cluded 18-inch snowflakes and ornaments in the trees, giant Nutcrackers, sing-along caroling, a Christmas concert and craft and food vendors set up in the market area. The annual is wholesome, free and a non-alcoholic event extending an opportunity for local crafters and artisans to display and sell their wares.

Town on regional state matching tourism grant list

ing Leverage Grant program. The grants assist local and regional tourism entities to attract more visitors by leveraging local marketing dollars. The local organizations match the state grant funds by a minimum of 3-to-1 to create marketing projects such as websites, signage, social media and advertisements, according to the governors press release. If past comments on tourism funding by town officials are considered, the question remains whether it is a portion or the full $50,000, whether the Front Royal Town Council will authorize any additional funding for tourism promotion in order to make the required match for its share. The announcement came a week after the resignation of Town Director of Tourism Jennifer Keck became effective on Friday, Dec. . Town Manager Steve Burke was out of town Thursday, Dec. 8, and other town staff contacted had no information on the grant announcement or the towns application to receive the money. The state seems to comprehend, if some current and/or recent town and county officials do not, the value of spending money to promote tourism in the commonwealth, including Front Royal and Warren County. Part of the Governor McDonnells press release noted, In 010 tourism in Virginia generated $18.9 billion in revenue, provided $1.3 billion in state and local taxes and supported more than 04,000 jobs. Dollars invested in tourism have been shown to provide a 5to-1 return in tax revenue in Virginia, and the grant awards and matching funds provide a stimulus to localities seeking to increase tourism visitation and revenue.

By Roger Bianchini Warren County Report Front Royal was on a list released by the governors office on Dec. 8 of communities receiving state grants for tourism marketing. Front Royal was tabbed, along with New Market, Staunton, Harrisonburg and Waynesboro for $50,000 for an SVTA Outdoor Recreation and Family Travel Marketing Campaign. It was not clear whether those five municipalities would split that amount on a regional promotional effort
or receive portions for individual promotional efforts. In the governors press release, Alisa Bailey, president and CEO of the Virginia Tourism Corporation, was quoted stating, The VTC Marketing Leverage Grant program is an excellent resource for Virginias localities looking to boost tourism. The communities work together on projects that will have the most impact for the locality or region. The money is part of an announced $635,000 in matching grant funds to 35 local tourism initiatives as part of the VTC Market-

that I had purchased. Needless to say some of that cash probably came from that savings jar from my childhood. That day is one I will never forget and I hope Tom realized his positive influence on my life. Today I am no longer involved in the baking industry, but I still think of my old friend often. I am extremely grateful to have crossed paths with Tom Walker and have learned so much from him. When I go out fishing on my boat these days, there is always a feeling like we are together. I can still hear him with all his enthusiasm, telling me about his children Thad and Trevor. He would explain the importance of a good wife and how fortunate he was to have Cylinda. Never once in all the years I knew him, did I see Tom with a drink. In fact it was quite the opposite; he loved life so much he proved it was unnecessary. I am an occasional drinker and I had never felt a need to have one around him. Tom was all about being responsible, especially on the boat. Mr. Benner your comments were uncalled for and completely inaccurate. In my opinion you owe everyone you have negatively impacted with your comments an apology. Dear Editor, After recently reading a past editorial titled Only drunks drown? I found it necessary to write. My heart goes out to all the victims and their families surrounding the multiple tragedies at the old Riverton Dam. In particular, I would like to address David Howard Benners statement of checking blood-alcohol levels of the victims. Although I only knew one victim, hopefully it will show Mr. Benners poor ability to speak before knowing the facts. Tom Walker was a baker at my first job where I was hired to clean pans. That was twenty five years ago when I was about 1 years old. For-
tunately, he saw some potential in my abilities and taught me the trade. Over the years I continued working for Tom at various Costco locations, where I eventually became a manager. He taught me the business in and out and my success was due largely to his teachings. Tom was the best role model one could ask for and is directly responsible for the man I am today. To this day I can remember him placing a glass jar above a baking bench and explaining how to save my money. My familys first microwave oven was paid for out of that jar. I will never forget the comforting phone calls Tom made to my mother after my fathers death. He would assure her that I was on the right track and ease her mind. In addition to our professional relationship, Tom and I had developed a friendship. Actually he was like the big brother I never had. By no means was I an angel growing up, but Tom always put positivity in my life. Whether it was going fishing on his boat, demonstrating family values, or motivating me to work for success, he was there for most of the crucial decisions and life altering obstacles of my past. He always pointed me in the right direction. My last fishing trip with Tom was on a boat

