BARANGAY RISK REDUCTION MANAGEMENT PLAN FOR CY 2011

RATIONALE
It is a recognized fact that disasters have a tremendous negative impact on efforts at all levels on poverty reduction and sustainable development programs. Disasters continue to be a major threat to the survival, dignity, livelihood and security of people and communities, most specially the poor. With increases of natural disasters, amplified potential terrorism risk, global climate change and the intrinsic-dangerous geographical location of the Philippines, it is imperative that governments and large public entities be prepared for disasters. The Philippines is subject to a diverse set of threats, a thorough and well though-out preparedness plan is crucial today more than even. Aside from natural disasters, the figure includes human-induced disasters such as development aggression (development projects which are undertaken against the will of local communities), fire, labor repression, other industry- related events, armed conflict, and toxic waste contamination. Bombings, attempted bombings and bomb threats can cause extreme disruption, fear, and even panic in organizations whose personnel are not trained to handle such situations. Inappropriate and costly management decisions are often made due to a lack of organizational planning and a methodology for handling bomb threats, suspicious packages, and actual devices. Community participation has been recognized as the additional element in disaster management necessary to reverse the worldwide trend of increasing frequency and loss from disasters, build a culture of safety and disaster resilient communities, and ensure sustainable development for all.

A. OBJECTIVES
This program aims to: 1. To promote/enhance/create awareness among the participants about the disaster management in our community. 2. To discuss various issues related to disaster management/preparedness. 3. To encourage/empower the participants to have a genuine participation and active involvement in the said program. 4. To train the attendees to ensure that they can apply a standard level of adequate and timely life safety and industrial security, policies and procedures within Disaster and Bomb Threat Environments.
