SustainabilityisfundamentaltotheDepartmentofEnergysresearchmissionand operationsasreflectedintheDepartmentsStrategicPlan.Ouroverarchingmissionis todiscoverthesolutionstopowerandsecureAmericasfuture.Weareimplementing ourmissionthroughthreestrategicgoals: Innovation,tomaintainU.S.globalleadershipinscienceandengineering Energy,tobuildacompetitiveandsustainablecleanenergyeconomytosecure Americasenergyfuture Security,toreducenucleardangersandenvironmentalrisks Toaccomplishitsmission,theDepartmentfocusesonachievinganumberofambitious strategicpriorities.DOEinvestsinsciencetoachievetransformationaldiscoveries.Itis pursuingclean,secureenergy,byreducingourdependenceonoilandchangingthe landscapeofenergydemandandsupply.TheDepartmentispositioningtheU.S.tolead onclimatechangetechnologyandscience.DOEadvanceseconomicprosperityby creatinggreenjobsandincreasingtheNationscompetitiveness.Itcleansupthe environmentallegacyleftbynuclearweaponsandnuclearenergyresearchprograms, andworkstoprotectnationalsecuritybymaintainingthenationsnucleardeterrentand preventingnuclearproliferation. TheDOEStrategicSustainabilityPerformancePlan(SSPP)isfundamentallybasedonthe Departmentsmission,vision,andstrategicplan.ItisthroughthesesynergiesthatDOE willmeetthegoalsofalltheapplicablegreeningthegovernmentexecutiveordersand statutes. 1 Innovation.Thisstrategicgoalcoversbasicandappliedresearchinscientificprograms thatincludebioscience,environmentalandclimatescience,advancedmaterials,and eventhefundamentalnatureofmatterandenergyattheatomicandmolecularscales. Energyrelatedresearchsupportsthegoalsofalowcarbon,energyefficienteconomy throughtransformationalbreakthroughs.Inaddition,DOEconstructsandoperatesthe worldspremierscientificfacilitiesandinstrumentsthatresearchersdependonto extendthefrontiersofscienceandtechnology. TheDepartmentchampionssustainabilityinitiativesinsuchdiverseareasasvehicleand fueltechnologies,buildingtechnologies,renewableenergytechnologies,andenergy efficiencyandstorage.Inaddition,DOEpromotesnuclearpowerasaresourcecapable ofmeetingtheNationsenergy,environmentalandnationalsecurityneedsbyresolving technicalandregulatorybarriersthroughresearch,developmentanddemonstration. DOEalsoleadsnationaleffortstomodernizetheelectricgrid,enhancesecurityand reliabilityoftheenergyinfrastructure,andfacilitaterecoveryfromdisruptionsofenergy supply.DOEisinvolvedinadvancingcarboncaptureandstorage(CCS)technologies, whichcanplayanimportantroleinreducingdomesticGHGemissionswhilepreserving theoptionofusinganabundantdomesticfossilenergyresource.DOEiscommittedto integratingtheresultsoftheseinitiativesintoouroperationstoachievethegoalsofthe relevantEOsandstatutes. Security.IssuesofnuclearsafetyandsecurityareatoppriorityasDOEtransformsthe Nationsnuclearweaponsstockpileandsupportinginfrastructuretobemoreresponsive tothethreatsofthe21stCentury.TheDepartmenthasprovenitsabilitytointegrate sustainabilityintoitsnationalsecuritymissionthroughsucheffortsasdesigningand operatingsustainablebuildings,despiteoperationalconstraintsthatmaylimit opportunitiesforconventionalresourceconservationinthisarea. TheDepartmentisalsoresponsibleforthelargestnuclearenvironmentalcleanup projectintheworldandiscommittedtocompletingthismissioninasustainable manner.TheDepartmentmanagesitspostclosureenvironmentalresponsibilitiesto reducewastesitefootprints,ensuresthefutureprotectionofhumanhealthandthe environment,andincreasesthenumberoflegacymanagementcustodyandcontrol sitesinbeneficialreuse. AlthoughthenatureoftheDepartmentsstockpilesecurityandenvironmentalcleanup responsibilitiesposechallenges,DOEiscommittedtofindingopportunitieswithinits portfoliotoachieveandexceedthesustainabilitygoals. DOEwilladdressthesechallengesbypursuingthefollowingkeyobjectives: Fosteringacultureofenergyefficiencyandsustainability Improvingdataqualitytoinformoperationsanddecisionmaking OptimizingallocationofresourcestoachieveEOgoalswhilesafeguardingthe mission Applyingthebestsustainabilitypractices Adoptingemerging,promisingtechnologies

