CCP Architectural Design Competition for the Artists Center and Performing Arts Theater

BACKGROUNDINFORMATION
I.OverviewoftheCulturalCenterofthePhilippines TheCulturalCenterofthePhilippinesisthecountryspremierinstitutionforthearts. Itwasestablishedasanonstock,nonprofitgovernmentinstitutionwithamandate to preserve, develop and promote arts and culture in the Philippines. Its principal headquarters,theTanghalangPambansaorCCPMainBuildingwhichwasdesigned by National Artist Leandro V. Locsin, was inaugurated in September 1969. Since then,severalotherstructureswerebuiltwithintheCCPComplexincludingtheFolk ArtsTheater,thePhilippineInternationalConventionCenter(PICC)andtheManila FilmCenter. TheCCPisagovernmentownedandcontrolledcorporation(GOCC)butbecauseof thenatureofitsoperationsitstillreceivespartialannualsubsidyfromthenational government. Its scope of activities includes those in music, dance, theater, visual arts,literature,architecture,filmandbroadcastartsandnewmedia.TheCCPsartis ticprogramsincludeperformances,festivals,exhibitions,workshops,seminars,pub lications,productions,awardsandrecognitionprograms,nationalandinternational culturalexchange,andarchivalandconservationwork. The CCP is governed by an 11member Board of Trustees headed by Chairperson EmilyA.Abrera.ItschiefoperatingofficerisCCPPresidentRaulM.Sunico.Currently ithasatotalemploymentofabout300staffmembers.Ithaseightresidentperform ing groups the Philippine Philharmonic Orchestra, Ballet Philippines, Tanghalang Pilipino,PhilippineMadrigalSingers,BayanihanPhilippineNationalFolkDanceCom pany, Philippine Ballet Theater, Ramon Obusan Folkloric Group and the UST Sym phonyOrchestra.

II.BackgroundontheCCPAssetDevelopmentProgram The CCP Asset Development Program (ADP) was established to institutionalize and fasttracktheredevelopmentoftheCCPs62hectarepropertywithintheCCPComplex. The CCP Complex is an 88hectare property of reclaimed land along Roxas Boulevard frontingManilaBay.Thereclamationofthispropertycameinseveralstagesbeginningin 1960untilitscompletioninthelate1970s.Ofthe88hectares,theCCPpresentlyowns 62 hectares while the rest of the land belongs to the GSIS (Philippine Plaza, Coconut Palace,andGloriaMarisRestaurant),BangkoSentralngPilipinas(PICC)andPrivatization ManagementOffice(StarCity). The ownership of thirtyfive (35) hectares of the CCPs 62hectare property was contestedbyprivatedevelopersinalegalbattlethatspannedmorethan30years.Inthe year 2000, the Supreme Court decided with finality that the CCP owns and has jurisdiction over these 35 hectares of open land currently worth about P24 Billion. In ordertomaximizethepotentialsofthepropertyandfulfillitsmandateasthecountrys centerforartsandculture,theCCPBoardandManagementestablishedtheCCPAsset DevelopmentProgramin2002todeterminethebestpossibleformulaforitssuccessful planningandoperation,includingprivatesectorparticipationinitsredevelopment. The CCP Master Development Plan was completed in 2004 by a consortium of companies led by PROS under the supervision of Archt. Manny Maosa and Archt. Ronnie Manahan. The Plan was a result of two years of consultations with the artistic and cultural community, members of the media, patrons and sponsors of the CCP, government officials, and stakeholders within the CCP Complex and surrounding areas. Thereafter, the CCP hired the Chadaro Group of companies to prepare the BusinessandFinancialPlanfortheredevelopmentandtheplanwascompletedin2008. The ADP will cover approximately 56 of the 62 hectares owned by the CCP within the CCP Complex. Of the 56 hectares, 48 hectares will be offered to private investors/ developers for mixeduse development while 8 hectares will be the site of 7 iconic buildings that will serve as additional facilities to support the artistic and cultural programs of the CCP. The CCP has opted to use the Joint Venture scheme of the governmentfollowingtheNEDAguidelines. III.TheCCPComplexMasterDevelopmentPlan Several Master Plans were prepared by past CCP administrations, but these were not pursued because of the land ownership case and lack of funds. After it won the land ownershipcasethroughaSupremeCourtrulingin2000,theCCPengagedtheservicesof PROS in 2002 to develop the master plan for the CCP Complex. The plan was further refinedbytheChadaroGrouptomeetthefinancialobjectivesoftheCCP.

