2. Equipment Operating Procedures


WARNING: THE FOLLOWING PROCEDURES ARE APPLICABLE TO A TYPICAL SIEMENS GAS TURBINE APPLICATION. THESE PROCEDURES MUST THEREFORE BE APPLIED IN CONJUNCTION WITH LOCALLY DEFINED PROCEDURES WHICH TAKE INTO ACCOUNT THE REQUIREMENTS OF THE DRIVEN UNIT SUPPLIERS. Refers to the following operator/equipment interfaces: i) ii) Power Control Cabinet Battery Charger

2.1 General
2.1.1 Training of Personnel WARNING: PERSONNEL OPERATING THIS EQUIPMENT MUST HAVE RECEIVED SUITABLE TRAINING. THE OPERATION OF THIS EQUIPMENT BY INADEQUATELY TRAINED PERSONNEL COULD RESULT IN SEVERE AND LIFE THREATENING CONSEQUENCES. The equipment to which this Operators Manual relates has been designed and constructed so as to be safe and without risks to health When properly used for the purpose for which it was designed, and in accordance with the manufacturers recommendations. The equipment must only be operated by personnel who have been properly trained. These personnel must be fully conversant with the procedures and safety instructions outlined in this Operators Manual. They must also be fully conversant with the general requirements for safe operation of mechanical and electrical equipment in potentially hazardous environments. Before operating the equipment, personnel must also be aware of Statutory and local requirements, codes of working practices, and safety and/or health precautions. Permit to Work procedures must be observed at all times.

2.1.2.

Equipment Hazards WARNING: PERSONNEL IN THE VICINITY OF THE EQUIPMENT MUST OBSERVE THE SAFETY SIGNS WHICH ARE DISPLAYED ON THE EQUIPMENT. FAILURE TO HEED A SAFETY SIGN COULD RESULT IN INJURY TO PERSONNEL. Safety signs are located at various positions on the equipment to identify, to the operator and other personnel, potential hazards that may prevail in that particular area. The safety signs, with the full meaning, are shown in the preliminary pages of this manual.

2.2 Gas Turbine Starting Procedure


2.2.1 Preliminary checks WARNING: BEFORE ATTEMPTING TO START THE GAS TURBINE ENGINE, ENSURE THAT THE PERMIT TO WORK LOG INDICATES THAT NO MAINTENANCE WORK IS ONGOING ON THE INSTALLATION, PERSONNEL ARE CLEAR OF THE AIR INTAKE, EXHAUST AND TURBINE ACOUSTIC ENCLOSURE, AND ALL ASSOCIATED EQUIPMENT AND SYSTEMS ARE AT READY STATUS. i) ii) iii) iv) Check that the turbine lubricating oil reservoir has been filled to the correct level. Visually check all fluid systems for leakage. Inspect combustion and ventilation air inlet filters and ensure interiors are clear. Secure and lock access doors. Ensure that the necessary valves in the main fuel supply line are open and that the correct pressure is obtained. Also ensure that the instrument air supply is established and correct pressure is obtained (see contract fuel system diagram). Verify that the fire extinguishant system cylinders are fully charged.

Driven Unit WARNING: THESE PROCEDURES MUST BE APPLIED IN CONJUNCTION WITH LOCALLY DEFINED PROCEDURES WHICH TAKE INTO ACCOUNT THE REQUIREMENTS OF THE DRIVEN UNIT SUPPLIER. Ensure the driven unit controls are positioned to the correct settings for starting the equipment.

Operator Panel Settings i) Set the emergency lubrication oil pump selector switch to AUTO.

2.2.4

Battery Cabinet i) Ensure power supply to battery charger is ON and that the batteries are in a fully charged condition. NOTE: Indication of only a few amperes output from the charger should indicate that the batteries are in a fully charged condition. ii) Ensure that auxiliary controls isolator and the emergency lubricating oil pump isolator at the battery and invertor cabinet are CLOSED.

