au Subject: Corporate Challenge Hospitality event at PCC.

Dear Mr Vance Franklin, Firstly, let me apologise for any undeserved treatment you may have received as a consequence of the appalling behaviour demonstrated by so many others who attended the function to celebrate the success and be present for the awards for the Corporate Challenge. It was unfortunate that you had to suffer as a consequence of the behaviour that came about by the actions of so many other participants. Our staff are generally congratulated by the many, many recipients of Council hospitality for their service and professionalism. On this occasion however, they simply were unable to cope with the way Council's hospitality, and facility, was being abused by the disgraceful behaviour of so many of those present. Attendees pushed food scraps back onto plates of food waiting to be served to others, pushed napkins and food scarps into partially full glasses before grabbing another full glass. They rushed at staff like they had not eaten in days. The amount of food thrown onto the floor, and kicked under tables was abhorrent, despite the presence of receptacles under most tables (as a result of historical experience with this group). Never have we witnessed such a mess made of the floor of Council's Reception Suite by food scraps, napkins etc. Staff even observed attendees throwing discarded lamb bones across the room to the edge of the floor, and throwing them onto the floor and then kicking them under tables. Perhaps some of our choices of food would have been easier to eat, but other groups have coped in the past and we are conscious of the need to provide some substance at lunch time. The City is not a hotel, and does not have the capacity to keep replacing glasses with fresh ones. With 120 guests expected, over 240 glasses were used very quickly, and people were asked to keep them if the wanted refills. While I am sure you are not one of those who demonstrated these behaviours, I am sure you would understand that our staff have never seen behaviour like it in the past and struggled to cope with it. They have acknowledged this difficulty as they As Chief Executive Officer, I have attended that function in the past, and have always been disappointed in the way the crowd has chatted on during speeches, ignored normal protocols and generally behaved below what we be expected in such a facility. This year a significant number of attendees reached a new low in social behaviour and abuse of privilege. I shall certainly recommend to Council that they re-consider the expense of hosting this function in the future. The City has always been a proud supporter of the Corporate Challenge, and I regret you had to suffer this experience. Regards

From: Vance Franklin Sent: Tuesday, 13 December 2011 10:17 AM To: 'info.city@cityofperth.wa.gov.au' Cc: Lachlan Burrows Subject: RE: BOQ awards ceremony function feedback. Good morning, First of all, I would like to thank the City of Perth for hosting the BOQ awards ceremony and acknowledge the time the mayor took out of her busy schedule to present to the attendees. However, I'm afraid the event was not with out its flaws. Flaws exhibited by the service staff provided at the event. Whilst I have great respect for all people within such a service industry, I do not appreciate being grunted at and addressed like an insubordinate child. In fact there were several times throughout the event I witnessed numerous attendees being spoken to inappropriately. I even witnessed one of the staff remove a napkin and skewer off a service table and forcibly put it back into the hand of the attendee who placed it down and tell him in a offensive tone to "put it in a bin under one of the tables". The simple solution would have just been to pick up the rubbish and place it in a bin. The audacity of the staff to pursue an attendee and address them in such a manner is appalling. This kind of behaviour is completely unacceptable, especially when there were no rubbish bins in sight, except for one glass salad bowl which was being used as a disposal unit. I personally had the misfortune of being grunted at after politely requesting a napkin from a passing waiter and when I approached the table for a second glass of wine for my colleagues, I was snarled at for not retaining our previous glasses. I then had to witness several other people bare the same discourtesy for requesting fresh glasses of beverages. It should be noted that when initial glasses were accepted on arrival it was never made mention that attendees should retain their glasses for refills. To top off these exhibitions of incivility, the staff proceeded to whinge & moan conceitedly about the patrons throughout the award presentations. This was even exhibited by the woman I assumed to be the matre d of the event. All of these actions are

unacceptable and were not necessary nor warranted. I have never been made to feel so unwelcomed at an event in my entire life. The brazen offensiveness exhibited particularly by Jeff and Lisa is of a level I have never witnessed before. It is my only hope that this letter will ensure that it never happens again to anyone who is a guest at council house.

Kind Regards Vance Franklin
