ORACLE CLIEnTS SEEK SERVICES PROVIDERS THAT CAn HELP THEM GROW THE TOP LInE . . . With the economy recovering, Forrester sees significant focus on technology investment to drive business results. In a recent Forrsights survey, 53% of North American and European IT executives and technology budget decision-makers stated that growing company revenue was one of their top three most important business priorities in the next year.1 Unlike the stark cost-cutting measures of late 2008 and 2009, firms current Oracle services investments aim to improve business processes such as product development, sales and marketing, and customer experience. This means that firms are investing in software and services for (see Figure 1):

Industry-specific solutions that streamline processes and enhance the customer experience.

Clients want solutions that map to their specific industry needs such as a clinical trials management solution for pharma or a category management solution for retailers. Today, through its more than 70 acquisitions, Oracle is able to offer deep, prebuilt, best-of-breed functionality for specific industries including: retail (through acquisitions such as Retek and ProfitLogic), communications (e.g., MetaSolv and Portal), and financial services (i-flex and Mantas).

Analytics that drive executive decision-making. Oracles BI solutions based on Hyperion and

OBIEE provide better tools that often replace spreadsheets or hodgepodge ad hoc reporting and provide more sophisticated features including modeling and predictive analytics. Many Oracle services buyers invest in BI or reporting as a critical add-on to enterprise resource planning (ERP), customer relationship management (CRM), or supply chain investments; other firms are making investments where business intelligence (BI) or analytics is the primary focus.

CRM that better retains and adds customers. Firms cant drive revenue without customers.

This means sales, service, and marketing applications are critical to firms technology investment strategy. Oracles portfolio includes leading CRM solutions Siebel, Siebel CRM On Demand, and PeopleSoft.

. . . WHILE ALSO MITIGATInG RISK AnD KEEPInG COSTS LOW Of course cost is still paramount to Oracle investment decisions. Long-term cost drivers support, upgrades, and hosting all play a significant role in services sourcing decisions. Buyers seek:

Providers that can help them consolidate instances and virtualize hardware. Consolidation
projects typically help firms to: 1) drive down costs; 2) harmonize business processes; and 3) enable better data quality and real-time analytics. Often firms are consolidating multiple instances in conjunction with a major functional or technical upgrade; other times they are doing a consolidation project on its own. Beyond consolidation, many Oracle clients pursue virtualization (database and/or server) for even greater IT efficiencies.2

Additional cost savings by outsourcing support, managed services, and hosting. Forrester

fields numerous inquiries each quarter on the right number of IT staff to support Oracle deployments, the right number of servers, and other similar sizing questions. Many clients are looking for services providers that can drive down total cost of ownership through lower cost of support (fewer, cheaper resources). Also, buyers are looking more and more into nonlinear delivery options (such as shared services models that offer better economies of scale to drive down cost and improve efficiency, such as Wipros FlexDelivery model for Oracle support).

Reduced risk through GRC advisory, applications, and services. Risk remains critical

for firms, both IT risk and business risk. Projects often require advisory work and change management as well as technology implementation. A significant number of client references we surveyed implemented Oracle GRC, which can help manage processes and policies, including regulatory risk and compliance such as Sarbanes-Oxley compliance.

ORACLE CLIEnTS WAnT PARTnERS THAT CAn SuPPORT LOnG-TERM STRATEGy When selecting their service provider, sourcing execs should make sure to evaluate newer areas that are likely to play a critical role in their Oracle road map.

Cloud has become pervasive. Some Oracle clients will explore Oracle-provided options,

including Siebel CRM On Demand and Exadata Cloud. But, much of Oracles cloud potential sits with its ecosystem. Provider cloud options are a critical part of the landscape, including offerings from the likes of CSC, HP, and IBM as well as alliances including Deloitte/Amazon or Accenture/Vblock.

Mobile seems to be everywhere now. From the iPad to the Droid to various handheld terminals
(for credit cards or signature capture, for example), mobile is everywhere. While Oracle will produce some of the mobile apps coming out in the next few years, this (like cloud) is an area where the ecosystem plays a critical role. Many services providers are building industry-specific mobile solutions for Oracle applications.

Oracle Fusion Applications are finally here. As Larry Ellison unveiled sleek new UIs at the

recent Oracle OpenWorld, buyers rushed to find out more. The first of these applications became available in early 2011. Services providers such as Oracle Consulting, Accenture, IBM, Infosys, Deloitte, Cognizant, and Fujitsu are prepared to help clients understand the path to Fusion and implement functionality.