The CCPs vision for the CCP Complex development as formulated by its stakeholders (CCPboardmembers,CCPofficials,artists,culturalworkers,membersofthemediaand patrons)inaseriesofplanningworkshops,reads: TheCCPComplexshallbeacenterforartsandcultureinAsia.Primarily,itshallbethe centerpieceofartisticexpressionoftheFilipinosoulandspirit,createdfortheFilipino artistandallsectorsofPhilippinesociety.TheCCPComplexshallbethemajorcul tural,ecologicalandtourismlandmarkofthePhilippines.ItshallbeahomefortheFili pinoartistandanurbanoasisfortheFilipinopeople. Theplanbalancestheaesthetic,business,commercialandculturalobjectivesoftheCCP. Towardsthisend,thefollowingconceptualframeworkwasadopted: 1. The developed CCP Complex will be oriented towards the sea, and the Philippinesarchipelagicqualitieswillbeevoked. 2. BusinesswillnotbesacrificedtoAesthetics.Aestheticswillnotbesacrificedto Business. 3. Thedevelopmentwilldeliveranegalitariansocialvision. 4. Theartswillbegivenamplecontextformultidisciplinaryinteractionamong artists,culturalworkersandthepublic. 5. TheCCPwillbeanintegralpartofthelifeoftheMetroManilaandsurrounding areas. Thelandusestrategywillutilizetheclusterorprecinctapproachtourbanplanning.Each cluster shall be treated as a microcosm of the whole. Each cluster shall house at least oneiconicbuildingforthearts. PopularArts Center IV.DesignPrinciples The eight urban design principles forming the bases of the Business and Master Development Plan for the Cultural Center of the Philippines Complex as articulated in theCCPDesignGuidelinesandStandards(DGS)fordevelopmentarethefollowing: 1.ReOrientationTowardstheBay Orientation towards the sea shall be translated into architecture and urban design elementsthataremadethroughvisualand/orphysicalformsthatevokearchipelagic referencesandinspirations. TheorientationoftheCCPtowardstheseaisnotmeanttobeatheme.Itismeant to be an expression of a national desire for the recovery of strength. Hence, the orientationshallbeastructuralandnotadecorativeintent. Examples of these structural translations are visual corridors, promenades, podium decks,penthouseswhichallowappreciationoftheseafromseveralvantagepoints

atdifferenttimesoftheday.Publicartcraftedwithwaterelementslocatedinthe various clusters and architectonic motifs pertaining to sea crafts are references to theorientationoftheComplextowardsthebay. 2.StructuralTranslationofCulturalAnalysis The translation of cultural analysis into the built environment cannot be literal or narrativeifitistobesophisticated.Rather,suchtranslationmustbestructural.In ordertodojusticetoPhilippineculture,thefocusshouldbeonoriginalnotfauxor derivativeexperiences. 3.SynergyofMixedUses The development mix that has been prescribed optimizes the proposed land uses within its parameters or mandate as a cultural center. It hosts land uses that are functionallyandphysicallylinkedtooneanother.Moreover,itshallcomplementthe generallandusesofthearea,orpartandparcelofthelandusestructure. UsingaCultureEverywhereapproach,thelayeringofusesshallbesuchthatthe masterfulinterpretationofPhilippineCultureinthebuiltenvironmentwillbeamain sourceofdelight. 4.HighestQualityImpacttotheGeneralPublic The commitment of the CCP Complex to egalitarian means offering the highest qualityimpacttothegeneralpublicmustnotdestinethedesignandexecutionto cheapaesthetics,results,andexorbitanttricks. High craftsmanship and extraordinary design must be executed with efficiency of means or, alternatively with substantial financial investment at the outset in anticipationoflongtermefficiencyandprofitability 5.EnvironmentallySensitiveDesign Highqualityconnoteshighcraftsmanshipandextraordinarydesignbutshouldalso feature environmentally sensitive design i.e. passive cooling, energy conservation, environmentallysoundmaterials,systems&technologies,andgreenarchitecture. 6.OpenSpacesasFormativeElements The measure of a livable urban environment lies not only in the eminence of its structures but also in the quality of spaces that surround them or are planned in between.Inthisdevelopment,itispublicopenspacesandspacesbetweenbuild ings that give definition to any built environment. Open spaces in this sense are

regarded, therefore, as formative not residual elements. It has the following features:

Inwarddevelopmentpercluster;withdistinctvisualcorridorstothesea whilemaintainingrelationshipwiththestreetorstreetscapes; Pedestriancentered; Parklikedevelopmentgreensetting;botanicgardenatmosphere; Multifunctionalityopenspacesascultural/commercialvenues.

