Immanuel and St Andrew CE School Admissions Policy


Foundation Places:
The governors have designated 50% of available places to be offered to children who with their families are faithful and regular worshippers in a qualifying Christian Church. The children must be residents in the Area Deanery of Lambeth South, have been attending a place of worship/qualifying church at least twice a month over a period of one year prior to an application for them being received. A supporting reference from the Vicar/Minister of the church attended, dated not more than 3 months prior to 13 January 2012, should be lodged with the application.

If there are more applicants than 50% quota for available places then places will be allocated according to the following criteria, in order of priority: 1. Children in or subject to care or control of the Local Authority (fostered or looked after)* 2. Children with an exceptional and specific medical or social need for a place at Immanuel and St Andrew School. This must be supported by written evidence at the time of application e.g. from a medical consultant, social worker, or other care professional, which sets out the reasons why this school is the most suitable school and the difficulties that would be caused if the child had to attend another school.* 3. Children who have a sibling at the time of admission to the school and are frequent worshipping members (i) at a qualifying Christian church located in the parish boundaries of Immanuel and St Andrew (note this does not include the Nursery classes). A sibling is a child who is a blood relative, step-siblings, formally fostered and adopted children, living at the same address. 4. Children and their parents and legal guardians who are frequent worshipping members of the schools parish church, Immanuel and St. Andrew, Streatham Common and who live in the Area Deanery of Lambeth South. 5. Children and their parents and legal guardians who are frequent worshipping members of any other qualifying Christian churches (ii) and who live in the Area Deanery of Lambeth South. (i) Frequent worshipping member means that both children and their parents/legal guardians are frequent worshippers together in family worships at least twice a month at the qualifying church and have done so for at least a year prior to the closing date for applications for admission to the school. The Governing Body will require written confirmation from the priest or minister through a form supplied by the school. If the child and immediate family have changed their place of worship within 12 months prior to the closing date for applications, it will be for the parent(s) to supplement the reference from their current place of worship for the remainder of this period prior to the closing date. Immediate family means the parent or parents or guardian(s) with whom the child normally resides and whose address is given in the application. (ii) To be counted as qualifying the church must be a full member of Churches Together in England (www.churches-together.net) or the Evangelical Alliance (www.eauk.org ) If there are fewer than 50% of qualified applicants for the available foundation places, any unfilled places will become additional open places. Unsuccessful applicants for foundation places will be considered for any open places remaining unfilled at the end of the allocation procedure. * as defined in the Lambeth Admissions Document Starting Primary School in Lambeth 2011/12 and listed on p.25

Open Places:
Parents applying for an open place do so knowing that the school aims to provide an education based on Christian principles and, therefore, the Governing Body hopes that all pupils will take part in the Christian worship of the school and attend religious education lessons. The governors have designated 50% of available places to be offered to pupils who do not qualify for a foundation place. If there are more applicants than 50% quota for available places then places will be allocated according to the following criteria, in order of priority: 1. Children in or subject to the care or control of the Local Authority (fostered or looked after) 2. Children with an exceptional and specific medical or social need for a place at Immanuel and St Andrew School. This must be supported by written evidence e.g. from a medical consultant, social worker, or other carer professional, which sets out the reasons why this school is the most suitable school and the difficulties that would be caused if the child had to attend another school. 3. Children who have a sibling at the time of admission to the school and are not frequent worshipping members at a qualifying church (note this does not include the Nursery classes). A sibling is a child who is a blood relative, step-siblings, formally fostered and adopted children, living at the same address. 4. Children living nearest the school. The entrance to the school being measured from the school gate in Northanger Road, nearest Greyhound Lane. The child must be living at the address both at the date of application and at the first day of the childs schooling. Notes a. Parent/carer means someone who has legal responsibility for the child (proof may be required where there is any doubt). b. Offers of places are subject to documentation validating date of birth and address. c. Proof of church commitment will be ascertained by a letter being given to the applicant who will give it to the incumbent of Immanuel and Saint Andrew Church or qualifying church who will decide if the criteria has been met and return the form to the school. In the case of there being a vacancy in incumbency, the priest in charge will take this role. In the case of no priest in charge the Church Wardens will take this role. d. Priority will be given on the basis of distance between the childs home and the school, measured by a straight-line. Distance is measured in a straight line using the local authoritys computerised mapping system (this measurement will be from a central point of a childs home to a central point of the school). The childs home address will be the childs permanent place of residency and must not be a business address, or the address of a relative or carer, unless they have legal custody of the child. Applications must only be made from a single address. Applications or offers under this criteria will only be valid once proof of address has been given and confirmed. e. Parents who do not receive an offer of a place and still seek a place will indicate in writing that they would like to go on a waiting list. The waiting list will be reviewed every six months from the date of the first term of entry commencement. Parents and carers will have to submit a written request asking for continuation to ensure their child is kept on the waiting list. Further offers of places will then be allocated from the waiting list. f. If a parents status of application changes a new application form must be submitted. Any new applications are not considered in the same year unless there has been a significant and material change in circumstances, eg, family has moved house. g. Parents/carers who are refused a place have a right to appeal against that decision. When parents are notified by letter of the decision, details of appeal procedures will be included in the letter. "In the event that two or more applicants have equal right to a place under any of the above criteria and there are insufficient places, the Governing Body will use distance, in the first instance, to decide between applicants; if applicants live equidistant from the school the Governing Body will draw lots to decide between applicants."