III.GreenhouseGasReductionGoals
TheDepartmentsestimatedScope1and2FY2008baselineis4.6millionmetrictons (mT)CO2e(Figure1).AsofMay2010,therewere87buildingsandstructuresscheduled forcompletionbyFY2020(indevelopmentatCD2orabove).Althoughsomeofthese facilitieswillreplaceolder,lessefficientoperations,thisnewconstructioncould increasetheDepartmentsGHGleveltoatleast5.5millionmTCO2e/year.Despitethis potentialincreaseinemissions,DOEwillidentifyopportunitiestooffsetthese operationswhilestrivingtomeetitsGHGreductiongoals.TheDepartmentalso identifiedanestimatedbaselineof748,000mTCO2eforitsScope3FY2008baseline.

TheDepartmentestablishedthefollowingGHGemissionreductiongoalsforfiscalyear (FY)2020: ReducingScope1and2GHGby28%(1.3MmTCO2efromtheFY2008baseline) ReducingScope3GHGby13%(97,000mTCO2efromtheFY2008baseline) DOEsstrategytoachievethesetargetstakesfulladvantageoftheextenttowhich emissionsarelinkedtochangesinotherrelatedperformanceparameters,particularly energy.ForScope1and2emissions,theDepartmentwill: Prioritizeinvestmentinefficiencymeasuresandinfrastructureimprovements basedoncarbonintensity Reducetheuseofpetroleumbasedfuels Deployoperationsandmaintenancebestpractices Installassetlevelmetering

DepartmentofEnergy|2010 Assessandupgradeitsrealpropertyportfoliotomeetthehighperformance sustainablebuildingprinciples Reducenoncarbondioxide(CO2)fugitiveemissions,specificallysulfur hexafluoride(SF6) AssessthefeasibilityofusingDOEfacilitiesastechnologyinnovationsitesfor carboncaptureandsequestrationorbeneficialreuse. Explorelowcarbon,nextgenerationenergytechnologiessuchasfuelcells, cogeneration,biomass,otherrenewabletechnologiesandadditional technologiesasdeveloped.

TheDepartmentofEnergymaintainsoneofakindmissionessentialfacilities (accelerators,lightsources,nuclearprocesses,petroleumreservesandsupercomputing facilities)thatareinherentlyenergyand/orwaterintensive.Toaddresstheseunique sustainabilityissues,theDepartmentwillestablishinternalexperttransformation teams,accountabletoeachUnderSecretary,todetermineopportunitiestoimprovethe energyandwateruseefficiencyofthesefacilities.TheDepartmentwillestablisha processtoaccountfor,andreporttheirenergy,waterandGHGcontribution/reduction concurrentwithitsnormalfacilitiesportfolio.DOEwillconductinternaldepartmental discussionstodeterminehowgoalswillbemetwithoutaffectingmission accomplishment. ToreduceitsScope3emissions,theDepartmentwill: Expandtheuseofteleconferencing,videoconferencing,andwebbased meetingstoreduceemployeeairtravel Reducetransmissionanddistribution(T&D)lossesthroughonsitepower generation Reducewastegenerationbyincreasingsustainablepurchasingandrecycling ThefullbenefitofalleffortstoreduceGHGemissionswillberealizedwhenthe Departmentscorporatecultureembracesthefullrangeofsustainablepractices.Tothis end,theDepartmentisstrengtheningitscommitmenttoresourceconservationasa corevalue.AllDOEorganizations,includingtheirFederalandcontractorpersonnel,are expectedtoexhibitsustainablebehavior,whichcontributestothisSSPP.

