1.0

PURPOSE This procedure outlines the requirements to replace the existing 1 needle valve with 1 globe valve before introduction of hydrocarbon for re-start up. This procedure also provides guidelines for depressurization, repairing of leaks, reinstatement and the hydrocarbon re-introduction after completion of any repair works in operating systems with hydrocarbon.

SCOPE This procedure is applicable to Offshore Commissioning and Start-up.

5.0 5.1

PROCEDURE General

5.1.1 Replacement of valve procedure applicable to each process system shall be prepared and submitted to EMEPMI for review and approval prior to starting of activities. The procedure shall have the mark-up MFD/ISO drawings, indicating cutting & welding sequences, venting & draining, N2 purging etc.

5.1.2 Nitrogen (N2) shall be utilized as the medium to be use for system purging before activities will commence.

5.1.3 Ensure that the system has been fully depressurized and all valve on boundary limit has been closed and tagged. 5.1.4 5.2 5.2.1 5.2.2 5.2.3 5.2.4 5.2.5 5.2.6 5.3 P&ID will show the mark-up line number and boundary limit. Tools & Equipment Air Compressor Air Manifold Isolation Valves Air Hoses Pneumatic Grinder Welding Machine Work Preparation 5.3.1 Line-walk and check the system that is going to be Cut/Weld and ensure that all the valve in boundary limit are fully closed. 5.3.2 Install isolation tags as required and apply for EPRC. 5.3.3 Ensure that all valves leading to the flare system are fully isolated. 5.3.4 Once depressurization is completed, inject with Nitrogen for purging & inerting and monitor oxygen level inside the system. 5.3.5 When Nitrogen purging has been completed, remove Flow Indicator (FIT) and blind off line to flare header.

5.3.6 When all the preparation has been checked and completed and it is ready for Cutting, the coordinator or supervisor in charge shall inform EMEPMI representative for inspection and approval. 5.3.7 Ensure that all the necessary tools & equipment are in good condition.

5.4.3 Ensure the system has been depressurized and purged with Nitrogen before Cutting will commence. 5.5 Welding & Burning 5.5.1 Notify EMEPMI representative before welding & burning activities and discuss in PTW coordination meeting (time and location). 5.5.2 A separate PTW ( Welding & Burning ) will be apply and stated clearly the location of activities. 5.5.3 Ensure to have at least 2 (two) numbers of fire watch during welding & burning activities. 5.5.4 Ensure to have adequate cover protection, fire blanket and fire extinguisher during the welding & burning activities. 5.5.5 Perform housekeeping after all the activities have been completed. 5.6 Purging / Inerting of operating system after shutdown and prior to re-start. 5.6.1 Guideline applies to an operating process system that requires opening of joints to facilitate rectification works. 5.6.2 activities. Notify EMEPMI representative before start of any rectification 5.6.3 Ensure the system has been depressurized and hydrocarbon / gas pressure inside the system is zero. 5.6.4 Start loosing the bolts and continuously monitor the hydrocarbon / gas inside the system line.

5.6.5 Rectify the leaks (replace all gaskets if required) on the leaking flange connections. Torque the affected joints to the required torque value. 5.6.6 On completion, ensure that all bolts are fully tightened and the system line had been reinstate to its original condition. 5.7 Reinstatement After Work Completion

5.7.1 Ensure that all system that has been under repaired are fully reinstated to its original position prior to start up. 5.7.2 Perform Line checking and ensure that all valve that are isolate during Cutting/Welding are in open position and all the isolation tag has been removed. 5.7.3 Nitrogen (N2) in the system will be contained at a very low positive pressure upon completion of the test. This positive pressure will provide preservation / purge requirements prior to Start-up. 6.0 REPORTING 6.1 Supervisor/Technician shall prepare a Check Sheet in order to monitor and record the work completion status for EMEPMI to review. 6.2 Acceptance and Test Certificates shall be accomplished and compiled by the Supervisor / Technician. 6.3 All Check Sheets shall be compiled in Pre-commissioning / Commissioning catalogue. These documents shall be utilized as part of system handover to EMEPMI. 7.0 SAFETY
7.1

The supervisor in charge for the Cutting/Welding shall apply the permit to work (PTW) one day before commencing the Cutting/Welding activities.

7.2

The permit to work (PTW), which is to be filled by supervisor in charge of the Cutting/Welding activities, will act as the approved document where it indicates the location, start and end time of the work. The inspection time and permit must be approved by the safety officer or authorized personnel.

7.3 Safety department shall be notified 24 hrs before conducting the activities.
7.4 7.5

All personnel involve in these activities shall wear the appropriate PPE. The Cutting/Welding area shall be cordoned off with warning tape and proper signboards shall be displayed outside the barriers to restrict unauthorized personnel entering the area.

7.6

The safety standards applied during Cutting/Welding shall meet the satisfaction of EMEPMI representative prior to commencing the activities. If required, adequate scaffolding and staging shall be provide for access during cutting/welding activities. Job Safety Analysis (JSA) will be conducted prior to start cutting and welding activities.