By Malcolm Barr Sr. Warren County Report While an armed holdup was going on at a Middletown convenience store and cop cars were careening up and down Main Street, an opening-night (Nov. 7) audience for the annual Christmas show was sedately filing into Wayside Theatre to see the world premiere of Glory Bea! a Shenandoah Christmas story by Front Royal school teacher Richard Follett and one-time Middletown resident Larry Dahlke. It was a dramatic start to a poignant, sometimes sad play in which, at the end, happiness reigns for all in the cast and the audience, a sort of Dickenss Christmas Carol set in the Shenandoah Valley prior to and during the Christmas of 1933. Jody Lee, as one of a trio of musicians, did the story line while the actors were led on this night by 11-year-old Audrey Nakagawa, in the title role. A Wayside Young Performers Workshop graduate from Winchester, Audrey was part of a touching story of one Valley family surviving the Hungry Thirties while
daddy was away from home trying to earn a dollar with the Civilian Conservation Corps (CCC), which in fact was then engaged in building Skyline Drive. Two separate casts will work this show through December 4. A star of the evening who did not appear and may not even have been there was J. Clinedinst of a similarly named photography outfit in Edinburg whose remarkable scenic photographs were the backdrop for this show. Covering the entire back wall of the stage, Clinedinsts donated photos seamlessly decorated the set with vivid slides showing every aspect of Shenandoah Valley, including wildlife and views. Lighting designer Wes Caulkin had a great deal to do with the success of this outstanding effort. The familiar Thomasin Savaiano, matriarch of the Wayside family, capably anchored this nights cast as the (expectant) mother. Katherine (The Voice) Yacko, a theater intern from last year, is said to be tickled pink to be helping Wayside through its 50th anniversary season, and will
be on stage while Savaiano is off. Another talented youngster, Abby Buchholz, plays the daughter role in the alternative cast. The popular local actor and musician, Robbie Limon, alternates roles with the talented Steve Przybylski, music director, throughout the run. Steve performed with the trio, rounded out by Jason Labrador, a Shenandoah U. undergrad (spelled on alternative evenings by Andrew Crowe). Matt Baldoni of Berryville,
formerly an intern and now a veteran of Wayside performances, was the working dad (John Thorn) on our night. Forrest K. Sassaman, a student at Lord Fairfax Community College, spells him. Theresa McGuirk, who first appeared at Wayside eight Christmases ago in Christmas Carol, alternates with Dana Colagiovanni. Other youngsters in the two casts are: Lydia Hisey, Amanda Willis, Jessica Shotek, Natalie Youngblood, Jake Adams, Dan Kurzenknabe,

When Deputy County Administrator Bob Childress asked how it was possible that Warren County (population 38,000) could take in as many animals as Loudoun County with a population cited at 300,000, Denny pointed to the local preponderance here of unfixed animals, both wild and owned. Denny said there are pet owners who repeatedly bring in new litters of dogs or cats to the shelter for adoption because they refuse to spay and neuter their older pets. Thurman also cited the positive impact in Loudoun County of implementation of a program that brings in stray or feral cats to be spayed and neutered and re-released That took their numbers [of strays] down tremendously, Thurman told the board. Denny said this year the animal shelter had taken in over ,100 animals and has been averaging ,500 annually. For every three to five animals that come in the back door [abandoned], only one goes out the front [adopted], she said. A single situation of housing a dog brought in by county animal control while a court case on that animals custody has evolved has cost the humane society shelter $8,000. While that case has gone through the court system to the Virginia Appeals Court she had five puppies, Denny said. While the Julia Wagner Trust helps fund the HSWCs shelter, Denny and Thurman said that Trust wasnt actually providing anywhere near the funds needed to balance the shelter budget. Denny told the supervisors the humane society has depleted its checking account with expenditures of $10,000 and has taken another $68,000 from its saving account. We cant keep operating that way, Denny told the board. Consequently the county humane society that operates the animal shelter as a non-profit operation is asking for $50,000 in immediate funding to get it

By Roger Bianchini Warren County Report At a Dec. 6 work session representatives of the Humane Society of Warren County asked the Warren County Board of Supervisors for both immediate and long-term financial help to head off what could be a fatal financial crisis. The humane society is also launching a private-sector fundraising drive within the week but immediate and longterm help from the county is also needed, the supervisors were told. At the early December work session new Julia Wagner Animal Shelter Executive Director Lavenda Denney and Humane Society Board member Amy Thurman described the operational and financial consequences of a two to threeyear trend of increased animal abandonments and reduced adoptions that have upped numbers of animals moving through the system by 5 percent annually. A major factor cited was the down economy in which the
expense of keeping pets becomes untenable for some people living on the edge financially. Tighter finances may also be reflected in fewer people willing to adopt animals simply because they cant afford to incur the additional expense of a pet. Were taking in as many animals as Loudoun County and they have a $1.4 million annual budget, Denny told county officials. The Humane Society of Warren Countys Wagner Animal Shelters current annual budget is $144,666.