IV.PlanImplementation
a.InternalCoordinationandCommunication TheDepartmentestablishedagovernancemodel(seeAppendix2)topreparetheSSPP andbeginimplementationoftheEO.Themodelreflectsthedecentralizednatureof DOEsoperationalactivities,anddrawsinthemaximumamountofinternalexpertise andoperationalperformancedata.Itprovidesbroadrepresentationfrom Headquarters,DOEsites,andDOEcontractors,andfosterseffectivecommunicationand coordination.Themodel,graphicallyillustratedinAppendix2,includesthefollowing elements: SeniorSustainabilitySteeringCommittee(SSSC).TheDeputySecretaryisthe SeniorSustainabilityOfficer(SSO)andchairsthiscommitteecomprisedofthe UnderSecretaries,ChiefFinancialOfficer(CFO),GeneralCounsel(GC),Director oftheOfficeofManagement,ChiefHealth,SafetyandSecurityOfficer,andthe AssistantSecretaryforEnergyEfficiencyandRenewableEnergy.TheSSSCaligns DOEbusinesspracticeswiththegoalsoftheEOsandrelatedstatutes. SustainabilityIntegrationTeam(SIT).Thecommitteeiscochairedbyasenior managerfromHeadquartersandfromFieldOperations,andincludes representativesfromvariousDOEorganizations.WorkingGroupcochairs participateinSITdiscussions.TheSITsupervisedthedevelopmentoftheinitial SSPP.ThisteamdiscussedandresolvedissuesrelatingtotheSSPPhoweverhad nolineauthoritytodirectorimplementpolicy.Thefunctionandorganizational placementoftheSITissubjecttochange. WorkingGroups(WG).WorkingGroupsarecomprisedofmembersfrom HeadquartersandfromFieldOperations.Theyprovidesubjectmatterexpertise totheSIT. ImplementationandcoordinationoftheSSPPwilloccurthroughexistingDOElinesof authority.Inaddition,theFieldManagementCouncil,NationalLaboratoryDirectors Council,EnergyFacilitiesContractorsOperationsGroup,communitiesofpractice, assistancenetworksandworkinggroupswillenhancethecommunicationofPlan implementation.TheDepartmentsdirectivessystemwillincorporateand institutionalizeimplementationproceduresbywhichDOEwillmeetSSPPgoals. Forlongtermimplementationandoversight,theDepartmentwillestablisha SustainabilityPerformanceOffice(SPO)tocoordinatecorporateoversight,foster behaviorchange,evaluateperformance,facilitateinformationmanagement,andreport progresstowardsustainabilitygoals.TheSPOwillsupporttheDeputySecretaryintheir roleastheSSO,aswellastheUnderSecretaries,DOEsites,andotherofficesas appropriate.TheSPOwillbestaffedwithfulltimeequivalentseniorlevelprofessionals.

DepartmentofEnergy|2010 b.CoordinationandDisseminationofthePlantotheField TheSSPPwasdevelopedwithsignificantparticipationfromHeadquarterselements, fieldrepresentatives,andDOEcontractors.Assuch,alargenumberofkeypersonnel, representingacrosssectionoftheDepartment,wereinvolvedinthediscussions, analysesanddecisionmakingassociatedwiththisPlan.

