PBL Research conclusion: Thin Film is the way to go for Bangladesh Achieving Grid Parity in Bangladesh will require local manufacturing Signed MOU with an European Equipment Supplier to invest in Local Manufacturing Plant Installed two 5kwp thin film demo system at its own expense at two of its own sites at Dhaka Formed a solar team to lead EPC projects as opportunities arise Building an inventory of thin film panels to quickly install rooftop systems Considering investing on Solar Parks with proper investment incentives Actively participating in forums to build momentum for thin film technology

JODHPUR WORKSHOP PBL INITIATIVES AND NEEDS

LESSONS FOR BANGLADESH

Stop current practice of excluding thin film from Gov. funded projects Help PBL on financing thin film manufacturing plant
Grants and zero interest loans (ala EEF) from organizations like WB, ADB & KFW Solar Park projects in Bangladesh Export to Middle East and other countries A small solar park for every 10 villages Acquisition of land Provision of security Attractive Purchase Plan Agreement (e.g. Gujarat or better) Exemption from taxes and surcharges

Help us market output of thin film manufacturing plant

Develop Solar Park Projects suitably modified for Bangladesh

Help establish a core of technically competent professionals from best of young Bangladesh talents. Emulate ICASET in Rajasthan or GERMI in Gujarat may be even do better

May 13, 2013 Daily Star

According a Wikileaks release report Mr. Abu Taher, vice president of Prothom Solar Farm of Dhaka, learned from the BPDB that it is not yet Ready to receive the power generated from PSFs innovative thin film Based 5 MW power plant. Mr. Taher is not unhappy though his PPA with the government will compel BPDB to pay his company for all the power generated anyway.

Renewables friendly grid Smart meter enabled grid Interconnects distributed power generated from various renewable energy forms We need a short and long term strategy on Smart Grids from the government

Financing of Projects Remains Key Challenge

Who takes what risks remain a big issue Gap exists between technology enthusiasts and funding providers India has many models that seem to attract investors Some experimental projects will not gain approval leading to disappointed quarters

Take advantage of information and knowledge gained by our neighbor India We can pick and choose right technologies for specific Bangladesh factors India modified Solar Park definition to suit its needs. Bangladesh can tune the definition further to suit its special situation with respect to land scarcity Indian models of Purchase Power Agreements (PPA) Renewable Purchase Obligations (RPO) are perhaps good models to emulate to attract private parties like PBL Bangladesh must develop a plan for establishing core technical competence in all aspects of Solar technologies Bangladesh must encourage local manufacturing of thin film panels to reduce overall cost
