D1DC23600501 ‘THE STATE OF TEXAS 8 IN THE TRAVIS COUNTY DISTRICT COURT *. 8 ESTEVAN ALONZO SOLIZ § 167th District Court FOR ARREST W, ‘The Undersigned Affiant, who after being duly sworn by me, on oath, makes the following statement: i Thave reason to believe and do believe that: Estevan Alonzo Soliz , DOB: 09/12/1973 did then and there, (on or about 05-08-2023 to 05-27-2023 at KELLY LANE MIDDLE SCHOOL commit the offense of: Online Solicitation of a Minor- (2nd Degree Felony) My name is Robert Wilson #745, I am a swom Peace Officer in the State of Texas, and have been since September 2006. I am Master Peace Officer with previous experience as a Detective with the || Pflugerville Police Department. While serving in this role I conducted numerous trainings in child abuse and sexual crime investigation, and investigated numerous allegations of child abuse and sexual crimes ‘against children. ‘There is, at 18900 Falcon Point Blvd., Pflugerville, Travis County, Texas an institute of public education known as: Kelly Lane Middle School (KLMS). KLMS is supported in whole of in part by State of Texas tax funds. KLMS is an institution housing three grade levels of education: 6th through 8th, and upon’ completion of 8th grade students leave the school and are enrolled in High School, The typical age range| of students in KLMS is 11 to 14 years old. KLMS is a coeducational facility, housing both male and | female students. “The Pflugerville Independent School District Police Department (PISD PD) has one full time officer assigned to duty at KLMS. The officer assigned to KLMS is a swom peace officer per Texas Code of | Criminal Procedure 2.12 (8) and Texas Education Code 37.081. As such, the officer assigned to KLMS || has authority in this state as a full-time peace officer. Because of officer deployment and staffing, KLMS has only one officer, who is supervised by a Sergeant who floats between every elementary, middle, and high school campus in his feeder pattern. The result is the primary responsibility for day-to-day law enforcement operations on KLMS was handled by the one officer who was assigned there: Estavan “Steve” Soliz White/Hispanic Male Date of Birth: 12 September 1973 (49 years old) Texas Commission on Law Enforcement (TCOLE) ID Number: 143579 Soliz has been employed as a Texas Peace Officer since 25 August 1997; a period of approximately 26 years. Soliz has completed numerous training classes during his tenure as a Peace Officer, including School Based Law Enforcement, Sexual Harassment Recognition, Advanced Child Abuse Investigation, Child Abuse Prevention and Investigation, Ethics, and Investigation classes. Additionally, Soliz is in the Pflugerville ISD Police Department ‘ Report Number # 23053747 process of obtaining a degree in Cyber Security from Texas State Technical College. As such, Soliz is extremely experienced and knowledgeable in the subjects and investigation of crimes against children, sexual offenses, and electronic investigations. Soliz was employed by the Pflugerville Police Department for over 14 years and had the Employee/Badge number: 122. Soliz is the lone officer assigned to KLMS. Soliz has been assigned to KLMS for several years. This investigation involves the outcries about the interactions between Soliz and three female 8th grade students, who hereafter are referred to as Vietim 1, Victim 2, and Victim 3, respectively. All three of the female victims were 13 years old when the events in this affidavit occurred. On May 09, 2023, at KLMS, victim 1 made an outcry to the school counselor that she (the student) was being contacted at school and outside of school via SnapChat by “Steve” (Soliz). ‘SnapChat is an online social media application owned by Snap Inc. which allows users to interact with other users and share videos, photos, and direct messages (chat) among others. SnapChat uses “emojis”, cartoon caricatures which indicate emotions, such as hearts or smiling faces. SnapChat also allows users to create a “bitmoji”, which is a digital cartoon caricature of the person which can be customized by the user to create different appearances, emotions, gestures, and positions, Victim 1 expressed that she was very nervous because Soliz had sent messages to her SnapChat the night before (May 08, 2023) asking if she “had room for friends with benefits.” Victim I told the school ‘counselor she was afraid something physically sexual was going to happen if she was alone with Soliz that day at school. Victim 1 interpreted this to mean that Soliz wanted to have sex with her. Victim I was able to produce photos she had using a friend’s phone to capture some of the messaging which had ‘occurred. SnapChat informs users when other users take screen shots of messages or media, and Vietim 1 did not want Soliz to be aware she was capturing the conversation. SOLIZ: “Lol” “So any new boys u like?” VICTIM 1: “not right now.” SOLIZ: “Just me” Emoji (smiley face with tongue sticking out) “U have room for a friend with benefits” “U have rm [sic] for a close friend” + Emoji “That's fine” “How about with benefits” Pflugerville ISD Police Department ‘Report Number # 23053747 VICTIM 1: “What kind of benefits lol” SOLIZ: “Hey don’t tell people our business, ot