By Sue Golden Frederick County Report Prior to Mondays Middletown Town Council meeting, the Council held two public hearings; the first on whether to move the town elections to November to coincide with the general elections, and the second to increase the fee for delinquent payments of water bills. No one spoke at either hearing. Council voted to move the town elections to November, and to vote at the Middletown Middle School. Currently, the elections are in May, at Town Hall. The move is intended to lower the cost of voting, by sharing the costs with other localities. Councilors Donna M. G. Gray and Charles H. Harbaugh IV voted against the move. The Council voted to increase the late payment fees for delinquent water bills. Currently, there is a ten percent late fee, plus a $50 fee to turn the water
back on if it not done within business hours. The new ordinance adds a $50 fee to turn off the water, if the bill is not paid within 15 days of receiving a delinquency notice. The ordinance also adds a $50 fee to turn the water back on. Councilor Gray, who was the sole vote against the ordinance, argued that the Council should not burden its citizens with additional fees, when so many are already having financial problems. been made immediately prior to the vote. Councilor Carl H. Berhards, Jr. pointed out that there were no public comments made for or against the ordinance. The Council voted unanimously to hire J. David Griffin as the new town attorney, effective January 1, 2012. Mr. Griffin is with the Winchester Law Group, and represents both Boyce and Stephens City. Councilor Mark H. Davis reported that the problems with the ceiling on the second floor of Town Hall can be fixed by the
town. There is no asbestos, as was previously suggested. Two of the leaks found during the water line review, which was done with the Virginia Rural Water Association, have been fixed. There are still leaks on Church Street that need to be fixed. There are two vacancies on the Planning Commission. Councilor Davis noted that the Commission plays an important role in the Community; it has a large say in how the town grows in the future. All interested parties should contact Town Hall at
869-2226. Mayor Mark Brown introduced Gilbert Barrington, who was elected last week to fill the vacancy left by John Owens. Councilor Barrington has 45 years of law enforcement experience, and was the Chief of Police in Stephens City. Councilor Barrington will chair the Public Safety Commission. Councilor Barrington noted that he rode with Police Chief Phil Breeden on Halloween night. The Councilor said the police department did a great job, and that he was very proud. Mayor Brown again thanked everyone who helped the Fletcher family after they were burned out of their home Halloween, including the Frederick County Report. HP Hood is thankful for many things after last weeks fire at the plant in Kernstown. The fire, which was on the roof of the main building, was noticed by a security guard who was working in front of the building. The fire alarms did not go off, because there was no smoke in the building. The guard successfully raised the alarm, and the building was evacuated in an orderly fashion. Thanks to the prompt response of firefighters, the fire was contained to the roof. HP Hood spokesperson, Lynne Bohan, said the cause of the fire is still under investigation, and the amount of damages is still being assessed. We are very happy that there were no injuries, and that the plant is up and running. We are very pleased, appreciative and thankful for the quick response by firefighters, which helped to minimize the damage. Responding to the fire were Fire and Rescue units from Frederick County, Stephens City, Millwood, Gainesboro, Greenwood, Round Hill and the Frederick County Battalion 10 Duty Officer, with assistance from North Warren, Shawnee, South End, and the Winchester Battalion 6 Duty Officer. A spokesperson for the Frederick County Fire and Rescue Department said there was no new news regarding the fire.