Enclosure Security and Fire Protection System WARNING: ENTRY INTO THE ENCLOSURE WHEN THE TURBINE IS OPERATING IS ONLY PERMITTED UNDER A PERMIT TO WORK SYSTEM. ENCLOSURE DOORS MUST BE CLOSED AND SECURED AT ALL OTHER TIMES DURING TURBINE OPERATION. i) Close and secure enclosure access doors and panels. ii) Ensure manual isolation system valve is in the OPEN position. Set the extinguishant release control (ISO/AUTO/MAN) Switch to AUTO.

2.2.6

Starting Procedure WARNING: OPENING OF THE TURBINE ENCLOSURE DOORS IS PROHIBITED DURING NORMAL TURBINE OPERATION. CAUTION: SHOULD ANY OF THE SAFETY DEVICES COME INTO OPERATION DURING THE STARTING PROCESS, DO NOT ATTEMPT TO RE START THE TURBINE WITHOUT FIRST ASCERTAINING THE CAUSE OF THE SHUTDOWN. i) Ensure power supply to the package equipment is switched ON. NOTE: The monitoring programs are run, following power on, and should any fault condition be detected by the prestart monitoring programs, a start inhibit will be imposed and the relevant message annunciated on the VDU in white lettering on a dark blue background. In this event, remedial action will be necessary before the start can proceed. ii) Ensure the turbine READY TO RUN message is annunciated on the VDU. NOTE: If a red SHUTDOWN message is annunciated from previous operation, providing a fault is no longer present, select RESET to reset the turbine process to the prestart state. The shutdown message will be cancelled.

iii)

Select START, and confirm the start instruction on the VDU (IDS). NOTE: The start sequence, as shown in the following block diagram, will be initiated. It is a simplified description of the automatic functions of the control system; indicates at which stage in the sequence a particular process is activated or occurs; and shows the resultant action on failure of any process.

iv)

Monitor the VDU screen annunciations and equipment throughout the starting sequence. NOTE: Turbine speed and temperature are the best indication of performance. Should an abnormal situation arise, e.g. a rapid rise of temperature with no corresponding increase in speed, or an unscheduled rapid increase in speed, the control system is designed to automatically shut down the turbine. However, always be alert and intervene to shut down the turbine should there be prior indications of this situation occurring, such as loud ducting reverberations. Ensure the gas turbine is running at operating speed.

Fault Annunciation/Operator Interaction In the event of a fault warning being generated, the appropriate message is annunciated in black lettering on a flashing yellow background, accompanied by the flashing Unaccepted symbol displayed alongside the message; the amber warning light on the switch panel flashes; the panel alarm will sound continuously, and the klaxon will also sound for two seconds. Select ACCEPT WARNING to accept/silence the alarm and change the flashing conditions to steady. As soon as the warning condition ceases to exist or the fault is corrected, the message will cancel and the lamp extinguish. In the event of a shutdown occurring, the appropriate message is displayed in white lettering on a flashing red background, accompanied by the flashing Unaccepted symbol displayed alongside the message; the red lamp on the switch panel flashes, and the panel alarm and klaxon sound continuously. Carry out the same action as for a warning condition to accept and silence the alarm, and change the flashing conditions to steady. When turbine rotation has ceased after a shutdown, the TURBINE PROCESS READY TO RESET message will display: Providing a fault is no longer present, select RESET to reset the turbine process to the prestart state. The shutdown message will be cancelled and the panel lamp extinguished.

