimum of one reading per 15" of weld length shall be taken (the longitudinal welds on ASTM fusion welded and API ERW pipe are excluded). The highest hardness for each weld shall be recorded on the fabricator's spool sheets for the purchaser's review and owner's file. Hardness testing is not required for welds made with nickel base filler metals. 10% of the production welds shall be hardness tested with the number of hardness tests per weld as specified in note 4. Hardness requirement does not apply to weld metal made with Ni - base filler material.

For magnetic materials, either magnetic particle or liquid penetrant testing can be used for testing the fillet, nozzle, and weldolet welds, but the preferred method is magnetic particle.

For nozzle and weldolet welds, where 10% or 100% examination is required, the examination includes the root pass and the final weld. This inspection refers to pipe run to "O-let" type weld including but not limited to: weldolets, sockolets, bossets, and integrally reinforced extended body valves. It is not applicable to thread- o-lets when used in ANSI class 150 service. Acceptance criteria shall conform to ASME B31.3, Table 341.3.2a, except that internal porosity and slag inclusions (or elongated indications) shall not be evaluated. This is due to the difficulty in getting an interpretable radiograph for this kind of indication. Also, for incomplete penetration (IP), the acceptable value limit for the depth of IP shall be changed from the 1/32" given in the Table to 1/16", as measured with a ruler on the film.

10. This refers to all fillet welds EXCEPT socketwelds. e.g. support slips, shoes, and slip on flanges. 11. The selected welds shall be a representative sample of welds made on the job including: size, thickness, welding position, etc. If more than one welding procedure is used, the 10% applies to each procedure. 12. Ultrasonic inspection may be substituted where; geometry allows, UT procedure has been qualified, and specific Shell approval has been obtained. 13. Include branch pipe to sock-o-let weld. Examination shall be to check: (l) the gap between the end of the pipe and the bottom of the fitting and (2) the weld quality. The acceptance criteria will be per ASME B31.3, Table 341.3.2A, except that internal porosity and slag inclusions (or elongated indications) shall not be evaluated. This is due to the difficulty in getting interpretable radiographs of this kind of indication. Also, for lack of fusion, the acceptable value limit shall be changed from zero as given in B31.3, to 1/32" as given in Section IX, as measured with a ruler on the film. 14. Automatic Welding: For each combination of procedure/type of piece (pipe, flange, etc.)/and size, the first production piece. Thereafter, 10% of the welds for each procedure.
