session hall on onday, a representative Irom the OIIice oI the ChieI Justice
said Tuesday. idas arquez said the team would be draIting an evaluation
report beIore reconstruction could start. "We have to wait Ior the GSIS
evaluation report beIore proceeding with the plans oI rehabilitating the
session hall," arquez said. Funds Irom the rehabilitation will come Irom
GSIS Iunds -- being the high court's insurer. This is the Iirst time that the high
court's session hall had caught Iire. A Iew years back, the Department oI
Justice (DoJ) had also caught Iire, and was prevented Irom spreading to the

damage. "But I don't think it`s much because it`s only water damage and only

wiring sparked a one-hour Iire at the Supreme Court that partly damaged the
session hall and tied up traIIic along Padre Faura Street and TaIt Avenue in
anila yesterday. Superintendent Pablito Cordeta, anila Fire Department
marshal, said the Iire started around 3:52 p.m. at the newly reIurbished
session hall, located on the second Iloor. ChieI Justice Reynato Puno said he

Solon shot dead at church Aide also killed in brazen attack

ABRA Rep. Luis Bersamin Jr. and his police bodyguard were shot dead by
two gunmen yesterday aIter the lawmaker attended a niece`s wedding at t.
Carmel Church in New anila, Quezon City. The 62-year-old Bersamin, a
member oI President acapagal-Arroyo`s party Kabalikat ng amamayang
Pilipino (Kampi), had just leIt the church on Doa Juana Rodriguez (Iormerly
Broadway) Avenue and was walking back to his car when attacked. Justice
Lucas Bersamin, the lawmaker`s younger brother, declined a TV crew`s
request Ior comment. Bersamin`s murder came more than a month aIter a
relative, Abra provincial board member James Bersamin, 66, was shot dead in
the capital Bangued. Family members said the lawmaker had just stood as a
sponsor at the marriage oI his niece Pia, daughter oI Justice Bersamin, to
Nio Embuscado and was on his way to the reception when he was gunned
down at around 5:25 p.m.'It was the recessional and everyone was going out oI the church

Prologue

Judge Floro met Judge Apolinario Bruselas, as PJA 2nd highest oIIicer, 2004.
As RTC Judge Q.C., Philippines, the latter apologized to Judge Floro per text
message on Judge Romeo F. Barza`s humiliation oI Judge Floro. The latter
prayed Ior the appointment to the Court oI Appeals oI Judge Bruselas. When

Justice Bruselas was appointed CA Justice the latter introduced Judge Floro to
the most powerIul CA Justice Lucas Bersamin. The agenda was Ior the latter
to help Judge Floro Iind a job thru alacanang. Judge Floro also PLEADED
to Justice Lucas Ior the latter to intervene and convince his S.C. Justice Iriend
then ponente C. Carpio-orales to decide Judge Floro`s 6 years case.
Surprisingly, about 3 meetings between Judge Floro and Justice Lucas
Bersamin discussed instead (oI job) the a) talk between him and a staII oI
Justice Nazario, as ponente, circa January, 2006 b) the developments oI Judge
Floro`s case, and the last accidental meeting was c) at the CA g/I, where
Justice Bersamin hurriedly went up but signaled his thumbs up right hand to
Judge Floro, saying that J. Nazario is Iavourable to Judge Floro; and Justice
Bersamin and J. Nazario met and talked about Judge Floro`s case, and she
read the internet posts oI Judge Floro. AIter that meeting, Justice Bruselas and
Judge Floro talked Ior about 20 minutes regarding the Iiling oI disbarment
case against C.J. Davide, and Judge Floro`s plea to Justice Bruselas Ior help
regarding a JOB. Judge FLORO candidly inIormed Justice Bersamin oI the
IPRECATION or curse upon the judiciary, and speciIically added, is the
curse upon ATENEO class 1982, where Judge Floro accurately predicted the
Iire roasting death oI the wiIe and arilou, daughter oI Dep. Customs Com.
Gil Valera, Abra relative oI Justice Bersamin and classmate oI Judge Floro.

