CHAPTER I INTRODUCTION 1.1 Introduction:

Introduction of Human Resource Management Human Resources is an evolving and dynamic field that challenges the ability of even the most seasoned professional to keep abreast of policies, procedures, compliance requirements, and best practices. Human resource management has become the central concern of any organization either in public, private or co-operative sector. Human resources play a vital role in the development of modern economics. In the changing economic environment, HRM is assuming much greater importance than ever before. It is conceived to be different from the traditional and conventional notion of personnel management. A nation with an abundance of physical resources will not benefit itself unless human resources make use of them. In fact, human resource is solely responsible for effective use of physical and natural resource and for the transformation of traditional economics into modern and industrial economics. Meaning Human resource management means employing people developing their resource, utilizing, maintaining and compensating their services in tune with the job and organizational requirement with a view to contribute to the organization, individual and the society. Definition Human resource management is the central sub-system of an organization and it permeates all types of functional management viz. production management marketing management and financial management. Michael J. Jucius defined personnel management as the field of management which has to do with planning, organization, direction and controlling the functions of procuring, developing, maintaining and utilizing a labor force, such that the:

Objectives for which the company is established are attained economically and effectively. Objectives of all levels of personnel are served to the highest possible degree, and Objective of society are duly considered and served. Human Resource Management is an active factor of production; all other factors are capital,

materials, building, plants and machinery etc., all these factors are meaningless if capable persons are not available to work upon these factors to production. Human brain has unlimited energy to think and act. The high efficiency food quality of work depends upon capability of employees. The development of human resources refers to the upgrading of their skills organizational development and prosperity. The present day business complex environment is associated to mature and judicious man power supply and enhancing their abilities for the benefits of the organization. The HRD concept is new and is used in two terms. Macro, which refers to the improvement in qualities and productivity of employees, and Micro level, refers to the improvement in the quality of managers and employees so as to get higher level of productivity and improvement is the quality of work. The HRD is a continuous process which refers to develop effectiveness in a scientific way. This is a program which is referred to accept all new changes without disturbance to production. The HRD is related to all-around development of the employees working is an organization. Evolution of human resource management The history of development of personnel management in India is comparatively of recent origin. But Kautilya had dealt with some of the important aspects of human resources management in his Arthasastra 400 B.C. Government in those days adopted the techniques of HRM as suggested by Kautilya. In its modern sense it had developed only since independence. Though the importance of labor officers was recognized as early as 1929, the appointment of welfare officer to solve labor and welfare problems gained momentum only after the enactment of the factories Act of 1948. Section 49 of the Act required the appointment of welfare officer in companies employing more than 500 workers. At the beginning, government was concerned only with limited aspect of Indian laborers (regulation of recruitment, forwarding and employment) sent to various British colonies in 1830. Importance of human resources

The term human resource can also be explained in the sense that it is resource like any natural resource. It does mean that the management can get and use the skill, knowledge, ability, etc. Human resources are also regarded as human factor, human asset, human capital and the like. The terms labor and manpower had been used widely, denoting mostly the physical abilities and capacities of employees. The term personnel had been used widely in the recent past to denote persons employed in any services. Thus, this term denotes the employee as a whole but it does not clearly denote various components of human resource like skill, knowledge, value etc. People in any organization manifest themselves, not only through individual come to work place; they come with not only technical skills, knowledge etc. But also with their personal feeling, perception, desires, motives, attitude, values etc. therefore, employee management in an organization does mean management of not only technical skills but also other factors of the human resources. Features of human resources management Human resources management is concerned with employees both as individual and as a group in attaining goals. It is also concerned with behavior, emotional and social aspects of personnel. It is concerned with the development of human resource i.e. knowledge, capacity, skills, potentialities and attaining and achieving employees goals including job satisfaction. Human resources management covers all levels (low, middle and top) and categories (unskilled, skilled, technical, professional, clerical and managerial) of employees. It covers both organized and unorganized employees. It applies to the employees in all types of organization in the world (industry, trade, service, commerce, economic, social, religious, political and government departments). Thus, it is common in all types of organizations. Human resources management is a continuous and never ending process. It aims at attaining the goals of organization. Individual and society in an integrated approach. Organization goals may include survival growth and development in addition to profitability, productivity, innovation, excellence etc. Individual employees-goals consist, challenging works, pride, status, recognition, opportunity for development etc. Goals of the society include equal employment opportunity, protecting the disadvantaged distribution of income of minimizing wage differentials, developing and society in general by organizing development activities etc.

Human resources management is a responsibility of all line managers and a function of staff managers and a function of staff managers in an organization. It is concerned mostly with managing human resources at work. Human resources management is the central sub-system of an organization and it permeates all types of functional management, viz., production management, marketing management and financial management.

Human resource management aims at securing unreserved cooperation from all employees in order to attain predetermined goals.

THE ACTIVITY OF NURTURING AND NOURISHING CONSTITUTES IN ESSENCE WHAT IS CALLED WELFARE . 1.2 INTRODUCTION TO WELFARE FACILITIES EMPLOYEE W WELFARE Employee welfare defines as efforts to make life worth living for workmen. These efforts have their origin either in some statute formed by the state or in some local custom or in collective agreement or in the employers own initiative.

To give expression to philanthropic and paternalistic feelings. To win over employees loyalty and increase their morale. To combat trade unionism and socialist ideas. To build up stable labor force, to reduce labor turnover and absenteeism. To develop efficiency and productivity among workers. To save oneself from heavy taxes on surplus profits. To earn goodwill and enhance public image. To reduce the threat of further government intervention. To make recruitment more effective (because these benefits add to job appeal). Welfare includes anything that is done for the comfort and improvement of employees and is

provided over and above the wages. Welfare helps in keeping the morale and motivation of the employees high so as to retain the employees for longer duration. The welfare measures need not be in monetary terms only but in any kind/forms. Employee welfare includes monitoring of working conditions, creation of industrial harmony through infrastructure for health, industrial relations and

insurance against disease, accident and unemployment for the workers and their families. Labor welfare entails all those activities of employer which are directed towards providing the employees with certain facilities and services in addition to wages or salaries. Labor welfare has the following objectives: To provide better life and health to the workers To make the workers happy and satisfied To relieve workers from industrial fatigue and to improve intellectual, cultural and material conditions of living of the workers. The basic features of labor welfare measures are as follows:

