The Devastating Effects of Hurricane Irene


The damaging effects of Hurricane Irene were felt by many NCRLA members, and sadly continue to plague businesses in the Outer Banks. Reports that NCRLA received upon reaching out after the storm made landfall, told the story of flooding and heavy debris in the Crystal Coast area and devastating access issues in the Outer Banks due to the severing of NC Highway 12.

From a purely structural standpoint, damage to NCRLA member hotels and restaurants that weve heard from was minimal. Donna Nally, General Manager of the Atlantis Lodge on Atlantic Beach, described her experience just prior to the storm. We evacuated on Friday to the Quality Inn in Morehead. We had twelve rooms because we needed six for our employees that lived in mobile homes, and we actually had two guests that didnt want to go home. Power was out at the Atlantis through Sunday, but Nally, along with staff and family were able to return to the property over the weekend to start the clean-up. All of the rooms had water around the door areas, and the property had been bombarded with limbs and leaves. The pier from the neighboring Sheraton Hotel had landed on Atlantis Beach. Fortunately, Pine Knoll Shores was expeditious at hiring a contractor to remove the pier debris. Atlantic Beach area phone service was down through the Thursday following the Saturday storm. Nally had the lodges toll-free number forwarded to a spare cell phone during that time, which salvaged some jeopardized revenue. She estimates actual lost revenue at about $25,000 for the 4 nights that her 42 units were unoccupied. In the week following, the Atlantis ran at about 50% occupancy, but fortunately had a strong Labor Day weekend. All of our guests have been so patient and kind, said Nally. The ones that have arrived (in the week following Irene) are so happy to be here, and were so happy to have them. In Hatteras village, outside Isabelles Closet, a boutique named for the 2003 storm to hit the island, a sign welcomed the tourists return. It read, Happy to Sea You! (As reported by WRAL News.) This echoes the sentiments of NCRLA members on the Outer Banks who are still struggling, not due to structural damage, but to extremely limited tourist access. As September comes to a close, access to Avon, Buxton, Frisco, and Hatteras is still limited to the ferry service from Ocracoke until the temporary road and bridge onto the island is completed. This is slated for early October. According to the Dade County website as of September 28, tourists with travel plans for the villages of Rodanthe, Waves and Salvo were advised that visitor re-entry will not begin until a future date, sometime after Thursday, October 6.

Most hotels, restaurants and gift shops were ready for business almost immediately after Irene, said Dave Dawson, owner of the Cape Hatteras Motel and the Shipwreck Grill in Buxton. The problem is tourist access. As Irene headed up Pamlico Sound, waters moved inland filling the rivers. As the storm began to pass, the winds shifted and the water surged back into the barrier island inundating the sound-side areas with heavy waves. Oceanside, the waves

