DISAPPEARING SECRETARIATIES
In the new structure, the following secretariats disappear: Tourism; Culture, Arts and Sports;
Indigenous and Afro-Honduran Peoples; Planning and External Cooperation; and Justice and
Human Rights.
In addition, entities such as the Patronato Nacional de la Infancia (PANI), Instituto Hondureño de la
Niñez y la Familia (IHNFA), Programa de Asignación Familiar (PRAF) and Instituto Nacional de la
Mujer (INAM), Fondo Hondureño de Inversión Social (FHIS), Servicio Autónomo Nacional Acuintos
y Alcantarillillillilleros (SANAA) and Programa Nacional de Desarrollo Rural Sostenible
(PRONADERS), among others, will be merged.o de Inversión Social (FHIS), Servicio Autónomo
Nacional de Acueductos y Alcantarillados (SANAA) and Programa Nacional de Desarrollo Rural
Sostenible (PRONADERS), among others.
In spite of this apparent government downsizing, the recently approved General Budget of the
Republic grew by 19 billion lempiras, a figure that the new government justifies by assuring that it
will increase social investment in the next four years.
The Officers:
1) Juan Orlando Hernández.
In addition to being President of the Republic, he left the coordination of the sectorial cabinet of
Defense and Security under his responsibility:
-Secretariat of Security.
-Secretary of Defense.
-Directorate of Investigation and Evaluation of the Police Career (DIECP).
-Integrated Financial Administration System (SIAFI).
2) Jorge Ramón Hernández Alcerro.
In addition to being the Minister General of Government with hierarchy over the seven sectors, he
is the head of the Foreign Affairs sector, which includes:
-Secretariat of Foreign Affairs.
-Planning and External Cooperation Office.
-Office of the Nation's Plan Country Vision.
3) Marlon Tábora.
He directs the economic management and regulation sector, which groups 17 institutions with a
budget of more than 45,661 million lempiras, including:
-Banco Central de Honduras, which he presides.
-Secretary of Finance.
-National Bank of Production and Housing (BANPROVI).
-National Bank for Agricultural Development (BANADESA).
-Banking and Insurance Commission (CNBS).
4) Roberto Ordóñez.
He heads the Productive Infrastructure sector with a budget of over 39,644 million and nine
institutions, among them:
-SOPTRAVI, of which he is the Minister.
-ENEE.
-SANAA.
-HONDUTEL.
-National Port Company.
5) Reynaldo Sanchez.
He is the President's private secretary and coordinates the Strategic Management sector, which
includes:
-Secretariat of the Presidency, for which he is responsible.
-Presidential Office.
-Executive Revenue Directorate (DEI).
6) Lisandro Rosales
Responsible for the Development and Social Inclusion sector with a budget of more than 70,368
million dollars and 24 institutions under his responsibility, among them:
-Secretariat of Social Development of which he is the Minister.
-Secretary of Health.
-Secretary of Education.
-All social security institutions.
-All public universities.
7) Ricardo Álvarez
He is a presidential appointee and coordinator of the Governance and Decentralization sector,
which manages resources in excess of 7,282 million lempiras and 11 institutions, among them:
-Secretariat of the Interior and Population.
-COPECO.
-Penitentiary centers.
-National Registry of Persons.
8) Arturo Corrales.
He is not a sector coordinator, but heads the Security Secretariat and is inseparable from President
Juan Orlando Hernández, whom he assists in security and government strategies.
9) Alden Rivera.
He is responsible for the sectorial cabinet of Economic Development, with a budget exceeding five
thousand 429 million lempiras and 21 entities, among them:
-Secretariat of Industry and Commerce, of which he is the minister.
-Secretariat of Agriculture.
-Secretariat of Natural Resources.
-INA.
-Tourism Office.
