Programinmid90s Completedfirstfourtothreelaneconversionin 1998 Proposedreconfigurationof7milesofmajor streetstoincludebikelanesin2003,butgrant rejectedbyCityCouncil MayorsTaskForceonWalkingandBicycling establishedin2006. CompleteStreetsOrdinancepassedin2009 DesignatedaBicycleFriendlyCommunityin2010

LansingsCompleteStreetsOrdinance

RequirestheadoptionofaNonMotorizedNetworkPlan. TheNonMotorizedNetworkPlanwouldinclude,ata minimum,accommodationsforaccessibility,sidewalks,curb rampsandcuts,trailsandpathways,signage,andbike lanes,andshallincorporatetheprinciplesofComplete Streetsandmaximizewalkableandbikeablestreetswithin thecity. Totheextentfinanciallyfeasible,futureconstructionor reconstructionofCityrightsofwayorpartsthereofshall beinconformitywiththeNonMotorizedNetworkPlan. Setsagoalof5%toadequatelyfundingwalkandbike friendlyinfrastructure.(currentlyspend2%to3%) Requiresanupdateoftheplaneveryfiveyears.

AccommodatingBicycleandPedestrianTravel USDOTPolicyStatement
1.Bicycleandpedestrianwaysshallbeestablishedinnewconstruction andreconstructionprojectsinallurbanizedareasunlessoneormore ofthreeconditionsaremet: bicyclistsandpedestriansareprohibitedbylawfromusingthe roadway. thecostofestablishingbikewaysorwalkwaysexceedstwenty percentofthecostofthelargertransportationproject. sparsityofpopulationorotherfactorsindicateanabsenceofneed. 2.Inruralareas,pavedshouldersshouldbeincludedinallnew constructionandreconstructionprojectsonroadwaysusedbymore than1,000vehiclesperday.