When I was a kid, I knew thats what Id be getting for Christmas. It wasnt the only thing, but as sure as Santa slid down our chimney, I knew Id find them under the tree. I also knew Saint Nick wasnt the one delivering them. That was my mother. I loved my mother very much, but what kid wants underwear and socks for Christmas? Not this one. And besides, she already knew my inventory levels were high. I didnt need any more. But every year, I got them. I guess it was a mom thing. Thankfully, she quit buying them for me when I got married. But it didnt stop there. Thats when my wife started. I think it was a conspiracy. But there was a change. Instead of underwear and socks, now it was underwear and undershirts. Oh boy. I was just as thrilled. And no matter how much I complained, they kept appearing. I think my wife got a kick out of it. The tradition continued, until the time she got me underwear that were, shall I say, snug. I dont care what size was on the label, they were too small. Id had enough. Thats it!! I told her. No more. She got the message. Finally. But that doesnt mean all is ok under the Engle Christmas tree. Every year, we exchange lists. And every year, my wife moans about mine. Thats it? You need to give
me more ideas. And when I do, she doesnt like them. Candy? Come on, she tells me. You can buy that any time you want to. Excuse me, but isnt this my Christmas list? We used to get clothes for each other, but not anymore. My wife got tired of me taking them back all the time for something I liked better. I guess you could say Im particular about what I do and dont like. But so is she. And yet, she says shes easy to buy for. Oh really? I am not buying her a new car. I just got the last one a few years ago. Fifteen maybe? She wanted more ideas, although I couldnt come up with any. That is, not until I saw an ad on TV. It was about angels. And underwear. It was the annual Victorias Secret Fashion Show. Hmm. Maybe I was being hasty. I didnt know angels wore underwear, but from what I saw, it looked pretty good. Maybe Ive been missing something. Maybe underwear is more exciting than I realized. I added it to my list. Of course she wont get it for me. Ill probably get something dumb. Like candy.

Not so fast. Thats what postal customers must initially adjust to but what might lie in the future for those who rely on the U.S. Postal Service? The postal service acknowledges a 7-percent decline in First Class mail service over the past five years as a factor in changes designed to save one to three billion dollars in operational costs. However, as reported here in mid-September and largely ignored elsewhere across the nation, a major contributing factor to the USPS budgetary crisis is the 006 Congressional Act requiring an unprecedented move to set aside funds to cover postal service employee health benefit costs 75 years into the future. That mandate requires the postal service to set aside $5.5 billion annually to meet the Congressional mandate that 75 years of potential future health care costs be set aside within a decade of passage of the 006 Postal Accountability Enhancement Act (PAEA). In our late September edition USPS Communications Programs Specialist Laura Dvorak told us, The Postal Service is the only government agency required to pre-fund its retiree health benefits. Were it not for the pre-funding requirement, USPS would have shown a profit of $1 billion over the last four years. And we might point out to those eager to see privatization of services provided by government, no corporation in the world volunteers or is required to meet such an onerous financial burden as Congress placed on USPS five years ago and now refuses to re-

By Roger Bianchini Warren County Report On Dec. 5 the U.S. Postal Service (USPS) submitted proposed changes to its operations to the Postal Regulatory Commission. The move toward the suggested changes began on Sept. 15 when the Postal Service announced it would begin studying changes to meet a budgetary crisis. Initially the impact on postal customers will be a potential oneday delay in delivery of First Class and periodical mail. While the
loss of one-day delivery of most First Class mail and periodical deliveries may seem minor, customers who pay bills or receive time-sensitive materials such as daily newspapers, including some with one-day retail sales notices, as well as other periodicals could be hugely impacted. Dvorak also points out that the U.S. Postal Service receives no tax dollars for operating expenses and relies entirely on the sale of postage, products and services to fund its operations. USPS is at the center of a $1trillion mailing industry representing more than 7 percent of our nations GDP (Gross Domestic Product) and 6 percent of our nations jobs 90 percent of which are in private industry; this mailing industry employs eightmillion Americans, Dvorak said. USPS continues to consolidate mail processing facilities to reduce personnel, energy and transportation costs, and is studying approximately 3,700 retail offices for possible closure. For us to remain viable, we need Congress to act on legislation that would eliminate the current mandate requiring retiree health benefit pre-payments before the end of September. That mandate costs the Postal Service $5.5 billion annually. Legislation also is needed to return a $6.9 billion overpayment into the Federal Employees Retirement System to the Postal Service, USPS Northern Virginia District Manager Michael Furey wrote in a Commentary published in our early October edition. Congress has failed to heed these calls and now you have the announced service cutbacks as the U.S. Postal Service struggles to survive. The options under our control we have pursued aggressively by slashing our annual operating expenses by more than $1 billion and reducing our size by 110,000 career positions over the past four years, Furey stated. Union busting? I believe it has nothing to do with employee benefits, Nations Capital/Southern Md. Postal Union President Dena Briscoe told us in September of PAEA and a subsequent lack of corrective action by Congress. I believe it is a way to get money out of the organization to use as they see fit USPS was in a good financial place prior to the 006 Postal Accountability Enhancement Act

