The undersigned hereby applies for a warrant for the arrest of the above-named accused on the basis of the facts set forth in the: X Affidavit Below. n Affidavit(s) Attached.

The undersigned affiant, being duly sworn, deposes and says: That, the affiant, Detective Charles M. Stankye, III is a regular swom member of the Derby Police Department and has been a member of the departnent since 1987. The affiant is currently assigned to the Detective Division as the Youth Officer. At all times mentioned herein the affiant was acting as a member of said d.epartment. The affiant has been involved in the investigation of numerous crimes including but not limited to narcotics, sex assaults, and risk of rnjury. The following facts and circumstances are stated from personal knowledge and observations as well as information received from other police officers acting in their official capacity and from official police reports and statements made by prudent and credible witnesses.
1) That on Thursday, September 8ft at approximately 9:20 AM this Affiant received a call from Superintendent of Schools Stephen Tracy. Arhongst other things, Tracy told me that he was on his way to the Derby Middle School. There was a situation at the school that needed police response. Tracy said that he just received a call from Middle School Principal Sally Bonina; who informed him that she had just found Dean of Students William LaRovera in possession of narcotics on school properly. This now became Derby police Case #1 L-LOL76.

2)I'hatat this time, this Affiant along with Sgt. Netto, Sgt. Boulton, and Det. Massetti of the Derby police Departrnent responded to the Derby Middle School. Upon arrival, this Affiant met with Middle School Principal Sally Bonina and began an interview.
3) That Bonina gave awritten, notarized statement that said amongst other things that she has had suspicions that William LaRovera was abusing either drugs or tobacco products while at school and working. She states that as farback as last year she had problems with LaRovera. She said that she had suspicions of his behavior. When he was in school he would always be sniffling and constantlyhad runny noses and nose bleeds. His eyes were always red and blood shot. Bonina went on to state that last year LaRovera was caught on three separate occasions abusing tobacco products in the school and while on duty as Dean of Students. Any use of tobacco products on school proper{y is strictly forbidden by Board of Education policy. According to Bonina, LaRovera was written up for these violations last year. That Bonina stated that her suspicions abqut LaRovera continued

this year as school began. She also began to notice that he was never in the administrative suite; which is where his office is located. She said that he would disappear for hours at a time and she would not know where he was or what he was doing. He was never in his own office. Bonina states that she would call him on the radio and ask him his location. He would always answer back that he was in the bathroom. 4) T\at Bonina states every day when LaRovera came into work he would be carrying his gray computer bag. Bonina said that at the beginning of every day, Bill would go down to the gym end of the building. He would remain there for a time and then wouid return to the adminishative suite. When he would return to the administrative suite he would not have his gray computer bag with him that he went down to the other end of the school with.
5) That Bonina stated on September 8, 2011 she had suspicions that LaRovera was once again abusing tobacco on school properly or even worse, usrng drugs. Bonina said she watched his movements on the school's closed circuit television in her office. She said that at the beginning of the lst period, she watched LaRovera on the CCTV as he walked down the hall to the locker room area of the school. She said that he was carrying his gray computerbag with him as was his custom. Bonina said that there was no one else in the hallway at this time. she watched him as he walked to the locker room area of the school. Bonina said that she then asked Secretary Diane Raynor to walk down to the locker room area to see where Bill was. Bonina said that she stayed in her office watching Bill on the CCTV. Raynor said that she saw Bill come out of the locker room and begin to walk back towards the office suite. He was not caryrngthe gray computer bag with him. Raynor also said that there was no one else in the hall at this time. At this time, Bonina left her office and accompanied by School Custodian Dave Wrigley' went directly to the boy's locker room where LaRovera had just came out of. Both she and Wrigley went into the locker room. Raynor states that no one else went into the locker room or came out of the locker room; after Bill came out and Sally and Dave went in.". 6) That when Bonina and Wrigley went into the locker room office, there was no one else in the locker room or office. Bonina said she looked around the oflice and saw LaRovera's grtly computer bag in the office. She said that she now picked up the bag and checked to see if it contained anytobacco products. Bonina said that when she opened the front zippered pocket on the bag, she was surprised to find two small zip lock baggies inside. She said that the baggies contained numerous pills. Bonina said that she took three of the pills out of the zip lock baggies and took them to the school nurse to see if she could tell what the pills were. Bonina said that the nurse looked the pills up on the computer and they were Oxycontons. Bonina immediately notified School Superintendent Steve Tracy and he contacted this Affiant at the Derby Police Departnent.

Bonina states that as she was on the phone rvith Dr. Tracy, LaRovera opened the office door and asked her if she had his bag. Bonina states that he was completely without color and was vely nervous. Bonina said that she told him she did not have his bag and she states that LaRovera started pacing in the hall outside the office door yelling that someone had

taken his bag. Bonina said that LaRovera started yelling at her, "You have my bag. You can't keep my bag.". Bonina said that she now told LaRoverathathe brought drugs into this building. You brought oxyconton into my school. Bonina said that LaRovera's reply was "Yes I have it, but you don't understand. Please let's talk.". Bonina said that there's nothing to talk about. Bonina said that LaRovera told her that she was ruining his career. Bonina said that he was very excited and the only way that she could describe it was that he was wild. That Bonina now informed LaRovera he would have to leave the building. She said that she informed him that he would be on administrative leave with pay. Bonina said that she again told him that he would have to leave; but he just kept pacing and screaming that she was ruining his life and career. At this point Bonina states that she became frightened that he might harm her or someone else. She once again told him to leave the building and he refused saying that he needed his bag. Bonina now called Dave Wrigley to the office to escort LaRovera out of the building. LaRovera now walked out of the building with Wrigley.

