Objections to the Carbon Tax: selected points submitted

RE: THE CARBON TAX INQUIRY

I am writing to register by objection to the Carbon Tax on these grounds:

The PM misled the electorate in order to be elected and pass the CO2 Tax; this is deception of the electorate no consent, no legitimacy. There is neither mandate nor legitimacy to pass such legislation for a Carbon Tax and its related Carbon Price and ETS.

The Science involved in Global Warming (GW) is disputed contrary to the official government line and consensus, which the proponents of Global Warming argue Ad Populum and Appeal to Authority fallacies. This is calculated to mislead the debate and give a false impression of agreement where there is none; this is being aided by the network of pro-global warming NGOs, of which the United Nations is the beneficiary from the Australian funds being allocated.

The Investor Group for Climate Change (IGCC) has been promoting the Carbon Tax (The CO2 Price) to effect a trading system which will benefit is bankers by creating a systems of commissions, issue of derivatives and futures in conjunction with the union-controlled super funds. Expect super fund managers to buy these assets and trade good dollars for actually worthless securities. Friends of the Earth cited the creation of a Carbon Bubble in regards to the US Cap and Trade legislation. The lifesavings of super- annuants are in danger with this potential speculatory spiral known as The Carbon Bubble.

In the European Union, as noted by EUROPOL, the ETS (following the Carbon Price) has been racked by Organised Crime, outside the legal jurisdiction where the

monitoring can not control the sellers of Carbon Credits. The Federal Government has resolved to grant regulatory powers to over ride the civil liberties to police the Carbon Tax Regime by giving powers of Entry, Monitoring, Seizure without a court warrant, powers no police force in Australia has. This is an attack on the Civil Liberties of Australians and the grounds for political abuse by any government in power to attack its political critics.

Carbon Tax is going to disrupt food production (Carbon Farming legislation, early 2011) by the Farming Sector, by making the planting of trees a viable economic activity in relation to competing with planting food crops, this has the potential to send the wrong economic signals to farmers (Carbon Cash Crops), and in a bad harvest year can induce shortages and chronic high food prices, inflationary pressure and the source of civil unrest. * Ross Garnaut stated in the Garnaut Climate Change Review Report (chapter 16, Sharing the Burden) will cause hardship to low and fixed income groups. He cited in his

The cost uplift from the Carbon Price will affect farm production input resources and affect users of electricity, leading to ongoing price increases.

The System of Permits, yearly increases in Carbon Price percentages, set at 4.5% pa, Emission Targets in conjunction with The NBN Co Ltd, DESERTEC-Australia and the Smart Grid Australia (SGA) by interaction with the Department of Climate Change and its associated government agencies create an indirect Centrally Planned Command Economy.

How does it operate? The Global Energy Network Institute (GENI), The UNs Broadband Commission and its associated private sector vendors have agreed to construct a set of projects which by their coordinate interactions create an over-arching command structure to re-regulate the national economy. This interaction is known to the Dept of Climate Change, the Depart of Resources, Energy and Tourism are referred as the SYNERGIES of the NBN with the Utilities in the public state sectors. The idea is to interlock this system of controlled CO2 emission by way of Smart Appliances via Smart Meters regulating the supply of electricity, water and gas. This is the power to ration the supply.

On a supplementary note regarding the NBN legislation; this was achieved by concealing the actual context and purpose behind the NBN by registering it as a private corporation to evade presenting the documents under the Freedom of Information laws.

More over, the Carbon Price by adding itself to the cost structure to the generation of energy creates a multiplier effect price increase which transmits itself throughout the national economy. This effect renders Australian industry uncompetitive in a free trade economy. The closing down of industries, job losses and rising inflation will be the consequences for the government, followed by losses in company and individual income tax collections, thus worsening the budget deficit into a structural and systemic one. This is a negative downward spiral induced by the Carbon Tax which has one destination a Failed State economy.

I strongly recommend that these concerns be addressed by the House of Representatives and the Senate Committees as they are a serious attack on the division of powers of the Federal Government and the technocratic control of the national economy under the shield of achieving CO2 emission targets as per the Kyoto Protocols. The interactions mentioned above beget a Centrally-planned Command Economy, a socialist economy.

The effects of the emissions trading scheme will fall heavily on low-income households, so the credibility, stability and efficiency of the scheme require the correction of these regressive effects by other measures. [] 16.1 Effects of mitigation policy in the short term 16.1.1 How will an emissions price flow through the economy? Although the cost of reducing emissions or purchasing permits will rest with certain parties, such as electricity generators, the cost will be passed down the demand chain. Pass-through will be quick and complete in some industries and incomplete in others, depending on the nature of the competitive environment, and especially competition from imports. It is likely to be complete for petroleum products, and substantial but possibly less than complete for electricity. With a price on emissions, production costs will increase, with the cost of electricity, natural gas, petrol, diesel, chemicals, fertiliser and other inputs all increasing. These costs will be reflected in higher-priced goods, from cement and steel to paper and plastic.

This will have an impact on the input costs for a range of industries, including construction and retail. Through the supply chain, those disposing of waste will also pay more, and transport costs will be higher. The pass-through of permit prices to users of goods and services whose production requires permits will be constrained by international competition, where there is opportunity for export and import, until there is comparable international pricing of emissions. The way this price flows through the economy is illustrated in Figure 16.1. Figure 16.1 How will an emissions price flow through the economy?

[] 16.1.2 Effects on Australian households Consumers will pay more for a range of goods and services as businesses pass on the emissions price. A major part, if not all, of the costs faced by electricity generators will be passed down the chain from electricity generators, distributors and retailers and finally to households through higher prices for electricity. Lower-emissions sources of electricity will receive an unrequited benefit from the high electricity prices that emerge from the high permit prices paid by emissions-intensive competitors. Petrol and food prices will rise as a result of the emissions trading schemes coverage of emissions from transport, energy and eventually fertiliser and livestock. These higher prices will require households to spend a greater proportion of their incomes to obtain the same goods and services purchased before the introduction of an emissions price.