The issue is more political [than financial] because the Republican Party that controls the House has views which lean toward dismantling the USPS, possibly for privatizations purposes, verses repairing the damage they have done through their legislation. The original 1970 PAEA was established and strengthened the organization and the unions. The 006 PAEA was supposedly designed to improve the organization and to improve the quality of the service and to strengthen the free market for delivery service. The strengthening of the free market [vs. governmental service] has been shown to be [PAEA sponsor Rep. Issas] and most Republican leaderships objective for the organization, Briscoe said. Ch-ch-ch-changes According to the postal service the model being proposed through the rulemaking process submitted Dec. 5 is to move FirstClass Mail to a 3 day standard for contiguous U.S. destinations. I intend to work very hard to deserve the trust they have placed in me. In his press release Athey also acknowledged discussing the potential of public service closer to home with family before deciding to aggressively seek the judicial appointment. Earlier this year when I announced my retirement from the General Assembly to be at home with my beloved wife Stacey and 5-yearold twins Madagan and Clayton, our family had hoped that other opportunities for public service closer to home would present themselves After much contemplation and discussion with my wife, we recently decided to seek the current Circuit Court vacancy in the 6th Judicial Circuit when my term as Delegate ends in early January. I have had the distinct honor and privilege over these last 10 years of representing the citizens of Frederick and Warren Counties in the General Assembly. By Roger Bianchini Warren County Report The day prior to Thanksgiving, the law office of Clifford L. Clay Athey issued a press release acknowledging the current 18th District Delegates recommendation by a regional political caucus to appointment as a 6th Judicial Circuit Court judge. The appointment would fill a seat vacated on March 1st by the retirement of Judge John R. Prosser. Prosser filed papers indicating his intention to retire from his 14-year career on the circuit court bench on Jan. 1, 011. Prior to his appointment as a 6th Circuit Court judge, Prosser had practiced criminal law
out of a Winchester office. Rumors the 50-year-old Athey was in line to replace Prosser began flying from within the warren County Republican Committee as soon as he announced on March 9th he would not seek re-election to the Virginia House delegates seat he has held for a decade. I was contacted earlier today by Delegate Steven Landes, who informed me that I was the consensus candidate of the Shenandoah Valley Caucus to fill the current Circuit vacancy in the 6th Judicial Circuit, Athey stated in a Nov. 3rd press release. I am humbled and very appreciative of the support of my former colleagues in the General Assembly.

Delegate ponders a civil life out of the legislature and in the judiciary
Salary estimates we got for circuit court judges varied between $130,000 and $150,000 annually. Athey reiterated a point he made earlier in announcing his legislative retirement, that he wants a more stable home life for his family as his children reach school age. So while court dockets may be heavy and trials may occasionally run over hours, the more stable hourly environment and a regional court circuit closer to home than his legislative forays to Richmond is a happy trade off. I still think its going to be a challenge. Theres going to be a learning curve obviously, Athey said of adjusting from a law practice now focused on civil, corporate and business-municipal law. Theres no question that in recent years I havent practiced a lot of criminal law. I think my practice has been like a lot of peoples: those first few years it was mostly criminal and then over time it became more civil than criminal, and then at a certain point it became almost exclusively civil. And certainly the last seven to eight years it has been mostly civil litigation and/or local government law that I have spent most of time in. But Ive done a little bit of everything over the last 0 years. The former Front Royal councilman, mayor and state delegate said his varied professional and electoral backgrounds should be a benefit in the new role should he in fact, gain the appointment. One advantage of spending some time in public life and elected public life is you meet all kinds of people. And you get a chance to be involved in all sorts of interests, whether it be localities or personalities. So certainly the last 16 years of my life I have been exposed to every sort of point of view that one can be exposed to. And the good thing about serving in the role that I hope to be serv-

United Ways Business Blitz a huge success
By Roger Bianchini Warren County Report On Dec. 5th we spoke with soon-to-be-retired 18th District Virginia House Delegate Clifford L. Clay Athey about his potential future as a 6th Judicial Circuit Court judge. As recounted elsewhere in this issue, talk of Athey eventually replacing retired Judge John R. Prosser began almost immediately upon his March 9th announcement he would not seek reelection to the Virginia House seat he has held for a decade. What does a potential legislative judicial appointment mean for him professionally and personally, we asked. Itll definitely be a loss of income, Athey said of a move from private-practice business law into the courtroom. One thing about the private practice of law is there is no time that you get to work in the morning and time to go home at night. You kind of live with fluid hours and work on the week-
ends. Just because the courthouse is closed when youre in private practice doesnt mean youre not still in the office.

The United Way of Front Royals recent Business Blitz activity has broken a record in only its second year! Each year, the local United Way strives to develop a campaign process that will ask each person in Front Royal and Warren County to make their annual contribution to the local agency which funds 13 health and human service organizations here in Warren County. The community is broken up into divisions and the strategy used to approach our local homegrown businesses has been dubbed the Business Blitz. This year, more than one dozen volunteers fanned out across Front Royal and Warren County on Wednesday, Nov. 30, to ask 130 businesses for their donation. The figure of $5,000 was set as this years goal for this activity. Last year the Blitz amount approached but did not reach $5,000. Under the leadership of Blitz Chairmen Rita Biggs and Weatherly Boehmer (Weathervane Graphics), more than $5,600 was collected and/ or pledged to the United Way by a number of our local businesses. Tying for first place in total amount donated, last years winner Bill Powers of State Farm Insurance again came out on top, closely accompanied by Craig Laird of Royal Oak Computers. These two raised nearly half the total goal. These two businesses will have their logos featured prominently on the banner for our upcoming 01 Day of Caring along with Platinum and Gold Sponsors Beth Medved Waller of Weichert Realtors and Cory Michael of CBM Mortgage. Also going well out of their way to assist the United Way this year was the Fox Meadow Winery in Linden. I thought about teaching a little and may still do some of that at some point in the future. I discussed staying in the private practice of law. I even had one particular group in Richmond approach me about doing some lobbying in Richmond. So Id even toyed with that idea. But Athey points to his experience on various legislative committees devoted to legal issues as perhaps setting the groundwork for his final decision, as well as receptiveness to that decision in Richmond where judicial appointments are made by the legislature or on an interim basis by the governor. I did serve as the vice chairman of the courts of justice committee and the chairman of the civil law