that we talk. Cause then they will want to text too and make up shit And delete all the text lol” ‘The term “friend with benefits” is a slang term in common usage and understanding signifying people who engage in sexual activity without any long-term commitment. Victim 1 also made statements during her outcry and subsequent forensic interview that later on, Victim 1 had sent a message to Soliz asking hhim what “friends with benefits” meant. Victim 1 outeried that Soliz had sent her a message in response telling her he would explain it to her in person the next day. This statement caused Victim I to have a ppanic attack, and she outcried to the school counselor the next day that she felt unsafe being alone with Soliz because she thought he would attempt to initiate sexual contact with her. While making her outcry, Soliz is captured on school surveillance camera actively lurking around the outside of the Principal's office where the outcry was being made, and apparently attempting to listen in and look into the window. The staff members were compelled to cover the window on the door so Soliz could not look into the room. Also included in the photos of the chat log was a photo of the bitmoji associated with the SnapChat ‘account, a Hispanic appearing male with a beard. While making her outcry, Victim I expressed concer for her friend, another 13 year old female, identified hereafter as Victim 2, as she believed Soliz was contacting her via social media as well. Victim 2.was secured by school staff, and isolated from Soliz. Victim 2 outcried to school staff that Soliz had also been communicating with her via SnapChat. Victim 2 reported on one occasion (exact date unrecalled) Soliz had commented to her about her appearance calling her “fine”. On another occasion Soliz had asked her about « male student romantic interest of Vietim 2, and had commented to her “If T ‘were him I'd be trying to hit that”. “Hit that” is common slang for engaging in sexual intercourse, Victim 2 also reported Soliz had used SnapChat to communicate with her, and had told her he would miss her when she moved to Colorado. Victim 2 had informed Soliz she planned to meet her furure husband in Colorado, and Soliz had responded with a message indicating that’s what he was “here for”, oF something, in that context. Soliz also sent the following message to Victim 2 which she was able to photograph with another phone: SOLIZ: “Hey just to make sure u delete ur text right? T don’t want no one to see our chats” VICTIM 1: “It deletes automatically” SOLIZz: “Ok cool” Pflugerville ISD Police Department Report Number # 23053747 Victim 2 also reported Soliz had sent her a picture of his and her bitmojis kissing. Victim 2 is also friends with Soliz’s step-daughter, who attends the same school, and has had “sleep overs” at Soliz’s house. Vietim 2 made an additional disturbing outcry that she had been laying across her friend’s bed while staying over (exact date not recalled) and Soliz had walked around the bed and grabbed her thigh with both hands, high up on the leg near her “private area” and had shaken her three times while making a “grunt” noise. Both Victim 1 and Victim 2 identified Soliz's SnapChat account as: stevesol22 Soliz is kmown commonly as “Steve” by other officers, staff, and students. Also noteworthy is 122 is Soliz’s old employee/badge number from Pflugerville PD. Chief P. Petherbridge #744 and Det. C. Helenberg #733 responded to KLMS at the request of schoo! administrators who were being informed about the outery. Det. C. Helenberg #733 began an Internal Aflairs (1A) investigation of Soliz. At some point Soliz was suspended from duty. ‘On 17 May 2023 at 1330 hours Det. C. Helenberg #733 had Forensic Interviews conducted of Victims 1’ ‘and 2, and a non-acute Sexual Assautt Forensic Examination conducted on Victim 2 because she: alleged Soliz made physical contact with her on a prior date. Both Victim 1 and Victim 2 maintained the integrity of and exhibited credibility es ‘During the course of the forensic: inverview, Victim 2, identified a third potential im, hereafter referred to as Victim 3. On Friday, 19 May 2023 a school counselor made contact with Victim 3. Victim 3 reported she had her, phone taken away from her parents and Soliz, unsolicited, had brought her a used former phone, which the school counselor had Victim 3 retrieve. Det. C. Helenberg #733 then spoke with Victim 3, who" informed Det. C. Helenberg #733 Soliz had called Victim 3 to his office and had presented her with the , phone. Victim 3 reported Soliz had logged into his icloud end downloaded applications to the phone, One. of the applications Victim 3 reported Soliz downloaded was SnapChat. Victim 3 reported that Soliz added himself as her friend prior to giving her the phone. Victim 3 reported she did not want to accept the phone, but Soliz had said he would “be sad” and it would “hurt him’ if she did not accept it. Victim 3 took the phone at this point. Victim 3 said Soliz did communicate with her over SnapChat, but sent heart ‘emojis and greetings such as “hi”. Victim 3 also reported she tried to return the phone to Soliz three times, and Soliz would consistently make comments to her that returning the