Labor welfare includes various facilities, services and amenities provided to workers for improving their health, efficiency, economic betterment and social status. Welfare measures are in addition to regular wages and other economic benefits available to workers due to legal provisions and collective bargaining Labor welfare schemes are flexible and ever-changing. New welfare measures are added to the existing ones from time to time. Welfare measures may be introduced by the employers, government, employees or by any social or charitable agency. The purpose of labor welfare is to bring about the development of the whole personality of the workers to make a better workforce. The very logic behind providing welfare schemes is to create efficient, healthy, loyal and

satisfied labor force for the organization. The purpose of providing such facilities is to make their work life better and also to raise their standard of living. The important Benefits of welfare measures can be summarized as follows:

They provide better physical and mental health to workers and thus promote a healthy work environment Facilities like housing schemes, medical benefits, and education and recreation facilities for workers families help in raising their standards of living. This makes workers to pay more attention towards work and thus increases their productivity.

Employers get stable labor force by providing welfare facilities. Workers take active interest in their jobs and work with a feeling of involvement and participation.

Employee welfare measures increase the productivity of organization and promote healthy industrial relations thereby maintaining industrial peace. The social evils prevalent among the labors such as substance abuse, etc are reduced to a greater extent by the welfare policies. The concept of human resource management has grown out of evolution in India, which passed

through various phases of development. In the beginning of the century, the initial concern was on ending the exploitation in what was the Sweated Industries. Because of this, legislative measures were initiative by the state to protect employees against exploitation by their employees. This gave rise to welfares as the key concept in management of Human Resource. The development of welfare service in industries began in the U.K in the late 20th century, when there was no concern for welfare state and working conditions were appalling. Some paternalistic believed that they had a responsibility to look after employees for both economic and social reasons. Any work whether manual or mental undertaken for a monetary consideration is called labor. Productivity of labor is an effective instrument for economic development. The whole economic condition of the country depends upon increase of the productivity of labor and the management has to assume possible ways without an efficient labor force, capital investment better management, better technology the natural resources are the factors essential for production. However, everything proves meaningless until the labor power is added to all factors. In fact, workers are human beings are capable of holding responsibilities, extending co-operation for achieving objective. They have their own attributes and aspirations which if handled properly lead to the success of industries and growth of economy. Welfare activities fulfilling the basic needs to improve the economic conditions of labor to secure social justice and equity, reduce the industrial unrest and to improve labor productivity. Labor welfare is very important in public sector organization as lakhs of workers are employed in them. After independence public enterprises assumed a dominant role in Indian national economy. Huge chemical and fertilizer factories, engineering companies, building railway engines and Coaches; companies producing finished consumer goods such a drugs, watches, surgical instruments and photos films are the various dimensions of public sector activity in India. In a welfare state where the philosophy of socialistic pattern of society is followed, it is imperative to have a contended labor force enjoying reasonable standard of living with adequate facilities. Hence in view of the importance of labor welfare an attempt made in this study to enquire in to the social security and welfare activities in NTPC.

CHAPTER II

INDUSTRY PROFILE
Indias largest power company, NTPC was set up in 1975 to accelerate power development in India. NTPC is emerging as a diversified power major with presence in the entire value chain of the power generation business. Apart from power generation, which is the mainstay of the company, NTPC has already ventured into consultancy, power trading, ash utilization and coal mining. NTPC ranked 341st in the 2010, Forbes Global 2000 ranking of the Worlds biggest companies. NTPC became a Maharatna company in May, 2010, one of the only four companies to be awarded this status. The total installed capacity of the company is 34,194 MW (including JVs) with 15 coal based and 7 gas based stations, located across the country. In addition under JVs, 5 stations are coal based & another station uses naptha/LNG as fuel. The company has set a target to have an installed power generating capacity of 1,28,000 MW by the year 2032. The capacity will have a diversified fuel mix comprising 56% coal, 16% Gas, 11% Nuclear and 17% Renewable Energy Sources(RES) including hydro. By 2032, non fossil fuel based generation capacity shall make up nearly 28% of NTPCs portfolio. NTPC has been operating its plants at high efficiency levels. Although the company has 17.75% of the total national capacity, it contributes 27.40% of total power generation due to its focus on high efficiency.

In October 2004, NTPC launched its Initial Public Offering (IPO) consisting of 5.25% as fresh issue and 5.25% as offer for sale by Government of India. NTPC thus became a listed company in November 2004 with the Government holding 89.5% of the equity share capital. In February 2010, the Shareholding of Government of India was reduced from 89.5% to 84.5% through Further Public Offer. The rest is held by Institutional Investors and the Public.

NTPCS main business is Engineering, Construction and Operation of Power generating plants. It also provides consultancy in the area of power plant constructions and power generation Planning & investigation of new site preparation of feasibility prospect report the designing

to companies in India and abroad. as well as engineering of power stations.

NTPC is also managing Badarpur Thermal Power Station (705MW) of Govt. of India in Delhi. Operation & maintenance of power stations. Research & development in area relate to power generation. NTPC also bagged a turnkey contract for the construction of 21 sub-stations from Nepal

electricity authority.

OBJECTIVES OF NTPC
1. To add generation capacity within prescribed time and cost to operate & maintain power stations at high availability ensuring minimum cost of generation. It has planned massive growth to make itself 40,000MW Company. 2. To maintain the financial soundness of the company by managing the financial operation in accordance with good commercial utility practices. 3. To function as a responsible corporate citizen & discharges social responsibility in object of environmental protection & rehabilitation. The corporation will strive to utilize the ash produced at its stations to the maximum extent possible through production of ash bricks, building material etc. 4. To adopt appropriate human resource development policy leading to creation of team of motivated & competent power professionals. They introduce, assimilate & attain self-sufficiency in technology, acquire expertise utility in management. Practices and to disseminate knowledge essentially as contribution t o other constituents of the power sector in the country. 5. DIVERSIFIED GROWTH
As per new corporate plan, NTPC plans to become a 75 GW company by the year 2017 and envisages to have an installed capacity of 128 GW by the year 2032 with a well diversified fuel mix comprising 56% coal, 16% gas, 11% nuclear energy, 9% renewable energy and 8% hydro power based capacity. As such, by the year 2032, 28% of NTPCs installed generating capacity will be based on carbon free energy sources. Further, the coal based capacity will increasingly be based on high-efficientlow-emission technologies such as Super-critical and Ultra-Super-critical. Along with this growth, NTPC will utilize a strategic mix of options to ensure fuel security for its fleet of power stations. In its pursuit of diversification NTPC has developed strategic alliances and joint ventures with leading national and international companies. NTPC has also made long strides in developing its Ash Utilization business. Hydro Power: In order to give impetus to hydro power growth in the country and to have a balanced portfolio of power generation, NTPC entered hydro power business with the 800 MW Koldam hydro projects in Himachal Pradesh. Two more projects have also been taken up in Uttarakhand. A wholly owned subsidiary, NTPC Hydro Ltd., is setting up hydro projects of capacities up to 250 MW. Renewable Energy: In order to broad base its fuel mix NTPC has plan of capacity addition of about 1,000 MW through renewable resources by 2017.