nations over the hill in West Virginia I think those campaigns end up running into the millions and millions of dollars in campaign contributions. And cases end up going there to justices who maybe received $500,000 in campaign contributions deciding cases on the very people who made those contributions. Virginias method is sort of a hybrid instead of having one person decide or everyone decide, the people who are elected decide. So youre reviewed by 100 delegates and 40 senators. And Im not saying that system is perfect but I still think its the best system for appointing judges. And I think the judiciary in Virginia is well respected in other states; that it is

subcommittee responsible for all of the laws that I would now be interpreting and applying. And I think as a chairman I think there were a lot of my colleagues who felt that I had the right kind of demeanor to be a judge and a number of my colleagues had mentioned that for some period of time. And I do think that your demeanor is the most important thing about being a judge. Your job really, when someone walks into the room, is you want to make sure everyone is heard and that when someone leaves, whether or not they prevail they feel that justice has been done and theyve been heard. And part of that is having what I believe is called a judicial demeanor, which means that you dont get overly excited about things; you dont take sides; you let things play themselves out and then you try to reach a logical conclusion. Timeframe Athey also said he believes legislative circumstances first the General Assemblys decision to authorize Gov. McDonnell to make an interim appointment to fill the vacant 6th Judicial District seat and then the ongoing legislative discussion about redistricting contributed to the length of time it has taken to fill Judge Prossers seat. As time went on and it became clear that the Congressional redistricting was not going to work out [in a timely fashion]; and the General Assembly has to adjourn for the governor to make an appointment. Well, Congressional redistricting is still going on because the Democrats in the Senate and Republicans in the House
side cant reach an agreement on it, Athey explained. The original decision to let the governor make the appointment was so it could be done quickly. I dont think anyone anticipated that the House and Senate during the Congressional redistricting would stay in session that long. But there is a difference of opinion with respect to how many majority/minority districts there should be in the commonwealth and that has dragged on and dragged on and dragged on. As that situation evolved Athey said it became increasingly clear the vacant 6th District Judicial seat wouldnt be filled until his term expired on Jan. 1th. So my wife Stacey and I had been talking about it for a few months and bouncing it around and after the election Stacey and I decided well, if this thing isnt going to happen till next year lets go for it. As for the Shenandoah Valley Caucus which recently recommended him for the seat, Athey explained they are all Republicans (three senators, eight delegates). But rather than a partisan conspiracy to pack the judiciary that fact simply reflects that all Assembly seats in this judicial circuit are currently held by Republicans. Methodology As for the style of judicial appointments, Athey said he believes Virginias method of selection by the legislature is better than the alternatives appointment by an individual political figure or judicial elections. I would never want to see Virginia go to direct election. All you have to do is go across over into West Virginia to see the result
of that. I think it is kind of unseemly to find campaign signs in peoples yards for a judge. By its nature that kind of process lends itself to judges deciding cases involving their biggest campaign contributors, whether those be corporations or otherwise, under the specter of that type of political influence, Athey said. Rock Worship Center on the move with a message to give

Pastor Teachey is happy with their new location and hopes the congregation will expand to fill the 566-seat space. Im excited about the tremendous room to grow. We have access to the entire facility and we plan to utilize it to the full extent, he said. Also, thanks to the lower rental cost of the new location, there will be even more money that can be used to help the community. He said that as a church they are eager to live up to the words of the Apostle Paul in First Corinthians 9: which says, We have to become all things to all people so that by all means we might save some. So they want to be able to provide help to all people who need food, help with gas and electric bills or with toys for children. Since The Rock has a full Praise and Worship band, the large stage is also a plus. Wed also love to have a choir one day, Teachey said. Wishes for the future include finding a piece of property to build their dream multi-purpose building which would include a gym with a full basketball court and video games where kids could come and get off the streets and play, and a commercial kitchen as well. County moves on purchase of new Farms trash site

By Roger Bianchini Warren County Report On Dec. 6 the Warren County Board of Supervisors approved $190,000 for the purchase of 5.8 acres as the future site of the Shenandoah Farms trash convenience and recycling site. Closing on the property purchased from James and Andrea Stuart will occur within 30 days, County Attorney Blair Mitchell told the board. Mitchell also explained action on the purchase was required that day because a deadline on delivery of a letter of intent that the county would proceed with the purchase would come the following day. Only board Chairman Archie Fox voted against authorizing the purchase. Fox cited financial concerns and other potential expenditures the board is facing. However the majority appeared to agree with County Administrator Doug Stanleys observation that the county was not likely to get a better price in the future on land earmarked for a new farms compactor-recycling site. The financing approval came three weeks after the board unanimously approved a conditional use permit for development of the Stuart property as the Farms trash convenience and recycling site. At that earlier CUP public hearing 11 area residents expressed opposition to the site. Opponents primarily cited line of sight traffic safety and floodplain concerns. Others living near the site worried over increased commercial traffic and entrance/exit issues for commercial trash haulers. Four citizens spoke for approval of the permit for the site, including former supervisor James McManaway. McManaway is President of the Blue Mountain Property Owners Association and told the board he was speaking for the 364 families the POA