Atthesitelevel,theDepartmentwillbuildontheEnvironmentalManagementSystem (EMS)process,requiredbyEO13423andalreadyinplaceatitssites,toimplementthe goalsarticulatedinthisPlan. c.Leadership&Accountability TheSecretaryispersonallycommittedtoachievingtheEOandstatutorytargetsandis leadingtheefforttochangetheDepartmentsculturetointegratesustainabilityintoall DOEoperationaldecisions.TheSecretarysdesignationoftheDeputySecretaryasSSO demonstratestheDepartmentshighlevelcommitmenttosustainability.Inaddition, theestablishmentoftheSSSCandthedesignationoftheSSOasitschair,ensures continuedseniorlevelattentiontoachievingsustainabilitygoals.Further,senior leaders,managers,staff,andDOEcontractorswillbeheldaccountablecommensurate withtheirresponsibilitiesforperformanceundertheEOsandrelatedstatutes. ThethreeUnderSecretarieswillbeaccountableforallplanning,resourcing, implementation,andreportingtoachievesustainabilitygoalswithintheirorganizations. Internalsustainabilityscorecardswillassessthelevelofsuccessateachlevelofthe Department(individualsites,programs,andUnderSecretary).Thesescorecardswillbe reviewedbytheSSOtoevaluateperformanceanddeterminebestpathstoward meetingsustainabilitygoalsonaregularbasis. d.DepartmentPolicyandPlanningIntegration TheDepartmenthasseveralmechanismsinplacewithinwhichtheSSPPwillbe integratedwithexistingpolicyandplanningefforts.Forexample,theSSPPisakey initiativewithintheEnergygoaloftheDepartmentsStrategicPlan.Executionofthe SSPPwillalsobeintegratedintotheDepartmentsperformanceplanning,budget formulationandexecutionprocesses.Inaddition,theSSPPwillbelinkedtopolicy initiativesprimarilyemanatingfromtheDOEOfficeofEnergyEfficiencyandRenewable Energy.Table1providesdetailedinformationonthelinkagetootherpolicyand planningmechanisms.

e.DepartmentBudgetIntegration ConsistentwiththeobjectivesofEO13514,theDepartmentiscommittedtofurther integratingtheprinciplesofsustainabilityintoitsdecisionmakingandbudget developmentprocesses.Theannualbudgetprocesswillbeinformedbythegoalsofthe SSPP,startingattheUnderSecretarylevelandprogressingthroughtheProgram SecretarialOffices(PSO)tothesites.FutureinternalDOEbudgetguidancewillinclude informationontheimportanceofsustainability,GHGemissionsreduction,andresource

DepartmentofEnergy|2010 conservation.TheDepartmentwillalignitssitelevelenvironmental,energy,andreal propertyplanningsystemstoelevatesustainabilityinsitemanagementandbudgeting processes. Workingwiththeirprogramoffices,siteswillcontinuetoutilizeenergysavings performancecontracts(ESPC)andutilityenergyservicecontracts(UESC)aspractical. ESPCprojectsthatrequireappropriatedfundingpaymentsmaybesubmittedthrough theDOEbudgetprocess. f.MethodsforEvaluationofProgress DOEwillutilize,integrate,andstreamlineexistingDepartmentdatacollection mechanismstoevaluateprogresstowardmeetinggoalsfromEOsandrelatedstatutes, including: PollutionPreventionTrackingandReportingSystem(PPTRS),collects environmental,purchasing,andbestpracticesdata. EnergyManagementSystemversion4(EMS4),collectssiteenergyandwater consumptionandcosts. FederalAutomotiveStatisticalTool(FAST),collectsfleetinventoryandfueluse. ConsolidatedEnergyDataReport(CEDR),collectsadditionaldataonmetering requirements,wateruse,renewableenergygenerationandpurchases,and sustainablebuildings. SiteSustainabilityPlanPerformanceReporting,collectsdataonsiteidentified sustainabilityprojectsandsupportsEnergyIndependenceandSecurityAct(EISA) Section432compliance. IntegratedFacilitiesInfrastructure(IFI)Crosscut,identifiestheresource requirementsassociatedwithTenYearSitePlanimplementation. TenYearSitePlans(TYSP),collectsplannedadditionsorchangestothereal propertyportfolio. FacilitiesInformationManagementSystem(FIMS),collectsdataconcerningreal propertyattributesanduse. DOEwilldevelopandpromulgateinternalDOESustainabilityScorecardstotrackprogram andsiteperformancetowardsmeetingtheSSPPgoals.Thisscorecardwillbedeveloped anddisseminatedforinternalreviewandcommentduringthefirstpartofFY2011.DOE willalsoprepareDOEssemiannualreporttoOMBandCEQinresponsetothe sustainabilityscorecardprocess.