HHS provides more than $1.7 billion to states to help low-income households with energy costs
HHS Secretary Kathleen Sebelius today announced the release of more than $1.7 billion to help low income citizens with their heating and home energy costs. These funds will go to states, tribes and territories under the Low Income Home Energy Assistance Program (LIHEAP) block grant. We are releasing these funds now to ensure low-income families are able to meet their heating cost expenses this winter, said Secretary Sebelius. This program helps to offset seasonal energy costs for those families, leaving them with more opportunity to use their income for other necessities. LIHEAP assists qualified families with their home energy needs such as heating in the winter, cooling their homes in the summer, and insulating their homes to make them more energy efficient and reduce their energy costs. The result of this funding lessens the chance of families having to choose between paying their energy bills and other necessities, such as food or medicine. States are receiving $1.7 billion now for their immediate needs, but may currently access an additional $136 million, if needed. Many needy families face their most challenging moments during the cold months of the year, said George Sheldon, acting assistant secretary for children and families. These LIHEAP funds come at a critical time and can help provide those families with the heating assistance they need to stay warm and safe during these upcoming winter months. By Jonathan Lucci Frederick County Report One year out from the 2012 Presidential election, an election that Virginia is poised to play a central role in, things are looking bleak for President Obama. His approval numbers remain in the mid to low 40s, and he is being beat by likely Republican nominee Mitt Romney in polls taken in battleground states he will need, such as Pennsylvania. No path to the 270 electoral
votes the President needs can be found that doesnt include rust belt stalwarts like PA, Michigan, and Wisconsin. However, even as the President struggles the Republican electorate continues its search for an alternative to Romney. His record of switching positions, his time as governor of Massachusetts, and most of all his healthcare bill as governor have soured Romneys relationship with the powerful tea party. Primaries tend to attract the most extreme of voters, so the tea party crowd
should have a large outsized role in deciding the nominee. Romney continues to attempt to placate the base, seemingly all the while safeguarding his best general election asset: his image as a moderate. Jonathan Lucci Frederick County Report The last time the Sherando Warriors had seen a dramatic overtime finish they had been celebrating beneath the bright lights and roar of fireworks as their opponents and bitter rivals, the Handley Judges watched. This past Friday was a very different site as they watched the Louisa County Lions celebrate on their field under the fireworks that had to be set off despite the Warrior defeat. The Lions had just ended the Sherando football season, and many of the Warriors high school football careers. Tears were in great abundance as the seniors on the team realized what the defeat meant for them: their days of proudly wearing their Warrior uniforms were now over. Head Coach Bill Hall told his players that he was proud of how they had fought in the seesaw emotional game that had just ended. His words could not change the fact that for these seniors, years of hard work had not resulted in the state championship they all believed could be theirs. For the first half of football and much of the third quarter, the game was scoreless as the teams engaged in a nasty, hard hitting stalemate. Louisa opened the scoring, when their star running back and workhorse burst through a hole and into the endzone. The Warriors answered right back, when Joe Ojo ran the ball 50 yards down the field to bring the score to 8-6 after the Warriors failed to convert for two. The two teams went back and forth until the 4th quarter ended and overtime loomed. The Warriors scored in overtime and tacked on the extra point, and for a moment it seemed that their season would continue. Even when the Lions scored, the Sherando offense did not panic but began preparing to hear back out. Then the Lions coach called an audacious two point conversion play and the Lions running back ran into the endzone. The shock of the defeat came from how sudden it had come. Many of the players seemed in disbelief that it was over, that they would not get a chance to respond or move on in the playoffs. Their district championship and Apple Cup were coveted honors, but the team seemed deflated that they failed to win a home playoff game. The final score that stared back at the Warriors who stared at the scoreboard was 26-25, in favor of the Louisa Lions. Frederick County did not fare better in their other playoff games, as James Wood and Handley both went down to more predictable defeats. Handley was defeated by Liberty 28-12 and James Wood lost their playoff game to Powhatan, which was heavily favored to win.
The Winchester Football Officials Association (WFOA) has awarded its 2011 Good Sportsmanship Awards to the James Wood High School varsity football team and the Millbrook High School junior varsity football team. Each team will receive a plaque in recognition of the honor. According to WFOA Commissioner Neal Riemenschneider, the Good Sportsmanship Awards are presented annually to one varsity and
one non-varsity football team served by the Winchester Football Officials Association. The Sportsmanship Awards are voted on by the members of the WFOA and are awarded to the teams that best exemplify the ideals of good sportsmanship. This entails their interactions with opponents, officials and teammates. Frederick County Schools Superintendent David Sovine says, Athletics are an important part of a well-rounded ed-
ucational program and help to teach students the importance of dedication, teamwork and good sportsmanship. I congratulate the coaches, players and others involved with the James Wood High School varsity football team as well as the Millbrook High School junior varsity football team for practicing good sportsmanship throughout the season and representing their schools and community well.

The canvassing process involves a precinct-by-precinct review of the vote count by the State Board of Elections. The officials will look for potential discrepancies in voter turnout and polling place data. Democrats controlled the state Senate 22-18 heading into Tuesdays election. A Reeves victory, along with that of 20th District Republican Sen. Bill Stanley, will divide the upper house, 20-20 with Republican Lt. Gov. Bill Bolling acting as a tiebreaker. It would mark only the second time since Reconstruction that Republicans have controlled both houses in the General Assembly and the governorship.
