Aurora, the youngest constituted province in the Central Luzon (Region III) is l ocated at the eastern seaboard of Luzon,

constituting the former northern portio n of Quezon Province. Baler, the capital town, is roughly 230 kms. from Manila. It lies between 1531'02" to 1631'00"N along the latitudes and 12131'02" to 12201'30" E along the longitudes. It is bounded by different provinces, on the north by Is abela, on the northwest by Quirino and Nueva Viscaya, on the west by Nueva Ecija and Bulacan, on the south by Quezon and the Pacific Ocean on the east (see map 1 and 2). Its land area of 309,860 hectares represents 14.53 percent of the regional total (Table 1). The province is generally mountainous and forested although a signif icantly extensive area of the flat land is presently cultivated with crops such as rice, coconut, coffee, peanut, citrus, black pepper, rootcrops and vegetables . There are eight (8) municipalities comprising the province. These are: Baler, Ca siguran, Dilasag, Dinalungan, Dingalan, Dipaculao, Maria Aurora and San Luis (Ta ble 2). Baler, the smallest town is the provincial capital which serves as the m ain trading center of the province. It is approximately 232 kms. away from Metro Manila. There are two major roads that link the province to the rest of Luzon. These are the narrow mountain roads cutting across the Sierra Madre mountain ran ges between Baler and Bongabon and the other traverses the Municipality of Maria Aurora and the Municipality of Pantabangan in Nueva Ecija.

Topography Aurora province covers a portion of the Sierra Madre Mountain Ranges, hence it i s generally mountainous. It has flat lands which are unevenly distributed throug hout the province. The mountainous terrain is along the western part with minima l and steep slopes of 0.2 and 5-15 percent, respectively. Considering the overall nature of its topography, the province has major rivers, namely: Aguang River in Baler, Calabgan River in Casiguran, Ditale River and Di butunan River in Dipaculao and Ibuna River and Singauan River in Dingalan. All o f these rivers drain into the Pacific Ocean.

Land Classification Table shows the land classification of Aurora Province. It consists of two (2) m ajor classification which include alienable and disposable land and forestland. The former has an extent of 72,562 hectares and 236,804 hectares for the latter, equivalent to 2.3 and 77 percent, respectively of the province's total land are a. Aurora Province is comprised of 151 barangays. The municipality of Maria Aurora has the biggest number of Barangays with forty (40) barangays, while Dinalungan has the least with only nine (9) barangays (Table 7).