ORACLE SERVICES EVALuATIOn OVERVIEW To assess the state of the Oracle services market and see how the providers stack up against each other, Forrester evaluated the strengths and weaknesses of top Oracle services providers. Forrester Evaluated Oracle Services Providers Portfolio And Strategy After examining past research, user need assessments, and vendor and expert interviews, we developed a comprehensive set of evaluation criteria. We evaluated vendors against 68 criteria, which we grouped into three high-level buckets:

Current offering. To assess strength across current offering, we evaluated providers ability

to perform Oracle implementation services from initial upfront strategy consulting through to technical implementation and related services such as training and change management. We also looked at post-implementation services capabilities including support, application management services (AMS), and hosting. We scored providers on technical skill across key Oracle applications (E-Business Suite, JD Edwards, PeopleSoft, Siebel, Hyperion, OBIEE, and several others) as well as experience in specific industry sectors. Client references made up a significant portion of the evaluation, with clients rating providers on areas such as business process expertise, value for the money, industry experience, and overall satisfaction.

Strategy. We evaluated key areas important to the providers long-term strategy in the Oracle

market, starting with partnership level with Oracle. This year was the first Forrester Wave evaluation since Oracles recently introduced Diamond status, which has many components to it including certified resources and specialization across more than 20 areas; only two providers had attained this status at the time of evaluation (Accenture and Infosys). We also scored providers on awards that recognize achievement in the market, such as the Oracle Titan Award. Beyond awards and relationship, we evaluated areas of investment, such as co-development and training. Finally, we analyzed pricing strategy to assess whether provider pricing models and future direction aligns with buyer demand.

Market presence. To score a providers market presence, Forrester evaluated its client base

across key geographies (North America, EMEA, Asia Pacific, and Latin America) as well as overall staff dedicated to the Oracle practice. Furthermore, we considered overall financials for the Oracle practice as well as growth within Oracle services.

Forrester Focused Our Evaluation On Largest, Global, Cross-Industry Services Providers Forrester included 14 vendors in the assessment: Accenture, Capgemini, Cognizant, CSC, Deloitte, Fujitsu, HP, IBM, Infosys, Logica, Oracle, PwC, TCS, and Wipro. Each of these vendors has:

More than 2,000 Oracle applications practitioners and more than $200 million in revenue.
Forrester limited our analysis to the worlds largest Oracle providers, which all have more than 2,000 skilled Oracle applications resources and more than $200 million in annual Oracle services revenue. We did not count database or Java skills in the 2,000 resources.

Global, cross-industry, multidomain expertise. All of the included providers showcased crossindustry, global capabilities across multiple major Oracle products. We excluded specialists focusing on specific products, such as BI, or industries such as Pharmasol in the life sciences space, although many of these would have separately failed to meet the size criteria.

Strong Oracle implementation practices. Providers that are primarily hosting or support

partners with insufficient strength in Oracle implementation were not considered (even though we did include hosting and support capabilities in the overall scoring).

Focus on larger, more complex clients. This evaluation focuses on Oracle service providers for
the large enterprise. This does not extend to the numerous channel and reseller partners that Oracle has for small- and medium-size businesses (SMBs).

PROVIDER STREnGTHS DIFFER By APPLICATIOn, InDuSTRy, AnD TyPE OF SERVICE The evaluation uncovered a market in which (see Figure 2):

Accenture, IBM, and Infosys lead the pack. This trio of firms has breadth and depth

in implementation and AMS for major Oracle applications as well as low-cost delivery resources. Accenture and IBM dominate the Oracle services market in terms of overall global scale. However, this year when Oracle announced its marquee Diamond Partner status (which includes extensive certifications across more than 20 domains), only two made the cut: Accenture and Infosys. Beyond E-Business Suite, Siebel, JDE, PeopleSoft, and Hyperion, Accenture, IBM, and Infosys all have substantial practices around key acquisition products. They also have deep pockets when it comes to co-development and R&D for Oracle. Key areas of investment include: initiatives around Fusion; centers of excellence (CoEs) to develop industryspecific solution sets; and training and certification of resources.

