Jo Cripps, the daughter of Bill and Sally Cripps of Melrose, was a member of the St Peters Lutheran College team which won the nal of the girls Year 11 quad scull at the Queensland schools rowing championships at Bucca Weir outside Bundaberg on September 23. Jo was the cox of the crew which won the state title. The previous day she coxed a similar crew to fth place in the girls open quad scull nal. Her sister Amanda, currently in Year 8 at St Peters in Brisbane, coxed a Year 10 quad scull to fth place in the nal for the school. Amanda rowed in the Brisbane Schoolgirls Rowing Association competition this year, in the Year 8 divisions, but this was her rst attempt at coxing. Iain Adams, the son of Ashley and Margaret Adams of Darracourt, also took part in the state rowing titles. He was a member of the Nudgee College boys Year 11 IV which came fourth, and rowed in one of the Colleges three entries in the boys open VIII nal, placing fourth once again.

The Tambo Shire Council decided to retain divisions though, believing that it would guarantee representation for the Tambo area on the new council. Mayor Dougal Davidson said it wasnt what the shire had wanted, preferring multi-member divisions, but it was what they were stuck with. Its the best of a number of bad options, he said. Never, in any of our discussions with former premier Beattie, was there any mention of single member divisions. The dissection of Blackall into three electoral divisions was probably the only logical outcome once it was decided that divisions would be needed, according to Blackall mayor Les Wheelhouse. The rural part had to be included but there werent sufcient numbers to make a division by itself, he said. Some people arent thrilled with the arrangements but Tambo was very strong on having divisions. According to an Electoral Commission spokesman, prospective councillors do not have to live in the division for which they are nominating, only within the local government area, but the six nominees required to sign do have to live within the division
and need to be on the electoral roll by January 31 next year. If youre nominated by a political party, they endorse you instead, he said. The Electoral Commission is running the local government elections for the rst time. The spokesman said a submission had been put in for full postal voting to continue in shires that have previously had that arrangement, but no conrmation of whether that would be allowed had yet been received. Cr Wheelhouse said he didnt think the new divisions would change the balance of representation of urban and rural councillors on the new regional council. If you look at the record, Blackall people have been pretty discerning, he said. The split has been pretty much 50/50 so theyve been electing the people they consider the best representatives. Weve had good rural representation in the past so I think people give thought to their vote. The Local Transition Committee was due to meet in Tambo yesterday, with the appointment of an interim chief executive ofcer the main item on the agenda.

Blackall Combined Agents yarded 1800 fat and store cattle at last weeks sale, where values of the previous fortnight were a distant memory, with market corrections for all types of cattle. Bullocks topped at 153 c/kg, sows to 133 c/kg, meatworks heifers to 146 c/kg and bulls to 117 c/kg. Store steers sold to 190 c/kg and store heifers to 136 c/kg. Butch and Peta Walker, Gillespie sold 188 Santa cows to a top of 133 c/kg or $816/head to average 130 c/kg or $709/head. Kevin and Bev Gillies and family, Devenish sold Brahman cross cows to a top of 133 c/kg and $863/head. They also had No 6 trade heifers which topped at 146 c/kg or $701/head an average of 145 c/ kg for $640/head. Coolagh Grazing, Blackall sold heavy Brahman steers for 161 c/kg for 540kg or $870/head. David and Deanne Carter, Frederick Park had Charolais cross weaner steers make 190 c/kg for 246 kg and $469/head. Great Southern Cattle Management had Santa heifers sell to 136 c/kg for 352 kg and $480/ head. The next local fat and store sale will be on October 11.