Several board members said they had explored other potential sites in the three weeks since the CUP public hearing and had found no viable alternative. However Richard Traczyk, in whose Shenandoah District the site lies, observed that since development of the site isnt forecast for two or three more years, should an alternative site be found the board could move to alter the location. As for financing concerns, Stanley told the board the county has already put $50,000 aside for a new Farms trash convenience site large enough to include a recycling component. Deputy County Administrator Robert Childress later told us the two-plus year timeframe for development of the site was due to a county policy to pay for such capital improvements as the full financing amount became available. Current cost estimates for development of the site, which will also include a county road maintenance building for the Farms Sanitary District, are between $750,000 and a million dollars. This cost would include all preliminary engineering type tasks, design, and construction, Childress says. Since the Board of Supervisors has recently approved the purchase of the property, one of our next tasks will be to develop site plans for the project. As these design plans are developed, we will be able to refine our cost estimates for budgeting purposes. While the pay-as-you-go plan and incremental funding alloca-
tions will draw the project out for several years, since a Farms trash compactor site currently exists albeit with no recycling capacity - about a mile from the proposed site, a more immediate resolution is not deemed a board priority, Childress explained. So the county will eat the additional costs and landfill consequences of trash disposal of recyclable materials and gamble project costs wont increase in coming years as the balance is approved for funding. Citing 1,100 tons of trash hauled from the current Farms compactor site last year and estimating an initial 5-percent recycling impact (75 tons), Childress estimated an annual loss of about $15,000 per year due to the absence of a recycling component at the current Farms compactor site.

The quiet week at the end of the year is a good time to review finances and make any needed changes before the New Year. Tax deductions: The trick is to balance payroll deductions with the taxes youll owe in April so that you come out with nothing due and no refund. If too much money is taken out, youre essentially giving the government an interest-free loan. Instead make the changes to your W-9 form and put that extra money from each paycheck into a savings account. The biggest event that should make you review your deductions is buying a house. Youll get a mortgage interest statement (Form 1098) for the interest you paid, which can become a deduction on the Schedule A of your tax forms if you itemize. (Youll also be able to claim the property taxes youve paid.) If you can, make a 13th mortgage payment in December to add to the amount of the mortgage interest. County to revisit fire marshal position on Dec. 20

Gooney Manor Loop upgrade and indoor plumbing grant application approved
By Roger Bianchini Warren County Report Following a lengthy and circular 5-minute discussion at the outset of its Dec. 6 meeting that the Front Royal Town Council would have been proud of, it appears the Warren County Board of Supervisors will revisit before the year is out a consultant recommendation that a county fire marshal position be established. At issue was outgoing North River Supervisor Glenn Whites desire to revisit the fire marshal issue before he leaves office. In January 010 White sided with Chairman Archie Fox and Linda Glavis in opposing implementation of the fire marshals position despite a consultant and the fire chief s recommendations the position be added to county staff. However input from a North River constituent with lung problems seeking stricter control of open fire burnings may have altered Whites perspective. While White stated he respected incoming North River Supervisor Dan Murray, he said he saw no reason to push this particular issue and its myriad aspects off on his successor. However discussion surrounding approval of the meeting agenda raised the issue of whether authorization of advertising a public hearing on the fire marshal position for the Dec. 0 meeting was moving too fast. On Jan 19, 010, after an initial 3- vote, only Carter and Traczyk supporting the file marshal position, a final amended motion lost 4-1 with only Traczyk voting for the new position. Carters no vote may have been a tactical move so he could reintroduce the issue at a future date. Perhaps wanting to do one last constituent favor, White seemed to be the impetus for an immediate revisiting of adding a fire marshal position to county emergency services. If earlier positions stand it would appear Whites support would throw the vote 3- for adding the fire marshals position. Perhaps recalling the opposition of local builders and constituents at the first public hearing, Chairman Archie Fox and South River Supervisor Linda Glavis opposed moving quickly toward a potential reversal of the earlier vote. One builder present for a subsequent work session discussion on another issue also voiced that opinion during public comments. But after a series of motions and amendments to the original motion to remove the item to that days work session, the board voted 3-, Fox and Glavis dissenting, to leave authorization to advertise a Dec. 0th public hearing on a county fire marshal on the Consent Agenda. The Consent Agenda was then unanimously approved as FINALLY presented.

