GENERAL PROVISIONS

1. Section 800
− Delete highlighted text throughout
− Paragraph 800-08C1
◊ Delete the text highlight
◊ Delete the reference to normal working hours
◊ Add a provision that the overall contract duration is 56 calendar days
◊ Add a provision stating that Hangar 6 Parking Lot Areas 1, 2 and 4 shall be
completed prior to June 8, 2007.
◊ Delete the extraneous 2
− Paragraph 800-08C2 add the following provision “The contractor shall be liable for
liquidated damages, in the amount of $1,000.00, for each calendar day beyond the
milestone completion date that the work in the Hangar 6 Parking Lot Areas 1, 2 and 4 is
not completed.”

TECHNICIAL PROVISIONS

1. General
− There appears to be two index pages
− The note that references the PennDOT 408 should be modified to apply only to the 408
technical provisions, so that the provisions of PennDOT100 cannot be construed to apply.

2. Section S-200
− Paragraph 2.1
◊ The provisions of this paragraph should be based on the PennDOT requirements
listed in the table of Section 609
◊ Three cell phones should be specified for this project

3. Section P-152
− Paragraph 152-4.8 includes Item P-152C for recycled PCC. This item of work is not
included in the technical specifications. Also, define how the undercut excavation
associated with this item is to be paid.

4. Section P-209
− Paragraph 209-2.1 a. fourth paragraph - replace “Engineer” with “Contractor”

− Paragraph 209-3.1, 209-3.5 and 209-3.8 - replace “Engineer” with “Construction
Manager”

5. Section P-501
− Paragraph 501-2.1 c. The first paragraph states that slag should not be used for this item
and the second paragraph lists air-cooled blast furnace slag as a possible choice for the
item.
− Paragraphs 501-5.1 a. (1), 501-5.1 b. (2), and 501-5.1 b. (3) - replace “Engineer” with
“Construction Manager.”
− Paragraph 501-4.20 - The provisions in this section allow for repair of cracks and spalls
in new pavement. These provisions are not normally included in PIT projects. The
specifications normally call for cracked or spalled pavement slabs to be replaced.

6. Section P-605(A)
− Paragraph 605(A) – 3.1 second paragraph - replace “required” with “repaired”

7. Section D-702
− Paragraph 702-5.1 should note that excavation and backfill are incidental to the item

8. Section D-751
− Paragraph 751-3.6 a., b., 751-3.7, and 751-3.9 - replace “Engineer” with “Construction
Manager”

9. Section X-709
− The format for numbering the various sections has changed under this item. For
example, the first section is numbered “709.1” but should be “709-1.1”.

10. Section X-845
− Paragraph 845-5.1
◊ States that E&S Controls shall be by force account. This work should be shown on
the drawings and the appropriate pay items should be included in the contract.
◊ This section is for E&S controls for Taxiway Z1. Should there be E&S controls for
the Hangar 6 Parking Lot.
◊ The format for numbering the various sections under this item is different from the
rest of the specification.

11. Section L-108
− Paragraph 108-2.2 – verify that the appropriate cable is specified for use at PIT. Previous
projects specified Type B, 5KV cable with EPR insulation and a CPE or CSPE jacket that
is suitable for use underground where subject to submersion in potassium acetate deicing
solution and jet fuel exposure and in accordance with ICEA S-96-659. The outside
diameter of the cable shall be between .32” and .43”.
− Paragraph 108-3.5
◊ The requirements for the counterpoise specified in this section do not correspond with
the details shown on the drawings. This section states, “Where the cable or
duct/conduit trench runs parallel to the edge of the pavement, the counterpoise shall
be installed in a separate trench located half the distance between the pavement edge
and the cable or duct/conduit trench. The drawings show the counterpoise directly
above the conduit run in all cases.
◊ This section calls for ground rods at 500-feet intervals. The drawings call for ground
rods at 1000-feet intervals.
◊ This section specifies, if shown, a separate ground system in addition to the
counterpoise system. Since this system is not shown on the drawings, verify that it is
not required. If it is not required, this provision should be deleted from the
specifications.

12. Section L-110


− Paragraph 110-2.6 calls for the concrete to meet PennDOT specifications, but the
concrete should meet the P-610 specification.
− Paragraph 110-3.1 in the 3rd, 13th, 15th, and 16th paragraphs - replace “Engineer” with
“Construction Manager”

13. Section L-125


− This section contains numerous paragraphs and items that do not pertain to this project.
These extraneous sections should be edited to delete the paragraphs that are not
applicable to this project.

14. Section L-127


− Verify that the provisions in this section are appropriate for aircraft rated structures

15. Section Z-02271


− The requirements in Paragraph 1.9 should be part of the contractor’s Quality Control
Program and should be referenced as such, similar to Section Z-02776 Paragraph 2.03.
− Paragraph 3.3 should be titled “Field Quality Assurance”

− The requirements in Paragraph 1.9 should be part of the contractor’s Quality Control

17. Section Z-02776


− Paragraph 3.02 specifies an anchor trench constructed as shown on the drawings. This
item is not detailed on the drawings.