September once again showed how varied our climate is with chilly nights and warm days. The months lowest temperature of 7.5 degrees was recorded on the 13th, and was quite warmer than the lowest recorded temperature of 1.4 degrees on September 5, 1958, while the hottest night for September was on the 27th with 20.2 degrees. Septembers coolest day of 18.5 degrees was on the 5th, a stark contrast to the months hottest day of the 26th with 36.4 degrees. The lowest mean temperature of 12.4 degrees for September was slightly warmer than the recorded average of 12.1 degrees.
The highest mean temperature of 29.8 was also just a bit warmer than the highest recorded mean maximum of 28.5. The highest maximum temperature of 36.4 degrees on September 26 was cooler than the highest recorded temperature of 38.4 degrees recorded on September 30, 1988. September was a very dry month with rain on four days resulting in a total of 16.5 points (4.2 mm), a far cry from the recorded mean rainfall of 67 points (17.1 mm). The highest recorded rainfall in September was in 1906 with 470 points (119.4 mm).

The new dual lane concrete bridge over the Barcoo River at Blackall was ofcially opened by the deputy director general of Queenslands Department of Main Roads, Les Ford in a short ceremony at the site last week. Its opening was hailed by Blackall mayor Les Wheelhouse as the nal link in the Blackall-Isisford Road project begun in 1983. We are all very pleased to see this built, as the river had a habit of sitting 600 millimetres above the old bridge and holding up trafc for a number of days, he said. This raising should help out considerably. Mr Ford told the gathering that the project was not the departments biggest or most complicated but it would make a signicant contribution to the road network across the state and was important to the local community as well. This is core business for Main Roads we funded it, designed it and built it, he said. It was completed nearly on time and on budget and I dont think youll get better throughout the state. The new structure replaces the old timber bridge across the river. It is wider than the old bridge and
Cooking up wonders
A series of cooking workshops called 20 Minute Wonders will soon be offered in Blackall, to help people prepare fast, tasty, healthy meals in less than 20 minutes. Some of the recipes that will be covered in the program include risottos, pizza, stir fries, dips, salads and some tips and tricks for choosing, storing and preparing vegetables. Local dietician and Healthy Lifestyle coordinator, Sue Swanson is offering the free twohour workshops over a six-week period, starting on Wednesday, October 17. Our 20 Minute Wonders program is for everyone who struggles to think of quick, easy healthy meals for their household, she said. As well as preparation of meals, the workshops will look at increasing everyday physical
Blackall mayor Les Wheelhouse congratulates Department of Main Roads deputy director general Les Ford at the opening of the Barcoo River bridge at Blackall last week. has been lifted half a metre for a cost of $3 million, which included roadworks on the approaches. At the opening Cr Wheelhouse also spoke of the good relations that had developed between Blackall and Isisford shires through the construction of the Blackall-Isisford Road. It broke new ground when they came into our shire and did construction work, he said. He also mentioned the current roadworks project both shires are involved in that will see a bitumen road laid from Jericho to Windorah, with the bridge as one of the vital parts of the network. This will have great benets to us all, he said.

Local lady Lavina Anderson raised a few more dollars for the Queensland Cancer Council on Sunday, September 23 when she assisted the Blackall Rotary Club with the barbecue held in conjunction with their fun run/ walk on the day. The gold coin donation asked for at the barbecue raised $185.55 for the cancer research group. Lavina said the Rotary Club had provided all the food for the day and she was just required to help out with the cooking. I would especially like to thank the Rotary Club of Blackall for being so wonderful and doing this for me they are a credit to the town of Blackall, she said. Lavina is now planning a Pink Ribbon morning tea to raise money for breast cancer research at Banks Park on October 26.

Hotel Behaviour The managers and publicans of Blackalls hotels and licensed clubs are fully supported by Blackall Police in their efforts to maintain good order in their establishments. Penalties under the Liquor Act are substantial with police permitted by law to issue infringement notices for offences committed by patrons in hotels. Patrons should be aware that when a hotel employee requires you to leave the hotel it is an offence not to do so immediately. In the early hours of Saturday, September 29 a Blackall resident was issued with an Infringement Notice for refusing to leave the Prince of Wales Hotel immediately when required, which carries a penalty of $300. Similarly, a number of Blackall residents are currently banned from certain establishments after their behaviour was deemed unacceptable by management. These bans may remain in force indenitely. The attention of all hotel and licensed club patrons is drawn to the following penalties under the Liquor Act: Offence Penalty