2.3.1

Gas Turbine Running Procedures


General WARNING: ENCLOSURE DOORS ARE NOT TO BE OPENED DURING TURBINE OPERATION. ENTRY INTO THE TURBINE ENCLOSURE IS PROHIBITED WHILST THE TURBINE IS OPERATING. WARNING: PERSONNEL MUST WEAR EAR PROTECTION WHICH IS SUITABLE FOR THE CLASSIFICATION OF THE AREA WHEN WORKING IN THE VICINITY OF AN OPERATING TURBINE. WARNING: OPERATING AND MAINTENANCE STAFF MUST NOT UNDER ANY CIRCUMSTANCES BYPASS THE AUTOMATIC SHUTDOWN DEVICES. A FAULT CONDITION WHICH RESULTS IN AN AUTOMATIC SHUTDOWN MUST RECEIVE IMMEDIATE ATTENTION, BECAUSE THIS PROTECTION IS INCORPORATED TO PREVENT DAMAGE TO THE TURBINE AND INSTALLATION AND INJURY TO PERSONNEL. WARNING: PERSONNEL MUST STAND CLEAR OF ALL SYSTEM PIPELINES AND FITTINGS DURING EQUIPMENT OPERATION. PERSONAL CONTACT MUST NOT BE MADE WITH BARE PIPING AND COMPONENTS, OTHERWISE INJURY COULD RESULT. WARNING: DO NOT RUN HANDS ALONG HIGH PRESSURE HYDRAULIC PIPES WHEN ATTEMPTING TO LOCATE LEAKS. PERSONNEL NEED TO BE AWARE THAT WHEN HIGH PRESSURE HYDRAULIC FLUID IS LEAKING, IT IS CAPABLE OF PIERCING HUMAN SKIN. IF THIS SHOULD HAPPEN, SERIOUS INJURY COULD RESULT, AND IMMEDIATE MEDICAL ATTENTION SHOULD BE SOUGHT. CAUTION: DO NOT MANUALLY OPERATE THE EMERGENCY LUBRICATING OIL PUMP WHEN THE GAS TURBINE IS RUNNING AND/OR THE AUXILIARY LUBRICATING OIL PUMP IS RUNNING. THIS CONDITION WILL RESULT IN REDUCED OIL PRESSURE AND FLOW TO GAS TURBINE, GEARBOX, AND DRIVEN UNIT BEARINGS WITH THE SUBSEQUENT POSSIBILITY OF OVERHEATING AND/OR SEIZURE.

CAUTION: OPERATORS MUST BE AWARE THAT DURING SEVERE COLD ENVIRONMENTAL CONDITIONS THERE IS A POSSIBILITY THAT CONGEALED OIL COULD BE PRESENT IN THE COOLING SYSTEM, THUS RESTRICTING OIL CIRCULATION. SHOULD A HIGH LUBRICATING OIL TEMPERATURE WARNING MESSAGE BE ANNUNCIATED ON THE VDU SCREEN, A FAULT IS INDICATED IN THIS AREA. INITIAL ATTEMPTS SHOULD BE MADE TO CLEAR THE RESTRICTION BY APPLYING EXTERNAL HEAT TO THE AREA, E.G. HOT AIR, HOWEVER FAILING THIS, AND IN THE EVENT THAT THE TURBINE HAS SHUT DOWN ON HIGH LUBRICATING OIL TEMPERATURE, REMOVAL OF PIPEWORK MAY BE NECESSARY TO CLEAR THE RESTRICTION AND PREVENT DAMAGE BEING CAUSED TO THE TURBINE AND EQUIPMENT. CAUTION: ENSURE NO WELDING OR RADIOGRAPHY OPERATIONS ARE UNDERTAKEN IN THE VICINITY OF THE TURBINE ENCLOSURE WITHOUT THE USE OF PROPER SCREENING IN ORDER TO AVOID INADVERTANT TRIGGERING OF THE UV DETECTORS LOCATED WITHIN THE ENCLOSURE. CAUTION: IN THE EVENT OF FAILURE OF ANY ONE ENCLOSURE UV FLAME DETECTOR (INDICATED BY AUDIO/VISUAL ALARM FROM THE FIRE MONITOR AT THE TURBINE CONTROL CABINET), DISCONTINUE TURBINE OPERATION AND RECTIFY THE FAULT IN ORDER TO AVOID THE RISK OF A SECOND DETECTOR FAILING. CAUTION: ANY INDICATION OF VIBRATION PROBE FAILURE SHOULD BE CHECKED AND DEALT WITH ON OCCURRENCE AS CONTINUED RUNNING UNDER THIS CONDITION COULD LEAD TO POSSIBLE EXTENSIVE EQUIPMENT DAMAGE. When the turbine is operating, operating staff must: i) monitor the Visual Display Unit (VDU) screen annunciations and indicator lights. Turbine speed and temperature are the best indication of performance. If an abnormal situation arises, e.g. a rapid rise of temperature with no corresponding increase in speed or an unscheduled rapid increase in speed, the control system is designed to automatically shut down the turbine. ii) always be alert and intervene to shut down the turbine should there be prior indications of a failure occurring, such as loud reverberations in the ducting. iii) regularly consult mimics and data available on the visual display unit and record and compare readings to detect any developing abnormalities. iv) ensure the wash trolley is suitably earthed to guard against static sparks when preparing turbine wash equipment and before commencing the wash operation. v) ensure all drains and vents from the installation are kept clear and that there is no possibility of back pressure being created, in excess of that permitted.