phone would make him sad, so Victim 3 felt compelled to keep the phone. Victim 3 turned the phone over to Det. C. Helenberg. Victim 3 is in the same friend group as Victim 1. In order to protect Soliz’s rights under Garrity v. New Jersey, on 19 May 2023 I was brought in to conduct the criminal investigation. I have not spoken to human resources personnel or seen any compelled statements from Soliz. Det. C. Helenberg #733 made copies of her non-Garrity derived case material ‘which included the written school statements from school staff the photographs of the phones with the messages displayed, public information database searches on known electronic accounts belonging to Soliz, and Soliz’s district electronic user report from the school district information technology (IT) department. I requested and received a copy of Soliz’s TCOLE taining records as well. While reviewing the video taken from KLMS school security cameras on the day of the outcry, 5 May 2023, while Soliz is attempting to listen to the outery occurring in the office, when he walks down the hall and exits through the door, Soliz is seen pulling out what appears to be a cell phone out of his pocket. Pflugerville ISD Police Department Report Number # 23053747 It is common knowledge in our department that Soliz has a personal cell phone. Soliz’s phone number is: 312-922-5251 ‘Through public data searches this phone number is shown to be assigned to the mobile carrier AT&T. Pflugerville ISD Information Technology was able to provide a record of devices which had connected to the School District wireless intemet network using Soliz’s login credentials. A review of these logs indicated that Soliz’s credentials had been used on three separate devices to access the wireless internet network, and one or mote of those devices had accessed Snapchat over 200 separate times. ‘On 26 May 2023 Human Resources terminated Soliz’s employment with the school district. After calling Soliz and notifying him of his termination, a group of officers went to Soliz’s residence to retrieve department issued equipment. I went with Chief P. Petherbridge #744, Set. A. Boyd #721, and Det. C. Helenberg #733 as part of this group. Once the department equipment was accounted for, Sgt. A. Boyd #721 departed the scene. Soliz asked Chief P. Petherbridge #744 if there was anything else “pending”, at which point I informed Soliz I had been brought in to conduct the criminal investigation. At no point was Soliz detained, handcuffed, or given any indication he was not free to leave. Soliz also knew he was terminated from employment at this point and had no reason to believe he was being compelled to make a statement. Chief P. Petherbridge #744 stood by in his vehicle while Soliz spoke to me. Det. C. Helenberg #733 recorded the contact on her bodywom camera. I was standing at the far edge of Soliz's driveway, almost in the street, and Soliz was on the side closest to his house, s0 I was not impeding his ability to leave and end his conversation with me at any point. I also asked Soliz numerous times to give my contact information to his attomey so I could speak with them regarding the incident. wa Soliz continued to make res gestae statements to me about the incident. Soliz claimed Victim 1 had only outeried because she had been searched for narcotics earlier in the day and was trying to deflect.» consequences from her to him. Soliz also claimed the term “benefits” had been derived from another, | ‘occasion in his office at the school, when two male students had been in the office while several female students were present, and accused Soliz of being sexist because he favored the female students over the male. Soliz said one of the boys had made a comment that there were “benefits” to being Soliz’s friend, ‘and this had been the prompt for him to ask Victim I if she wanted a “friend with benefits”. Soliz informed me he did not know “shit” about Snapchat, and had told the kids to delete the messages only because if they were shared in a group he did not want anyone to see the messages. I asked Soliz why he had sent the message telling Victim 1 to come to see him so he could explain, and Soliz claimed that to type out an explanation of the benefits would be too much to text and easier to explain in person. Soliz claimed the “benefits” he was referring to were snacks and sleep overs and other privileges. Soliz also made statements regarding other policy violations of inappropriate communication with female students which did not meet the elements of any criminal offense. I asked Soliz why he deleted his Snapchat account after the outcry, and Soliz said students were still messaging him, and after waiting for the Internal Affairs investigation to progress he had decided he was done with it and had deleted it. During this interview Soliz confirmed he had used the suspect account to message students, confirmed he had sent the friends with benefits message, confirmed he had responded to the student to meet him the next day to explain what the benefits were, and confirmed he had deleted the suspect account after knowing an investigation or official proceeding was underway. Victim 1 had been searched by school administrators on the day of