UNITED REPUBLIC OF TANZANIA REQUEST FOR EXPRESSION OF INTEREST CONSULTING SERVICES : FEASIBILITY AND ESIA STUDIES KAKONO HYDROPOWER PLANT AND TRANSMISSION LINE SIDA Contribution No.: 32000045 Bid No.: PA/001/11/HQ/C/018 Background The Government of the United Republic of Tanzania (the Borrower) has received financing from Sweden through the Swedish International Development Cooperation Agency (Sida) towards the cost of Consulting Services covering a Feasibility Study and an ESIA Study for the Kakono Hydropower Plant and Transmission Line. The Government intends to apply a portion of the funds to the eligible payments under the contract for which this Expression of Interest (EoI) is advertised. The Tanzania Electric Supply Company Limited (TANESCO) is a utility company owned by the Government of Tanzania whereby its core business activities are generating, transmitting, distributing and selling electricity. TANESCO now invites eligible interested Consultants to submit their Expression of Interest (EoI) for the provision of consulting services covering (in one contract) Feasibility and ESIA Studies for the Kakono Hydropower Plant and Transmission Line connecting the Kakono Hydropower Plant with the National Grid. Eligible interested Consultants must provide information indicating that they are qualified to perform the services (brochures; description of similar assignments; experience in similar conditions, for similar projects and in developing countries; general qualifications and availability of appropriate skills among staff; etc.). Consultants may associate to enhance their qualifications. Objective of the Consultancy Services The main objective of Consultancy Services in respect of the Kakono Hydropower Project is to study the technical, economic, and environmental and social impact aspects of the potential Kakono hydropower site and pertinent power evacuation transmission line and preparation of full Feasibility and ESIA Studies and Reports of the project. Broad Scope of the Feasibility and ESIA Study The overall scope of work is to carry out technical, economic/financial, environmental and social impact feasibility studies of Kakono Hydropower Project (53MW) and its transmission lines and substations for evacuation of power to the national grid. The consultancy services will involve reviewing of previous studies, carrying out additional investigations, evaluating the existing and proposing further development alternatives, undertaking cost estimates for the selected development alternative and producing a feasibility study report which meets international best practices and standards. In addition the consultant shall undertake capacity building for the client team to impart upto-date skills for carrying out similar work. The scope of work will include the following activities (but not be limited to): (i) review and update the hydrology data from the gauging station near the proposed dam site (i.e. Nyakanazi gauging station) including assessment of the quality of existing, and possible changes in flow regime due to climate change and land use. Hydrological data from other related gauging stations may also be sought for improvement of the data from the gauging stations Kagera River at Nyakanyasi and Kagera River at Kyaka Ferry forappropriate proration and correlation to obtain best quality data for the project; (ii) review technical plans from earlier studies, alternative project layouts, design solutions, location and size of intake dam, power plant and number and capacity of generating units, (iii) review existing maps of the development area, and topographic mapping for developing detailed maps required for planning of Kakono hydropower project, (iv) review the geological/geotechnical information from earlier studies and carry out additional

field and laboratory investigations sufficient to meet the technical feasibility design requirements, and (v) review alternative technical designs for power evacuation transmission lines with associated substations. ESIA Study and Resettlement Policy Framework Report are also part of the Consultancy. Duration of the assignment is expected to be not more than 10 months. Selection Consultants will be selected in accordance with the procedures set out in the Public procurement act No.21 of 2004 and Public procurement (Selection and Employment of Consultants) Regulations, Government Notice No. 98 of 2005.