monitor drain points for leakage. ensure the lubricating oil level in the oil tank is above the minimum running level. stop the turbine in a controlled manner if a single ultraviolet flame detector fails (indicated by audio/visual alarm from the Fire monitor at the Turbine Control Cabinet). The fault must be rectified before restarting the turbine. This action will help to avoid the risk of a false fire shutdown. stop the turbine in a controlled manner if a gas alarm indicates gas leakage. The turbine will shutdown automatically after 15 minutes in the event of detection of gas leakage at the lower set point LEL or immediately at the upper set point LEL. ensure excessive vibration is not occurring in the package equipment. report any indication of vibration probe failure which should be checked and dealt with on occurrence as continued running under this condition could lead to possible extensive equipment damage.

2.3.2

Control System - Fault Indication The visual display unit provides a continual source of information in the form of bargraphs, mimic diagrams and message annunciation and is thus the foremost indicator of any trouble in the system. The programmable controls do a great deal of continual monitoring and display warning or shutdown messages when critical faults are detected. The messages are explicit and should point directly to the fault although this facility is limited by the need to clearly display turbine and critical control system faults. The messages provide direct information and are annunciated in black lettering on backgrounds as follows: Information and advisory messages on a white background. Warning messages in black lettering on a yellow background. Shutdown messages in black lettering on a red background. Start Inhibit messages display as white lettering on a blue background.

2.3.2.1 Operator Actions for Warning Messages CAUTION: WARNING MESSAGES SHOULD BE TREATED WITH THE APPROPRIATE SENSE OF PRIORITY. IT IS PREFERABLE TO STOP THE TURBINE IN A CONTROLLED MANNER RATHER THAN ALLOW THE SYSTEM TO SHUTDOWN AUTOMATICALLY. When a warning condition occurs, the ACCEPT WARNING button on the Operator Panel will flash and the alarm will sound. If the ACCEPT WARNING button is pressed, the alarm will immediately silence. If the button continues to be pressed, the button will stop flashing; if the warning condition persists the button will light steadily, if the warning condition has passed then the button will be unlit.

2.3.2.2 Operator Actions for Shutdown Messages CAUTION: THE CAUSE OF ANY FAULT SHUTDOWN MUST BE INVESTIGATED BEFORE ANY ATTEMPT IS MADE TO RESTART THE TURBINE. When a shutdown condition occurs, the ACCEPT SHUTDOWN button on the Operator Panel will flash and the alarm will sound. (the ACCEPT WARNING button may flash as well). If the ACCEPT SHUTDOWN button is pressed, the alarm will immediately silence. If the button continues to be pressed, the button will stop flashing; however, the ACCEPT SHUTDOWN button will remain lit until the turbine is reset. It will be necessary to reset the turbine following a fault shutdown. This is achieved by pressing the RESET button on the Operator Panel.