Blue Light Disco News On Friday, September 7 an extremely successful Blue Light disco was held at the Short Street Youth Hall. This was the rst disco at which the new equipment purchased, thanks to the Queensland government Community Gaming Fund grant, was put to use. The combination of lights, music and smoke machine made the atmosphere electric and with just under 100 children in attendance this disco was the best Blue Light event to date in Blackall. All children and young adults who attended the disco reported having a great time. Senior Constable Brent Gerber and the members of the Barcoo Blue Light committee should be congratulated on conducting such an enjoyable and entertaining night. Senior Constable Gerber wishes to pass on his thanks to the Blue Light committee volunteers who assisted on the night and said another event would be held in the near future.

Wilful Damage Blackall police recently charged a 23-year-old male with wilful damage after he allegedly punched and smashed a glass window pane on the front door of the Barcoo Hotel. His rst appearance is set down for the Blackall Magistrates Court on October 25. Unlawful Trespass Blackall police have received information from a number of property owners and managers to advise that unauthorised individuals have entered onto rural properties. It is a serious offence to unlawfully enter farming land. It is a separate and just as serious offence to unlawfully open and leave open gates on farming land. Blackall police will, with the assistance of landholders, prosecute any person committing an offence involving an unlawful entry onto farming land. In a number of instances it is believed that acts of unlawful entry have been committed by macropod harvesters (kangaroo shooters) poaching on the land of other shooters. This practice is unlawful and will also be prosecuted.

With the budget in such a strong position, the National/Liberal government has been able to generously support farmers and small business operators hurting from the drought. It is one of the great dividends of our current prosperity, Mr Scott said. By extending EC assistance and investing in these substantial new measures, the Australian Government has demonstrated its commitment to support farmers and rural communities throughout this severe and prolonged drought. I see that the Howard Government is providing money for farmers to walk off the land. Many will take it up as they have used up their equity and have no income. People especially the National Farmers Federation continue to talk in terms of the drought ie, exceptional circumstances in this area even though 1000 families or more are expected to take the package and leave the land. I have been interstate since mid-August and only returned last week. When I left, former premier Beattie was continuing to treat people from remote and rural Queensland with contempt and on my return I see nothing has changed with premier Bligh. Unfortunately it would appear to me that we, the community, have let out a collective sigh of relief after the forced amalgamation announcement. things could have been worseafter all we are only being amalgamated with Tambo..., I hear people say. The danger is that we have all played into the hands of the state government spin doctors and adopted the attitude of there is nothing more that we can do. This debate is not just about Blackall - it is about preserving our way of life in central western Queensland for all our towns, not just for tomorrow or next week, but for the long term. If premier Bligh had her way we would all live in one regional town it would be easier to control and administer! We must keep sending the message to premier Bligh that we do not willingly accept the amalgamation decision to force our community to join Tambo. Her hypersensitivity to the issue in central western Queensland was evident by her recent decision to visit Murweh shire a shire unaffected by amalgamation. She did not have the leadership or conviction of the decision by her government to visit those communities facing long term ruin as a consequence of forced amalgamation. At every point of this debate we have been mislead, misinformed and fed mistruths. Following the decision to amalgamate central western shires former premier Beattie, in a tardy political manoeuvre, announced that shires could have divisions. This was against the recommendation of his independent commission, whose recommendations only 48 hours beforehand he had announced as being accepted lock, stock and barrel. On the surface the decision appeared a fair compromise, especially for those worse affected. Most people, rightly or wrongly, believed the political rhetoric and assumed the problem was solved. Unfortunately the implementation of this decision goes to the very core of what is wrong with forced amalgamation in central western Queensland. One size does not t all. What might be appropriate and work in south-east Queensland or in the larger coastal cities does not make any practical sense here. I commend Blackall and Longreach Shire Councils who agreed to divisions to preserve assured representation for the less populated shires with which they have been amalgamated. These understanding and sympathetic shires have now been punished by a one size ts all approach. We are now having the larger towns carved up a la Brisbane City Council wards. Blackall township is now cut into three divisions grouped with outlying rural areas, while Tambo shire essentially remains intact as one division. The mayor of Longreach has described the changes in his shire as a disaster. What makes for even more confusion is that the