Gooney Manor Loop Also on Dec. 6, the board approved a Resolution authorizing the re-appropriation of $37,000 to a long-sought upgrade of Gooney Manor Loop. The money became available to a de-allocation of over $1.4 million in funds for two VDOT revenue-sharing projects in the north corridor. Those projects involved changes to Route 5/340 to facilitate access to two commercial center projects, the Cedarville Center and North River Square Shopping Center, now on hold by developers, likely due to the continuing down regional and U.S. economies. Gooney Manor Loop became eligible for the funds when that dirt road became eligible for improvements under VDOTs Rural Rustic Road designation as part of the countys Secondary Road 6-Year plan. A project that was shelf ready for work on an existing plan were the only ones eligible for the reallocation. Conceived in 001, a rebuild of Gooney Manor Loop was advertised for bids in 004 but then shelved as too costly $.635 million for a 3.7-mile stretch of road. While Gooney Manor Loop is lightly traveled 10 vehicles per day it is considered one of the countys most costly unpaved road sections due to topography and inadequate drainage. This is great I think this has been on the drawing board since Mrs. Glavis grandmother was a little girl, Happy Creek Supervisor Tony Carter quipped. Chairman Archie Fox observed that while there may be county roads with higher traffic counts and more pressing need for upgrades, Gooney Manor Loop was the only one in a position to qualify as ready to proceed under the VDOT criteria. Indoor plumbing funding The board also unanimously authorized county staff to submit an application to the Virginia Department of Housing and Community Development for application to a resurrected block grant program to fund upgrades to homes without adequate indoor plumbing. The program would be administered here by People Inc., the organization authorized by the county as its Community Action Agency. People Inc. President and CEO Robert G. Goldsmith told the board three homes were currently IDed and ready for paperwork to qualify for the funding. However county staff and Goldsmith agreed there are actually approximately 150 homes in the county in need up indoor plumbing upgrades. Engineer reviews Also at the Dec. 6 work session, local builders expressed concerns about county-implemented engineering peer reviews of privately contracted engineer plans on local construction projects. One local builder described $,000 in added costs he had to eat from a peer review conducted by county-hired engineer peer Dan Hotek. Hotek explained in detail, including photos and schematics, his recommendations and issues with the plan given to contractor Jon Carlson by Winchester engineer Richard Ruckman. Ruckman was not present at the work session. However Hotek pointed out that Ruckman had relied on staff input on the dynamics of a handicap accessible addition to a county home and not visited the site in person prior to his peer review, including onsite inspection of the existing structure and recommended

additions. Hotek also noted that both engineers, contractors and inspectors had to comply with state codes The code is the code we have to follow the code and in this case I didnt think it did. Hotek indicated such discrepancies were just the nature of the beast in a complex building code landscape. He observed that on one job he had on a highway construction project he was force to redrill five times after peer reviews. I thought the inspector was crazy but it is part of the process, Hotek said. Its unfortunate, South River Supervisor Linda Glavis said. Happy Creek Supervisor Tony Carter asked the contractor if his client was satisfied with the addition as completed after he implemented Hoteks changes. Shes in now, he replied of the client and her daughters occupation of the addition. At the conclusion of the discussion there seemed to be an uneasy truce between builders and county officials. Hotek was asked how many peer reviews he had done for the county. That was it and its probably the last, Hotek said, drawing some chuckles.

Unidentified suspect and campus police officer dead in Thursday incident

A few minutes later, at 1:36 p.m., the first of six alerts was issued to the campus community about the shooting. Witnesses said the shooter fled on foot toward a parking lot known as the Cage. That suspect was described in posts on the Tech website and a Twitter site as a white male, gray sweat pants, gray hat w/ neon green brim, maroon hoodie and backpack. According to Virginia Tech Police Deputy Chief Gene Deisinger an unspecified law officer reported spotting a suspicious man in the campus I-Lot. By the time they turned around and located the subject, that subject was deceased, Deisinger told CNN. The circumstance of that death, as well as the identities of the officer and suspect were not initially available. Authorities had also not speculated on a motive in the first hours of the investigation following the shooting. Virginia Tech was rocked by the worst campus violence in U.S. history on April 16, 007. According to Wikipedia, In two separate attacks, approximately two hours apart, the perpetrator, Seung-Hui Cho, killed 3 people and wounded 5 others before committing suicide. The massacre is the deadliest shooting incident by a single gunman in U.S. history. Cho, a senior English major at Virginia Tech, had previously been diagnosed with a severe anxiety disorder. Governor Bob McDonnell released the following statement about the new violence on the Tech campus: I am deeply saddened by todays news of another tragedy affecting the Virginia Tech community. Our thoughts and prayers are with the families of those impacted by these shootings I want to thank the multiple law enforcement agencies and all of the officers for their speedy response and focus during this difficult time. I also want to commend Virginia Tech leadership, students, faculty and staff who cooperated to efficiently respond to this emergency. While we will await the completion of the initial investigation of this incident before commenting further, I want to again offer our continued support to all of those impacted by this tragedy. Virginia Tech is a university of great resolve, and I have no doubt that the students, alumni and faculty of this proud institution will emerge from this sad day stronger and more united than ever before. There will continue to be needs in the days ahead as we move forward from this situation and I will ensure that those needs are met completely and fully by the Commonwealth.