NCRLA Golf Fundraiser Raises $3,500 for the PAC


Six teams accepted the challenge to play the Tobacco Road Golf Club on August 22, 2011 in support of the NCRLA Political Action Committee (PAC). Beautiful weather and the anticipation of the exciting course brought together members from across the state. The course didnt disappoint, it truly was a rock-and-roll ride from beginning to end, said NCRLA CEO Paul Stone. The event raised $3,500 for the NCRLA PAC. breached Highway 12, cutting a channel right through and creating a new inlet just north of Rodanthe. Trucks of sand and bulldozers work to stave overwashes at the breaches in an effort to reconstruct the throughway. Its killed me, said Dawson. Hatteras Island simply cant operate being serviced just by ferry, said Dawson. The Northern areas of Hatteras are essentially cut off from the rest of the state, bringing hotel and restaurant business to a screeching halt. Through early September, access to Hatteras was limited to residents, supply trucks and emergency crews, serviced by an emergency ferry running from Stumpy Point to Rodanthe. Service was often slowed due to low tides and rough weather. Also during this time, the 2.5 hour Ocracoke-to-Hatteras ferry passage was limited to residents, those with medical concerns or those involved with the recovery effort. On September 10, ferry service opened up for the first time to nonresident homeowners eager to return to inspect their properties. On September 15, Dare County opened the ferry service up to visitors but only in the villages of Avon, Buxton, Frisco, and Hatteras. The North Carolina Department of Transportation has increased ferry runs from Swan Quarter and Cedar Island to Ocracoke Island and from Ocracoke to Hatteras, but reservations are booked solid, with not nearly enough spots to accommodate the number of tourists that would traditionally be visiting the hotels on the Outer Banks this time of year. To put it in perspective to those inland, Its like losing two major highways to Asheville, or New York losing the Lincoln Tunnel, said Chip Stevens, owner of Blackbeards Lodge on Ocracoke. Blackbeards was closed for business the week prior to the storm and then two weeks afterward. During those two weeks Stevens was only operating at about 25% of normal occupancy. He estimates lost revenue at about $115K, significantly higher if the limited access runs through October. If this does go much beyond September, we are very concerned visitors will consider Ocracoke and Hatteras closed until next year, said Stevens. Many of us cant survive that. Where Id normally be operating at 80-85% occupancy, said Dawson. Ive have 4 guests this week. Dawson estimates his lost revenue at the Cape Hatteras Motel at about $100,000, topping out at $125,000 by the time the temporary road and bridge is completed in October. Such major lost revenue translates to displaced employees. Dawson has had to cut 50% of his 15 employees, and ask those who stay on to work reduced hours. Weve been trying to get as many side jobs as possible within the community for our employees, said Stevens, but we must ask staff to go on unemployment. Ive been doing this long enough, said Dawson. You just brush yourself off as quickly as you can. But when visitors are denied access just cant get to you - theres nothing you can do. Media reports that Huricane Irene was just a Category 1 that brushed the coast, completely miss the mark at the devastation on the Outer Banks. While business owners in this area have learned to be resilient, surviving this type of access issue is unprecedented, and pushes them to a whole new level of perseverance.

FY 2012 Per Diem Announced and Includes Irene Area Waivers


The U.S. GSA (General Services Administration) has announced new per diem reimbursement rates for Fiscal Year 2012 that go into effect October 1, 2011. These rates are available on GSA.gov. You may search by city, state or zip code. Most per diem rates for FY 2012 are similar to the previous year and did not increase or decrease by more than $5. The standard U.S. lodging rate, which applies to approximately 2,600 counties in the continental U.S., remains at $77. Additionally, the meals and incidental rate tiers of $46 $71 remain the same in FY 2012 as the previous year.

As a result of Hurricane Irene, the President has declared several counties in the states of New York and North Carolina as major disaster areas. Michelle Obama Partners with Darden To Make Kids Meals Healthier


Attributed to September, 15, 2011, White House Press Release First Lady Michelle Obama joined Darden Restaurants and Partnership for a Healthier America in announcing a breakthrough health and wellness commitment in the restaurant industry. Darden, whose brands include Red Lobster, Olive Garden, LongHorn Steakhouse and Bahama Breeze, is the worlds largest full service restaurant company and owns and operates 1,900 restaurants in 49 states, serving over 400 million meals per year. Darden is committing to reduce its calorie and sodium footprints, and to provide greater choice and variety to families through changes to its kids menus. Across the entire Darden portfolio of brands, the company is working toward a 10 percent reduction of calories and sodium over five years and a 20 percent reduction in calories and sodium over 10 years. On kids menus, fruits or vegetables will become the default side option and 1-percent milk will be the default beverage choice with free refills. Changes to the kids menus are starting now and will be fully implemented by next July. Kids Menus changes starting now and to be fully implemented by July 2012. Dardens will: Add a fruit or vegetable as the default side for every kids' menu item at those restaurants offering a default side on the children's menu. Make 1% milk the default beverage. Make milk prominently promoted on the menu and available with free refills. Illustrate healthy choices for meals and drinks on menus. Display healthier menu options more prominently, when possible. Not display carbonated beverages on children's menus. Improve the nutritional content of one or more children's menu items to provide equal or less than 600 calories, 30 percent of total calories from fat, 10 percent of total calories from saturated fat, and 600 mg of sodium.