the outcry for suspicion of narcotics. ‘The search had not located any contraband, and the school administrator who had conducted the search Pflugerville ISD Police Department Report Number # 23053747 noticed the demeanor of Victim 1 was not normal and sent her to the school counselor. This is when the outcry ‘had actually occurred, when Victim 1 no longer had a fear of consequences. It is also irrelevant if Victim 1 had narcotics on her or not, because that would be unrelated to this offense which occurred. After reviewing messages Victim | had sent to another student on the day of the outcry, she does indicate in the messaging she had in fact been in possession of some type of contraband but school administration hhad not located it, further refuting Soliz's claim she was trying to deflect consequences. Additionally, ‘Victim 1 sent the following messages in the same conversation: "Omg" "T told her everything” “Tcantt believe ts (this shit]” “Tm a victim bro” (this message is distorted with odd characters, which i have observed in other snapchat returns and other messages in this production) “if u can when u see [victim 2] please tell her im reporting bear” “hey don't tell anyone i reported him" "and that he was texting me ok” Also relevant is neither Victim 1 or Victim 2 outcried or reported anything in their forensic interviews: that there was a conversation about friends with benefits in Soliz’s office. When I reviewed the production from Snap Inc. for the search warrants, Soliz’s account had extremely little content in it. In the screen shots captured of the conversation which we have, there is a banner showing that Soliz deleted a message, indicating he had his settings in place to delete messages quickly. Soliz by his own statements indicated there were several other female students he had been messaging, but none of those messages appeared in his history produced by Snapchat. Soliz by his own admission deleted them. One of the logs produced by Snapchat also showed Soliz deleted 6 friends from his Snapchat account on the day of the outery at approximately 1757 hours Central Time within a minute of each other. Several of these accounts are named consistent with female students Soliz confirmed were kids who were known to frequent his office. These deletions occurred after the outcry by Victim I was made and Chief P. Petherbridge #744 and Det. C. Helenberg #733 had met with Soliz and informed him he was under Internal Affairs investigation and ordered to preserve his Snapchat account, which he admittedly later deleted. ‘On 6 June 2023 I conducted a phone interview of one of the male students who Soliz alleged had been present when the “friends with benefits” conversation had occurred. The male student denied any such conversation occurred in his presence. The male witness also informed me Soliz had never attempted to add him to social media. On 7 June 2023 I conducted a phone interview of the second male witness Soliz had claimed had been present, who also denied that any conversation regarding “friends with benefits” occurred in his presence. It is my belief based on my investigation that the suspect in this offense, Estevan Soliz (a subject older than 17 years of age), knowingly solicited « minor to meet another person, including the actor, with the intent that the minor will engage in sexual contact, sexual intercourse, or deviate sexual intercourse with Pflugerville ISD Police Department Report Number # 23053747 the actor or another person. Soliz committed the offense during regular public or private primary or secondary school hours; and knew that Victim | was enrolled in a public or private primary or secondary school at the time of the offense. It is my belief based on my investigation that the suspect in this offense, Estevan Soliz, knowing that an investigation or official proceeding is pending or in progress, he altered, destroyed, ot concealed records, or things with intent to impair their availability as evidence in the investigation or official proceeding, specifically the messages and friends in his Snapchat identified above, and later the entire account itself’ which he deleted after he was aware an official proceeding was in progress and was ordered to preserve Kiel Won Robert Wilson Affiant SWORN AND SUBSCRIBED before me on this 08 day of Jun, 2023. Helenberg #733 responded to KLMS at the request of school administrators who were being informed about the outcry. Det. C. Helenberg #733 began an Internal Affairs (LA) investigation of Soliz. At some point Soliz was suspended from duty. On 17 May 2023 at 1330 hours Det. C. Helenberg #733 had Forensic Interviews conducted of Victims 1 and 2, and a non-acute Sexual Assault Forensic Examination conducted on Victim 2 because she alleged Soliz made physical contact with her on a prior date. Both Victim 1 and Victim 2 maintained the integrity of and exhibited credibility in their interviews. During the course of the forensic interview, Victim 2 identified a third potential victim, hereafter referred to as Victim 3. ‘On Friday, 19 May 2023 a school counselor made contact with Victim 3. Victim 3 reported she had her phone taken away from het parents and Soliz, unsolicited, had brought her a used