BRIEF DESCRIPTION (Based on the Comprehensive Plans released on May 2011)


As stipulated in Article 6 (Meetings), Sections 1 and 2, a General Assembly (GA) of the NCPAG constituents should be convened not later than 15 school days after the opening of classes in a semester. Therefore, 2 GAs will automatically be conducted, 1 for every start of a semester. Emergency GAs may also be called provided that it will be announced 2 days before the assembly. Aimed to be conducted every month, the NCPAG SG envisions the NCPAG and UP Community to be socially aware constantly by providing essential forums tackling pertinent and timely issues. It is also aimed to be handled with the member organizations of the League of NCPAG Organizations. The institutionalization of LNO aims to strengthen the relationship of organizations in NCPAG. Collaborations of events and other kinds of partnerships are expected to be the outcome.

Two sessions of the General Assembly were conducted. Generally, the activities for the NCPAG Month were launched, as well as the introduction of the review and revision of the NCPAG Student Government Constitution. Timely issues such as the selection of the next Ombudsman, RH Bill, Public Finance, Corruption, Citizen Participation, and Good Governance were some of topics covered by the MAKIALAM Forum Series.

The LNO actively participated in the activities during the NCPAG Month, as well as various activities of the SG.

An alliance-program of talent and sports groups in NCPAG such as Dance Troupe, Singing Administrators, Debate Team, NCPAG Band, Sports Team, etc. The Student Council Auxiliary Corps will be given more opportunities and perks in this incumbent SC. Opportunities to handle projects, work with other colleges for certain endeavours, etc., will be given to SCAC members. The following standing committees are OPEN for MEMBERSHIP: Internals, Externals, Socio-Acads, and Finance. The Office of the Chairperson may also make Ad Hoc Committees which are also open for membership. New Students (Freshmen, Shiftees, and Transferees) of NCPAG will be grouped randomly and will be handled by their assigned Big Bro/Big Sis (NCPAG SC Officers). Assistance, bonding, group studies, and the like may be conducted under this program.

Big Bro, Big Sis: The Undergraduates Edition

Though this program was not implemented, yet., the NCPAG SG Officers actively coordinated with the Freshmen, Shiftees, and Transferees with regard to their various concerns
Though this program was not implemented, yet, the coordination of the NCPAG SG, through the Graduate Councilors, were sufficient enough to create and maintain a connection with all Graduate Students.

Big Bro, Big Sis: The Graduates Edition

Big Bro, Big Sis is a consultation program done twice every semester, between the Graduate students and the NCPAG SC, led by the Graduate Councilors, assisted by the Batch Officers. This shall be done outside class hours and shall take place in any NCPAG classroom. This program aims to offer relevant programs to students which they may get involved to, whether for their Service Learning Option (SLO) or just for volunteerism spirit. As of the moment, the NCPAG SG is now working with the ilove2read Literacy Program.

The PAhinungod program was launched through the Community Fair held on May 2011. It was also offered to some interested students for their SLO.

For the sake of transparency and accountability, all pertinent documents such as minutes of the meeting, letters of collaborations, etc., are all subject for public viewing. All rants, concerns, suggestions, and comments may be given by the constituents through this grievance desk program. Lost items may be reclaimed at the NCPAG SG Office. In pursuing accountability and transparency, all expenses will all be subject for accounting and auditing. To assist our Graduate Students by helping them acquire their readings through the syllabi that would be given by the faculty. To ignite NCPAGs social relevance constant EDUCATIONAL DISCUSSIONS regarding timely issues which affect the college, the university, and the country.

umbrellas. Since not everyone has umbrellas, the NCPAG SC will be providing umbrellas for rental use. To ignite our pride as part of the NCPAG Community, NCPAG merchandise will be available for sale such as shirts, lanyards, pins, ballers, jackets, etc. School supplies such as Blue Books, Yellow Pad Papers, Ballpens, among others, will be available for sale. A proposal of institutionalizing a flag retreat ceremony will be presented to the NCPAG Administration in pursuing the rules and guidelines of the Philippine Flag that must be followed. A collaborative project with the NCPAG Administration which aims to PROMOTE NCPAG to high school students who will be taking the UPCAT. Schools will be visited by selected members of the caravan. Members will consist of students, faculty and prominent alumni.