2.4.1

Gas Turbine Stopping Procedures


Normal Stop/Fault Shutdown

2.4.1.1 Normal Stop Select STOP, and confirm the stop instruction on the VDU (IDS). NOTES: 1. A stop hold is applied and the governor signalled to ramp down to minimum demand speed. This feature is provided to allow a gradual unloading of the turbine prior to shutting the fuel off. The message TURBINE RAMPING TO MINIMUM SPEED status message will be annunciated. 2. The AC lubricating oil pump will be switched on and continue to run until the turbine hot signal is removed. In the event of AC pump failure, the DC lubricating oil pump will operate and maintain the supply to the turbine hot bearings under the same conditions. CAUTION: IF IT IS NECESSARY TO SWITCH OFF THE TCM, THIS MUST NOT BE DONE UNTIL THE TURBINE HOT SIGNAL IS REMOVED BY THE CONTROL PROCESS. SWITCHING OFF PREMATURELY WILL RESULT IN THE AC LUBRICATING OIL PUMP BEING ISOLATED. Fault trip In the event of a fault shutdown the turbine will trip immediately, with no ramp down.

2.4.1.2 Stop/Shutdown messages The following message/s will be annunciated relative to the stop or shutdown condition:
TURBINE NORMAL STOP EMERGENCY STOP WATCHDOG TRIP OVERSPEED TRIP FROM INDEPENDENT CARD

Relevant System Fault Shutdown Message

2.4.1.3 Reset on normal stop Following a normal stop, the process automatically resets to the prestart state. 2.4.1.4 Reset procedure following shutdown When turbine rotation has ceased after a shutdown, the message TURBINE PROCESS READY TO RESET will be annunciated. When the fault has been cleared, follow the dialogue box prompt by selecting RESET to reset the turbine process to the prestart state. The shutdown message will be cancelled and the panel lamp extinguished. 2.4.2 Emergency Stop/Shutdown An emergency stop/shutdown is initiated when the emergency stop loop is broken. This will occur in the event of: - any of the emergency stop pushbuttons being pressed - an overspeed condition being detected - a system watchdog trip - fire or gas detection - failure of the DC power on relay - inadvertent opening of any miniature circuit breaker in the control loop. The emergency stop relay is deenergised, causing immediate operation of the fuel safety shutoff valve, and electrical isolation of selected equipment. The appropriate message relative to the cause of the shutdown will be annunciated. When the fault is cleared, follow the same reset procedure as previously described to energise the emergency stop relay and reestablish the emergency stop loop. The lubricating oil pumps will operate as under a normal stop/shutdown, except in the case of a fire/gas shutdown when pump operation is under the conditions set out following.

2.4.2.1 Fire shutdown Fire detected shutdown WARNING: IN THE EVENT OF A SHUTDOWN CAUSED BY FIRE WITHIN THE TURBINE ENCLOSURE, MAKE NO ATTEMPT TO ENTER THE ENCLOSURE UNTIL A PERIOD OF TIME HAS ELAPSED (SUGGESTED MINIMUM 3 HOURS), SUFFICIENT TO MAINTAIN MAXIMUM CO2 CONCENTRATION LEVELS; TO STOP OXYGEN ENTERING THE ENCLOSURE, LEADING TO POSSIBLE REIGNITION; AND TO ALLOW SURFACES TO COOL TO A DEGREE THAT WILL ALLOW SUBSEQUENT SAFE ENTRY. AVOID PERSONAL CONTACT WITH LOW TEMPERATURE PIPEWORK FOLLOWING EXTINGUISHANT RELEASE. A fire detected by ultra violet detectors or heat detectors will give an immediate shutdown. A short delay of typically 30 seconds is allowed for personnel to evacuate the enclosure before an initial extinguishant release is commences. The emergency (DC motor driven) lubricating oil pump is allowed to run and a preset wait period elapses before the fire detectors are checked to establish if fire is still present in the enclosure. If fire is again detected, the reserve extinguishant release commences. When the reserve extinguishant shot is detected, the emergency (DC motor driven) lubricating oil pump is inhibited. Gas detected shutdown WARNING: IF GAS IS DETECTED WITHIN THE TURBINE ENCLOSURE, ALLOW TIME FOR THE GAS TO BE DISSIPATED BY THE ENCLOSURE VENTILATION FAN BEFORE UNDERTAKING INVESTIGATION OF THE CAUSE; USE A FRESH AIR MASK OR SELF CONTAINED BREATHING APPARATUS; AND ENSURE NO IGNITION SOURCE EXISTS EXTERNAL TO AND AROUND THE PACKAGE. If the shutdown was due to gas detection, or gas is detected after shutdown, the emergency stop loop is broken; the ventilation fan remains running; the AC motor driven lubricating oil pump will be switched off, and the DC motor driven lubricating oil pump will be switched on.