Nuclear Power: A Joint Venture Company "Anushakti Vidhyut Nigam Ltd." has been formed (with 51% stake of NPCIL and 49% stake of NTPC) for development of nuclear power projects in the country.

Coal Mining: In a major backward integration move to create fuel security, NTPC has ventured into coal mining business with an aim to meet about 20% of its coal requirement from its captive mines by 2017. The Government of India has so far allotted 7 coal blocks to NTPC, including 2 blocks to be developed through joint venture route. Power Trading: 'NTPC Vidyut Vyapar Nigam Ltd.' (NVVN), a wholly owned subsidiary was created for trading power leading to optimal utilization of NTPCs assets. It is the second largest power trading company in the country. In order to facilitate power trading in the country, National Power Exchange Ltd., a JV of NTPC, NHPC, PFC and TCS has been formed for operating a Power Exchange Ash Business: NTPC has focused on the utilization of ash generated by its power stations to convert the challenge of ash disposal into an opportunity. Ash is being used as a raw material input by cement companies and brick manufacturers. NVVN is engaged in the business of Fly Ash export and sale to domestic customers. Joint ventures with cement companies are being planned to set up cement grinding units in the vicinity of NTPC stations. Power Distribution: NTPC Electric Supply Company Ltd. (NESCL), a wholly owned subsidiary of NTPC, was set up for distribution of power. NESCL is actively engaged in Rajiv Gandhi Gramin Vidyutikaran Yojanaprogramme for rural electrification. Equipment Manufacturing: Enormous growth in power sector necessitates augmentation of power equipment manufacturing capacity. NTPC has formed JVs with BHEL and Bharat Forge Ltd. for power plant equipment manufacturing. NTPC has also acquired stake in Transformers and Electricals Kerala Ltd. (TELK) for manufacturing and repair of transformers.

Resettlement & Rehabilitation


NTPC has been a committed and socially responsible organization since its inception and has formulated specific guidelines for the welfare of Project Affected Persons (PAP's). It is one of the firsts in the corporate sector to formulate comprehensive resettlement and rehabilitation policy for addressing the issue of PAPs. In line with its social objectives, the company has focused on effective resettlement and rehabilitation(R&R) of PAPs and also community development works in and around the projects.

NTPC formulated Policy on facilities to be given to land oustees in 1980. A comprehensive R&R Policy was formulated by NTPC in May-1993 which was also approved by Govt. of India and the World Bank NTPC R&R Policy-1993. Based on learning's in the area of R&R, good practices implemented by NTPC, future strategies and aligning with the GOIs National Policy on Resettlement and Rehabilitation (NPRR)-2003, NTPC revised its R&R Policy in June-2005 NTPC R&R Policy-2005.

To address social issues at exploratory stage of its prospective Greenfield/Expansion projects and to win the confidence of local population of such projects by way of building positive image of the company. NTPC enters the area by initiating actions in line with its 'Initial Community

Development (ICD) Policy-2009' Initial Community Development Policy-2009 soon after land and water commitments are received from the respective State Governments for setting up a project.

In view of promulgation of GOI National Rehabilitation and Resettlement Policy-2007 (NRRP-07), NTPC has revised its R&R Policy on 03.06.2010 by retaining its learnings and well structured mechanism to address R&R issues and aligning with provisions of NRRP07.

NTPC addresses R&R issues in line with its R&R Policy with an objective that after a reasonable transition period, the affected families improve or at least regain their previous standard of living, earning capacity and production levels. As per the Policy, a detailed Socio-economic Survey (SES) is conducted by a professional agency to create a baseline data of prospective Project Affected Persons (PAPs). This follows formulation of a Rehabilitation and Resettlement Plan (R&R Plan) after adequate consultation with stakeholders in Village Development Advisory Committee (VDAC), which comprises representatives of PAPs, Gram Panchayats, NTPC and District Administration. R&R Plan consists of measures for rehabilitation, resettlement and community development issues. To maintain transparency during R&R implementation, 'Public Information e-Centres (PIC)' are set up to disseminate R&R related information and for grievance redressal. Sociologists are appointed to achieve extensive interaction with the project affected persons (PAPs). On completion of R&R Plan, a Social Impact Evaluation (SIE) is carried out through a professional agency to evaluate efficacy of R&R Plan implementation for future learning. Further, need based community development activities are continued to be undertaken in the neighboring areas of the project under NTPCs Corporate Social Responsibility-Community Development (CSR-CD) Policy after R&R Plan is completed. After promulgation of GOI R&R policy, it is being ensured that provisions of GOI policy are complied while addressing R&R issues at projects. State Government R&R policy, Sector specific and Government directives including MOEF stipulations are considered while formulating a project specific Rehabilitation and Resettlement Plan (R&R Plan). For addressing LA and R&R issues, NTPC has taken following new initiatives:

A dedicated Land Acquisition (LA) Group has been created at Corporate R&R and at Regional Head Quarters. Mobile Health Clinics have been started as part of ICD activities at its Nabinagar, North Karanpura and Pakri Barwadih projects. Greenfield ITIs are being set up at 7 projects.