V.EvaluatingReturnonInvestment
TheDepartmentwillestablishaprocesstoprioritizeprojectsthatmostcosteffectively meettheSSPPsenergyandenvironmentalgoals,whilegeneratingthegreatestcost savingsforDOEasitexecutesitsmission.Eachprojectconsideredforfundingwillbe evaluatedfirstoneconomicReturnonInvestment(ROI)andthenonanROIthat includesenvironmentalandsocialbenefits.DOEwillcalculatetheROIofresource conservationandGHGreductionprojectsasdescribedbelow. TheDepartmenthasmadeconsiderableprogressinitssustainabilityeffortsunderthe requirementsofEO13423andrelatedstatutes.Theseaccomplishmentsare summarizedbelowandincludediscussionofsuccessfulprograms,lessonslearnedand anticipatedchallenges. ProgresstowardFacilityEnergyandWaterGoals InFY2009,DOEreporteda17.4%decreaseinenergyintensitycomparedtoFY2003for facilitiessubjecttothestatutorygoalof12%,asnotedinTable2.Thisreductionincludes purchasesof778billionBritishThermalUnits(Btu)ofrenewableenergy.Withoutthese purchases,DOEsreductionis14%,stillsurpassingthe12%goalfortheyear.

Thereductioninenergyintensityistheresultofenergyconservationmeasures,reduced missionrelatedactivitiesandthedownsizingofsomeoperationsandfacilities.As manpowerisreducedandfacilitiesareclosed,effortstoconsolidateoperationsand minimizeenergyuseinvacatedbuildingswillcontinue. ThereareseveralsignificantprojectsbeingpursuedorunderwaythatwillincreaseRE generatedatDOEsites.Constructionstartedonabiomasscogenerationplantatthe SavannahRiverSite,whichwillreplaceanexistingoldandinefficientcoalplant,and saveanestimated100,000metrictonsofCO2annually 4and1.4billiongallonsofwater. TwoadditionalbiomasssteamplantsareunderconstructionatSavannahRiver, replacingexistingfossilfuelfiredplantsandreducingthemilesofsteampipingneeded tomovetheheat.Abiomasssteamgenerationplantisscheduledtobeoperationalin 2011atOakRidgeNationalLaboratory(ORNL).Itwillreplacefouragingnaturalgas firedboilersandreduceannualCO2emissionsbyover55,000metrictons,alongwith significantreductionsinairpollutants.TheNationalEnergyTechnology Laboratoryinstalledsatellitebiomasslowpressuresteamandhotwaterboilersin variousDOEbuildingsatitsPittsburgh,Pennsylvaniasite,replacingtheexistinglandlord operatedcoalfiredhighpressurecentralsteamplant.DOEwillcontinuetoidentify renewableenergyprojectsand/ortechnologydemonstrationsatsitesthatcan contributetosustainabilitygoals. II.GoalPerformanceReview
TheStrategy.Toachievethegoalsoutlinedinthisplan,andachievetheSecretaryof EnergysintenttodemonstrateSustainableScience,theDepartmentwillorganizeits managementandimplementationeffortsinfourmajorareas.First,DOEwillstrengthen itsinternalmanagementstructuretoenhancedecisionmaking,analysisand accountability,withsignificantresponsibilitiesdelegatedtotheUnderSecretariesbut performancetrackedcentrally.Second,theDepartmentwillundertakeawholesale assessmentofitssustainabilityposture,collectingcriticalenergyandefficiencydata acrosstheentirecomplexinordertoinformfutureinvestmentsdecisions.Third,the Departmentwillputinplacearobustgoalattainmentandperformancemanagement systembasedonmetering,benchmarkinganddocumentedefficiencygains.Finally,in recognitionthatgoalattainmentis,attheendoftheday,aquestionnotonlyof technologyanddata,butofleadership,theDepartmentwillestablishdedicatedefforts tochangeindividualandcollectivebehaviorthroughincentiveprogramsandperiodic reportingtotheDepartmentsuppermostmanagement.Allofthiswillbe accomplishedasrapidlyaspossiblewhilemaintainingacommitmenttopublic transparencyandmissionaccomplishment. Asapriority,DOEwillconductsiteassessmentsandenergyauditson facilitiesandprocessenergyuse.Theseauditsandassessmentswillbeused toidentifyprojectstosupportallthegoalsofthisplan,toincludeenergy efficiency,coolroofs,andpotentialimplementationofcombinedheatand power(CHP)units(withorwithoutbiomassfuels).Theseauditswillcoincide withauditsrequiredbySection432ofEISA2007andaDOEsurveyofenergy andwaterefficiencytechnologiesinstalledateachsite. Overtime,buildingsdepartfromtheirdesignbehaviors.Thesedeviations mayoccurfromoperatorintervention,sensordegradationorequipment malfunction.Thereturnofabuildingsoperatingsystemstotheirdesign conditionwilloftenresultinimprovedenergyefficiency.DOEwillperform recommissioningassessmentson75%ofitsbuildings(intermsofenergyuse) asapriority,andwillidentifybuildingsmostinneedofrecommissioning measures. DOEwillestablishtwospecialpurposeteamstoapply,andassistsite personnellearnaboutstateoftheartwaterandenergyauditingtechniques. AnumberofDOEsitesarelocatedinareaswithabundantrenewableenergy resources(toincludesolarinNewMexico,windinTexasandIdaho,and biomassinSouthCarolina).Evenbeforethecurrentgroupofstatutesand ExecutiveOrders,DOEledtheNationinthedevelopmentofrenewable energy.

