    InformationonWorkofTwoWay ImmersionTaskForce

    Weareproudofthelongstandingcommitmentofourdistricttoprovidingbilingualprogramsthat promotebiliteracyandbiculturalism.Thatiswhywehaveembarkedonaprocesstoimprovethe TWIprogramforourstudentsandtokeepthecommunityinformedofourprogress. Background: TwoWayImmersion(TWI)programsarecurrentlyofferedatRosaParks,Cragmont,andLeConte ElementarySchools,operatinginastrandofclassroomswithineachoftheseBerkeleypublicschools. ThousandOaksoffersatransitionalbilingualprogramservingprimarilyEnglishLearners.

    InMay,2011,theBoardofEducationreceivedastudyentitledEnglishLearnersandtheAchievement Gap:EffectivelyImplementingTwoWayImmersioninBerkeley.Theprimaryrecommendationput forthinthestudywastoconsolidatetheTWIclassroomsfromthethreeelementaryschoolsintoone TWIschoolinordertoofferthemosteffectiveTWIprogrammodelforourstudentsandfamilies.

    Severalresearchandevidencebasedfindingsstatedinthestudysrecommendationsforconsolidation ofthethreeBerkeleyTWIprogramsintoaTWIschoolinclude: 1. AwellimplementedTWIprogramwilladdresstheneedsofourSpanishspeakingEnglish Learners,asignificantBerkeleysubgroupthathasincreasedinrecentyearsandisaffectedby theachievementgap. 2. ATWIprogramconsolidatedatoneschoolwillensure: a. FidelitywithoneeffectiveTWIprogrammodel, b. Direct,targetedinterventionsdesignedaroundtheneedsofTWIstudents, c. AstrongprofessionallearningcommunityinwhichallTWIteachersworktogetherto buildacohesiveprogram,and d. Bilingualresources. 3. Thepositiveeffectsofimmersioninabiliterateandbiculturalsettingcreatedinourcurrent TWIclassroomscanbefullyrealizedinallotheraspectsofschoollife.

    Asthestudyalsostates,therearemanystepsandconsiderationsinvolvedinchangingthecurrent modeltoaTWIschool.Thefullstudyisavailableonlineandincludesdetailedfindingsaboutthe benefitsofsuchachange.

    WhatisthechargeoftheSuperintendentsTWITaskForce?

    ThechargeoftheTWITaskForceistothoroughlyanalyzetheconditionsthatmustbemetfora successfulconsolidationoftheTWIprogramsintooneTWIschool.TheTaskForcewasformedbased onactiontakenbytheSchoolBoardinMay,2011toplantheconsolidationoftheTWIprogramsatone schoolsiteandtobringrecommendationsforwardtotheSuperintendent,whowillthenmakea recommendationtotheBoard.

    WhoisontheTaskForce?

    ThevotingmembersoftheTaskForceconsistoftheprincipalsatRosaParks,LeConte,Cragmont,and ThousandOaks,aswellastwoparentsandoneteacher(andanalternateteacher)fromeachofthese fourschools.TheparentrepresentativeswererecommendedbytheFriendsofTWIgroupaswellas

    principalsandotherdistrictstaff,andincludeparentswhohavechildrenintheTWIandBilingual programsaswellassomeparentswhoserveontheDistrictEnglishLearnerAdvisoryCommittee (DELAC).Thereareseveralnonvotingmemberswhobringspecializedexpertisetothegroup(see websiteforfullmembershiplist).Theoperationalstructureofthisgroupissimilartoonethathas beensuccessfullyusedfortheSuperintendentsBudgetAdvisoryCommittee.

    Allfamiliesarestakeholdersinthisprocess;however,themostimpactedfamiliesarethosewhose childrenarecurrentlyintheprograms,particularlythosewhosechildrenareEnglishLearners.

    Whatisthetimelineforconsolidation?

    TheTaskForcewillpresentitsfindingsandrecommendationtotheSuperintendentintheearlyspring of2012.TheSuperintendentwillthenworkwithstafftoreviewtherecommendationandtakeafinal recommendationtotheBoardforaction.TheearliestdateforopeningaTWIschoolgiventhecurrent timelinewouldbeFall,2013.AgeneraltimelineisavailableonthededicatedTWITaskForce Webpage.

    Theprocessandtimingoftheimplementationneedtobedeterminedandthendonecarefullysoasto ensurethesuccessofthenewschoolandthecontinuedsuccessoftheschoolsthatwilllosetheTWI programs.

    WherewilltheTWIschoolbelocated?

    TheTaskForceonlyjustbegantheinquiryphase.Thereiscurrentlynodecisiononthelocationfora TWIschool.Severalpossibledistrictfacilitiesareunderconsideration. TheTWITaskForceiscurrentlygatheringinformationfromotherdistrictsthathavealsoconsolidated TWIprogramsintoonesiteandtheconsiderationstheywentthroughinselectingasite.Sitesfor whichtheTaskForcehasrequestedinformationtodiscussattheNovember1stmeetingare:Adult School(previouslyFranklinElementary),LeConte,ThousandOaks,CragmontandRosaParks.

    WilltheconsolidationoftheTWIprogramaffecttheThousandOaksBilingual Program?

    ThousandOaks(T.O.)ElementaryalsooffersabilingualprogramservingSpanishspeakingEnglish Learners.WhiletheTaskForceisreceivinginformationaboutthebilingualprogramatTO,thereare noplansatthistimetoconsolidatetheT.O.bilingualprogramwiththeTWIschool.

    Willstudentsbeaskedtomoveschools?

    Thisisonlythebeginningoftheinformationgatheringphase.Itwilltaketimetoconsiderhowtobest consolidatetheTWIprogram.Atthistime,therearenoplanstoinvoluntarilytransferanystudents.