2.5.1

Motor Control Centre


Introduction The motor control centre provides protection to, and facilitates isolation and control of individual electrical motors mounted on the underbase. Electrical circuits and switching for each electrical motor is housed within individual compartments which form two separate cubicles mounted on the underbase. Controls are available as follows: i) Main Incomer ii) Auxiliary Lubricating Oil Pump iii) Lubricating Oil Cooler Fan iv) GT Enclosure Ventilation Fan (main) v) GT Enclosure Ventilation Fan (standby vi) Starter Motor Feeder vii) Lubricating Oil Tank Heaters viii) AC Igniters ix) Distribution Board x) Starter Motor VSD

2.5.2

Normal Operation Prior to starting the gas turbine, the compartment controls on the motor control centre should be set as follows: i) Main isolator/circuit breaker ON. ii) LOCAL/OFF/REMOTE selector key switch set to REMOTE. This will enable control of the motors from the turbine control module during normal equipment operation. NOTE: The emergency stop bushbutton is common to LOCAL and REMOTE control.

2.5.3

Testing Each compartment starter can be selected to LOCAL and the relevant system operated from the pushbuttons on the door.

2.5.4

Fault Indication The TRIP indicator is illuminated either by the operation of a remote stop or an overload trip (where fitted). The procedure for resetting the controls for each type of action are different as follows:

2.5.4.1 Overload Trip Reset i) ii) iii) Switch OFF the compartment isolator/circuit breaker. Open the compartment door and press the RESET button on the overload. Close the compartment door.

Switch ON the compartment isolator/circuit breaker. Press the door mounted RESET button. NOTE: if the indicator remains illuminated, investigation of the circuit for faults should be performed.

2.5.4.2 Remote Stop Rest i) ii) iii) 2.5.5 Ensure the reason for the remote stop has been cleared. Release the remote stop button. Press the RESET button on the compartment door.

Main Incomer Controls The main incoming ammeter is provided to monitor busbars current draw. A selector switch is provided to monitor each phase. The main incoming voltmeter is provided to monitor voltage. A selector switch is provided to monitor each phase.

2.6.1.

Battery System
Introduction The battery charger is of the current limited, constant voltage type utilising the thyristor phase method of regulation. The charger is fitted with a comprehensive alarm module to enable monitoring of the charger operation and condition. The alarms fitted are: i) ii) iii) iv) Mains ON Charge Fail Battery Out of Limits - Low Battery Out of Limits - High (Charger Shutdown) NOTE: This procedure is only necessary on initial operation of the system or if the system has been shutdown for maintenance purposes. i) Initialise the system controls as follows: INPUT CIRCUIT BREAKERS - OFF BATTERY FUSES (F6 and F7) REMOVED (if applicable) Energise the AC mains supply to the system. Close the CHARGER INPUT CIRCUIT BREAKER. Insert BATTERY FUSES (F6 and F7) (if applicable).

2.6.2. Battery Cabinet Start Up Procedure

The system is now operational. 2.6.3. Normal Operation During normal operating conditions, only the MAINS PRESENT lamp should be illuminated. If any other lamps are illuminated, a fault condition is indicated and should be investigated and rectified as necessary.

2.6.4. Shutdown Procedure WARNING: HIGH VOLTAGES ARE STILL PRESENT IN THE EQUIPMENT CUBICLE AFTER SHUTDOWN. THE EQUIPMENT SHOULD BE ISOLATED EXTERNALLY BEFORE ANY MAINTENANCE COMMENCES. The battery system will normally only be shutdown for maintenance purposes. Proceed as follows: i) ii) Open the INPUT CIRCUIT BREAKER. Remove the BATTERY FUSES (F6 and F7) (if applicable).

The system is now shutdown.