On Wednesday Nov. 30, at approximately 3:40 AM the Front Royal Police Department received a call and responded to the 7-11 Store located at 14 West 14th Street, Front Royal for a report of an armed robbery. According to Chief Richard H. Furr a male suspect entered the store and presented a handgun to the clerk and demanded money. The suspect fled on foot after taking an undisclosed amount of money. The suspect is described as male wearing a red hooded sweatshirt. No other details are being released at this time as the investigation continues. Anyone with information about this crime is asked to contact Detective Cline at 540-636-08. There is a cash reward for information leading to the arrest and conviction of this suspect. 2011-12 season expands organized basketball opportunities

The Red Storm Basketball Association Boys Basketball Team has hit the hardwood for some fast-breaking, hardpressing, shoot-the-lights-out basketball. With another season of games scheduled, the RED STORM BASKETBALL program is looking for dedicated, eager young men, aged 14 thru 18, to join their ranks. We are looking to field a BOYS VARSITY as well as a BOYS JUNIOR VARSITY team. No experience required for JV guys you will learn every aspect of the game; and you will have fun doing so GUARANTEED! There is still time to sign up. Dads are also encouraged to attend and watch these young men develop into RED STORM basketball players. The RED STORM coaches encourage all interested young men who, for what ever reason, may not have the opportunity to play basketball this season to attend a practice session in our Home Gym at Ressie Jeffries Elementary School. Ongoing sign up and practices begin Dec. 14. Practices are every Wednesday and Thursday from 7:30 PM to 10 PM. Jail suicide attempt recovers, released

Warren County Sheriff s Office reported on Nov. 8, at approximately 6:45 PM an inmate at the Warren County Jail attempted suicide by hanging. Jail staff successfully intervened to stop the attempt. The inmate was taken to Warren Memorial Hospital and later flown to INOVA Hospital in Fairfax. The inmate was later reported conscious and communicating with his family and medical staff. He remained at the hospital for further testing before return to the jail. Sheriff McEathron later said the inmate was released on bail on Dec. . The sheriff s office has not released additional detail, including any involvement by other inmates to stop the attempt or the identity of the inmate. (Some info from a release)

For over 30 years the Warren County Sheriff s Office has provided a free program that provides daily contact to citizens that are elderly, have special needs or live alone. According to Sheriff McEathron, Operation Telephone Call participants are asked to call our office each day at 635-418. If our office is not contacted by 3 PM, we call the participants home. If we are unable to make contact by phone, one of our deputies goes to the residence to check on the individual. We ask that all participants notify our office in advance if they are planning to be away from home and unable to call us. Obviously my colleagues have placed a great deal of confidence in me and my inclination is Ive always been a plodder so Im just going to work as hard as I possibly can and try to do a good job and try to be fair. And I think thats the best you can do in a position like this. And it allows me to stay in public service. Theres something to be said for public service. And I think in todays society there is so much of people being turned off by it that I do think its important that you try to do something [for the public good]. And I kind of see it as representing my constituents in a different way Its going to be a challenge and hopefully Ill be up to it.

sensus appeared to be to vote on approval of the full $50,000 request and annual increase at the Dec. 0 meeting. Hopefully following that vote it will be a Merry Christmas for the Wagner Shelter, its animals, staff and management.
through this calendar year and an increase in next years budget of $60,000. County Administrator Doug Stanley told the board the county is getting a tremendous value from its current funding of the humane society and the animal shelter. If we werent getting a good service it might be another story, Stanley said of increasing Wagner Shelter funding in both the short and long term. But Page Countys [animal
shelter] budget is $191,000 thats $50,000 more than us. Are we getting a tremendous value now? Yes, Stanley answered his own question. Our relationship with the [the humane society] now is as good as it has ever been. It is not in our interest to see them put out of business. Stanley also explained that the Wagner Trust that is the basis for the HSWC structure and oversight of the animal shelter did not allow the county to assume direct ownership of the shelter.
In response to a question from board Chairman Archie Fox, Stanley said the immediate $50,000 of funding to get the shelter through this year would come from the countys contingency fund which is carrying about a $190,000 balance. There was discussion of the county offering up to a $5,000 match on privatelyraised funds. Dear Stewart, I decided to buy a live Christmas tree this year. How am I supposed to care for it? R. Atreesome Dear Mr. Atreesome: Congratulations on deciding to go live this year. This tree will be there to enjoy year after year and you might see me or one of my friends living in it some day. Yes, there is special care involved in live trees, but it is not all that difficult. The most important thing is to gradually introduce it to the warmer conditions
of the house. Start three or four days before and put it in the cool garage or an enclosed porch. Remember this tree is dormant and immediate heat will start it growing again. Before it gets inside the house youll also want to check it for bugs and other critters. Some people like to spray on an antidessicant like Wiltpruf to help the needles contain the moisture before they bring the tree in the house. When its ready to come inside, place it inside a large galvanized tub to help stabilize it and help collect any fallen needles or debris. Try to locate the tree in a cool part of the room and definitely away from heat sources. Keep the root ball watered as often as necessary but try not to get it too soggy by over watering. Try not to leave the tree inside any more than 4 to 7 days and never add nutrients or fertilizers while inside the house. For reintroducing the tree to the outdoors, just reverse the procedure of bringing it inside so that it can slowly adapt to the colder temperatures outside. Once ready, the tree can be planted just like any other tree. Of course, you had planned ahead and already dug and prepared the hole so this part should be easy. I hope you enjoy your live Christmas tree for many years!