former phone, which the school counselor had Victim 3 retrieve. Det. C. Helenberg #733 then spoke with Victim 3, who informed Det. C. Helenberg #733 Soliz had called Victim 3 to his office and had presented her with the phone. Victim 3 reported Soliz had logged into his icloud and downloaded applications to the phone. One of the applications Victim 3 reported Soliz downloaded was SnapChat. Victim 3 reported that Soliz added himself as her friend prior to giving her the phone. Victim 3 reported she did not want to accept the phone, but Soliz bad said he would “be sad” and it would “hurt him” if she did not accept it. Victim 3 took the phone at this point. Victim 3 said Soliz. did communicate with her over SnapChat, but sent heart emojis and greetings such as “hi”. Victim 3 also reported she tried to return the phone to Soliz three times, and Soliz would consistently make comments to her that returning the phone would make him sad, so ‘Victim 3 felt compelled to keep the phone. Victim 3 turned the phone over to Det. C. Helenberg. Vietim 3 is in the same friend group as Vietim 1, In order to protect Soliz’s rights under Garrity v. New Jersey, on 19 May 2023 I was brought in to conduct the criminal investigation. I have not spoken to human resources personnel or seen any compelled ‘statements from Soliz. Det. C. Helenberg #733 made copies of her non-Garrity derived case material ‘which included the written school statements from school staff, the photographs of the phones with the ‘messages displayed, public information database searches on known electronic accounts belonging to Soliz, and Soliz’s district electronic user report from the school district information technology (IT) department. I requested and received a copy of Soliz's TCOLE taining records as well, While reviewing the video taken from KLMS school security cameras on the day of the outcry, 5 May 2023, while Soliz is attempting to listen to the outcry occurring in the office, when he walks down the hall and exits through the door, Soliz is seen pulling out what appears to be a cell phone out of his pocket. Pflugerville ISD Police Department Report Number # 23053747 Itis common knowledge in our department that Soliz has a personal cell phone. Soliz’s phone number is: $12-922-5251 ‘Through public data searches this phone number is shown to be assigned to the mobile carrier AT&T. Pflugerville [SD Information Technology was able to provide a record of devices which had connected to the School District wireless intemet network using Soliz's login credentials. A review of these logs indicated that Soliz’s credentials had been used on three separate devices to access the wireless internet network, and one or more of those devices had accessed Snapchat over 200 separate times. On 26 May 2023 Human Resources terminated Soliz’s employment with the school district. After calling Soliz and notifying him of his termination, a group of officers went to Soliz’s residence to retrieve department issued equipment. I went with Chief P. Petherbridge #744, Sgt. A. Boyd #721, and Det. C. Helenberg #733 as part of this group. Once the department equipment was accounted for, Sgt. A. Boyd #721 departed the scene. Soliz asked Chief P. Petherbridge #744 if there was anything else “pending”, at which point] informed Soliz I had been brought in to conduct the criminal investigation. At no point was Soliz detained, handcuffed, or given any indication he was not free to leave. Soliz also knew he was terminated from employment at this point and had no reason to believe he was being compelled to make & statement. Chief P. Petherbridge #744 stood by in his vehicle while Soliz spoke to me. Det. C. Helenberg #733 recorded the contact on her bodyworn camera. I was standing at the far edge of Soliz's driveway, almost in the street, and Soliz was on the side closest to his house, so T was not impeding his ability to leave and end his conversation with me at any point. I also asked Soliz numerous times to give my contact information to his attorney so I could speak with them regarding the incident. Soliz continued to make res gestae statements to me about the incident. Soliz claimed Victim 1 had only utcried because she had been searched for narcotics earlier in the day and was trying to deflect consequences from her to him. Soliz also claimed the term “benefits” had been derived from another occasion in his office at the school, when two male students had been in the office while several female students were present, and accused Soliz of being sexist because he favored the female students over the male. Soliz said one of the boys had made a comment that there were “benefits” to being Soliz’s friend, and this had been the prompt for him to ask Victim | if she wanted a “friend with benefits”, Soliz informed me he did not know “shit” about Snapchat, and had told the kids to delete the messages only because if they were shared in a group he did not want anyone to see the messages. I asked Soliz why he had sent the message telling Victim | to come to see him so he could explain, and Soliz claimed that to type out an explanation of the benefits would be too much to text and easier to explain in person. Soliz claimed the “benefits” he