USD30billion,almosttwicetodayslevel.
Followingthecontroversyregardingtheplan
tobuyAirConditioned(AC)andnon-AC
CNGbuses,PuneMahanagarParivahan
MahamandalLtd(PMPML)finallydecidedto
add500non-ACCNGbusestoitsexisting
fleet.Earlier,relatedauthorityprotestedthat
noACbusesshouldbeboughtfromthe
JawaharlalNehruNationalUrbanRenewal
Mission(JNNURM)fund.
InFebruary2009,thegovernmentoffered
fundingforpurchaseofpublicbusesthrough
theJNNURMprogrammeinwhichthe
MinistryofUrbanDevelopmentwillallocate
thefinancingfortheprovisionofthese
busesaimingatreducingtrafficcongestion.

gasoline,etc).ItisfoundthatinfewCNG
vehicles,theemissionlevelshouldbeableto
belowered.Thereforeitisimportantforthe
ownerstoconverttheirvehiclesincertified
workshopswithlicensedandskilledstaff,
andusecertifiedequipmenttoensurea
maximumengineperformance.

-whichrepresents3,100CNGstations
acrossthenation -wasveryunlikelytoagree
togovernmentsrulingtoclosesomefuel

theNGVpopulationinChinagrows
steadily.Bytheendof2009,theNGV
populationintheCleanVehicle
PromotionCitiesofChinaincreasedto
392,532units.Itconsistsof120,350
taxis,52,509busesand219,673units
ofothertypesofvehicles,accounting
for30.66%,13.38%and55.96%
respectively.ThenumberofNGfilling
stationsreaches770.
ThedatainthechartTrendinNGV
populationinChinaonlyshowsthe
NGVpopulationinCleanVehicle
Promotioncitiesselectedbythecentral
government.Itisestimatedthatmore
than80citiesinChinaarepromoting
NGVs,withtotalamountof400,000-
500,000unitsofthesevehicles

thesolesupplierinDelhi, planstoactivelyexpandintoDelhi
andotherNationalCapitalRegion(NCR)citiesandaimsto
gainRs45billion(USD1-billion)revenuesby2014-2015from
theRs12.5billionestimatedfor2009-10.
Forthenextthreeyear,Rs16billionwillbeinvestedinthe
expansionplan.ThenumberofCNGvehiclesinDelhihas
grownataCompound Annual Growth Rate (CAGR or
year-over-yeargrowthrate)ofover25%inthepastfiveyears
andisexpectedtocontinuegrowingrapidlyconsideringthe
governmentalsupport.
TheexpansionwillbeinbothCNGandpipednaturalgas
(PNG)segments.IGLalreadyhas180,000PNGconnections
andthisnumberwillbeincreasedtoatleast500,000inthe
nextfiveyears.
FortheCNGpart,theCommonwealthGames(October
2010)isseenasamajorgrowthdriver.A significantincrease
intheDTC(citybus)fleetandamandatefromtheDelhi
governmentforalllightcommercialvehiclestoswitchtoCNG
areexpected.CNGusein theprivatecarsegmentcontinues
togrow,wherethenumberofNGVsis
risingby40%annually,accordingtoIGL.InDelhiandNCR,
IGLispresentlyservingaround350,000NGVs
(including200,000privatevehicles).
TheoperatingcostofNGVsis66%cheaperthangasoline
and36%lowerthandieselvehicles.Toconvertthevehicle,
carownersneedtomakeone-timeinvestmentofRs30,000
thatcanberecoveredintwoyears.
ToreducequeuesinCNGstations,atleast59newstations
areabouttobebuilt(ofwhich22unitsarealreadyunder
construction),takingthenumberto240.Areasonably good
growthconsideringthatIGLbuiltonly181stationsintheirfirst
11years.Thefirmclaimedthatlandavailabilityisanissue.
Around95%ofIGLssalescomefromCNGusedforpowering
buses, three-wheelersandtaxis,5%fromcommercial
customersand3%fromhouseholds.Thefirmhasa

annualprofitgrowthof10%to15%andwillfocuson
transportingfuel,petrochemicalsandgas.
Normally,itsrevenuegrewby8%peryear.However
lastyeartherevenueincreased to22.33%(THB
586.53million)afterthefirmsignedacontractwithPTT
PlctotransportCNG. Itsnetprofitincreasedby240%,
i.e.THB137.44million.Theimprovedperformance
wasattributedtolowerfuelcosts,cuttinglow-margin
products,newclientsfromtheNGVsectorand
transportingchemicalstoneighbouringcountries.
Kiattanahasalreadyobtained THB100millionin
revenuefromtheTHB250millioncontract.
Thefirmplanstobidforthreeshort-termCNGprojects
thatareworthaboutTHB1billion,thisyear.Astudyis
conductedaimingatthepossibilityofswitchingfromoil
togastocontroltransportcostsandmaintainagross
profitmarginof40%to50%.

acceptedahighertakeoverofferthatisworthAUD3.4billion
fromajointventureofPetroChinaandShell.Thedealis
expectedtobeconcludedbycomingAugust.Aspertheir
agreement,Arowwilldemergeitsoverseasassetsintoanew
channel,DartEnergy.DartwillhouseArrowsexistingassets
inChina,Vietnam,IndiaandIndonesia,plusprospectsin
EuropeandsouthernAfrica.
Withthisacquisition,bothPetroChinaandShellwillhavethe

fromQueenslandin2014or2015.
Shellisestablishingafoundationstageprojectwithinitial
capacityof7millionto8milliontpaofLNG,withapossibility
toconstructaplantcapableofproducingupto16milliontpa.

Regulationsandthefuture
TurkeyusesallEuropean(EU)regulationsandstandards.No
localstandardswereintroduced.Althoughthegovernment
hasnotyetimposedanymandate,specialincentivesnorset
targetfortheadoptionofNGVsanditsstations,eventually,
transitiontoNGVtechnologyisexpected.