Key Trends in Merchant Security: A Multi-Layered Approach that Will Dramatically Reduce Risk
The world of payments is changing at the point-of-sale and beyond, and opportunities are seemingly endless. The US will adopt EMV standards (even if no one can say how or when). The move from magnetic stripe payment cards to contactless wave-and-go will finally take hold as mobile payments become more main stream. Existing technologies such as tokenization and data analytics are becoming stronger forces as innovations continue to erupt. These opportunities and more extend to merchants, financial institutions, processors, and a host of new-to-the-industry players. Cybercriminals, on the other hand, will have more obstacles to overcome. It is a certainty, though, that fraudsters will adjust, even as heavy-duty security options grow. Criminals will continue to take the path of least resistance. When a merchant plugs one hole in the security dam, criminals will move to another hole. To help merchants determine their go-forward approach to data security and fraud detection, First Data has identified four trends impacting payments that, together, are already shaping the way businesses protect their payments and their customers personal information. EMV - (which stands for EuroPay, MasterCard, and Visa, the three companies that devised the standard) is a common set of standards for payment applications that use chip-based cards. A cards embedded microprocessor chip interacts with an EMVenabled terminal to validate the integrity of a card number. It also verifies certain static and dynamic data used in a transaction to ensure the card is not fraudulent and the person using it is the owner of that card. Tokenization - works by removing Primary Account Numbers (PANs) from the merchant environment and replacing card numbers with random token numbers (or aliases). The alias becomes the customer identifier (as opposed to the actual card number) in the merchants system. Contactless/One-Time Use Account Numbers (Dynamic PAN) - a wave-and-go payments model. At checkout lanes with speciallyequipped readers, consumers with a contactless-enabled payment device can save time by simply waving the device within close proximity to a contactless-enabled reader. Advanced Fraud Prevention and Detection Tools - the latest innovations are based on the analysis of commerce behaviors, using shoppers overall purchase habits and shopping patternsnot just transaction datato check for anomalies. Through automated transactional risk scoring and associated decisioning engines, suspicious transactions can be identified and examined in real-time. These industry-changing drivers provide ammunition for significant advances in preventing and protecting from breach and fraud, and guarantee that security will be factored into investment choices and operational plans moving forward. The growing significance of data security and fraud detection requires merchants to look today at the potential impacts of tomorrow. Early adopters will have a distinct competitive advantage. Brick-and-mortar, brick-and-click, or completely Web-based, it does not matter where payment transactions take place. Organizations must realize that data security and fraud prevention are essential to the success of their entire business. They are not options; they are critical to keep the entire dam from bursting.

In celebration of the opening, Lou Moshakos, President and Owner of the LM restaurants, the hospitality group that manages Carolina Ale House, announced the restaurant donated 10% of its first week of food sales (9/17 9/23) to East Carolina Universitys Department of Hospitality Management. www.lmrest.com Dickeys Barbecue Pit celebrates their 70th Anniversary with Customer Appreciation day Oct 18th. All locations will offer the states favorite sandwich - Southern Pulled Pork - and Big Yellow Cup drinks for $1 between 11am-3pm. Starting at 3pm, all NC locations will offer all Big Barbecue Sandwiches (including, beef brisket, chicken, turkey, ham, polish sausage, spicy cheddar sausage) for only $3 and the Big Yellow Cups will stay at $1 until close. The Chefs Academy celebrated their Grand Opening in Morrisville on September 29. Festivities included live music, a Triangle Chef Showdown and a silent auction with proceeds benefitting the Food Bank of Central and Eastern North Carolina.
