BACKGROUND OF THE STUDY

Municipality of Baliwag is a part of a government office, it aims to serve society, is a center of managing a whole town with those 27 Barangays. Barangay is the small administrative division in the Philippines and is the native Filipino term for a village or district. The number of Barangay is been large number and as to serve every people in the corner of Baliwag. The barangay is in charge of keeping track of the records of each and everyone living in the place. These records are important for different purposes that the barangay is being used. The system that the barangay is being used is the manual based process for all the services it gives to its constituents. They manually handle files and information they get. Same through with the storing of the files, they used folders to store the files. The organization experienced hard and long procedure in accessing the records they have when it is needed and the redundancy of the records. Liga ng mga Barangay is there who makes a list of many paper works including a Barangay Directory. It takes a difficult situation referring to organized those files, much more secure and accurate. The proponents proposed a Barangay Directory System that will help the Barangay as well as the workers and the people of the place. The proposed system will reduced the hard and long time procedure of accessing files and records they keep and store. The system will also be the census like system of the Barangay for all of its constituents and new people to live in the place. The system will be effective in maintaining, searching and storing of records of all resident in the Barangay. This will help the worker for having an easy time on accessing files and records they need. The system itself is the basis of information in just one click.

General Problem

How Municipality of Baliwags traditional systems of manual processing will enhanced. Current system is time consuming; it requires a manual searching of the records of the 27 Barangay residents . The procedure is redundant.

SPECIFIC PROBLEM
As for the moment, the Barangay workers are using the manual process in most services the Barangay is giving to its constituents. For instance, in keeping records and issuing the Barangay Directory. The main problem concerning the Barangay is that they do not have a centralized and accurate system for storing records they have for these are very important to them. How they will have a file maintenance system and will lessen the burden of works they usually do in getting, keeping and updating the files.

Related to the main problem, the Barangay is also faces problems like: 1. How to search the residents records easily? The Barangay Record Keeper is using a manual computation for each Barangay in Baliwag, theres a tendency of getting an error that can affect the accuracy of work. 2. How to organized different forms? Organizing of files in a cabinet only can lead to misplacement. 3. How to locate mistakes of the residents records? The employee in the municipality of Baliwag is hard to distinguish if theres any wrong in a feel. They have to check it again one by one to locate where it is. 4. All the files that they store must be safety. The files should be safe and protected because it have a password, no more than the user can open this program

OBJECTIVES OF THE STUDY

General Objectives
To solve these problems, we proposed a system which is called BARANGAY DIRECTORY SYSTEM which will be the file maintenance system of the Barangay to be used in keeping their records. The proposed system will also be a census-like system of each resident of the Barangay for each and every resident will now have an identification number containing their personal records.

Specific Objectives
With the related problems, the proposed system will: 1. In terms of papers they collect, it will lessen for it will be done on computers. This will be encoded in the computer and let machine keep it. 2. The proposed system will bring ease in accessing the records needed for there will be an option for searching with the use of identification number issued by the Barangay. 3. This will ensure that the file will securely stored in the system and make a back up of the files if accident occurs. 4. The proposed system will be easily updated and maintain for it will be on computers. There will be option for searching, editing information if theres any, saving as well as delete option for the information that is no longer needed. 5. To assure the integrity and security. That information is being secure by the user and all the data must be accurate to the records. 6. To improve employees skills and performance efficiency. Employee can have the ability of learning through the use of this system, improving their skills and works while growing their knowledge. 7. To provide accurate report for Barangay Administration. The systems require a correct and exact report to the Barangay.

SIGNIFICANCE OF THE STUDY

The significance of the study is very timely for today where in technology is getting bigger and in demand. The proposed system will have a significant effect on both the residents of the Barangay and Barangay employees who manages the system as well as the Barangay itself. The implementation of the system will change the methods and process that the Barangay is being used for keeping their files. This will also ensure that all the records will be in tract and updated. The system will also create a census based environment to monitor the Barangay. This information includes personal information and character reference of the person. The information stored can be edited if there are changes to be done and saves the changes being done. It can also delete information that is no longer needed to keep. The Barangay Directory System was making to improve efficient and effective services in every Barangay. The purpose of this program would provide secure information, easiest and fastest work of the employees.

It will make their job easy and no time consuming for doing the daily report. The user must be comfortable and hustle free. 3. To the researchers. They are able to enhance their communication skills, critical thinking and creativity through this study. It will also serve as guidelines and preparation for their goals. It develop their skills, abilities and also to increase their learning especially in the subject of System Analysis and Design. 4. To the Baliwag Polytechnic College. It makes the school become popular and competitive to others because of high standard of teaching. 5. To those students interested conducting the same system. It enhanced their logical skills and ability to learn, adopt the modernization of technology.