Community Development
The concept of Corporate Social Responsibility is deeply ingrained in NTPC's culture. Through its expansive CSR initiatives NTPC strives to develop mutual trust with the communities that surround its Power Stations. Right from social to developmental work of the community and welfare based dependence, to creating greater self reliance; constant endeavor is to institutionalize social responsibility on various levels. NTPC's CSR-CD Policy, July 04, establishes NTPC foundation as a trust and initiating scheme for economic self reliance of physically challenged persons (PCP). NTPC's approach towards CSR, further articulated in the corporate objectives on sustainable power development, is as follows:

Empowering People
Education "Money invested in the promotion of learning gives a multiple return to the people even as a seed sown in good soil returns a luxurious crop." NTPC has marked 15-20% of its CSR-CD budget for education to individual stations. Among the various activities on education are:

Facilitating primary education through adopting schools and introducing programmes to boost its universalisation Promotion of rural culture and sports; Adult Education Centres; programmes of education for girls

Provision of education aids and equipments, scholarships and sponsorship NTPC's deep commitment to provide quality education systems and co-curricular activities to

children of its employees and from neighboring areas is reflected in the 48 schools being currently run in NTPC power projects benefiting about 40,000 students. These schools are managed by premier academic societies like the DPS Society, the DAV Society, the Chinmaya Mission Trust, St. Joseph's Society and the Kendriya Vidyalaya Sangathan, among others. Apart from providing infrastructural and financial support wherever required, NTPC also provides requisite support to ensure availability of qualified teachers and quality annual educational plans for each and every institution. Coaching Classes NTPC also provides a 50% subsidy for organizing coaching classes in power project townships, for students who wish to pursue higher studies in engineering and medicine. Training to Principals and Teachers To make education more efficient, effective and enjoyable NTPC conducts regular training programmes for teachers in order to upgrade their teaching and technical skills. Apart from this, workshops are also organised for principals through Indian Institute of Management, Ahmedabad India's premier business school. Overall excellence in these schools is ensured through improved educational standards, innovative extra-curricular activities , value education and implementing professional management systems. Extra-Curricular Activities NTPC also takes initiative to propagate overall personality development of students by organising quiz competitions for the children at project, regional and national levels, through Medha Pratiyogita, theatre workshops through reputed institutes like NSD and SPIC MACAY, Scouts and Guides training, sports activities for children in the townships and coaching camps for various sports events. The children are encouraged to actively participate in cultural meets to discover their creative potential. Students are also encouraged to become News Readers for the monthly video magazines of project townships. Besides this educational films obtained from Childrens Film Society (CFSI) are regularly screened over the cable TV network in townships. Inclusive Education

NTPC has successfully introduced the concept of Inclusive Education in its project schools so that children with special needs can study alongside other children. The objective is to ensure quick, easy and dignified integration of children with special needs in the social mainstream. A pilot project on Inclusive Education has been taken up at Dadri. Children with special needs were identified from neighbouring villages and they have been integrated in its schools from the academic session 2005-2006. This model will also be adopted by NTPC schools. Adult Education Introduced with a view to meet NTPCs social initiatives towards propagation of adult education, the company aims at providing functional adult literacy with a view to endow the illiterate with skills for self directed learning.

Other-Initiatives
NTPC Foundation NTPC Foundation, registered in December2004, is striving to serve and empower the physically challenged and economically weaker sections of the society. The Foundation is carrying out focused CSR activities in identified niche areas of helping the physically handicapped and other marginalized communities. Recent initiatives of NTPC Foundation in line with current need and priorities are: ICT Centres: The Foundation has set up Information and Communication Technology (ICT) Centre for the physically challenged at Delhi University. The ICT Centre, set up jointly by NTPC Foundation and University of Delhi and inaugurated in Oct08, will enable approximately 1000 physically challenged students to learn IT Skills and help them move along with the mainstream society. Similar Centres for the visually challenged have been started at Mysore, Thiruvananthpuram, Lucknow and Ajmer. The efforts of Foundation are being appreciated by one and all. Similar ICT facilities are planned to be set up at all the States in a phased manner. DOT Centres: NTPC Foundation is running Directly Observable Treatment Centres (DOTs) in its hospitals at 10 power stations to take care of tuberculosis patients in the vicinity of 25 km radius of these stations.

Besides providing space and doctors services, your Company has also given mobile vans and diagnostic equipment to the Centres. District Disability Rehabilitation Centre (DDRC): The Foundation has also set up District Disability Rehabilitation Centre (DDRC) in collaboration with National Institute for the Orthopaedically Handicapped (NIOH) at NTPC- Tanda which is serving the beneficiaries in nearby areas. Distributed Generation (DG) Programmes for Rural Electrification. NTPC Foundation is also providing grants for setting up of Distributed Generation Projects for preparation of feasibility report, DPR, Insurance, Energy Plantation and for meeting funding gap limited to 30% of the approved project cost. Relief Operations NTPC has always reached out to victims of natural calamities or any other disaster. Supported Tsunami Victims

Rs. 15.2 million as employees contributions and Rs.80 million from the company was donated to Prime Ministers Relief Fund. Treatment provided to 7,838 patients. Provided food to 18,398 villagers & children. Assisted in restoration of power supply in 53 relief camps.

Livelihood

NTPC focuses on enhancing quality, skill and sustainability of the poor, thus widening the scope of livelihood opportunities for them. Some of the related activities are:

The Consultancy Wing of NTPC, with an ISO 9001:2000 accreditation, undertakes all the Consultancy and turnkey project contracts for Domestic and International clients in the different phases of Power plants With the string of achievements behind it, NTPC has emerged as the acknowledged leader in engineering, construction, O&M, RLA/R&M and management of power projects. Why NTPC as consultant? As a result of the phenomenal success achieved by NTPC in executing its own power projects, many utilities from India and abroad started approaching NTPC to gain from the rich experience gained by NTPC. With this in view NTPC formally established its Consultancy Wing in 1989. Since then NTPC Consultancy has secured 490 orders from Domestic & International Clients. NTPC is a technology driven company and is fully aligned to the needs of adapting to emerging technologies and upgrading the technologies through R&D. The company is particularly sensitive to R&D and paradigm shift which it can make. Towards this, NTPC has a multi-pronged approach. NETRA (NTPC Energy Technology Research Alliance) has come into existence in 2009 after merging of R&D center (Established in 1981) and Energy Technologies. The focus areas are: Climate change, waste management, new & renewable energy, efficiency improvement and cost reduction besides providing scientific support to NTPC and external utilities for improving availability, reliability and efficiency. The focus is on developing cutting edge technologies by carrying out applied research which will manifest into cost reduction and environment protection. NETRA is networked with Institutes/organizations for research related to development of cost economic technologies in the field of Climate change, New & Renewable energy, efficiency & reliability enhancement of thermal power generation and CO2 mitigation/fixation. It is also in the dialogue with many International institutes/organizations for networking in these areas. Initiatives are taken to develop technologies for reducing forced outages, installing intelligent online monitoring of critical components, understanding the likely damages due to corrosion and providing appropriate solutions etc. Effort is being made for reducing cost of generation by either increasing the overhaul cycle or reducing overhaul duration through correct and proper health assessment of critical components, developing diagnostic tools and ensures environmental & safety compliances. The prime thrust is towards clean and economic power generation. The Patents have been filed in the areas of climate change, waste management etc. Research Advisory Council (RAC) comprising of eminent scientists and experts from India and abroad has been constituted to steer NETRA for high end research. In-house Scientific Advisory Council (SAC) has also been constituted to provide directions improving plant performance & reducing cost of generation. The key expertise lies in providing scientific support to stations for improving their life, performance and developing technologies for clean & economic power generation for the sustainable growth of power sector. Power Management Institute NTPC runs a state-of-the-art Power Management Institute(PMI), at NOIDA. Workmen of our Corporate Centre Office in the areas of power plant familiarization, attitude, quality, finance and IT. Partnership in Excellence With an aim to increase capacity addition and meet the objective of power for all by year 2012, the Ministry of Power launched the Partnership in Excellence (PIE) programme to improve the functioning of underperforming stations in India. Under this programme, 13 stations with an operating capacity of 5050 MW were entrusted to NTPC. Performance turnaround has taken place at all 13 power stations. The plants entrusted to NTPC recorded an additional generation of 2859 Muss in the year 20072008 from the existing installed capacity which is equivalent to 440 MW of additional capacity.

NTPC, with a rich experience of engineering, construction and operation of over 30,000 MW of thermal generating capacity, is the largest and one of the most efficient power companies in India, having operations that match the global standards. 1.0 Joint Venture Agreement has been signed with Asian Development Bank (ADB) and Kyuden International Corporation (Kyushu) on 24th November 2010 for forming a JV Company to develop projects and establish, over a period of three years, a portfolio of about 500 MW of Renewable Power Generation in India. POWER GENERATION
Presently, NTPC generates power from Coal and Gas. With an installed capacity of 34,194 MW, NTPC is the largest power generating major in the country. It has also diversified into hydro power, coal mining, power equipment manufacturing, oil & gas exploration, power trading & distribution. Vishwakarma Rashtriya Puraskar (VRP) 2007 Instituted by Ministry of Labour. In many undertakings Suggestion Schemes are in operation and awards are given for suggestions leading to any outstanding achievement or good performance on the part of workers in increasing productivity. Safety Awards

1. National Safety Award 2008 NTPC's Farakka STPP and Auraiya Gas power Station have been declared as Winners for National Safety Awards-2008. NTPC's Talcher Thermal Power Station under Scheme No.1 (Lowest Average Frequency Rate) and Rihand STPP have been declared as Runners-up for National Safety Awards for the year 2008. Since 1965, the Ministry of Labour & Employment has been granting Vishwakarma Rashtriya Puruskar and National Safety Awards to recognize performance of workers and management in promoting higher productivity, efficiency and safety.

2. Safety Innovation Award Director(HR), NTPC, Shri S.P. Singh received the award from Shri RakeshMehta, Chief Secretary, Govt. of NCT of Delhi on 28th December, 2010 in New Delhi. Five NTPC power stations Talcher Thermal, Ramagundam, Simhadri, Kayamkulam and Dadri were awarded for Safety Innovations by the Institution of Engineers. Shri A.C. CII Sustainability Award NTPC's Talcher Thermal Power Station bagged the prestigious 'Commendation Certificate' for strong commitment under Sustainability Awards Scheme instituted by CII for sustainable performance of the station in the areas of Environment, Society and Economics. 3. 3rd Green Globe Foundation Awards Green Globe Foundation is partnered by knowledge partners TERI and Wizcraft International Entertainment. Award ceremony took place on 2nd February, 2011 at the Taj Palace in New Delhi. Similarly the availability factors were 95.46% for NTPC Korba and 94.38% for NTPC Simhadri in the same period making these two stations of NTPC the best performing Super Thermal Power Plants in the country for the period 2009-10. 10. SAFA Best Presented Accounts Awards 2008 South Asian Federation of Accountants 'Certificate of Merit' was conferred on 5thNovember, 2009 in Dhaka, Bangladesh. NTPC received the 'Certificate of Merit' for Best Presented Accounts and Corporate Governance Disclosures Awards 2008 in the category of Public Sector Entities from South Asian Federation of Accountants (An Apex Body of SAARC). SAFA is a Committee for Improvement in Transparency, Accountability and Governance. 11. CII-EXIM Excellence Award, 2010 NTPC has been awarded with the prestigious CII-EXIM Bank Award for improving business imperatives. In the year 2010, three stations namely Dadri, Korba and Anta bagged this award. Dadri station received "Significant Achievement" Award (a higher level Award) while Korba and Anta received "Strong Commitment to Excel" Award. 12. National Awards for Meritorious Performance The Gold Award was received by Shri R.S. Sharma, CMD, NTPC from Shri Sushil Kumar Shinde, Hon'ble Union Minister of Power. 1. NTPC Awarded for Corporate Social Responsibility NTPC the largest power generator of the country has been awarded the prestigious Golden Peacock Award for Corporate Social Responsibility at 6th International Conference on Social Responsibility. NTPC follows the global practice of addressing CSR issues in an integrated multistake-holder approach covering the environment and social aspects. The company has a dedicated CSR Group with a three tier structure at the unit, region and corporate level responsible for the Community Development initiatives of the company. 1. Golden Peacock Global Award for Excellence in Corporate Governance 2009 Golden Peacock Global Awards have been instituted by World Council for Corporate Governance. The award was received by Shri K. Sivakumar, Executive Director(Finance) and Shri A. K. Rastogi, Company Secretary, NTPC on 9th October, 2009 from Dr. Ola Ullsten, former Prime Minister of Sweden at London, U.K. NTPC Ltd. bagged the Golden Peacock Global Award for Excellence in Corporate Governance for the year 2009. 2. ICSI National Award for Excellence in Corporate Governance 2009 The Institute of Company Secretaries of India. The award was presented by Shri Vilashrao Deshmukh, Hon'ble Union Minister for Heavy Industries & Public Enterprises at an award function held at Bombay Stock Exchange, Mumbai on 21st December, 2009 in presence of Hon'ble Justice R.C. SMPP ORGANIZATION & FUNCTIONS