8) That Bonina now began to inventory the contents of the bag in accordance with Board of Education procedure. Bonina said that she found a can of smokeless tobacco inside the bag along with the baggies containing the oxy pills. She said that she also found a hollow, clear plastic straw with a powdery residue inside, in the bag. That this Affiant knows from my taining and experience that people who abuse narcotics in pill form, often crush the pills forming a powder that they then snort through hollow plastic tubes like the aforementioned tube that Bonina found in the case. This procedure will enable the person to get a high much faster than if the narcotic was taken in pill form. The remainder of the contents of the bag was a box of tissues and a check book from Bank of America in the name of William LaRovera 76 Kingswood Drive Naugatuck, CT. 9) That Bonina now gave this Affiant two small, pink zip lock baggies containing numerous pills and a hollow plasfic straw with a powdery residue on the inside. At this time, Det. Massetti took the two baggies containing the pills and examined said pills. He counted the pills in each zip lock baggie. He f,ound that there were two different types ofpills. One baggie contained 44 pills stamped 710 on them. The second baggie contained 3 pills with 710 stamped on them and 19 pills with 199 stamped on them. Det. Massetti now contacted the poison contol center to ascertain what the pills were. Poison Control advised Det. Massetti that the pills stamped 710 were Roxycodone 15mg tablets. The pills stamped 199 were Roxycodone 30mg tablets. Both are Schedule II narcotics. The total pill count was forly seven (47) timgtablets of Roxycodone and nineteen (19) 30mg tablets of Roxycodone. I seized the two baggies containing the pills and the plastic stuw as evidence.
10) That on September 12,2011 this Affiant also interviewed School Custodian Dave Wrigley. That Wrigley completed a written, notarized statement that said amongst other things, he was sent to the locker room office to clean up the powder that was left behind on the metal cabinet. It was suspected that this was from Bill crushing pills on the cabinet. As he was cleaning up, he found a wood ptaque on the cabinet that belonged to Bill. The

plaque had "I Love Dad" on it. Wrigley said that he knew this was Bill's because he had seen it in his offrce on numerous occasions. Wrigley picked up the plaque and could see that there was crushed pill residue on the bottom and sides. He immediately called Bonina and she advised him to put the plaque into an envelope; which

he did. The envelope was brought to the office and locked in the safe. On Monday, Bonina gave this Affrant the aforementioned envelope containing the plaque. This Affrant showed it to Wrigley and he verified that this was the envelope and the plaque that he had found in the locker room office on Friday." This Affiant seized the envelope and plaque as evidence.

Affiant met with Derby Schools IT Director Brian Dunnuck. Together we reviewed the video from the Derby Middle School CCTV from September 8th. We were able to see that William LaRovera did indeed travel from the administrative suite carryinghis gray computer bagatthe time in question. He walked down the hallway to the boy's locker room and entered the locker room carrying the bag. There was no one else in the hall at this time. A short time later, LaRovera was seen exiting the locker room without the gray computer bag. Dunnuck captured the video and loaded it onto a thumb drive which he turned over to this Affiant. This thumb drive was seized as evidence.
12) That On September 12ft this Affiant tried to contact William LaRovera by phone. When I called his number it went to voice mail and I left a message identifying myself and asked LaRovera to contact me in reference to this case. On Tuesday, September 14tr ChiefNarowski gave me a fax that he had received from Attorney Rob

Serfinowicz.The fax was in reference to William LaRovera. Amongst other ttrings, the fax stated "I respectfirlly request that you take this letter as formal notice that I represent William LaRovera. My client has informed me that agents of the Derby police Departrnent have attempted to contact him regarding a pending investigation. Please take notice that Mr. LaRovera is specifically exercising his Sixth Amendment right to counsel and his Fiflh Amendment right to remain silent and he will not be providing any statements in relation to this investigation. Please inform your agents ttrey should direct any and all inquiry regarding this matter to my office and I respecffully request that your agents contact me should there be any further developments so we may deal those in an as efficient a manner as possible.,,.
WHEREFORE... The Affian! Det. Charles M. Stanlqye, 111, believes that based on the aforementioned facts and circumstances, that probable cause exists that William LaRovera (DOB l2tI6/L976) of 76 Kingswood Drive Naugatuck, Connecticut did commit the following crimes in violation of the Connecticut General Statutes and respectfuliy requests that an arrest warrant be issued charging William LaRovera with: Possession.of Narcotics, 2la'279(a); Fossession ofNarcotics within 1500' of a School, 2la-279(d); Possession of Drug Paraphernali4 2La'267(a); Possession of Drug Paraphemalia within 1500' of a School, 2ta-267(c)and Failure to Keep Narcotics in Original Container, 2Ia-257.