1. Aurora, which became part of Central Luzon in 2002 by virtue of EO No. 103, h ad 187,802 total population which is only 1.93 % of the regional total. This pla ced the province with the lowest population in the whole region. 2. The population in the province grew at a very low rate of 1.07 or an average of about 2000 persons yearly or more of less 5 persons a day. This contributed to the downward trend of the population growth rate that started in the nineties . 3. Consequently, the minimal growth rate of the province was reflected in the e ight municipalities where only Baler with 1.98 growth rate had more than one per son increase per day or about 653 individuals per year. The rest had less than o ne person added in the population per day. The population distribution by municipality placed Maria Aurora ( with 40 ba rangays ) with the highest population in its tota 35,289 or 18% of the provincia l total. 5. It is the youngest among the seven (7) provinces of Central Luz on. It has eight (8) municipalities with a total of 151 barangays divided into t hree (3) development zones, i.e. Northern Zone (Dilasag, Casiguran, Dinalungan); Central Zone (Baler, Dipaculao, Ma. Aurora and San Luis ); and Southern Zone (D ingalan). The municipality of San Luis has the biggest forestland with an area of 52,197 hectares, followed by Casiguran and Dilasag with 48,122 a nd 33,909 hectares respectively. The municipality of Mari a Aurora registered the highest number with 4,500 or about 34.29 percent of the total. This is followed by Dipaculao with 2,769 farmers or about 21.10 percent, Dilasag with 1,450 or 11.05 percent, San Luis of 1,283 or 9.78 percent, Casigura n with 1,233 farmers or 9.39 percent, Baler with 844 or 6.43 percent while the m unicipalities of Dinalungan and Dingalan registered 557 and 489 or 4.24 percent and 3.73 percent respectively. Irrigation Facilities Different types of irrigation systems are present in the province such as Shallo w Tube Well (STW), SFR, Small Water Impounding Project (SWIP)/Diversion Dam (DD) , PISOS, National Irrigation System (NIS), and Communal Irrigation System (CIS). Different kinds of wild animals and birds exist in the area. However, these species will be endangered if illegal cutting of trees and forest exploit ation will not be abated. Education Written by Webmaster Saturday, 30 August 2008 17:51 Aurora exhibited a relatively high literacy rate of 98 percent (DepEd, 2002). Th is is due to the existence of government schools which provide formal and non-fo rmal education even in the remote areas of the province. Formal Education There are three (3) levels of formal education, namely: Elementary, secondary an d Tertiary. Government schools predominate the educational system and complement ed by private schools. The tertiary education in the Province of Aurora is being served by government o wned Aurora State College of Technology (ASCOT) and two private sectarian instit utions, the Mount Carmel College (MCC) in Baler and Wesleyan University-Philippi nes in Maria Aurora. ospital in Baler, Casiguran District Hospital, Medicare Hospital in Maria Aurora and District Hospital in Dingalan. These hospitals have a combined bed capacity of 75. In addition, Rural Health Units (RHU) were established in the eight (8) municipa lities of the province to support the various health programs of the Department of Health. Health Centers are also available in all barangays throughout the pro vince. Municipal hospitals like Casiguran District Hospital will be upgraded to 50 bed capacity. Likewise, Maria Aurora Medicare Hospital and Dingalan District Hospita l will be upgraded to 25 bed capacity and shall be provided with additional hosp ital equipment and other priority needs. To ensure effective delivery of health services, upgrading of Aurora Provincial Hospital from 25 bed capacity to 100-bed capacity will be undertaken. This will be supplemented by improvement or construction of additional buildings, purchase of modern equipment and other health facilities that will benefit the public in the delivery of health services. Communication Written by Webmaster Saturday, 30 August 2008 17:57 As regards to telephone system, Baler is serviced by the PT & T, RCPI and PLDT a nd now Smart Satellite. The PT & T has installed individual household connection s while the RCPI and PLDT are using a centralized booth calling systems. In othe r municipalities of the province like Dingalan, Maria Aurora, Dipaculao, Casigur an and Dinalungan, they already have the Bayan Tel (RCPI) centralized booth call ing systems, while Dilasag is still working on the installation of their telepho ne communication systems. All municipalities has telegraphic communication facilities and single side band radios. Likewise, most municipal and barangay officials have been provided with portable hand-held radios. These communication facilities provide a quick trans mission of communications between municipalities, barangays and the provincial c apitol. Postal Services Post Offices are found in the eight municipalities. It offers services such as p ostal money order aside from mail and packages. Balers Post Office serves as th e transit point of all municipal post offices, except Dingalan where mails are d irectly brought. These are inspected in Baler s Post Office prior to distributio n to other municipalities. Letters to barangays are delivered through the Barang ay officials. Notices are sent to the recipients for packages from abroad. Newspaper Publication At present, only one local newspaper is circulated in the province. This is the Newsbreak Aurora located in Maria Aurora. However, this newspaper is not publish ed regularly. National daily newspapers and magazines such as Manila Bulletin, D aily Inquirer, Manila Star and tabloids reached the province daily, usually in t he afternoon. Infrastructure Written by Webmaster Saturday, 30 August 2008 17:54 Transport System Road Network Roads and Bridges The infrastructure facilities and utilities are vital to the development and gro wth of Aurora which will in turn serve as gauge of its development level and eco nomic status.

The majority of the road network of the province is in poor condition except the Poblacion and some highways which are concrete. In central Aurora, the part of the circumferential road the municipalities of Baler, San Luis, Maria Aurora and Dipaculao is now concrete except the western section connecting Maria and San L uis, and about half of the section between Maria and Dipaculao. Even within the Poblacion gravel roads still exist that need to be concreted. Coastal roads are likewise waiting to be developed/improved. Most barangay roads are not concrete paved.