The project organization, headed by a General Manager, entrusted with the total responsibility for implementation of all aspects of the project in accordance with the master net work schedule and the operation maintenance of running units in a most cost effective manner. I. Project Organization: The two executives functions under this are civil construction and equipment erection. The civil construction takes care of all the activities starting from survey and soil investigation, site leveling, infrastructure development, township construction etc. The equipment erection wing carries out of the mechanical and electrical and control and instrument activities concerning erection and commission of plant and equipment. II. Operation and Maintenance: This department looks after the operation of commissioned units and the short, long-team maintenance works. O&M includes main plant operation mechanical maintenance, electrical maintenance, and control instrumentation maintenance, fuel handling (O&M) chemistry and coal transport (MGR) groups. III. Materials Management, Personnel and Administration:

This group under takes the control of bulk structure construction materials like steel, cement, diesel, and fuel oil apart from the procurements, storages and control of consumables, equipments and spare parts. HR Achieved Training Mandays of 7.3 man-day against the target of 7 man-day per employee per year.

A new School Building at Tikkavanepalem was constructed and inaugurated on 26.02.10. General medical health camps are conducted in surrounding villages of Pittavanepalem, Kalpakka, devada, Muthyalammapalem with a coverage of 1638 beneficiaries. Vendor enlistment done for civil contracts, O&M contracts and for cement supply. Spare standardization of bearings, electrodes and fasteners completed. Ware House module of SAP implemented in NTPC. This will help in exactly locating items in the store. Scrap worth Rs 4cr is sold including Rs 2.5 cr of scrap from stage-II cooling tower area.

SCOPE OF THE STUDY


The Scope of the study covers extent of all the facilities provided for the employees right from their quarter allotment to their recreation, refreshment, before examining the township facilities in NTPC, an attempt was more for their mental pleasure, to get relief from their work stress like parks, clubs, libraries. Hence the study specially deals with the township facilities of the NTPC. The Organization under study namely, Simhadri super thermal power project (SMPP) National Thermal power corporation (NTPC) is one of the major concern in India for a generating and distributing electricity to the industries and domestic purpose in south India. It mainly involves surveys and fact findings, inquiries of different kinds' also used analytical research design to analyze the existing facts from the data collected from the employees. Area of study: the area of study is confined to employees of NTPC limited, Simhadri.

The structured questionnaire is used as the research instrument for the study.

The questionnaire formed for the research study is a structured questionnaire in which all the questions are predetermined before, conducting the survey. The form of question is of both closed and open type. The questionnaire for the research was framed in a clear manner such that it enables the respondents to understand and answer the question easily. The questionnaire was designed in such a way that the questions are short and simple and is arranged in a logical manner.

This sample design is a definite plan for obtaining a sample from given population. It is the procedure used by me in selecting items for the sample.

In view of above discussions it is clear that employee welfare measures are too inevitably undertaken by the employers to reduce absenteeism and employee turnover and to increase production.

Need for employee welfare:


The need for the employee welfare arises from the very nature of industrial system, which is characterized by two basic facts. One, the conditions under which are carried on is not congenial for the health. Second, when an employee joins an industry he has to work in an entire strange atmosphere, create problems of adjustment. When a workers, who is in fact a retaliate, comes to work in a factory has to work and live unhealthy, congested factories and areas, with no outdoor recreation facilities. The necessity for employee welfare is felt more our country because of its developing economy aimed at rapid economic and social development. The need for employee welfare was strongly felt by the committee of royal commission on employee as far back as in 1931, primarily because of a look commitment to industrial work among factory workers and also harsh treatment they received from the employer. The resolution passed by the Indian National congress for fundamental rights and economic program, in 1931 emphasized that the state should safeguard the interest workers and should secure for them, by suitable legislation, a living wage. The main objective of ESI Act is to provide the certain benefits to the employees in case of sickness, maternity and employment injury. The Act provides for sickness benefit, disablement benefit, and depended benefit subject to periodical payment by the injured employee. The ESI Act is applicable to the employees working in the covered establishments of the notified area.

5. Contract Labor (R&A) Act, 1970


The main object of Act is to regulate the employment of the contract Labor in certain establishment and to provide for its abolition under certain circumstances on the advice of the advisory committee. The Act provides for welfare and health of contract Labor including prevision relating to canteen, rest rooms, and first aid facilities. The Act enjoys the principal employer, the

8. Employees Provident Fund and Miscellaneous Provision Act, 1952


The main object this Act is to provide for provident Fund, Employee pension and Deposit linked Insurance for employees working in Factories and other establishments. The act contemplates a contribution by the employer towards PF. It also proved for an and scheme. Employees are allowed, withdrawals for certain specific purpose like, House Building, Childrens marriage/ education etc

9. Payment of Gratuity Act, 1972


The Act provides of payment of gratuity to employees working in factories, mines etc. The Act enjoins upon the employees to pay gratuity at the rate of 15 days wages for every completed years of services with a ceiling of 20 months wages (overall ceiling Rs.3.5 lakhs) to employees who have put in minimum period of services. In case of death of employees the minimum period condition is relaxed.

10. The Minimum Wages Act, 1948


The Minimum Wages Act,1948 seeks to protect the workers form underpayment of wages for their efforts. It presents the guidelines for the fixation of minimum wages which is just sufficient to meet the basic need of workers and to keep a mans body and soul together. 11. The Payment of Wages Act, 1936


To ensure proper payment of wages and avoiding all malpractices like non-payment, under payment, delayed and irregular payment, payment in kind under measurement of work. The Act covers all the employees drawing the wages up to Rs. 1000 per month. The Act stipulates that the organizations with less than 100 workers should pay the wage by seventh and the organizations with more than 100 employees should pay by tenth of next month. Under the Act, fines can be levied, but after due notice to the employees and the fine deductions are restricted to 1/32nd of wage.

