SHSAC Meeting 10/6/11 Introduction of all members: Advisory Committee role function Dr.

. Gardner reviewed the purpose of the committee to provide feedback on changes to the Student Health Clinic and the university sponsored student health insurance program. Our goal is to lower insurance costs and provide excellent health care services to the students. Recent remodel and expansion- The Student Health Clinic has expanded its primary care clinic from 4 rooms to 9 rooms, including a procedure room. We also have new administrative and counseling offices. A new Psychiatrist, Dr. Harrington has started, and we will have a new Psychologist, Dr. Schimmel, starting in November. Dr. Gardner asked that everyone keep Student Health in mind for their health care. Dr. Gardner thanked the Student Affairs administration for its support of the remodel. Refund: Our last ODS insurance experience refund of $160,000 was used to offset and stabilize Student Health fees and free routine preventative vaccine costs for those insured with the Aetna Student Health plan. Insurance - Mark Rosenbaum of Rosenbaum Financial discussed the potential of getting a refund from Aetna Student Health Insurance. Refunds depend on our claims experience. We will have to wait until the end of this policy year to see if this will happen. In the past we have received refunds which have gone to lower insurance premium costs or stabilize the cost of the Student Health fee along with vaccines. Open House - Sarah Lemley, the practice manager announced the Open House celebrating our new clinic remodel and expansion will take place next Thursday and we invite everyone to attend. There will be raffles for the students, massages available and tours. The Open House is Thursday, October 13th from 2:30-4:30. Flu Shot Clinic - Dr. Gardner announced we are having a flu shot clinic every Tuesday during the month of October. Please stop by, from 7:30am to 4:30pm. Enrollment update - Kelly Christopherson of Rosenbaum Financial announced that as of 10/5/11 there were 1620 students enrolled in the Aetna Student Health medical plan, and 1333 students enrolled in the Aetna dental plan. In addition there are 114 dependents of which 71 are spouses and 43 are children. Aetna approved 659 waiver applications and denied 108, but of those 98 were then approved upon appeal. Kelly mentioned that the major reason for waivers to be denied is the wrong phone number, policy number and in some cases the wrong policy holders name. Waiver - Mark Rosenbaum of Rosenbaum Financial reviewed with the committee the OHSU waiver policy for the university sponsored health insurance plan. The one million dollar lifetime maximum assures that students can return to school to their professional degree program not be burdened by

additional debt, in the case of major medical problems. The group policy mandate assures the individuals are in stable plans not adversely affected by their individual claims experience. School of Pharmacy Students - Dr. Gardner announced that school of the Pharmacy has enrolled its first and second year students onto the Aetna Student Health plan. Next year all school of Pharmacy students will be enrolled in the university sponsored student health plan. Due to the Health Care Reform Act we have been approached by some self employed parents with individual health care plans who would like to be able to continue to insure their children on their individual plan and still meet other waiver requirements. We took a vote and will allow (starting next policy year) students under the age of 26 be able to waive out if they are insured on their self employed parents policy that meets all other waiver requirements. This will be started next policy year so that it can be applied uniformly to all students. Referral policy Dr. Gardner reviewed the purpose of the referral and coordination of care policy through the Student Health clinic this year. Its purpose is to help stabilize insurance premiums. In asking for feedback on its use, the issue of specialty referral costs were raised, and that some would like to know the cost ahead of time. Dr. Gardner stated that this cost depends on the level of service that is provided at the time of the encounter and is decided by the specialist. She told the students to come and see Sarah or Cindy in Student Health and we would do whatever we could to help them understand their policies, or billing questions. Dr. Gardner asked that everyone in the next month talk to their colleagues about what wellness services they would like offered. Dr. Gardner thanked everyone for their participation this year. Respectfully submitted, Amy Gardner, MD