attends Review Meetings to formulate an ALTERNATIVE CODE which highlights the RIGHTS and RESPONSIBILITIES of the studentry. NCPAG SC assisted CPAGE during the event. SC Officers briefly oriented the students what the SC can offer them. NCPAG SC provided Registration Assistants from the League of NCPAG Organizations. RAs were tasked to assist per window. An SC booth was made for the printing of Form 5A, GAP and the Student Fund. Graduate Students payed their tuition though the NCPAG SC. SC Officers immediately delivers their tuition to the OUR. A survey to undergraduate and graduate students asking which days of the week do they prefer to use the library. Upon tallying the results, the SC shall then make either a recommendation to the library or a resolution Every student, whether Undergraduate or Graduate, is a member of the NCPAG Student Government. Not everyone is aware of this, that is why the NCPAG Student Government Awareness Week will be made. It aims to make everyone aware with their rights, responsibilities, and opportunities that every student may be part of. Recognizing the fact that our current NCPAG SG Constitution has no provisions for the Rights of the Students Welfare, a comprehensive review would be made which would be spearheaded by an Ad Hoc Committee composed of representatives from each organization, batch, and other interested individuals. 2nd GEAR: MAKIALAM Bantay Tanodbayan: A Forum with the Nominees for Ombudsman

proposed tarpaulins to be placed around the Academic Oval, University Avenue and strategic places in the university will be presented to the NCPAG Administration for its feasibility. The Philippine Constitution deems public office as a public trust, wherein public officers and employees, must at all times, be accountable to the people. With its Office, the Ombudsman, also referred to in the vernacular as tanodbayan, is primarily tasked to ensure that such fundamental principle is honored. It is thus critical that the institution itself must be subjected to the same standards of transparency and accountability, if not more. This first leg of the MAKIALAM Forum Series aims to make everyone aware of the importance of the role of the Ombudsman in the Philippine society. Expected output will be a list of demands for the next Ombudsman which will all come from the audience. The said list of demands will be given to the Judicial Board Council and Malacanan.

and Accelerate: The NCPAG Leadership Training Seminar Special Forum for the National Respiratory Week: Wag Kang Uzi, Makialam Ka! Basic Life Support Program

The Competitions for Excellence aims to provide an avenue where basic competencies of each participant would be measured through contests like essays, oratorical, etc. This Leadership Training Seminar will be offered to the member organizations of the League of NCPAG Organizations, Batch Officers, and other interested students. This special forum will be organized by the NCPAG SG in collaboration with some Graduate Students. It is aimed to be given to students of NCPAG, other colleges, and university. In line with our goal to develop and showcase the skills and talents of the students, the NCPAG SC will be conducting a talent competition which will be open to ALL members of the NCPAG Community (students, faculty, and staff.) Further details and mechanics will be released by the project team. So that all students, faculty and staff in NCPAG would be integrated and acquainted with each other, a themed-acquaintance party will be organized by the NCPAG SG. It will be collaborated with partner organizations such as the NCPAG AA, CPAGE, among others. The awarding for the competitions (Essay Writing, Poster Making, Public Speaking, Video Making, PAdokyu) will also be conducted on the same night. Servicio is a student publication of the NCPAG SG which highlights the updates of the NCPAG SC, LNO, and other relevant matters. To be able to assess the performance of the NCPAG Student Council, SCrutiny will be conducted, an evaluation survey-like process that will be given to all students. In line with NCPAG SGs objective to promote NCPAG to everyone, the NCPAG SG will be conducting LEADERS DARE, a leadership training seminar for high school students. Public Administration framework and concepts will be used in the training. Mini forums will also be included in the LTS. The second leg of the Makialam Forum series which will focus on the relevant points of both pro and anti perspectives towards the RH Bill issue. This event is for the member organizations of the League of NCPAG Organizations. This event aims to make all batches of NCPAG interact through competitive sports. It is also aimed that the event be aligned with a socially-relevant topic. This first ever debate cup, named after Dean

Velmonte (first Filipino Dean of the Institute of Public Administration), will be open to all students in NCPAG and the University of the Philippines. A short candle-lighting will be conducted to commemorate the death anniversary of former NCPAG SG Councilor Cris Mendez. This assistance is aimed to introduce the basics of the university to the Thai students of Mahasarakham. The NCPAG SG would become a partner of the UP Kasaysayan for their annual event. Primary role of NCPAG SG is to provide the venue. This special Makialam Forum will be conducted in partnership with the UNDP, CSC, and Prof. Leonor Magtolis Briones, for the students of Tarlac State University. This forum aims to deepen the understanding of students on the concept of good governance by inviting guest speakers from the public officer who truly manifest good governance in their actions. This event is planned to be partnered with the KAYA NATIN Movement. This National Symposium is aimed to be collaborated with the PSPA, USaid, MSI, etc. It will be program where the study of caliber professors of NCPAG will be launched. This special program will be promoted to all interested CSC Professional Exam takers. Negotiations will be conducted with CSC so as to conduct a special exam exclusively for NCPAG Students.