i.GoalDescription EPAct2005requiresfederalagenciestoensurethatnolessthan5%ofits electricenergycomesfromrenewablesourcesfrom20102012,andthatno lessthan7.5%befromrenewableelectricsourcesinFY2013andbeyond. EO13423requiresthatatleasthalfoftherequiredrenewableenergycome fromnew(post1999)renewableenergysources,andencourages departmentstoinstallrenewableenergygenerationonsiteforusebythe site. ii.CurrentStatus MostDOEsiteshaveinstalledandusesomeformofrenewablepower.The largerscalerenewableelectricityinstallationsarelocatedinColorado, includingalmost2MWfromphotovoltaic(PV)arraysandupto4MWfrom windturbines.DOEhassmallerprojectsinotherlocations,includingrooftop PVarraysinWashingtonDC,geothermalpowerinWyoming,anddish SterlingsolarpowersystemsinNewMexico.Additionallargescaleprojects beingdevelopedonDOEpropertyincludeamajorbiomasspoweredco generationplantinSouthCarolinaanda37MWPVsysteminNewYork. LargebulkenergycontractshaveallowedDOEsitestoobtainhighly favorableenergyratesinmanyregionsofthecountry.Onapurelyeconomic basis,manyrenewableenergytechnologiesmaynotbeabletocompetewith thislowcostofenergy,howeverrenewableenergyhasmanybenefits. Movingforward,theDepartmentwilltakesocialandenvironmentalcosts intoconsiderationwhendeterminingthebestmixofenergysourcesand negotiatingfutureutilitycontracts. DOEownsandcontrolslargetractsoflandthathavebeenreclaimedafter industrialcleanup.Muchofthislandrequireslongtermmonitoringandis notcurrentlysuitableforunconstraineddevelopment.DOEwillexaminethe feasibilityofusingthislandforfutureREproduction.TheDepartmentis pursuingEnhancedUseLeasing(EUL)authoritytoimproveopportunitiesto makethislandusefulwithoutinterferingwiththelongtermmonitoring effort.

iv.ImplementationMethods RenewableenergyassessmentreportsforalargenumberofDOEsiteswere completedinthe20072009timeframe.Asufficientnumberofprojects wereidentifiedtomeettheREgoalfromonsiteprojects,however,few projectswerefoundtohaveapositiveNPVorROIatthattime.DOEwill continuetoevaluatethemorepromisingprojectsfordevelopmentwhile researchingfavorablenewprojects. DOEmaintainsadiversefleetofvehicles.Whilesomearepassenger vehicles,othersaremediumandheavydutytrucksorarespecialpurpose vehicles.Attheendof2009,theDOEfleetconsistedof14,279vehicles managedby96reportingorganizationsdistributedthroughouttheUnited States.Thisfleetincluded5,067E85capablevehicles,213compressed naturalgasvehicles,135hybrids,13liquidnaturalgas,andthreeliquid petroleumgasvehicles.