BEGINNING this Sunday, three dwarves will work their powers against 14 oI
the 15 justices oI the Supreme Court, a dismissed judge has warned as he Iiled
his third motion Ior reconsideration Ior his reinstatement beIore the high
tribunal. Judge Florentino Floro Jr. oI the alabon regional trial court was
separated Irom service aIter medical Iindings showed that he was suIIering

Irom psychosis. The high court had said that Judge Floro lacked the judicial
temperament and the Iundamental requirements oI competence and
objectivity expected oI all judges. It said that the Iindings oI psychosis by the
mental health proIessionals assigned to his case indicated gross deIiciency in
competence and independence. In his appeal, Floro said his three dwarI-
Iriends -- Luis, Armand, and Angel -- appeared to him last week and told him
that the justices would suIIer their wrath Ior dismissing him. Floro said the
suIIerings oI the Supreme Court justices would start midnight oI November 5,
the eve oI his 53rd birthday. Floro said he appealed to his dwarI-Iriends to
spare one justice, which according to him had been put into a vote by the
three. Floro did not name him. "Voting en banc with Iull authority, Luis voted
negative, Armand conditionally positive, upon Iull appointment oI Judge
Floro to a higher or equal position by virtue oI the eliminated magistrate,
while Angel voted neutral," Floro said.
Because the voting was a tie, Floro said Luis agreed to spare one justice iI he
would spread oil on any part oI the justice's house beIore November 5. Floro
said he would Iollow the dwarves' advice and start praying every Friday so
that the curse on the justices would work. "I will devote my entire liIe,
Fridays, until my last breath, towards the IulIillment, execution, and coming
to pass oI this curse. With absolute Iaith in Luis, Armand and Angel -- Angels
oI God, I will IulIill my destiny: spell and karma upon them, all their loved
ones, up to the 4th generation," Floro said. Judge Floro, who was appointed
RTC Judge in November 1998, has admitted to having 'psychic visions, oI
having the ability to predict the Iuture because oI his power in 'psychic
phenomenon. He said he believed in 'duwendes dwarves| and Iorged a
covenant with them. He also said that he could write while in a trance and that
he had been seen by several people to have been in two places at the same
time. He also likened himselI to the 'angel oI death who could inIlict pain on
people, especially upon those he perceived to be corrupt oIIicials oI the
alabon RTC. During court sessions, Judge Floro wore blue robes except on
Fridays when he would wear a black robe and black outIit Irom head to Ioot

"ORE lawyers nowadays complain oI corruption in the judicial system compared
to 10 years ago, according to the Social Weather Stations. One out oI two lawyers
knows oI a trial judge in their city or province who has taken a bribe but they did
not report it because they could not prove it, said the SWS. In a brieIing among
lawyers Tuesday night, SWS president ahar angahas said the perception oI
corruption in the various courts -- Irom the municipal trial courts all the way up to
the Supreme Court -- has risen among lawyers in the last 10 years. "Our lawyers are
more critical now than beIore," angahas told the lawyers as he presented the
survey Iindings Ior the Iirst time. The SWS polled 889 trial judges -- or 61
percent oI all trial judges in the country -- and 400 lawyers Irom November
2003 to July 2004 to get their perceptions on various aspects oI the judicial
system.The last such survey was undertaken by SWS Irom 1994 to 1996.
"Corruption remains a major problem," the SWS said in a press statement."As
in 1995, one-Iourth oI present lawyers say that many or very many judges are
corrupt. Although halI or 49 percent say they know a case in their own city or
province where a judge took a bribe, only 8 percent said they reported the
bribery. The main excuse oI those who kept silent is that they could not prove
it," the SWS said.Among judges, only 7 percent said that many or very many
judges were corrupt.The SWS said the judges' perception oI the extent oI
corruption among court personnel was the same as in 1996."What has
increased is the proportion oI judges seeing many lawyers as corrupt," it said.
angahas said the survey showed that corruption "remains a serious problem in the
judicial system but it is not cultural. "They're saying there's nothing to be done about
(corruption) but it's not accepted. There's still the idealism," he said."