DRAWINGS

1. Sheet 2
− Note (C) (3) – revise the first sentence to read “Before actual commencement of
construction activity, the contractor shall notify the construction manager who will notify
the Airport Authority…….”
− Note (H) (1) – the contractor needs to connect AirComm prior to starting any “hot work”
as well as confined space work.

2. Sheet 3
− Verify the quantity for item P-152J Concrete Pavement Removal 16” Depth under
Taxiway ‘Z1’ summary of quantities. Our takeoff shows 640 SY.

3. Sheet 4
− AIRFIELD PHASING NOTES should be revised to PHASING NOTES
− Taxiway Z1 Notes

◊Note 8 – revise the second sentence to “No equipment, stockpiles or personnel will be
permitted on or adjacent to these pavements.”
◊ Note 8 – revise the fourth sentence to “Men and equipment adjacent to these
pavements…”
◊ Note 9 references the staging area on Deicing Pad S, designated on the drawings,
which will be available for this project. Suggest designating an area at least 200 feet
by 100 feet.
◊ Note 13 – add the following sentence “Access to the waste area shall be by public
roads and access across the airfield will not be permitted.”
◊ Add the following Note 14 “14. Work on active pavements shall be coordinated with
the Construction Manager and shall be required during off-peak times (11:00 PM to
6:30 AM).
− Hangar 6 Parking Lot Replacement
◊ Note 3 - delete “without the”
◊ Note 4 - revise the last sentence to “Work will not be permitted in any area until the
previous area is completed.”
◊ Note 4 – add the following sentence “All work in Areas 1, 2 and 3 shall be completed
prior to June 8, 2007.”

4. Sheet 7
− This drawing shows the storm manhole to be removed at the 15”RCP and 18”RCP
intersection, but no direction is given to install a section of 18” RCP for continuity of the
storm system. If 18” RCP is to be installed, is it incidental to the manhole removal or
should there be a pay item for the 18” RCP?
− Pavement Removal Notes
◊ Note 7 should state that the contractor shall stockpile milled asphalt at the Cargo
Road waste area, unless it is intended to be the contractor’s option.

5. Sheet 8
− “50’ RCP @ 1.00%” should read “50’- 15” RCP @ 1.00%” on the trench drain outlet
pipe.
− The trench drain is shown extending out into the grass shoulder. Should the trench drain
only be installed in the paved areas?
− A junction box should be shown where the underdrain is shown turning and running to the
outlet structure OS1.

− “Trench Drain Plan View” – “50’ RCP @ 1.00%” should read “50’- 15” RCP @ 1.00%”.

7. Sheet 10
− Verify that the “Trench Drain to Existing Manhole MH-2” detail shows all existing
utilities.

8. Sheet 12
− Typical section Sta 100+13.11 to Sta 100+44.91
◊ This section notes that the new liner is to be attached to the existing liner. Should
there be a detail or requirements for this work.
◊ The note for the bituminous concrete base course is shown pointing to the subbase
course.
− Typical section Sta 100+44.91 to Sta 100+58.16
◊ What is the purpose of the 18” dimension on the left side of the section?
− Typical section Sta. 100+61.41 to Sta. 101+96.42
 AASHTO #8 stone is noted for the underdrain envelope but the underdrain detail on
Sheet 21 shows AASHTO # 57 for the underdrain envelope.

9. Sheet 15
− HES concrete should be specified for the isolated slab shown to be replaced on the
Hangar Ramp.
− The slabs north of the B joint at Sta. 101+96 are shown with skewed joints in order to
match the joints south of the B joint. Should these joints be perpendicular to the B joint?

10. Sheet 19
− Type X Pavement Joint – should the pavement adjacent to the structure be thickened?

− Verify that the second note under the Slab and Dowel Table is correct.

11. Sheet 20
− Junction Box Detail – what is the intent of the note “Airport rated grate casting only”?

12. Sheet 23
− Details ECC1, ECC2 and ECC3 call for Class A concrete conduit encasement. The
specifications call for Class C.
− Detail EH, as shown, is not appropriate for the handhole locations shown on Sheet 16
− Detail TELT shows L-824 Type C cable. The specifications call for Type B cable.
− Details ECC1 and ECC2 show the conduit runs below the recycled PCC. Detail E2P
shows the duct runs in the recycled PCC. The location should be consistent. We would
suggest that all conduit runs be in the recycled PCC below the subbase.
− The conduit depth required should be shown on Detail ECC3.
− Show special requirements in areas with liner where the conduit is to be installed.

13. Sheet 24
− Detail TGS shows L-824 Type C cable. The specifications call for Type B cable.
− Detail TGS shows Class A concrete. The specifications call for P-610.

14. Sheet 26
− The phasing notes and details applicable to the Hangar 6 Parking Lot Replacement,
shown are on Sheet 4, should be shown on this sheet.