TheDOEbusfleetatINLisamajorconsumerofpetroleumdieselfuel.DOE intendstoreplacethesebuseswithnewbusespoweredbycompressed naturalgas.Doingso,DOEwillgreatlyreduceitspetroleumuse,increaseits useofalternativefuels,andenticeemployeeswhocurrentlydrivetothesite totakethebus(reducingScope3GHGemissions).Thetimingandmethod toconductthisreplacementiscurrentlyunderevaluation. TheDepartmentofEnergyisfundingdevelopmentofafleetoptimization toolbyNREL.Thistoolwilloptimizethedeploymentofalternativefuel vehiclestomaximizetheiruseofalternativefuels;andtooptimizethefleet vehicleinventorytoensuremissionneedsaremetwiththeappropriatesize andnumberofvehicles.DOEintendstousethisprograminthe managementofitslightvehiclefleet. DOEhascommittedtoacquiringalargenumberofHEVs.Thesevehicles, withbetterfueleconomythanthevehiclestheyreplace,willreducethe Departmentspurchaseofgasoline.DOEwillreplace850gasolinevehicles withHEVsinthenearfuture. LawrenceBerkeleyNationalLaboratory(LBNL)optimizestheoperationof thecoolingtowersbyincreasingthecyclesofconcentrationfromfivetoat least15,reducingmakeupwaterconsumptionbyaboutonethird.This improvementsavesapproximately14MGY. SandiaNationalLaboratories(SNL)implementedtheMicroFabproject, whichincorporatesanumberofgreenbuildingfeaturesthatsupport LEEDNCcertification.Itincorporatesahighefficiencyultrapurewater generationprocess,processwaterrecyclingloop,andreclaim/reuseof waterforcoolingtowerandscrubberapplications.Otherprojectspecific greenmeasuresincludeoccupantbasedwaterefficientplumbingfixtures andlowwateruselandscapedesign. SNLandLLNLeachuseareverseosmosisrecyclingsystemintheircooling towerstosubstantiallyreducepotablewaterconsumption.

