To participate send a letter with two POCs phone #s and email addresses to PO Box 33314, JBLM, WA 98433 by 1 Nov. All dates will be selected by random drawing after 1 November. This year we are splitting the proceeds 90% in favor of the organization (FRGs, non-profits, etc) giftwrapping and 10% for the club to cover our expenses. In the past it was a 60/40 split. We are hoping this allows the FRGs more earning potential since we are all well aware how hard it is for the FRGs to raise money these days. One other change this year, similar to what other clubs are doing elsewhere is we are asking that the FRG provide their own bows, tape and tags. What we have chosen to do differently is we will have a these supplies available for purchase for them if they choose for $20 (enough supplies to wrap approx 115 gifts) as we are able to purchase in bulk quantities tax free. Joint Base Lewis-McChord Protection Division PROTECTION ADVISORY & INFORMATION 17 October 2011

Barracks Are Not Authorized Trick Or Treating Locations

Halloween is an exciting time of year for children. Joint Base Lewis-McChord (JBLM) would like to take the opportunity to help you make it as safe as possible. Trick-or-treating will take place in JBLM housing areas Monday, Oct. 31 from 6 to 8 p.m. Parents are asked to accompany their young children during trick-or-treating and to use caution when crossing roadways. If you are driving, please be extremely careful on the roadways, especially in housing areas and where children are present.
Treats: Warn children not to eat any treats before an adult has carefully examined them for evidence of tampering. A good meal prior to parties and trick-or-treating will discourage youngsters from filling up on Halloween treats. Flame Resistant Costumes: When purchasing a costume, masks, beards, and wigs, look for the label Flame Resistant. Although this label does not mean these items won't catch fire, it does indicate the items will resist burning and should extinguish quickly once removed from the ignition source. Costume Designs: Purchase or make costumes that are light and bright enough to be clearly visible to motorists. For greater visibility during dusk and darkness, decorate or trim costumes with reflective tape that will glow in the beam of a car's headlights. Bags or sacks should also be light colored or decorated with reflective tape. To easily see and be seen, children should also carry flashlights or glow sticks. Costumes should be short enough to prevent children from tripping and falling. Children should wear well-fitting, sturdy shoes. Mother's high heels are not a good idea for safe walking. Hats and scarves should be tied securely to prevent them from slipping over children's eyes. Apply a natural mask of cosmetics rather than have a child wear a loose-fitting mask that might restrict breathing or obscure vision. Pedestrian Safety: Young children should always be accompanied by an adult or an older, responsible child. All children should WALK, not run from house to house and use the sidewalk if available, rather than walk where ornaments, furniture, or clotheslines present dangers. To keep homes safe for visiting trick-or-treaters, parents should remove from the porch and front yard anything a child could trip over. Wet leaves should be swept from sidewalks and steps. Restrain pets so they do not inadvertently jump on or bite a trick-or-treater. Choosing Safe Houses: Children should go only to homes where the residents are known and have outside lights on as a sign of welcome. Barracks are not authorized. Children should not enter homes or apartments unless they are accompanied by an adult. People expecting trick-or-treaters should remove anything that could be an obstacle from lawns, steps and porches. Candlelit jack-o'-lanterns should be kept away from landings and doorsteps where costumes could brush against the flame.

JBLM Protection Division Telephone: 253-966-7319 / 8909 Approved for public release; distribution is unlimited.