was referring to were snacks and sleep overs and other privileges. Soliz also rade statements regarding other policy violations of inappropriate communication with female students which did not meet the elements of eny criminal offense. I asked Soliz why he deleted his Snapchat account after the outery, and Soliz said students were still messaging him, and after waiting for the Internal Affairs investigation to progress he had decided he was done with it and had deleted it. During this interview Soliz confirmed he had used the suspect account to message students, confirmed he had sent the friends with benefits message, confirmed he had responded to the student to meet him the next day to explain what the benefits were, and confirmed he had deleted the suspect account after knowing an investigation or official proceeding was underway. Victim 1 had been searched by school administrators on the day of the outcry for suspicion of narcotics. The search had not located any contraband, and the schoo! administrator who had conducted the search Pflugerville ISD Police Department Report Number # 23053747 noticed the demeanor of Victim 1 was not normal and sent her to the school counselor. This is when the outcry had actually occurred, when Victim 1 no longer had a fear of consequences. Itis also irrelevant if Victim 1 had narcoties on her or not, because that would be unrelated to this offense which occurred. ‘After reviewing messages Victim I had sent to another student on the day of the outcry, she does indicate in the messaging she had in fact been in possession of some type of contraband but school administration had not located it, further refuting Soliz’s claim she was trying to deflect consequences. Additionally, Victim 1 sent the following messages in the same conversation: "omg" “Ltold her everything” "Lcan't believe ts [this shit]" "Tm a victim bro” (this message is distorted with odd characters, which i have observed in other snepchat retums and other messages in this production) “ifu can when u see {victim 2] please tell her im reporting bear” “hey don't tell anyone i reported him” “and that he was texting me ok" Also relevant is neither Victim 1 or Victim 2 outeried or reported anything in their forensic interviews that there was a conversation about friends with benefits in Soliz’s office. ‘When I reviewed the production from Snap Ine. for the search warrants, Soliz’s account had extremely little content in it. In the screen shots captured of the conversation which we have, there is a banner showing that Soliz deleted a message, indicating he had his settings in place to delete messages quickly. Soliz by his own statements indicated there were several other female students he had been messaging, ‘but none of those messages appeared in his history produced by Snapchat. Soliz by his own admission deleted them. One of the logs produced by Snapchat also showed Soliz deleted 6 friends from his Snapchat account on the day of the outcry et approximately 1757 hours Central Time within a minute of tach other. Several of these eccounts are named consistent with female students Soliz confirmed were kids who were known to frequent his office. These deletions occurred after the outery by Victim 1 was made and Chief P. Petherbridge #744 and Det. C. Helenberg #733 had met with Soliz and informed him he was under Internal Affairs investigation and ordered to preserve his Snapchat account, which he admittedly later deleted. ‘On 6 June 2023 1 conducted a phone interview of one of the male students who Soliz alleged had been Present when the “friends with benefits” conversation had occurred. The male student denied any such ‘conversation occurred in his presence. The male wimess also informed me Soliz had never attempted to add him to social media. On 7 June 2023 I conducted a phone interview of the second male witness Soliz had claimed had been Present, who also denied that any conversation regarding “friends with benefits” occurred in his presence. Itis my belief based on my investigation that the suspect in this offense, Estevan Soliz (a subject older than 17 years of age), knowingly solicited a minor to meet another person, including the actor, with the intent that the minor will engage in sexual contact, sexual intercourse, or deviate sexual intercourse with Pflugerville ISD Police Department Report Number # 23053747 the actor or another person. Soliz committed the offense during regular public or private primary or secondary school hours; and knew that Victim | was enrolled in a public or private prit secondary school at the time of the offense. Pi Itis my belief based on my investigation thatthe suspect in this offense, Estevan Soliz, knowing that an investigation or official proceeding is pending or in progress, he altered, destroyed, or concealed records, of things with intent to impair their availability as evidence in the investigation or official proceeding, specifically the messages and friends in his Snapchat identified above, and later the entire account itself which he deleted after he was aware an official proceeding was in progress and was ordered to preserve obert Wb Robert Wilson Affiant SWORN AND SUBSCRIBED before me on this 08 day of Jun, 2023.
