To implement Secretary of the Navy approval to establish subject fleet activities per reference (a). Background. Action will establish U. S. Fleet Cyber Command a ~ un echelolC II command to serve uS the Navy Component Commander to United States Cyber Command upon its establishment. Interim reporting will be to United States Strategic Command. Command will provide for operational employment of the Navy's cyber, network operations, information operations, cryptologic ar;d space 'orces, and serve as the Navy's Service Cryptologic Component Commander to the National Security Agency. Fleet Cyber Command 9800 Savage RD STE 6586 ?ort George G Meade MD 20755-6586 (SNOL: 21A6) (JIC: 00055) (PLA: COMFLTCYBERCOM FORT GEORGE G MEADE MO: Mission: To direct Navy cyberspace operacions globally to deter and d e f e a ~ aqgression and to ensure freedom ot action -0 achieve military obJectives in and through cyberspace; to OPNAVNOTE 5400 JAN 19 2010 organize and direct Navy cryptologic operations worldwide and support information operations (10) and space planning and operations, as directed; to execute cyber missions as directed by USCYBERCOM; to direct, operate, maintain, secure and defend the Navy's portion of the Global Information Grid (GIG); to deliver integrated cyber, 10, cryptologic and space capabilities; to deliver global Navy cyber network common operational picture; and to develop, coordinate and assess Navy cyber operational requirements. b. Commander, U.S. Fleet Cyber Command will take appropriate action, consistent with reference (a), to establish 2 OPNAVNOTE 5400 JAN 19 2010 subject Fleet activities and to submit a mission, functions, and task directive for U.S. Fleet Cyber Command to the Chief of Naval Operations for approval within 90 days of such establishment. b. Master Update Authority, Honolulu, HI will add the Plain Language Addresses (PLAs) in the Central Directory Component effective 29 January 2010, unless otherwise directed via official correspondence. Correspondence concerning the PLAs should be forwarded to Naval Network Warfare Command (NAVNETWARCOM) (Code 312), 2555 Amphibious Drive, Building 1265, Naval Amphibious Base, Norfolk, VA 23521-5000 or by calling (757) 417-6720 ext. 1-4. New commands should be activated on Navy Regional Enterprise Message System (NREMS). Information on NREMS can be obtained at https://navalmessaging.nmci.navy.mil or by contacting NAVNETWARCOM at numbers above. c. Director, Navy Staff, Organization and Management Branch (DNS-33) will revise reference (b). 5. Cancellation Contingency.
