NATO M&S Context

NATO M&S Master Plan signed by NAC ACT M&S Vision signed by DSACT in Dec -2008
ACT exploits modelling and simulation to enable NATO transformation wherever it can enhance capability, increase interoperability, save resources or reduce risk in the ACT application areas of training, support to operations, defence planning and capability development.

Training Support :

Leveraging existing national M&S capabilities, best practices and multinational standards. (NMSG 068) Delivered NATO Training Federation (NTF) to meet the perceived existing need. Not Transformational

VISION

To deliver to NATO and Partners a persistent, distributed and joint training capability able to support training from operational to tactical level across the full spectrum of operations, while leveraging existing national expertise and capabilities.

Change to DTE Programme

SNOW LEOPARD was a collection of technical projects to create Modeling and Simulation related solutions to future NATO and Nations distributed training needs: build it and they will come. The emphasis has changed to fully articulating those NATO/multinational training requirements and guiding NATO M & S training development to fulfill them, leveraging National systems (through MOUs), not creating new tools. they must come and build it!

Objectives

Concept and Policy Project : Develop and validate a Bi-SC concept for Distributed Training and Exercises Articulate NATO Training Requirements Specify areas suitable for Distributed Training Articulate the System Training Requirement to the M & S Community Articulate benefits and dis-benefits of Distributed Training Produce Policy Requirements for the provision of DTE to non-NATO actors. Capability Package Development CIS Support Project: Communications/connectivity requirements for Distributed Training and Exercises. Identify and evaluate existing persistent communications networks Identify and evaluate existing and potential capability gaps for M&S in the context of all NATO information exchange requirements including NNEC, Operational Analysis AMN and the DNBL net initiative Recommend appropriate, cost effective Network solutions Recommend and manage the appropriate Security and Accreditation process.

M&S support Project deliver M&S solutions: Develop the hardware requirements for supporting Distributed Training and Exercises in NATO Develop the Software requirements for supporting Distributed Training and Exercises in NATO Identify the Modelling and Simulation tools, standards and process requirements for Distributed Training and Exercises in NATO Develop system requirements for M&S networks and Architecture Identify the DOTMLPFI implications of required and specified tools and architectures. Shared Scenarios Project will: Develop and validate a Bi-SC concept for Shared Scenarios for NATO Exercises Develop policies and directives to exploit NATO scenarios Identify and recommend the organizational structure to support and exploit the shared scenario capability within NATO Identify the user training requirements for the Shared Scenarios capability and propose a training plan, including necessary resources. Develop the necessary applications to support the concept. Enable decision makers awareness on the potential and benefits of the Shared Scenarios Capability.
