DILG Profile

About Us As declared policy of the State, the territorial and political subdivisions shall enjoy genuine and meaningful local autonomy, wherein a system of decentralization be instituted (Rule I, Article 3, Republic Act 7160, Rules and Regulations Implementing the Local Government Code of 1991), and; Upon the organization of the Autonomous Region in Muslim Mindanao under Republic Act 6734 as amended by Republic Act No. 9054, otherwise known as the Organic Act for an expanded Autonomous Region in Muslim Mindanao (Section 3 & 4, Article XVIII Transitory Provisions), the line agencies and offices of the National Government dealing with local government, social services, science and technology, labor, natural resources and tourism including their personnel, equipment, properties and budgets shall immediately be placed under the control and supervision of the Regional Government. The President of the Philippines, Her Excellency, President Corazon C. Aquino on October 12, 1990 issued Executive Order 425, series of 1991, devolving certain powers and functions of the line agencies and offices of the National Government within the Autonomous Region in Muslim Mindanao dealing with Local Government, Social Welfare and Development, Science and Technology, Labor and Employment, Environment and Natural Resources and Tourism. (Section 4, Executive Order No. 425). Hence, the legal basis for the creation and existence of DILG-ARMM.

MANDATE The DILG-ARMM is mandated to assist the Regional Governor in the exercise of general supervision over Local Government Units, promote peace and order, ensure public safety, develop and strengthen Local Government capability to promote local autonomy, decentralization, community empowerment aimed towards the effective delivery of basic services to the inhabitants of the region.

VISION "DILG-ARMM imploring the aid of Almighty God, envisions a responsive local governance with righteous leaders and empowered citizenry in an environment of peace and unity. "

MISSION The DILG-ARMM, as catalyst of change, commits: To transform righteous leadership towards a responsive local governance;

To empower citizens of distinct cultural heritage and identity in order to establish peaceful and selfreliant communities.

FUNCTIONS Executive Order 425, section 5 (b) 1. Advise the Regional Governor on the promulgation of regional policies, rules, regulations and other issuances relative to the general supervision of local government; 2. Establish and prescribe rules, regulations and other issuances, implementing laws on the supervision of local governments and the promotion of local autonomy and community empowerment and monitor compliance thereof by said units; 3. Provide assistance in the preparation of regional legislation affecting local government; 4. Establish and prescribe regional plans, policies, programs and projects to strengthen the administrative, technical and fiscal capabilities of local government offices and personnel; 5. Formulate plans, policies and programs that will meet local emergencies arising from natural and manmade disasters; and 6. Establish a system of coordination and cooperation among citizenry, local executives and the Department to ensure effective and efficient delivery of basic services to the public.

Welcome to Barangay Sto. Nio's official web site, we hope you will visit this site regularly, use it as a source of information and share your comments with us from time to time. Your punong barangay, barangay council members and barangay staff hope this web site will be beneficial to you. The basic purpose of local government is to provide essential services and protection to our citizens. With this in mind, our mission statement proclaims "To accelerate the quality of life of all

inhabitants in the barangay through the provision of improved economic, social, and infrastructure facilities, sound environmental management and effective local administration". In line also with the city's key program, EGovernment, we have E-Barangay where in we are upgrading the barangay's operations through the application of Information Technology. We will keep updating the web site and will provide links to other sites of interest in connection with barangay Sto. Nio and the City of Marikina. In behalf of the Barangay Council, I would like to offer this Barangay Website on Development Plan to the people of Barangay Bit-os and to anyone who is interested to know about Barangay Bit-os. Specially to investors, businessman and other agencies or persons who can help us in the realization of this development plan. In so many instances, the Honorable City Mayor has requested us to formulate our development plan but, no matter how determined and supportive the Barangay Officials are, the same was not attained because of our inadequacies in formulating a plan. Now that the Office of the City Planning & Development Office has assisted us technically, we have produced the Barangay Development Plan document. They unselfishly imparted their knowledge to us so that we can arrive at definite goals to uplift the lives of our people. With the knowledge and skills imparted to us, we now know where to access funds for our programs and projects. Without you, our constituents as inspiration, there is no need to plan. With hands joined together, we can make this barangay a better place to live, a precious gift for the lives ahead of us. Let us work together for the fulfillment of our dreams!

However, these plans could only be on paper if the concerned agencies will not listen to our cries and pour out their graces to our barangay. They have to believe in our strengths, for it is through this that we can develop ourselves. We have to grab at opportunities to counter weaknesses and threats that will pull down our barangay. Like a little child listing his wishes and hoping it will come true, we also hope and pray that everything will fall in shape according to Gods plan and time.