Hayfever:- Hayfever is the common name for allergic rhinitis (from rhino meaning of the nose, and itis meaning inammatory). BLACKALL IGA
Blackall is to have a new Barcoo River bridge at the present site within 15 years, but in the near future $70 000 will be spent on making the present set-up safer from ash ooding. The Blackall Shire Council has received this information from the Minister for Main Roads Mr RE Camm, through Mr Wally Rae, MLA, Member for Gregory. The scheme is to raise the existing bridge 2 feet 6 inches this year, and substitute large pipes for the smaller bridge on the town side, whilst next year permanent approaches 4 feet 6 inches higher than the existing bridge will be formed. These will connect with a new bridge within 10-15 years. The Ministers letter to Mr Rae reads: You will recall that I informed you on 11th March, 1968, following your personal representations on behalf of the Graziers Association of Central and Northern Queensland, that an investigation would be made to ascertain whether the raising of the existing Barcoo River bridge and its approaches would be economically feasible. As a result of this investigation, it has been decided to repair the existing bridge and raise it by a height of 2 ft 6ins, at an approximate cost of $20 000. This work will be undertaken by a Main Roads bridge gang and should be substantially completed by December this year. Next year it is proposed to release a scheme to the Blackall Shire Council for the construction of the bridge approaches. These approaches, which are estimated to cost $50 000, will be constructed to a height which will generally suit a new bridge, to be built within 10-15 years, some 4 ft 6 ins higher than the existing bridge. This construction programme has been discussed with the Blackall Shire Council which has generally accepted it as a reasonable solution to the problem. It has the advantage of spreading costs over two nancial years, undertaking construction during the usual dry period of the year and ensuring that all work undertaken on the bridge approaches will suit the future bridge requirements.

The latest outbreak of equine inuenza, at Eagle Farm and Doomben in Brisbane last week, has indirectly led to the cancelling of Blackalls QantasLink-Beef Producers race day set down for October 20. Racing was suspended in the DPI&F red zone in south-east Queensland immediately the outbreak was conrmed, for an indenite period. Queensland Racing began working on the development of a TAB racing program within the green zone to limit the long term impact of EI on its primary source of income. Cairns, Charleville, Emerald, Mackay, Mt Isa, Rockhampton, Innisfail and Townsville have been allocated TAB meetings during October. There will be three race meetings at Charleville for the month. Barcoo Amateur Race Club president Paul Banks said that non-TAB meetings such as Blackalls couldnt be accessed for nationwide betting. My guess is that theyve looked at a map and thought Charleville was a central place for most of the horses out here so thats where they decided to have meetings for this area, he said. Its going to be a long way for horses from Longreach to travel but under the circumstances it will have to do, he said. I guess everyones going to suffer a bit while horse us about. Paul said it had been Queensland Racings decision to remove Blackalls meeting, not the local clubs. These decisions are beyond the control of our small committee, he said.
After moving stock from pens to the scales on foot for the last few cattle sales, Blackall saleyard worker Graham Eagle is keen to get a waybill from the DPI&F enabling him to transport his horse between town and the saleyards for work. I need a couple of extra legs, was his comment last week. The Queensland Racing green zone racing proposal will see approximately $1.3M distributed to stakeholders through the conduct of approximate 140 TAB races. Additionally, Queensland Racing will provide oat rebates to runners placed 4th and back at these meetings, with $50 for those travelling between 50 and 100 kilometres, $100 for those travelling up to 200 km, and $150 to those travelling more than that distance. The meetings will at least give punters something to look forward and horses a chance to race, Paul said. Hopefully things will change for the better in November and we might be able to get back to normal, but at this stage, our next meeting wont be in Blackall until March 1 next year.