7.Pedestriancentered OnekeyfeaturethatshalldistinguishtheCCPComplexdevelopmentisitspedestrian centeredness. A pedestrian spine (as part of the open space system) links all the clustersandservesasthefocalpointofeachcluster.Thisisaparadigmshifttomost developments in the metropolis which are vehicularoriented or just pedestrian friendly. In a climate such as ours where there is rain six months of the year, pedestrian comfort (and convenience) is a fundamental consideration of the planning for the CCPComplexandnotanafterthought.Architecturaldevicessuchasarcades,shades, andcoveredskywalksaremandatoryfeaturesofthedevelopment. 8.ContextofDevelopment ContextualarchitectureforCCPshalltakeofffromthedesignoftheNationalArtist Locsin.AshallmarkeroftheCCPthefollowingcansetthecriteria: Thecontextmustbesympathetictotheexistingarchitecturesandbuilding formsintheCCPComplexbyusingthemastakeoff,forthemassingofthe proposedbuildingsatCCP; The human scale shall be primordial in relating the built form with the publicspaces. TheapproachistolinktheComplexwithotherdevelopmentsandtomake itresponsivetomacrorequirementsimposedonthesite.

V.TheCCPIconicBuildings The centerpiece of the CCP Complex Master Development Plan (MDP) are the seven IconicBuildingswhichwillbeconstructedtoprovideworldclassfacilitiesandspacesfor theartistsandthecoreprogramsoftheCulturalCenterofthePhilippines.Thepresent CCPfacilitiesforartsandcultureareinsufficienttomeettheneedsanddemandsofthe arts community and the public. The construction of these buildings is aimed at enhancingthestatureofthePhilippinesasacenterfortheartsinAsia. TheMDPisdesignedfollowingtheconceptofcommerceblendingwiththearts.Itis theCCPsgoaltohaveartseverywherewithintheCCPComplex.Underthisscheme,the commercialestablishmentsaremeanttobenefitfromthepublicwhowillcometothe artisticeventsandontheotherhand,theCCPcouldbenefitfromthecustomersofthese commercial establishments. In order to achieve this goal, the MDP has situated Iconic BuildingsinalltheClusters(pleaserefertotheattachedlandusemap). They will be managed and operated by the Cultural Center of the Philippines but inherent commercial spaces within the building such as those for cafes, restaurants, bars, gift shops music stores and book stores may be operatedbytheJointVenturepartner. PERFORMINGARTSTHEATER ThenewPerformingArtsTheater(PAT)edificewillbebuilttoservethegrowingneedfor additionalperformancevenuesintheCCPComplex.Atpresent,theCCPhasonlythree (3)venuesfortheperformingarts;namely,theCCPTanghalangNicanorAbelardo(Main Theater 1,821 seats), CCP Tanghalang Aurelio Tolentino (Little Theater 421 seats) andtheCCPTanghalangHusengBatute(ExperimentalTheater250seats).Mostoften, thesevenuesarefullybookedandtheCCPhashadtoturnawaygroupswhowantedto stageperformancesintheCCP.Thenewtheaterswill,therefore,servethisneed. Since1969,theTanghalangPambansa(CCPMainBuilding)hasbeenthepioneerand,to date,stillremainstobetheonlybuildingtohouselegitimate,truetoformtheaterswith fullyfunctionalfacilities.Thus,thenewPATcanbenoless;and,withthestateofcurrent theater technology, should again lead the way in the performing arts scene. Primarily, the new PAT shall have two (2) performing arts spaces and one (1) Reception Hall/ Ballroom;namely: A 1000seat Proscenium Theater that can mount fulllength ballets, opera performances,symphonicconcertsandothermusicalsorfilmgala;specifically built with impeccable acoustics (plus, necessary fixtures; fixed or collapsible) andorchestrapit; Variable Space/Black Box Theater that can seat anywhere from 300 to 500 people(usingstateoftheartvariableseatingtechnology);

ReceptionHall may invariably bea venue unto itself for specialty exhibitions, mediumscale gathering (of some 500 to 800 people) and fora; as well as a servicefacilityandperipheralspaceforthetwoconventionaltheatervenues.

The new PATs vision to produce and/or present an unmatched variety of theater and musicals, dance and ballet, orchestral, popular, folk and world music and, when appropriate, multimedia performances of all variations may be realized. Needless to say, however, these venues must also be complemented by other necessary spaces (commercial, mixed use) and administrative requirements (offices, technical booths/ rooms, mess halls, loading bay, dressing rooms, etc.) to service the natural critical volume/massingofemployees,artists,pedestrianandaudiencemembers.Thiswillalso allow the creation of a balanced merchant and locators mix for the varied commercial spaceswithin. Ontheoutside,thenewPATshould,nevertheless,enhancetheCCPComplexlandscape andbecomeanewlandmarkinthispartofthebay(andboulevard)withanimproved local,regionalandinternationalimageandrecognition. A.