12. The Industrial Dispute Act, 1947


The Industrial Dispute Act, 1947, is the only Act which provides for workers unemployment due to layoff. This relief is given by way of compensation to the affected workers at certain specified rates. The compensation in retrenchment cases amounts 15 days average earnings for every completed year of service or part thereof. In the event of closure of undertaking, the retrenched workers receive compensation at the same rate. However, it is limited to a maximum of 3 months average earnings if the closure is due to circumstances beyond the control of the employer.

Classification of Welfare Activities


1. Statutory
Statutory welfare programs
A. Washing Facilities: Adequate and suitable washing facilities shall be provided and maintained for the use of the workers Separate and adequate facilities shall be provided for the use of male and female workers Such facilities shall be conveniently accessible and shall be kept clean.

B. Storing and Drying Clothing: The state government may in respect of many factory or class or description or factories make rules requiring the provision there in of suitable places for keeping clothing hot warn during hours and for the drying of wet clothing. The NTPC provided in storing and drying cloth facility.

Facilities for Sitting:


NTPC Provided in suitable arrangement for sitting and maintained for all workers obliged to work in a standing position in order that they may take advantage of any opportunities for rest which may acquire in the course of their work.

First Aid Appliance:


There shall in every factory be provided and maintained so as to be readily accessible during all working hours first-aid boxes or cup boards, equipped with the prescribed contents, and the number of such boxes are cup board to be provided and maintained shall not less than one for every one hundred and fifty workers ordinarily employed in the factory. Each fist-aid box or cupboard shall be kept in the charge in the separate responsible person.

Canteen:
The state government makes rule requiring that in any specified factory. Where more than 250 workers are ordinarily employed a canteen or canteens be provided and maintained by the occupier for the use of the workers. Shelters, Rest Rooms and Lunch Rooms: In every factory where in more than 150 workers are ordinarily employed, adequate and suitable shelters or rest rooms and a suitable lunchrooms with provision for drinking water, when workers can eat meals brought by them, shall be provided and maintained for the use of workers. Crches: In every factory where in more than [30 women workers] are ordinarily employed there shall be provided and maintained a suitable room or rooms for the use of children, under the age of 6 years of such rooms.

Non-Statutory welfare programmers:


All labor welfare activities other than those, which are provided in full filament of the requirement of the law, are known as non-statutory welfare measures. Non-statutory welfare activities are undertaken, usually, outside the work place. The NTPC project of Simhadhri is locate at remote place far from town with basic necessities of like likely housing, medical, schools, social and recreation facilities being virtually non-existent in and the around the area. Occupational Medical Checkup


Occupational Health checkup for employees working at hazard prone areas is conducted annually as per Statutory and Corporate guidelines.

HOSPITAL FACILITY
15 bedded hospital, fully equipped with facilities like X-Ray, Laboratory, Physio Therapy, O2, Emergency services, Mini Operation theatre etc., is available in NTPC township. Following are the features:

3 Specialist doctors (General Physician, Gynecologist, Pediatrician) ; 3 GDMOs; having

visiting hours 8:30am 1:00 pm & 4:30pm 7:30pm

4 adhoc doctors having 24 hrs consultations along with 7 nurses are available. Apart from

these doctors, visiting specialist services are also provided in fields such as homeopathy, Dermatology, ENT, Dental, Ophthalmology, Endocrinology etc.

3 ambulances are available. Additionally First Aid centre with ambulance facility is available

in the plant. Monthly two medical camps are carried out in surrounding villages providing medicines free

of cost. Annually, free family planning camp is also conducted in surrounding villages.

Families of employees of NTPC, CISF, School Staff, ICH Staff are entitled for free

treatment. Outsiders can also avail the medical facilities by paying prescribed fees.

COMMUNICATION FACILITIES
Public address system has been provided in the plants. Telephone and Inter Communication facilities are available at all required desks or with officials. Audio Visual Emergency alarm is available at Chlorine Plant and in Control Room. A 15W wireless set is installed in fire control room and also one 25W mobile VHF set fitted in foam tender. The message can be communicated from any location of the plant to shift charge engineer by dialing the number 5700(LDBX). Emergency message can be passed on to safety office by dialing the number 4016 (LDBX), Fire Station 4222(LDBX) and Security office 4901 LDBX. BSNL (STD) telephones, Fax, Telex facilities are

provided in GM (R) office and main plant Service building to contact nearby industries to ask for assistance. The facility is also used to contact district authorities for information and help. The plant is connected to Corporate Office through Sat Com also. Wireless system is also provided for use in emergencies. Cable TV facility is available in entire Permanent Township for internal communication door to door. Accordingly, it is proposed that the following measures may constitute the component of NTPC welfare facilities.

Responsibilities of HR in Clubs: Here HR plays a key role in arrangement of Club equipment and all Infrastructure facilities like building, furniture, Sports and games equipment and also grants to clubs will be provided. Responsibilities of HR in Allotment of Quarters: Employees are entitled for 4 types of Accommodation like A-Type Quarters, B-Type Quarters, C-Type Quarters, D-Type Quarters, here A type is allotted for All grades of employees and B type is allotted for All supervisors, Executives, C type is allotted for only Executives, D type is for above E5 Grade. For this purpose, a seniority list will be prepared. Responsibilities of HR in issuing Entry Pass into Township: Here the Estate office will authorize the Vendors with the signature of Estate officer and CISF, then the Pass will be issued. For every 3 Months it will be renewed and may be extended on recommendation of Estate officer. The lady employees and the spouses of employees can have membership in this club. They are running a play school by name BALAVATIKA for kids. Besides this, they are contributing from their side towards development of society by providing training courses in tailoring for the ladies from the nearby villages. They are trying their best to bring smile on the innocent faces of kids in government schools by giving those slates, slate pencils, pens, books etc. As a part of the Corporate Social Responsibility and Community Development scheme of NTPC, Deepika ladies club, NTPC Deepanjalinagar has started Tailoring classes for the nearby village women on 2.10.09. The tailoring classes will be conducted in association with Jana Shikshan, Visakhapatnam. Deepika Ladies stressed the need for inclusive education and motivating the surrounding village women for increasing the employability. In this direction, NTPC Simhadris CSR made efforts in arranging various developmental Schemes. Since 2007, 480 youth have been benefitted in various income generating schemes such as Weaving work, Cutting, Embroidery, Fashion Technology and Computer Training.