InaccordancewiththehierarchyestablishedinthePollutionPreventionActof1990, theDepartmentsprimaryobjectiveistopreventorreducepollutionatthesource wheneverfeasible.Pollutantsandwastesthatcannotbepreventedthroughsource reductionwillbedivertedfromenteringthewastestreamthroughenvironmentally safeandcosteffectivereuseorrecyclingtothegreatestextentpracticable. CurrentDOEOrdersestablishEMSasthemanagementframeworkforimplementing thesustainablepracticesandgoalsofEO13423,fromwhichmanyofthegoalsand performancemetricsofEO13514derive.DOEspecifiesanumberofsustainable practicesrelatedtopollutionpreventionandwastereductionorelimination includingsourcereduction,greenpurchasing,toxicchemicalusereductionand recycling.TheOrdersapplytoallelementsresponsibleforthemanagementand operationoftheDepartmentsfacilitiesandactivities,includingcontractors managingGovernmentfacilities.AllelementsoftheDOEorganizationare responsibleforcompliancewiththerequirementsandflowingdownthe requirementsintotheircontractsandsubcontracts. PROJECTPROGRESSION Energyaudits(bothinternalandexternal)identifypotentialenergyefficiencymeasuresor renewableenergyprojectsforconsideration.Aftercarefultechnical,financial,and programmaticanalysis,asubsetoftheseprojectsmoveforwardandareproposedfor funding.Theseprojectsarethenplacedindevelopment,ultimatelyleadingtoacontract award.Afterconstruction,theseprojectsarecommissionedandthenconsidered operational.DOEidentifiesanddevelopsmostprojectsthroughaprocesssimilartothis, withthepipelineconstantlybeingreplenishedwithnewprojects. ENERGYEFFICIENCY TheDepartmentofEnergyleadstheFederalgovernmentintheuseofEnergySavings PerformanceContracts(ESPC),bothintotalinvestmentandintotalexpectedsavings.All largeprojectsareconsideredforESPCfundingbeforeotherformsoffundingare considered. Since1998,DOEhassigned19ESPCcontracts,providing$451Mofenergyefficiency investmentat15sites,with$1,551Mintotalexpectedcostsavings(5.5millionMMBtuof energysavings).ExcludingthetwolargeESPCcontractsdiscussedbelow,theaverage DOEsiteESPCawardisabout$10Mandremainsineffectforabout18years.Energy conservationmeasures(ECMs)currentlyundercontract(operationalorunder construction)areprovidedinTable15. Twolargeprojectscurrentlyawardedandunderconstructioninclude: SavannahRiverSite(AreasD,KandL):DOEisreplacinganageingcoalfueledelectric powerplantwithamodern,stateoftheartbiomassplanttoproducebothheatand electricalpower(760,775MMBtuofheat,77,500MWhelectrical).Thesiteisalso installingtwobiomassheat/steamonlyplantstosupplyremoteheatingloads(33,300 MMBtuofheat).Inadditiontoreducingthegreenhousegasemissionsfromthesite, theseprojectswillsavewaterandwilleliminatemaintenanceonmanymilesofsteam lines. OakRidgeNationalLaboratory:DOEisconvertingacoalfueledsteam/heatingplant intoaplantfueledbybiomass(384,103MMBtu),greatlyreducingthegreenhousegas emissionsfromthissite. ENERGYPRODUCTION DOEalsodevelopsprojectstooffsetenergypurchasedfromtheelectricalgrid.Doingso reducestheScope2GHGsproducedattheelectricalgeneratingsource,andtheScope3 GHGsresultingfromlossesduringTransmissionandDistributionoftheelectricity.These projectstendtofallintotwocategories:(1)productionofclean,renewablepower

InstallsustainablebuildingmaterialsandpracticesthroughouttheDepartments existingbuildingassetsandtheattainmentoftheU.S.GreenBuildingCouncils LeadershipinEnergyandEnvironmentalDesign(LEED)Goldcertificationforallnew constructionandmajorbuildingrenovationsinexcessof$5millionandnothaving reachedCD2beforeOctober1,2008.Allbuildingsfallingbelowthisthresholdare requiredtocomplywiththeGuidingPrinciplesforFederalLeadershipinHigh PerformanceandSustainableBuildings(GuidingPrinciples). Meetthe15%goalinEO13423datedJanuary24,2007section2(f)(ii)for incorporatingsustainablepracticesoftheGuidingPrinciplesforenergyandwater andrelatedprinciplesintotheDepartmentscapitalassetbuildinginventory. Utilizestandardizedoperationsandmaintenance(O&M)andmeasurementand verification(M&V)protocolscoupledwithrealtimeinformationcollectionand centralizedreportingcapabilities. Performcommissioningofnewequipmentorretrofitconstructiontoensurethat systemsaredesigned,installed,functionallytestedandcapableofbeingoperated andmaintainedtoperforminconformitywiththeprojectintent. Performretrocommissiontoreviewtheconditionofbuildingsystemsandreturn equipmentthathasfallenoutofdesiredoperatingparametersbackintoappropriate tolerances. ProvideaccesstoalternativefuelinfrastructurethroughouttheDepartmentto ensurethatallalternativefuelvehicleswilloperateonalternativefuelstothe greatestextentpracticable,andreplaceDOEconventionalfuelvehicleswith alternativefuelandhybridtechnologyvehicles,includingpluginhybridelectric vehiclesastheybecomeavailable. Increasedevelopment,generationandconsumptionofelectricandsteam,natural gasfromrenewableenergysourcesandcombinedheatandpowersources.