Deloitte and PwC offer leading choices for advisory and process consulting. Deloitte and PwC
occupy unique positions in the Oracle services landscape as advisory firms (including tax) that also have strong Oracle implementation practices. They are well positioned for business process transformation work as well as to work with firms around key industry or process changes. They

both excel at change management and organizational design. Finally, because of their tax arms, they are able to look at a firms complete situation around financials and Oracle often identifying greater opportunities for cost advantage. PwC is a leading implementation partner for Oracle GRC.

Oracle Consulting yields a unique, close-to-the-technology value proposition. Oracle

Consulting often gets a seat at the bidders table because of its position as the services arm of the technology vendor it supports. Key advantages include breadth of product expertise: through Oracles more than 70 acquisitions, Oracle Consulting is the only services option that houses the resources for every product in the Oracle family. Sourcing executives sometimes use Oracle Consulting as their prime supplier of services; they often use it alongside one of the many talented ecosystem partners.

AMS and hosting capabilities continue to differentiate market leaders. Many services buyers

seek an implementation provider that can support their needs long term and therefore need strong maintenance and support as well as hosting capabilities for Oracle. Leaders in this market include Capgemini as well as CSC, Fujitsu, HP, and Logica. Single-sourcing implementation and ongoing support from one of these providers can offer the benefits of smoother transition and more effective knowledge transfer between implementation and operational phases and potentially cost savings for the client as well.

India-centric providers narrow gap with global firms. Beyond Infosys as the top scorer

of Indian firms, three other India-centric providers emerged as strong choices: TCS, Wipro, and Cognizant. TCS and Wipro focus heavily on E-Business Suite; Cognizant has significant expertise in both Siebel and PeopleSoft. These three firms have all moved beyond AMS work to strategic advisory and process consulting; all three are leading strategic partners for Oracle.

VEnDOR PROFILES Leaders

Accenture. A global giant in the Oracle implementation space, Accenture is well suited to the

worlds largest multinational Oracle rollouts. Accenture has a strong practice across all major Oracle product lines and across a broad range of industries, with particular strength in government, life sciences, communications, and utilities. Accenture has one of the largest global delivery capabilities in the Oracle space, largely leveraging India and the Philippines for resources.

IBM. IBM is a leading Oracle partner, serving many of the worlds largest and most complex

Oracle deployments across a range of applications and industries. IBM has a particularly strong Oracle practice focus around financial services, insurance, retail, and automotive. One key area of differentiation for IBM is the IBM Workbench, which incorporates a substantial amount of benchmarking data (from IBMs own data sources as well as third-party sources including Hackett).

Infosys. Infosys has one of the worlds leading Oracle services practices, with a strong heritage

around technical implementation and support. Infosys continues to grow its strategy consulting; today Infosys Consulting employs hundreds of consultants that can supplement the work of the Oracle group. The provider has expertise across a range of industries including banking and financial services, high-tech and discrete manufacturing, and retail. Infosys was one of the first to achieve the exclusive Diamond Partner status and continues to be a leading partner for R&D and co-development for Oracle solutions.

Oracle. Oracle Consulting holds a unique position as the consulting arm of the technology

provider, which means that it is closely tied into product and support teams at the provider level. Although strongest in the technical phases of implementation, Oracle has been ramping up its strategy consulting capabilities in an effort to round out its ability to provide end-to-end implementation services. Oracle is unique in its breadth of product expertise extending to every product in the Oracle family, which is particularly important given Oracles more than 70 acquisitions over the past few years.

Wipro. Wipros Oracle resources are dedicated to serving industries such as manufacturing,

retail, and telecommunications across a range of Oracle product lines. The provider has one of the larger bases of offshore resources and heavily leverages offshore in its projects and ongoing support. Its 2008 acquisition of Infocrossing makes it a provider of hosting services as well.

TCS. TCS has a substantial Oracle practice that heavily leverages low-cost delivery from

India, China, and other emerging low-cost delivery geographies. It has also ramped up its onshore, local consulting capabilities to become a key player in the process consulting and advisory space related to Oracle applications. TCS is strong in financial services, manufacturing, telecommunications, and travel. TCS has invested heavily in tools and accelerators: prebuilt, industry-specific solutions that speed implementation time and reduce implementation effort.

