PURPOSE:

This LOI prescribes the operational guidelines on the security coverage, public safety measures, contingency plans, and other support services to be provided by the Cagayan Police Provincial Office during the observance of the traditional All Saints and Souls Day. III. SITUATION:

In the Philippines, All Saints and Souls Day are opportunities to remember the dearly departed in a solemn way. The 1st day of the month of November is called Araw ng mga Patay, Todos Los Santos or Undas which signals the start of the celebration and collective remembrance of the Day of the dead. The next day is the All Souls Day. These annual events are expected to bring an influx of people from all walks of life to the cemeteries, or simply for a vacation in their respective home towns. This movement of people, utilizing all forms of transportation, will create traffic jams/congestion with the possible occurrence of accidents along major thoroughfares and roads leading to transport terminals (bus stations, airports and seaports), cemeteries and popular resorts. With this scenario, various threat groups, to include terrorists and criminals/gangs may take advantage of the situation and to carry out their nefarious illegal activities. Considering that All Saints and Souls Day are being observed yearly, there is a need to review and update the security and traffic plans, undertake the necessary preparation and coordinate, encourage the active involvement of concerned government agencies, NGOs, and radio groups, and conduct public information drives through print and broadcast media on precautionary measures based on the lessons learned from the past, and current situation prevailing.

IV.

MISSION:

Cagayan PPO, concurrent with its mission and functions, and in coordination with the local government units (LGUs), concerned government agencies, non-government and other volunteer organizations, shall provide maximum security coverage and public safety services to include security assistance along the highways and major thoroughfares, and traffic management along routes leading to and other places of convergence to ensure a peaceful and orderly observance of All Saints and All Souls Day. V. EXECUTION: a. Concept of Operations There shall be a continuous implementation of the Three-Tiered Defense System particularly on intelligence build-up and target hardening of potential targets, such as economic key points, critical infrastructure, airports and seaports, bus terminals, public places and other areas of convergence. b. Tasks: 1. Administrative Section a) Issue supervisors; and order on the designation of Area

b) Perform other tasks on order. 2. Intelligence Section a) Provide timely intelligence information to all tasked units/offices; and b) Perform other tasks on orders. 3. Operations Section a) Oversee and monitor the implementation of this LOI; b) Undertake necessary preparation coordination with other concerned government agencies; and c) Perform other tasks on order. and

a) Orchestrate the active participation of radio groups, accredited NGOs, and community-based volunteers as force multipliers in providing traffic management, road safety, and community watch during the period; b) Arrange for the effective dissemination of relevant public safety tips and practices; and c) Perform other tasks on orders. 6. c) Draw up plans with concerned LGUs, other government law enforcement agencies, and private security providers to jointly secure areas frequented by the general public, such as malls and other transport facilities, churches, parking, and other areas vulnerable to terrorist activities; d) Intensify intelligence, counter-intelligence, and police operations to preempt/prevent terrorist activities;

e) Coordinate with the LGUs, concerned government agencies, NGOS and radio groups to assist in addressing traffic congestion in major thoroughfares; f) Intensify the conduct of police visibility/security patrols in airports, seaports, transport terminals, cemeteries, churches, and other places where large gathering of people are expected; g) Conduct random mobile checkpoints in accordance with the PNP Operational Procedures; h) Maintain a safe exclusion area for all conveyances/vehicles such as cars, trucks, delivery vans, motorcycles, tricycles, etc, away from the cemeteries; i) Continue the conduct of information drives with emphasis on the Dos and Donts in a bomb threat situation; j) Provide security coverage to power telecommunication relay stations and vital installation; plants,

k) Organize teams to conduct mobile/foot patrol along routes leading to and from cemeteries and its vicinities and be ready to render maximum assistance to motorists in coordination with other units in AOR; l) Establish Public Assistance Center (PACs) inside cemeteries where uniformed policeman should be deployed under a responsible PCO effective October 30, 2011; m) Establish Motorists Assistance Points (MAPs) in strategic areas along national highways and other major thoroughfares effective October 28, 2011; n) Deploy respective patrol cars/service vehicles along the highway in respective AOR on a 24 hours basis effective October 28, 2011 until the termination of the events. Patrol cars/vehicles can only be pulled out during police response. o) Maintain peace and order by deploying police visibility patrols at cemeteries and crime-prone areas; p) Enlist the assistance of volunteer organization/groups for traffic direction and control; civic

q) Submit names and composition of personnel to be deployed including the area supervisors/team leaders with contact numbers during the observance of All Saints and Souls Day to include the specific location of MACs and PACs; r)Submit to this Office (Attn: Opns Sec) incident reports related to the observance of All Saints/Souls Day; and p) Perform other tasks on orders.

VI.

COORDINATING INSTRUCTION:

a. Full alert status is in effect from 29 October 2011 until further orders; b. Police Operations Procedures and other applicable SOPs in the conduct of operations shall be observed at all times; c. All Units/Stations to submit list of established Public Assistance Centers and Motorist Assistance Point (PACs/MAPs) to include names and contact numbers of the team leaders NLT October 24, 2011; d. All tasked units/stations shall submit respective IMPLAN to this Office (Attn; Operations Section) NLT October 18, 2011; e. Maximum coordination with LGUs, concerned government agencies, civic organization and other PNP units is highly encouraged/authorized; f. Lateral coordination among units is enjoined. g. Uniform: Stations GOA B; CPPSC Green Camouflage while Police

h. All units/station shall submit after operations report to this office (Attn: Operations Section) NLT November 3, 2010 for consolidation and subsequent submission to higher office. i. this IMPLAN shall take effect upon approval. VII. ADMINSTRATIVE AND LOGISTICS: All tasked units/stations/officers shall provide initial logistical support in carrying out their tasks in this LOI.