Tarangam Club: Tarangam club was established in the year 25 April 2005. It is only for Executives i.e., E1 Grade and Above Employees. In this club there are so many facilities like Billiards, Table Tennis, TV and Lounge, Cards Rooms, Caroms, Chess, Shuttle Rackets, Library etc.

For entry in this club, an individual has to register his name by paying Rs500 as Registration fee which is followed by a monthly fee of Rs200. The General Secretary and the Joint Secretary will look after all the activities concerned with this club.

Sagarika Recreation Club: Sagarika Recreation club is a part of the Township facilities provided by NTPC for recreation of its employees. The membership is given for Executives, Supervisors, Workmen of all grades. Caroms, Replica, Cable Control room, Canteen, Reading Room, Toilets, Notice Board, TV Room, Badminton, SRC Kala Vedika, Employees T-T Room, Children T-T Room, Billiards, and GYM etc are the facilities provided.

Park: Parks are the loveliest places for employees and their families to get relaxed from their stress, and enjoy nature. These parks are well established with the required facilities for children to play and ahs a number of trees creating a cheerful and environment a good seating arrangement is also provided. Swimming pool: Swimming makes people more active in their regular work. So a good swimming pool is provided in the township. The subscription fee is around Rs 50. This is deducted from employees salary all the interested candidates can enjoy swimming. An efficient coach is provided to train children and employees in swimming. Field hostel: Freshers or new entrants for various posts in NTPC can avail the boarding facilities through provision of field hostel. It contains 27 rooms for stay. Indian Coffee House agency looks after the catering requirements. These rooms are sometimes allotted to the guests of organization. They can be utilized by employees for any functions. Place of worship: A number of places of worship are present in township for different religions. For Hindus temple of Lord Vigneswara, Lord Shiva, Lord Venkateswara, Lord Hanuman and Navagraha temple are constructed. Masjid complex is the sacred place for muslims to worship.

Gymnasium: To keep physical fitness of employees, Gymnasium with modern facilities is available. Post Office: The Indian postal department is considered as the strongest way of communication. NTPC also established post office in its township which has met the entire postal requirements of the organization meticulously. Letters of the entire NTPC are received by the HR. from here on they are dispatched to the township post office from where it is delivered to different places. There are two permanent employees in the post office to which quarter facilities are provided on the rental basis. Among the two employees, one is post master and the other is the person supporting his activities. State Bank of Hyderabad: For the convenience of the NTPC employees, State bank group has opened State Bank of Hyderabad in its township. ATM facilities are also provided for the people. All the transactions of the NTPC takes place through the State Bank of Hyderabad of the township only. The bank consists of one Bank Manager and few employees. The quarter facilities are provided to them on the rental basis. Transport Facilities: In order to facilitate the easier movement of employees from their residence to work place and back, the company arranges subsidized transport facilities for the employees at the projects. At the initial stages of the project, the employees being not very large in number, the company provided its own transport. The companys subsidy is restricted to be extent of 75% of the total cost including depreciation on the wages of driver, fuel etc. for running the transport. Free transport may be provided for the purpose of medical attendance in emergence situation for getting the required medical treatment. The transport facilities provided for the purposes of marketing, Journeys to rail heads, picnic as well as schools may be provided on realization of running cost. Bus passes are also provided to the students for using RTC buses.

SECURITY SERVICES: CISF(CENTRAL INDUSTRIAL SECURITY FORCE):

Central Industrial Security Force is the Central government security force providing security services to the public sector organization and to the employees of those organization. In NTPC there are 315 CISF people who take care of the security of the NTPC as a whole the NTPC providing the quarter facilities to these people. The quarters are provided in the form of A, B, C, D based on the grades. The NTPC is also providing education facilities to the children of CISF.

Shopping Complex: For the convenience of the NTPC employees, the shopping complex has been established in the township. It provides all necessary things to be required by the employees. It includes clothes centre, vendor shops, flour mills, recharge centers, barber shop, shoes shop,..etc. All the things are provided at reasonable prices to the employees and the employees family members.

Sanjeevani Ayurvedic Medical Garden and Nursery: In the NTPC Township, Sanjeevani Ayurvedic Medical Garden is maintained in order to overcome the harmful effects of gases that eject from the Industry. Lot of Ayurvedic plants are grown to provide a refreshing Environment. It was inagurated by Shri R.Venkateswaran,(GM) on 05-06-2009. From the Data collected, Employees feel that Welfare measures are required to enable the employees to lead a comfortable work life. Employees feel that Welfare measures enhance motivation and commitment of the employee.
Most of the Employees feel that Referral to corporate Hospitals for major treatments such as

Heart and Kidney disease is given and is found to be Excellent.

Employees feel that Quarter & Electricity facility provided to them is excellent.

They also feel that Recreational facilities help them to get rid of stress after work. Most of the employees feel that Quality of food items to be improved and variety of food

items need to be introduced in canteen.


55% of the employees feel that pension benefits are Excellent. Majority of employees feel that functioning of cooperative societies should be improved.

SUGGESTIONS
The analysis revealed positive response from almost all the employees. It is found that better working conditions and welfare facilities are made available inside plant and township. The employees are highly motivated. further improvement. Coaching facilities are not available for examinations like EAMCET & other entrance examinations. There is a need to provide coaching facilities in the township to enable the children to prepare well for the entrance examinations professional degrees like B.Tech & MBBS. Even good education facilities must be provided in the township for intermediate students. The hospital facilities are good. Specialist Doctors in all braches needs to be posted for better treatment locally to avoid outstation medical references. Maintenance of the parks and gardens needs to be improved. Canteen facilities are good. However, variety of food items may be increased and even the quality. More number of employees should be involved to participate in the administration of welfare programs. However, it is suggested to take the following initiatives for

CONCLUSION
NTPC Simhadri is one of the best among the power generating companies in our country. In the present scenario, the human resource management has to play a very importance role. For any organization, the employees are instrumental in executing the plans and meeting the work targets of the company with greater responsibility. In this endeavor, HR dept, plays a pivotal role to support and fulfill the needs of the employees.

The term welfare measures refers to the facilities provided for the employees at the working environment which are called statutory welfare measures and facilities provided for them and & their family members which are called not-statutory welfare measures. The main aim of providing these welfare measures is to satisfy and enhance the morale of the employees. The study reveals that both the statutory & non-statutory welfare measures provided by the company are very attractive and employees are highly satisfied and motivated.