Deloitte. Deloitte excels at strategy consulting, business process consulting, and Oracle

implementation work. Deloitte is known for its industry-centered thought leadership (such as its Dbriefs executive leadership series and industry-based IP in the form of IndustryPrint). More recently, Deloitte has moved into support and managed services deals as well. Deloitte also differentiates through its integrated tax and audit consulting services.

Capgemini. Capgemini is one of the top Oracle applications partners worldwide, with a

particularly strong presence in Europe. The provider is strong across the implementation and support life cycle. Capgeminis Rightshore delivery model is a critical part of its overall delivery strategy, including more than 3,000 low-cost delivery resources. Capgemini has been investing in R&D around SOA and Fusion including its Capgemini Oracle Fusion Experience (COFE) Lab targeted at building knowledge and industry-specific solutions.

PwC. Through organic growth as well as major acquisitions (such as many of BearingPoints

assets), PwC has quickly come up into a leading position in terms of revenue around Oracle. PwC is one of the top providers of advisory related to Oracle and also one of the leading implementation partners for Oracle GRC. PwC is a very strong choice for Oracle applications clients with projects involving change management or process transformation. PwC has some Oracle service capabilities in ongoing support but this is a relatively new and smaller area for PwC. Similarly, PwC has some offshore capability but this is a smaller capability relative to competitors.

Fujitsu. Fujitsu has been ramping up its Oracle implementation services business through a

combination of organic growth and acquisitions.3 Through these various acquisitions, Fujitsu now offers leading implementation and support capabilities for solutions including PeopleSoft and E-Business Suite. Fujitsu is a leading middleware and infrastructure partner for Oracle; more recently, Fujitsu has extended its infrastructure business to offer various cloud delivery options as well. Fujitsu invests substantially in co-development and innovation related to Oracle and is one of the leading partners in the Fusion applications space.

Strong Performers

Cognizant. Cognizant has a heavy concentration on PeopleSoft and Siebel implementations.

The provider is particularly strong in life sciences and financial services and has expertise across implementation through to ongoing support and maintenance. Cognizant continues to grow quickly in the Oracle space and is a leading partner for Fusion applications.

HP. HP is one of Oracles biggest alliances mostly in the infrastructure space. The provider

campaigns on the overall value of its integrated Designed for Run approach which looks at the overall life-cycle cost and benefit of Oracle beyond the initial implementation. Although the provider can do standalone implementations that it transitions to the client, its value proposition is most compelling to firms that are seeking ongoing support and operations from their implementation partner.

CSC. CSC is a leading provider of outsourcing solutions in the Oracle space and provides

strong value for the technical phases of an Oracle implementation as well as leading support and hosting services. CSC has a smaller advisory and process consulting practice versus some of its peers in this space but as a firm does have a very strong presence in federal government, aerospace and defense, and healthcare. Data Sources used In This Forrester Wave Forrester used a combination of three data sources to assess the strengths and weaknesses of each solution:

Provider surveys. Forrester surveyed vendors on their capabilities as they relate to the

evaluation criteria. Once we analyzed the completed vendor surveys, we conducted vendor calls where necessary to gather details of vendor qualifications.

Executive strategy briefing. We spoke with leading executives from each providers Oracle
practice to understand overall practice direction and go-to-market strategy.

Client reference surveys. To validate product and vendor qualifications, Forrester also
conducted reference surveys with provider client references. The Forrester Wave Methodology We conduct primary research to develop a list of vendors that meet our criteria to be evaluated in this market. From that initial pool of vendors, we then narrow our final list. We choose these vendors based on: 1) product fit; 2) customer success; and 3) Forrester client demand. We eliminate vendors that have limited customer references and products that dont fit the scope of our evaluation. After examining past research, user need assessments, and vendor and expert interviews, we develop the initial evaluation criteria. To evaluate the vendors and their products against our set of criteria, we gather details of product qualifications through a combination of lab evaluations, questionnaires, demos, and/or discussions with client references. We send evaluations to the vendors for their review, and we adjust the evaluations to provide the most accurate view of vendor offerings and strategies. We set default weightings to reflect our analysis of the needs of large user companies and/or other scenarios as outlined in the Forrester Wave document and then score the vendors based on a clearly defined scale. These default weightings are intended only as a starting point, and we encourage readers to adapt the weightings to fit their individual needs through the Excel-based tool. The final scores generate the graphical depiction of the market based on current offering, strategy, and market presence. Forrester intends to update vendor evaluations regularly as product capabilities and vendor strategies evolve.
